0:03:40 > 0:03:43You get that adrenaline dropped straight into your system
0:03:43 > 0:03:46and you get that little bit of a euphoric feeling.
0:03:46 > 0:03:48Then it's just a matter of managing it, controlling it.
0:03:48 > 0:03:51Acknowledged, speed 6-0.
0:03:51 > 0:03:52Up Barkerend Road.
0:03:55 > 0:03:58- PC ALDERSON:- The fact is that they are generally one step ahead of you

0:04:01 > 0:04:03of what's around in the environment -
0:04:03 > 0:04:06they're not, they're just trying to get away.
0:04:06 > 0:04:11Right, right, right down Hipswell Street.
0:04:12 > 0:04:15- PC ALDERSON:- You've then got a job to do in managing that pursuit
0:04:15 > 0:04:17and bringing it to a safe conclusion.
0:04:19 > 0:04:20Left, left, left.
0:04:20 > 0:04:23Oh, it's up the pavement on Killinghall Road, isn't it?

0:04:32 > 0:04:36No, no, no, it went over a pavement onto Killinghall Road.
0:04:36 > 0:04:38That pursuit was a prime example of how
0:04:38 > 0:04:41they will do anything to get away.
0:04:41 > 0:04:43We won't.
0:04:43 > 0:04:47We want to go home at the end of the day. It's our... It's our job
0:04:47 > 0:04:49to do what we do, but at the end of the day,
0:04:49 > 0:04:50I want to go home to my family
0:04:50 > 0:04:55and I'm not taking the risks that they're willing to take to get away.
0:04:55 > 0:04:57Has a green Focus come in here?
0:04:57 > 0:05:00I knew it was still out there, I knew it was still being used.

0:05:45 > 0:05:46Right.
0:05:47 > 0:05:50We've been allocated the manhunt for Neville Powell,
0:05:50 > 0:05:52Operation Alum, as it's called.
0:05:52 > 0:05:56I wonder if you could just give me an update in relation to what he is
0:05:56 > 0:05:57wanted for.
0:05:57 > 0:06:01Then just an overview, a summary of him and what he is about.

0:06:45 > 0:06:50He's tried on a number of occasions to initiate sexual contact with her,
0:06:50 > 0:06:52and on all occasions she's sort of declined
0:06:52 > 0:06:55and made it clear to him that that's not what she wants.
0:06:56 > 0:06:59He's taken to exception to that.
0:06:59 > 0:07:04At some stage has started to repeatedly punch her to the floor.
0:07:04 > 0:07:07Whilst on the floor, he's then repeatedly kicked her.
0:07:07 > 0:07:10He's broken off from that assault and gone into the kitchen,
0:07:10 > 0:07:11boiled the kettle.
0:07:12 > 0:07:15Come back into the room, having boiled the kettle,
0:07:15 > 0:07:18and thrown boiling water over her.
0:07:18 > 0:07:20Other intelligence or information...
0:07:20 > 0:07:22The job of tracking Powell down
0:07:22 > 0:07:25falls to Detective Sergeant Martin Ashurst.
0:07:25 > 0:07:27If somebody's wanted and we know

0:07:35 > 0:07:38What else do we know about Powell at the minute?

0:07:43 > 0:07:45There's a number of assaults featuring women...
0:07:45 > 0:07:48- Yeah.- ..some of who he doesn't know, some of whom he's been
0:07:48 > 0:07:49in relationships with.
0:07:49 > 0:07:52He has said that he's going to come back and finish the victim off.
0:07:52 > 0:07:55Intelligence would say that he wants to come back and kill her.
0:07:55 > 0:07:57Obviously, the risk assessment management of her,
0:07:57 > 0:08:00we'll deal with, but in terms of the need to get him, it is very live.
0:08:00 > 0:08:03It's a medium to high-risk, without a shadow of a doubt.
0:08:03 > 0:08:05There's a Taser authority, which we will need to revisit.
0:08:07 > 0:08:10We have three categories in which we rate our subjects.
0:08:10 > 0:08:12And that revolves around the risk that they pose.
0:08:12 > 0:08:15We have a platinum category, which is really...
0:08:17 > 0:08:19..significant threat,
0:08:19 > 0:08:22immediate threat to life where it may be a kidnap situation.
0:08:22 > 0:08:23We have a gold category,
0:08:23 > 0:08:26which is a significant degree of risk
0:08:26 > 0:08:29around them being at large, and then we have silver.
0:08:29 > 0:08:31Neville Powell was a gold risk factor.
0:08:32 > 0:08:35He had committed quite a serious offence
0:08:35 > 0:08:37against quite a vulnerable female
0:08:37 > 0:08:40and there was a massive risk whilst he was at large.
0:08:42 > 0:08:46The team has crucial information of Powell's whereabouts.
0:08:47 > 0:08:52As he presents a threat to the life of others, they need to act on it...
0:08:52 > 0:08:53immediately.
0:09:05 > 0:09:07In Bradford, roads crime team officers
0:09:07 > 0:09:11James Alderson and Andy Sloan are back out on patrol.
0:09:11 > 0:09:15They are looking for the car involved in the aborted chase

0:09:17 > 0:09:19- RADIO:- 'It's a green Ford Focus.'
0:09:22 > 0:09:243-1, is there more than just me looking for this?
0:09:24 > 0:09:26'No, just you.'
0:09:27 > 0:09:29Right. We'll hunch up here because, now,
0:09:29 > 0:09:32if it hadn't sighted a police car and made off,
0:09:32 > 0:09:33if he's just driving stupidly,
0:09:33 > 0:09:36it's no reason to go out of this area, is it?
0:09:36 > 0:09:39- No.- It's going to be between here and Barkerend estate.
0:09:39 > 0:09:42If we get it on here, though, it's going to be so hard to turn around.
0:09:42 > 0:09:43I won't let it get past me.
0:09:43 > 0:09:45Suddenly, they spot it.
0:09:46 > 0:09:48It's there. Yeah.
0:09:48 > 0:09:50It's got the bonnet open.
0:09:50 > 0:09:52Get ready to grab someone for me.
0:10:01 > 0:10:03A group of boys have been standing by the car,
0:10:03 > 0:10:05but once they see the police, they run.
0:10:07 > 0:10:09We got runners from this vehicle, Leeds Road.
0:10:16 > 0:10:19While James hopes to block the suspect's escape route,

0:10:31 > 0:10:33His fast footwork pays off.
0:10:33 > 0:10:35He chases one boy to a stairwell,
0:10:35 > 0:10:38where there's nowhere left to run.
0:10:50 > 0:10:51THEY PANT
0:10:55 > 0:10:578-6-7-7.
0:10:59 > 0:11:028-6-7-7, I've got a prisoner.
0:11:02 > 0:11:04Turn around. Turn around.
0:11:05 > 0:11:08I saw it parked up a little dead end street.
0:11:08 > 0:11:10There were a few lads around it,
0:11:10 > 0:11:12it looked like they were doing some sort of maintenance on it,
0:11:12 > 0:11:14putting some oil in it, I think.
0:11:14 > 0:11:17And as soon as they saw our police vehicle, they were on their toes.
0:11:17 > 0:11:20They were gone. Andy has then obviously gone off chasing on foot...
0:11:21 > 0:11:24..and has detained the young lad,
0:11:24 > 0:11:26not so far away from where the vehicle was.
0:11:28 > 0:11:30Let's get back to t'car.
0:11:30 > 0:11:32So it was a good feeling. It was nice
0:11:32 > 0:11:34not only to have found the car and have got the car,
0:11:34 > 0:11:38but to also arrest somebody that's had some sort of involvement in it.
0:11:40 > 0:11:43James searches for any evidence linking the car
0:11:43 > 0:11:45to the detained suspect.
0:11:50 > 0:11:53But his search is quickly interrupted
0:11:53 > 0:11:55by some interested locals.
0:11:55 > 0:11:57THEY SHOUT INDISTINCTLY
0:11:58 > 0:12:01See how it travels so quickly, news, can't you?
0:12:01 > 0:12:05Everyone just wants to come and have a nosy and see who's been locked up.
0:12:05 > 0:12:07See you later. Bye-bye.
0:12:08 > 0:12:10Get in your car and go home, then.
0:12:10 > 0:12:12- Go on, then!- Why you taking his details for?
0:12:12 > 0:12:15Get in your car and go away.

0:12:28 > 0:12:30You've just got to bear in mind where we are
0:12:30 > 0:12:31and what it's like around here.
0:12:31 > 0:12:35Before we know it, if we start making arrests here,
0:12:35 > 0:12:37you're going to have 50 people out on street.
0:12:37 > 0:12:40You've just got to be a bit more tactful.
0:12:40 > 0:12:43I think roads policing in general is widely disliked.
0:12:43 > 0:12:45But we just have to remember
0:12:45 > 0:12:47the reason why we're here and what we're here to do.
0:12:47 > 0:12:51And you might get one person complaining one minute,
0:12:51 > 0:12:55but then when you have to go to their house and tell them that their
0:12:55 > 0:12:57partner, son, father, brother,
0:12:57 > 0:12:59has been involved in a serious or fatal collision,
0:12:59 > 0:13:02they're the first ones to say, "Why aren't you out there doing something about it?"
0:13:02 > 0:13:06So I think we're stuck between a rock and a hard place, really.
0:13:11 > 0:13:15Their suspect is taken into custody for further questioning.
0:13:16 > 0:13:19'It feels good when you know that you've caught somebody,
0:13:19 > 0:13:21'and it feels good that you're part of that team.
0:13:21 > 0:13:23'You know, I know Andy's done the legwork and he's the one
0:13:23 > 0:13:25'that's chased after him, but at the end of the day,
0:13:25 > 0:13:27'we went out to find that car.
0:13:27 > 0:13:30'When you go looking for something and find it, not only do you find it,
0:13:30 > 0:13:33'but you get a prisoner from it, it's a nice feeling.'
0:13:33 > 0:13:35It's a really nice feeling and it makes going out
0:13:35 > 0:13:37and doing your job worthwhile.
0:13:38 > 0:13:41Right, what's the circumstances of arrest, please?
0:13:41 > 0:13:46Sergeant. Was stood next to a vehicle W621.

0:13:51 > 0:13:53so he's been arrested for TWOC,
0:13:53 > 0:13:56dangerous driving and failing to stop for police.
0:13:56 > 0:13:58As a result of what the officer's just said,
0:13:58 > 0:14:00I'm going to authorise your detention.
0:14:00 > 0:14:02All right, you understand that?
0:14:02 > 0:14:04- Do you want a drink?- No.- Fasting?
0:14:04 > 0:14:06No.
0:14:08 > 0:14:10Despite the search and the questioning,
0:14:10 > 0:14:13officers could find no more evidence linking the youth to the vehicle
0:14:13 > 0:14:16or the suspected drugs deal.
0:14:16 > 0:14:19No further action was taken against him.
0:14:19 > 0:14:21But the officers were satisfied
0:14:21 > 0:14:24that another unregistered and uninsured car
0:14:24 > 0:14:26was taken off the streets.
0:14:43 > 0:14:46End of here, right, onto Stretford.
0:14:46 > 0:14:48Top of here.

0:15:02 > 0:15:05Shall we get our heads together now and formulate a plan
0:15:05 > 0:15:06for attacking the address?
0:15:08 > 0:15:12He's alleged to have violently assaulted a female over the weekend
0:15:12 > 0:15:15by pouring boiling water from a kettle on her a couple of times.
0:15:15 > 0:15:18And then he's attacked her with a bar.
0:15:18 > 0:15:21Following that, he made reference to finishing her off
0:15:21 > 0:15:24while he had a kitchen knife in his hand.
0:15:24 > 0:15:28From that, he's... We believe he's really quite volatile,
0:15:28 > 0:15:31owing to his lifestyle - high on drugs.
0:15:31 > 0:15:35So the urgency to get him is mainly around the risk that he presents to
0:15:35 > 0:15:37anybody that he comes across.
0:15:38 > 0:15:43- RADIO:- 'We're not going to delay you, but you never know...'
0:15:43 > 0:15:45Yes, yes. Can you keep us updated?
0:15:45 > 0:15:48We are showing as...
0:15:48 > 0:15:502.4 miles away...
0:15:50 > 0:15:53The team are waiting for confirmation that Powell
0:15:53 > 0:15:55is at the address they're heading for.
0:15:57 > 0:15:59Back at base, intelligence officers
0:15:59 > 0:16:01use phone tracking technology
0:16:01 > 0:16:03to gather the information they need.
0:16:04 > 0:16:06We look at little pieces of the jigsaw that might
0:16:06 > 0:16:09give us some clues as to where this person might be.
0:16:09 > 0:16:12'We could look at people who he had rang.
0:16:12 > 0:16:16'They obviously had mutual friends who we could start looking at.
0:16:16 > 0:16:19'And there was a number of different avenues that sprung to mind
0:16:19 > 0:16:22'immediately to say where Neville Powell was.'
0:16:22 > 0:16:24And those are the lines that we followed.
0:16:24 > 0:16:25Go ahead, Martin.
0:16:25 > 0:16:28'Same location as of three minutes ago.'
0:16:30 > 0:16:33Yes, yes, on that basis, you're happy for us to go straight to?
0:16:33 > 0:16:36'Yes, yes. Obviously, if he's not there,
0:16:36 > 0:16:39'we can sort of mask it somehow without giving the game away.'
0:16:39 > 0:16:41Yes, yes. We won't give anything away.
0:16:43 > 0:16:45Finally, Martin's team receive the confirmation
0:16:45 > 0:16:47they've been waiting for.
0:16:47 > 0:16:48It's time to go in.
0:16:57 > 0:16:59Move, move, move, move.
0:17:11 > 0:17:15Officers surround the house to seal off all possible escape routes.
0:17:15 > 0:17:16Locked from the inside.
0:17:23 > 0:17:25Police, open the door.
0:17:25 > 0:17:27Police, open the door.
0:17:27 > 0:17:29Police, open the door or we'll force entry.
0:17:29 > 0:17:31The key's in the lock, so we'll just be careful...
0:17:31 > 0:17:34- WOMAN OFFICER:- Open the door or he's going in!
0:17:34 > 0:17:35- DS ASHURST:- TV on.
0:17:35 > 0:17:38- Police, open the door. - Police, open the door.
0:17:38 > 0:17:40- Female contact.- I was in the bathroom room, sorry.
0:17:40 > 0:17:41Hi. OK.
0:17:41 > 0:17:43Sit in here. Who's in here at the minute?
0:17:43 > 0:17:45- Me and my kids.- Is there anybody else?
0:17:45 > 0:17:48- Is there anybody else upstairs?- No, no, no. Let me just grab my kids.
0:17:52 > 0:17:54When we turned up at that address,
0:17:54 > 0:17:57there was absolutely no doubt in my mind that Neville Powell was inside
0:17:57 > 0:17:59that address. And straightaway,
0:17:59 > 0:18:02you start to go through that risk assessment process -
0:18:02 > 0:18:04what am I going to be faced with when I get inside here?
0:18:04 > 0:18:06How am I going to deal with it?
0:18:06 > 0:18:09Where's he going to be? And the priority is just get him.
0:18:09 > 0:18:11Get him detained, make sure we're all safe.
0:18:12 > 0:18:14Is there anybody else in this address?
0:18:15 > 0:18:17Despite the woman's denials,
0:18:17 > 0:18:19the officers' instincts are correct.
0:18:20 > 0:18:24Powell has tried to conceal himself under a bed...
0:18:24 > 0:18:25unsuccessfully.
0:18:27 > 0:18:28- DS ASHURST:- Come out, fella.
0:18:28 > 0:18:30- Stay there.- Stay exactly where you are, mate.
0:18:30 > 0:18:33Don't even think about moving, do you understand?
0:18:33 > 0:18:36- You've got a red dot on you. - Contact, the front bedroom.
0:18:36 > 0:18:40OK, you move, you're going to get Tasered with 50,000 volts.
0:18:40 > 0:18:42- Do you understand?- Yeah?
0:18:42 > 0:18:44- Show me your hands.- You understand?
0:18:46 > 0:18:49- Show me your hands.- I need you to fully understand,
0:18:49 > 0:18:52when we lift this up, you say exactly where you are.
0:18:52 > 0:18:55You do not move, or you will get Tasered.
0:18:55 > 0:18:57- Do you understand me? - I understand, man.
0:18:57 > 0:18:59- You understand me, yeah?- Pass your other hand over now.
0:18:59 > 0:19:01Pass the other hand over to me now.
0:19:01 > 0:19:04- Cuffs on.- It's all right, he's trapped.
0:19:04 > 0:19:08- THIRD OFFICER:- You got him? - Yeah, yeah.
0:19:08 > 0:19:10What's your name, fella?
0:19:10 > 0:19:12Definitely him.
0:19:14 > 0:19:17- NEVILLE:- All right. So why are you breaking up our bed?
0:19:17 > 0:19:19- DS ASHURST:- You just sit down there, mate.
0:19:19 > 0:19:20You just chill out. OK.
0:19:21 > 0:19:24It's 18:35, and what I'm now going to say to you is,
0:19:24 > 0:19:27you're under arrest on suspicion of a Section 18 wounding.
0:19:27 > 0:19:29You do not have to say anything,
0:19:29 > 0:19:32but it may harm your defence if you do not mention, when questioned,
0:19:32 > 0:19:34something which you later rely on in court.
0:19:34 > 0:19:36Anything you do say may be given in evidence.
0:19:40 > 0:19:41OK?
0:19:43 > 0:19:45- Come on, stand up.- Search him.
0:19:45 > 0:19:48Have you got anything in your pockets that's going to harm us?
0:19:50 > 0:19:51Have you got anything on you now?
0:19:53 > 0:19:54OK.
0:19:54 > 0:19:57Yeah, we've got a male detained. Can you coordinate a van for us?
0:19:57 > 0:20:00'Yes, yes, will do, mate.'
0:20:00 > 0:20:02He's got a knife in his pocket.
0:20:02 > 0:20:03- He has?- Yeah.
0:20:04 > 0:20:07I'd be inhuman if I wasn't nervous and if I didn't go through
0:20:07 > 0:20:10the range of emotions that every human being goes through.
0:20:10 > 0:20:13But we're provided with really sound training.
0:20:13 > 0:20:17And knowing that I'm going into an address with really experienced
0:20:17 > 0:20:21colleagues that I can rely on and trust with my life - and they me -
0:20:21 > 0:20:26helps you sort of plan for a job and get through that situation.
0:20:26 > 0:20:29The female occupant of the house will also be arrested
0:20:29 > 0:20:32on suspicion of harbouring a criminal.
0:20:32 > 0:20:35What we really need to do is find someone suitable that can look after
0:20:35 > 0:20:37those children tonight. Clearly,
0:20:37 > 0:20:40your next-door neighbour isn't going to be able to look after them beyond
0:20:40 > 0:20:42maybe an hour or so.
0:20:42 > 0:20:45Tanya, I need you to come and get the kids from next door.
0:20:45 > 0:20:47I've got to go to the police station.
0:20:49 > 0:20:51Just leave that there, actually. Now we've took him out,
0:20:51 > 0:20:53we'll just do a proper search of here.
0:20:53 > 0:20:55Just stand there. All right.
0:20:55 > 0:20:57Calm down, calm down.
0:21:05 > 0:21:07Just keep calm.
0:21:08 > 0:21:12I know that. But I don't want you to do anything else.
0:21:33 > 0:21:39Serious organised crime is a job for the detectives, but there are around
0:21:39 > 0:21:43100 outstanding arrest warrants in Manchester for petty,
0:21:43 > 0:21:47low-level criminality and it is the uniformed officers who have to mop
0:21:47 > 0:21:48them up.
0:21:52 > 0:21:59PCs Phil Cross and Kev Rawcliffe are part of Oldham's divisional tasking team.
0:21:59 > 0:22:01Somebody get the ladders?
0:22:04 > 0:22:07I joined the cops, my father was in the cops and my uncles were in the cops
0:22:07 > 0:22:11to chase the bad guys, for want of a better word.
0:22:11 > 0:22:14Put them in handcuffs, put them before the courts.
0:22:14 > 0:22:18It is a cliche to say, but it is the thrill of the chase.
0:22:21 > 0:22:22For the last fortnight,
0:22:22 > 0:22:26the team have been hunting for a juvenile offender who cannot be
0:22:26 > 0:22:28identified because of his age.
0:22:28 > 0:22:31He is wanted for failure to appear at court,
0:22:31 > 0:22:34for offences of wounding and battery.
0:22:35 > 0:22:39I came across him probably when he was ten years old,
0:22:39 > 0:22:41and he's only 16 or 17 now.
0:22:41 > 0:22:43It is just ongoing.
0:22:43 > 0:22:47Having said that, the family have been known to me since I came to
0:22:47 > 0:22:51division back in 1989 so it is an ongoing process,
0:22:51 > 0:22:58passed down the line and we have ended up with this chap now who is
0:22:58 > 0:23:00our pain in the backside at the moment.
0:23:03 > 0:23:08The youth is known to use several different addresses which makes the task
0:23:08 > 0:23:09of tracking him all the harder.
0:23:09 > 0:23:14To find one person we can do 15 addresses.
0:23:14 > 0:23:16It's not just, "Is he here? No" - walk away.
0:23:16 > 0:23:20We have to go in, search the house, properly,
0:23:20 > 0:23:24do the loft, and look everywhere for these people.
0:23:25 > 0:23:29First stop today, the boy's grandparents' house.
0:23:31 > 0:23:33- Yeah, we are in.- Hello, mate.
0:23:33 > 0:23:35- Are you all right? Is- BLEEP- here?
0:23:35 > 0:23:38No, he was here last night. No, he was here last night.
0:23:38 > 0:23:41He was here last night? He is definitely not here now?
0:23:41 > 0:23:43No. Go and have a look.
0:23:43 > 0:23:47The officers can't just take the grandfather's word for it.
0:23:48 > 0:23:51They will have to conduct a thorough search to see if the youngster is
0:23:51 > 0:23:53hiding there.
0:23:54 > 0:23:57When was the last time you seen him?
0:23:57 > 0:23:58INDISTINCT
0:24:00 > 0:24:04He isn't. The officers will have to look elsewhere.
0:24:10 > 0:24:13Oldham's streets are well known to the team.
0:24:13 > 0:24:17They have searched hundreds of houses here while tracking down suspects.
0:24:21 > 0:24:26I think our team have to be 80-strong to do all the houses at once so we can
0:24:26 > 0:24:32get him on the first lift rather than spending days and often weeks trying to find him.
0:24:33 > 0:24:36Next stop, the suspect's home address.
0:24:38 > 0:24:42We've just got to the place. I'm sure it was...
0:24:42 > 0:24:44Yeah, we're on the door, mate. This is the one where we got him
0:24:44 > 0:24:47- in the loft last time. - Hello. Are you all right?
0:24:47 > 0:24:51- What's the matter?- Hello, darling. Are you all right?- Yeah.- We're just going to have
0:24:51 > 0:24:53- a search done, is that all right? - Yeah.
0:24:53 > 0:24:55- OK?- Yeah.- Definitely not here?
0:24:55 > 0:24:58- Take a look.- I don't want to have to arrest you for assisting him.
0:24:58 > 0:25:01- I swear on my kid's life he's not here.- So if you tell me he's here or even...
0:25:01 > 0:25:04- INDISTINCT - ..you can point.
0:25:04 > 0:25:07- He's not in the loft?- No.
0:25:07 > 0:25:11- Are you sure?- I swear on my baby's life, yeah.- Right.
0:25:11 > 0:25:13- He was in the loft last time here.- Was he?- Yeah.
0:25:23 > 0:25:27- Are you all right, Steve?- Yeah. Just checking.- Yeah.
0:25:27 > 0:25:32He hid in this one. In the hatch and on the far side of the building.
0:25:32 > 0:25:35It took a while to find him, to be honest.
0:25:37 > 0:25:40He's quite a small lad.
0:25:40 > 0:25:41Quite wiry.
0:25:41 > 0:25:45So he was up there. There was no ladders. By the time we came in the door
0:25:45 > 0:25:48he had got up there and hidden himself.
0:25:48 > 0:25:51Are you all right? Do you want to go on my shoulders?
0:25:52 > 0:25:58This time the boy isn't in the loft, so the officers must rely
0:25:58 > 0:26:01on a well-used strategy to find him.
0:26:01 > 0:26:08To go to the addresses where family and friends are and basically just
0:26:08 > 0:26:13annoy the heck out of them and just be a pain in the backside,
0:26:13 > 0:26:21a complete and utter pain towards everybody, and then searching the address tends to grind them down.
0:26:21 > 0:26:23'And grind them down pretty quickly.'
0:26:24 > 0:26:28The way their make-up is within this family,
0:26:28 > 0:26:31they'll never let up. They won't give anything away, really.
0:26:48 > 0:26:52Across the city, the Critical Wanted Team have tracked down their man.
0:26:54 > 0:26:57Come out, fella. Stay exactly where you are, mate.
0:26:58 > 0:27:01Neville Powell is suspected of a vicious assault on a woman.
0:27:04 > 0:27:08Officers have found him hiding at another woman's house and they have
0:27:08 > 0:27:11arrested him with extreme caution.
0:27:11 > 0:27:15You move, you're going to get Tasered with 50,000 volts, do you understand?
0:27:15 > 0:27:19Show me your hands. Do you understand?
0:27:19 > 0:27:21'Because of the risk factor surrounding this male,'
0:27:21 > 0:27:26he initially had a Taser trained on him and that was basically to
0:27:26 > 0:27:30reduce any risk he might present us but also the risk to himself.
0:27:30 > 0:27:33It basically stopped him from wanting to fight with us and he was
0:27:33 > 0:27:38'subsequently handcuffed without any problems or risks to us or injury to him.'
0:27:42 > 0:27:47Powell will now be taken to the custody suite where he will be formally charged.
0:27:47 > 0:27:51'It's a good buzz when you find somebody when you are looking for
0:27:51 > 0:27:54'them, when you know they're a risk to other people,'
0:27:54 > 0:27:57it is a really good feeling for the team it's a good motivator for
0:27:57 > 0:27:59the team, because you know
0:27:59 > 0:28:03as well as doing your job you are making other lives safer.
0:28:05 > 0:28:08The female occupant of the house is also off to custody.
0:28:09 > 0:28:12'As it transpired, she hardly knew him.'
0:28:12 > 0:28:16'She'd met him via a dating website, he'd rocked up with a bag and
0:28:16 > 0:28:21'she knew nothing about him and she'd inadvertently exposed her kids to quite a
0:28:21 > 0:28:25'significant threat from a male that she knew nothing about.
0:28:25 > 0:28:26'I'm not judging her,'
0:28:26 > 0:28:29it's how these people tend to get on,
0:28:29 > 0:28:32they prey on females that are vulnerable for whatever reason,
0:28:32 > 0:28:37take as much as they can out of them and ruin their lives and move on.
0:28:40 > 0:28:44Any investigation where if you are looking for somebody, you'll have
0:28:44 > 0:28:47the people who do know what they are doing, and it is quite right that
0:28:47 > 0:28:51they get brought to justice, but then you get, as in this case, the innocent people who don't know
0:28:51 > 0:28:55until you go knocking on the door and then they are absolute shock,
0:28:55 > 0:28:59and you feel sorry for those people because she clearly didn't know the risk she
0:28:59 > 0:29:03was putting herself and her family under by allowing him to go to her address.
0:29:16 > 0:29:20In Oldham, the Divisional Tasking Team are continuing the search for a
0:29:20 > 0:29:24juvenile serial offender who is wanted for breaching bail conditions.
0:29:26 > 0:29:30They've received a tip-off that he's at his girlfriend's new flat,
0:29:30 > 0:29:32and they've just obtained the address.
0:29:33 > 0:29:36- Are we far away?- No, just around the corner.- Right.
0:29:39 > 0:29:44So this bottom flat now on the left, right here. Everyone out, right here.
0:29:48 > 0:29:50Right.
0:29:53 > 0:29:57Fellas, it's round this one. Come around the corner now towards me.
0:30:00 > 0:30:03The team's persistence has paid off.
0:30:05 > 0:30:10Through a window, they identify the youth watching television with his girlfriend.
0:30:10 > 0:30:12Yeah, he's here.
0:30:12 > 0:30:14He's here. He is here.
0:30:14 > 0:30:18Their quiet night in is about to end.
0:30:18 > 0:30:20Open it, now!
0:30:20 > 0:30:26The suspect has markers for violence and has previously run from the police.
0:30:26 > 0:30:29- Go to the back. Open the- BLEEP- door now!
0:30:29 > 0:30:32The team can't take any risks in detaining him.
0:30:33 > 0:30:36Open it!
0:30:36 > 0:30:37Where is he?
0:30:37 > 0:30:40Where is he? Where is he?
0:30:40 > 0:30:41SHOUTING AND BANGING
0:30:44 > 0:30:45Let go of me.
0:30:45 > 0:30:47SHOUTING
0:30:47 > 0:30:50Back off. Back off now. Move.
0:30:50 > 0:30:51Get in there now!
0:30:51 > 0:30:53Move!
0:30:53 > 0:30:56- Get your hands there! - I'm not doing nothing!
0:30:56 > 0:30:58SHOUTING
0:30:58 > 0:31:03- Turn over! Turn over!- I will! Argh!
0:31:03 > 0:31:05- Get your arm out!- What am I doing?
0:31:06 > 0:31:08- Bend your arm.- I am.
0:31:08 > 0:31:09Come here!
0:31:09 > 0:31:11- You're having- BLEEP.- Shut up.
0:31:11 > 0:31:13Out, out, out!
0:31:13 > 0:31:16Argh!
0:31:16 > 0:31:19- Right, right, right!- Come here.
0:31:22 > 0:31:26- Please don't leave me.- Out, out, out!- Please don't leave me.
0:31:26 > 0:31:32I have run into the bedroom and immediately pinned him on the bed and then tried to handcuff him,
0:31:32 > 0:31:39which I am sure was quite robust and possibly overboard, I don't know, but I don't know
0:31:39 > 0:31:41what he's up to, I don't know what he has in his hand, what he's going
0:31:41 > 0:31:44for, and he hadn't been compliant up till that point because we'd knocked
0:31:44 > 0:31:46on the door and he'd ran off.
0:31:46 > 0:31:50'I did not know what he had possibly armed himself with,
0:31:50 > 0:31:52'what he was thinking.
0:31:52 > 0:31:54Bring my other trainers, not the blue ones.
0:31:54 > 0:31:58- Stop shouting.- Stop shouting.- Come on.
0:31:58 > 0:32:00You call yourself family, don't you?
0:32:00 > 0:32:02CLAMOUR
0:32:09 > 0:32:12Go back to your house, and we'll bring him round
0:32:12 > 0:32:16- if he's calming down.- No.- You're not going near him the way he is.
0:32:16 > 0:32:19Just go back to your house. We'll bring him round when he calms down.
0:32:19 > 0:32:21I love you.
0:32:21 > 0:32:23Romeo and Juliet, aren't they? You've got to be careful.
0:32:23 > 0:32:27They always say, "Can I have a quick...?" Sometimes if they put a bit of drugs in their mouth,
0:32:27 > 0:32:29they transfer the drugs from one to the other,
0:32:29 > 0:32:33we might have searched him, he's got nothing with him, and she'll give
0:32:33 > 0:32:36him a kiss, pop something there,
0:32:36 > 0:32:40a bag of weed or whatever, and then he's in the car secretes it and it goes
0:32:40 > 0:32:43into prison, so we have to be very careful with that side of it.
0:32:43 > 0:32:45Get in!
0:32:46 > 0:32:48Argh!
0:32:51 > 0:32:52BANGING DROWNS SPEECH
0:32:52 > 0:32:54'Is he broken? Is the system broken? I don't know.'
0:32:54 > 0:32:59But somebody like him, whatever you do
0:32:59 > 0:33:04to assist or help and put things up in place for him,
0:33:04 > 0:33:07he just rebukes everything and then just carries on,
0:33:07 > 0:33:11because it's in his make-up, and that IS sad.
0:33:11 > 0:33:12You know.
0:33:12 > 0:33:15And it is sad that it's been passed down from generation to generation.
0:33:15 > 0:33:20- What she said was calm down, OK? - Can I have one kiss off her, please?
0:33:20 > 0:33:23- Unfortunately not.- I beg you.
0:33:23 > 0:33:26- No.- Why?- Because you were naughty. You're a very naughty man.
0:33:27 > 0:33:30One arrested, and hopefully the courts will keep him in this time.
0:33:30 > 0:33:33He is a nuisance to society. He's breaking into cars,
0:33:33 > 0:33:36burgling, everywhere he goes he causes problems.
0:33:36 > 0:33:38Even the neighbours here are fed up with him.
0:33:38 > 0:33:39SHOUTING FROM VAN
0:33:39 > 0:33:42- You can hear that.- BLEEP.- Obviously he cries every time he gets locked up.
0:33:42 > 0:33:44Hopefully the courts will keep him in.
0:33:44 > 0:33:46A good result for everyone.
0:33:48 > 0:33:49Following his arrest,
0:33:49 > 0:33:55the teenager was sentenced to 12 months in youth custody for the assault charges.
0:33:55 > 0:33:57It is not the hardest job in the world.
0:33:57 > 0:34:01It is not the easiest job in the world but somebody has got to do it.
0:34:15 > 0:34:17Right, right, right, down...
0:34:17 > 0:34:20Earlier, Roads Policing Officers James Alderson and Andy Sloan
0:34:20 > 0:34:26successfully tracked down a car they had chased through the streets of Bradford.
0:34:26 > 0:34:29We want to be out there trying to stop criminals who using
0:34:29 > 0:34:31our roads, and I want to stop them committing crime
0:34:31 > 0:34:33because at the end of the day that is what we are here for.
0:34:34 > 0:34:38Now they are back on the road again looking out for the unregistered,
0:34:38 > 0:34:42uninsured vehicles known to the police as pool cars.
0:34:42 > 0:34:46- There. There.- Is it in there?- Yeah. It's going on.
0:34:46 > 0:34:49CHATTER ON RADIO
0:34:49 > 0:34:53They soon spot one vehicle whose occupants are behaving suspiciously.
0:34:56 > 0:34:59CHATTER ON RADIO
0:35:01 > 0:35:03Once again, the chase is on.
0:35:14 > 0:35:16Don't do it, don't do it!
0:35:17 > 0:35:20'There's kids on the street,
0:35:20 > 0:35:24'there's families in their cars and they don't think about that.'
0:35:24 > 0:35:28All they think about is not getting caught with the drugs they have got
0:35:28 > 0:35:29on them and they just want to get away.
0:35:29 > 0:35:34That is all they want to do. The worst-case scenario is someone gets killed.
0:35:40 > 0:35:42RADIO CHATTER
0:35:42 > 0:35:44Left, left.
0:35:51 > 0:35:54CHATTER
0:35:57 > 0:36:00Driver has gone left, driver has gone left.
0:36:00 > 0:36:02Down that ginnel.
0:36:03 > 0:36:06The driver and his passengers have abandoned the car.
0:36:06 > 0:36:09Andy must give chase on foot.
0:36:23 > 0:36:25- Down there.- Down there.
0:36:25 > 0:36:27INDISTINCT
0:36:29 > 0:36:32The officer may have lost his man but he does have a description.
0:36:34 > 0:36:39Romanian looking male, short black hair, large build wearing a dark top.
0:36:40 > 0:36:45James has stayed with the car searching for evidence of drug dealing and
0:36:45 > 0:36:47for any clues of the driver's identity.
0:36:47 > 0:36:50His efforts soon attract an audience.
0:36:52 > 0:36:55The vehicle has recent intelligence suggesting it is drug dealing in the
0:36:55 > 0:36:59area. And you can tell, there's other telltale signs that it is,
0:36:59 > 0:37:02for instance, a lot of the panels have been removed,
0:37:02 > 0:37:06not by me, but previously by whoever it is that has
0:37:06 > 0:37:08access to the vehicle.
0:37:09 > 0:37:13The tow truck arrives to take the pool car for further examination.
0:37:14 > 0:37:18'Of course you're frustrated that you've let a criminal get away, but the bottom line is'
0:37:18 > 0:37:21you've got to think, you're not the favourite there, ever.
0:37:21 > 0:37:25So if you get someone it is a really big bonus and if you don't you have
0:37:25 > 0:37:27to try not to get frustrated and
0:37:27 > 0:37:31sort of think positive and think of the fact you've got another car off the road that is
0:37:31 > 0:37:33potentially out there causing people problems.
0:37:37 > 0:37:43With no legal owners to claim them, this is where most seized cars end up -
0:37:43 > 0:37:46at the scrapyard awaiting destruction.
0:37:47 > 0:37:54I initially came into the police for family reasons. My dad was a police officer,
0:37:54 > 0:38:00I grew up around it, I saw the cars, and kind of when I left school there was nothing else in my
0:38:00 > 0:38:02house that you were ever going to do.
0:38:02 > 0:38:04That was it, so that's what I did.
0:38:05 > 0:38:08But when you talk about now, ten years in,
0:38:08 > 0:38:11it's trying to motivate yourself daily, weekly,
0:38:11 > 0:38:18monthly, and the way I do that is by knowing there are criminals out there
0:38:18 > 0:38:21and my job is to catch them and to stop them.
0:38:25 > 0:38:28You feel like you have done your job. We're there to do these sort of things.
0:38:28 > 0:38:32We're there to take these cars off the road to catch these criminals
0:38:32 > 0:38:34and on that day we did just that.
0:38:50 > 0:38:55Earlier in Manchester, the Critical Wanted Unit found their target suspect.
0:38:57 > 0:39:00Come out, fella. Stay where you are, mate.
0:39:00 > 0:39:04Hiding under a bed, Neville Powell was wanted for a violent assault.
0:39:04 > 0:39:06Front bedroom.
0:39:07 > 0:39:10He was arrested with the help of a police Taser.
0:39:11 > 0:39:17You move, you're going to get Tasered with 50,000 volts, do you understand?
0:39:17 > 0:39:19Show me your hands. You understand?
0:39:19 > 0:39:23Fantastic feeling. It's always good to know we've taken a dangerous
0:39:23 > 0:39:25individual off the streets.
0:39:25 > 0:39:27On a number of levels it's satisfying, because you know
0:39:27 > 0:39:30the personal sacrifice you've made
0:39:30 > 0:39:33in not putting your kids to bed or bathing your kids,
0:39:33 > 0:39:35or getting home on time, or seeing your wife and family,
0:39:35 > 0:39:38you know that hasn't been for nothing.
0:39:38 > 0:39:42You know you've done the right thing by the victim, but also you've
0:39:42 > 0:39:46done your job well, and you've all come out of that safe and you've done it professionally.
0:39:49 > 0:39:54Now in police custody, Neville Powell will be formally charged.
0:39:54 > 0:39:58The assault that he was wanted for was a really nasty assault and that
0:39:58 > 0:40:01is something where it is not a one-off,
0:40:01 > 0:40:05this person had antecedents of being a violent criminal and that is what
0:40:05 > 0:40:09it was and that is why it was really important we arrested him as soon as we
0:40:09 > 0:40:14possibly could do to make the life of the victim a lot easier, but the risk to
0:40:14 > 0:40:16the wider public, there was a risk to them as well.
0:40:19 > 0:40:22Time for the team to question their suspect about the violent attack.
0:40:24 > 0:40:28'You have been arrested on suspicion of a section 18 assault,
0:40:28 > 0:40:30'which is a serious assault.
0:40:30 > 0:40:34'It is alleged that you have arrived at the address,
0:40:34 > 0:40:37'knocked on the door and asked if you could go in.
0:40:37 > 0:40:40'After that, you became
0:40:40 > 0:40:43'more and more aggressive and started pacing up and down.
0:40:43 > 0:40:46'She then felt a blow to her head
0:40:46 > 0:40:49'and being dragged to the floor by her hair.
0:40:49 > 0:40:51'She has been stamped on,
0:40:51 > 0:40:56'punched several times and you've then got a knife in the kitchen.
0:40:56 > 0:41:01'She's scared to death. You've come back in the room with a kettle
0:41:01 > 0:41:03'full of boiling water, thrown it at her.
0:41:03 > 0:41:08'You've had some disclosure through your solicitor,
0:41:08 > 0:41:13'what we believe has taken place at that address.
0:41:13 > 0:41:15'Do you agree with that?
0:41:15 > 0:41:18'Is that a true account of what went on that morning?
0:41:20 > 0:41:22'What has this person done to you
0:41:22 > 0:41:24'to make you
0:41:24 > 0:41:27'pour scalding water over her...
0:41:29 > 0:41:33'..punch, kick and God knows what else you were about to do?'
0:41:33 > 0:41:37INDISTINCT
0:41:41 > 0:41:44Whenever you deal with any type of offence where there is significant
0:41:44 > 0:41:46violence used to a person, you think to yourself,
0:41:46 > 0:41:51how can one person do that to another? And it really does sort of,
0:41:51 > 0:41:55it is quite distressing but you have to deal with it with a level head,
0:41:55 > 0:41:59and you've got to be subjective when you're dealing with these kind of things.
0:41:59 > 0:42:01And over time and experience
0:42:01 > 0:42:04you learn to manage your emotions just to get the job done.
0:42:08 > 0:42:12Enough evidence was eventually gathered in order for the team to take the
0:42:12 > 0:42:15case to the Crown Prosecution Service.
0:42:15 > 0:42:17Neville Powell was detained in police custody.
0:42:19 > 0:42:21I just like arresting people.
0:42:21 > 0:42:22Arresting criminals.
0:42:22 > 0:42:29I like outsmarting criminals in their own back garden, and taking the fight to them.
0:42:29 > 0:42:35Yeah, they may be able to go out and commit crimes, commit horrible things against decent
0:42:35 > 0:42:39people but ultimately there is a team out there
0:42:39 > 0:42:43that are dedicated to bringing these people to justice and sending them
0:42:43 > 0:42:44to jail and I am one of that team.
0:42:46 > 0:42:49When the case finally went to court,
0:42:49 > 0:42:54the jury found Powell guilty of grievous bodily harm with intent.
0:42:54 > 0:42:56He was sent to prison for 13 years.
0:42:58 > 0:43:00A great result for the Critical Wanted Unit.
0:43:02 > 0:43:06I'm just really proud to be head of that team, and to see the fantastic results
0:43:06 > 0:43:08that they keep achieving.
0:43:08 > 0:43:11I'm just the person who sits in the background,
0:43:11 > 0:43:13it's them that go out and do the real hard work.
