0:01:21 > 0:01:26sole focus is to investigate serious and organised crime in the region.

0:01:37 > 0:01:40It's from robbery to firearms offences,

0:01:40 > 0:01:42kidnap, extortion, blackmails.

0:01:49 > 0:01:53This morning, the detectives are responding to their latest case.

0:01:53 > 0:01:58A gang of armed robbers have been targeting shop owners

0:01:58 > 0:02:00in the Stockport area of the city.

0:02:00 > 0:02:02They would vault over the counter,

0:02:02 > 0:02:05threaten members of staff within there and then they've taken

0:02:05 > 0:02:09a big bag with them that they then load up with cigarettes

0:02:09 > 0:02:12and cash, the till contents, and then they'd be back out,

0:02:12 > 0:02:16off on their way and then they'd be selling the cigarettes

0:02:16 > 0:02:19and making significant amounts of cash from the proceeds.

0:02:20 > 0:02:23When they go into these shops with balaclavas and machetes,

0:02:23 > 0:02:24they're taking those weapons

0:02:24 > 0:02:27cos they're willing to use them. They're selfish.

0:02:27 > 0:02:30They don't care, really, about other people's safety.

0:02:30 > 0:02:32They don't care that property belongs to other people,

0:02:32 > 0:02:34and it's not theirs -

0:02:34 > 0:02:36and they just think they've got a right to take it.

0:02:36 > 0:02:38These are the sort of people you deal with -

0:02:38 > 0:02:39they're cocky, selfish people.

0:02:51 > 0:02:54Over the course of several months, there have been nearly

0:02:54 > 0:02:5830 crimes reported, which appear to be committed by the same gang.

0:02:58 > 0:03:01And an operation to track them down has been launched.

0:03:03 > 0:03:06During the investigation, the detectives have discovered

0:03:06 > 0:03:09the lengths the criminals are willing to go to

0:03:09 > 0:03:10to break into premises.

0:03:12 > 0:03:14On one occasion, they used a stolen Land Rover.

0:03:14 > 0:03:17They reversed it through shutters, late at night, into a shop,

0:03:17 > 0:03:20no regard for anybody who could've been in the shop

0:03:20 > 0:03:24at the time, stocktaking, or stocking shelves and suchlike.

0:03:24 > 0:03:26They caused a lot of extensive damage to the building itself,

0:03:26 > 0:03:29just so they could steal some cigarettes.

0:03:37 > 0:03:40So, this occasion, they had the firearm threats,

0:03:40 > 0:03:43- there were a firearm.- Yeah. Look at that, there's a young kiddie there.

0:03:47 > 0:03:50The levels of violence they were showing to these people

0:03:50 > 0:03:52was quite sickening, really.

0:03:52 > 0:03:55There was one occasion where one of the girls was threatened by

0:03:55 > 0:03:57one of the offenders, who held a brick up as though

0:03:57 > 0:04:00he was going to throw a brick into her face, a house brick.

0:04:00 > 0:04:03People are generally scarred for life by these experiences.

0:04:03 > 0:04:07If somebody in a balaclava is holding a house brick

0:04:07 > 0:04:09a few inches from your face, threatening to throw in your face,

0:04:09 > 0:04:12or waving a machete at you, or pushing a gun in your face,

0:04:12 > 0:04:14it's terrifying.

0:04:14 > 0:04:17They were committing robberies at business premises,

0:04:17 > 0:04:19really putting members of the public who were working in these

0:04:19 > 0:04:23establishments in fear and they were stealing

0:04:23 > 0:04:26hundreds and thousands of pounds of cigarettes

0:04:26 > 0:04:28and the takings from the tills.

0:04:28 > 0:04:31And they were relentless, they didn't stop.

0:04:31 > 0:04:33So it was really important that my team

0:04:33 > 0:04:36from the serious and organised crime group

0:04:36 > 0:04:39got involved and took on the investigation,

0:04:39 > 0:04:42together with officers from the Stockport division.

0:04:54 > 0:04:58Greater Manchester has a population of 2.7 million

0:04:58 > 0:05:01and a police force of over 6,500.

0:05:04 > 0:05:09Eight of those officers are in the divisional tasking team in Oldham.

0:05:10 > 0:05:14And two are preparing for a shift on the city streets.

0:05:14 > 0:05:17We work at Oldham divisional tasking team,

0:05:17 > 0:05:20where basically we locate wanted people.

0:05:20 > 0:05:23That's our main target, people are wanted for crime,

0:05:23 > 0:05:26they're a little bit hard to find, so we have to do a lot of digging.

0:05:26 > 0:05:29Go to loads of addresses sometimes to find these people,

0:05:29 > 0:05:32lock them up and get them before the courts.

0:05:34 > 0:05:38This team specialise in low-level crime, arresting everyone,

0:05:38 > 0:05:43from petty one-off offenders to serial lawbreakers.

0:05:44 > 0:05:47Somebody get the ladders and the hoolie.

0:05:49 > 0:05:54have the means to get into almost any property.

0:05:54 > 0:05:56And today, they're on the trail of a man they thought

0:05:56 > 0:05:59had turned over a new leaf.

0:06:00 > 0:06:03He's been prolific in Oldham for many, many years.

0:06:03 > 0:06:07And he's wanted for...offence of burglary. He is very well known.

0:06:07 > 0:06:11He has actually been quiet for quite a while, but...

0:06:11 > 0:06:13He is a drug user and obviously they just go back to, you know, what

0:06:13 > 0:06:17they know best, which is breaking in to places to fund their habit, so...

0:06:26 > 0:06:28The Divisional Tasking Team, or DTT,

0:06:28 > 0:06:31know where many of their targets live.

0:06:37 > 0:06:40Often, it's a case of simply knocking on doors

0:06:40 > 0:06:43and rounding them up, but not always.

0:08:47 > 0:08:51The suspect was once a regular face for PC Rawcliffe,

0:08:51 > 0:08:54but he's been off the scene for a while.

0:09:22 > 0:09:25He's certainly not as prolific as he used to be.

0:09:25 > 0:09:29With that past experience, the seasoned offender knew

0:09:29 > 0:09:33exactly what to expect when the team came knocking.

0:09:36 > 0:09:39- with the brace and all that. - Yeah...- But...

0:09:43 > 0:09:46No, we probably ended up doing the door, I would've thought.

0:09:47 > 0:09:49We have a little catch up, I think.

0:09:49 > 0:09:51I think he.... He, on this occasion,

0:09:51 > 0:09:53was quite pleased with the way he was dealt with, rather than

0:09:53 > 0:09:55being, you know, nasty, really, and I think,

0:09:55 > 0:09:58depending on how you treat people, if you offer them

0:09:58 > 0:10:00a little bit of respect and a bit of banter,

0:10:00 > 0:10:02then they'll respond to that.

0:10:02 > 0:10:06The man later admitted that he had committed the burglary.

0:10:06 > 0:10:10He received a supervision and community order

0:10:10 > 0:10:13and had to pay £400 compensation.

0:10:13 > 0:10:17However, since then, he's not reoffended.

0:10:26 > 0:10:30Ten miles away, the serious organised crime group

0:10:30 > 0:10:33are investigating a spate of armed robberies.

0:10:36 > 0:10:39And there's been some vital information about

0:10:39 > 0:10:41who the perpetrators are.

0:10:41 > 0:10:46They left a few clues for us and like these types of investigation,

0:10:46 > 0:10:48you follow a number of different strands, you look at intelligence

0:10:48 > 0:10:51from the public, which is always really valuable and helpful to us.

0:10:51 > 0:10:56The area that they were operating is fairly small area in Stockport

0:10:56 > 0:11:00and I'm sure the community were absolutely sick to death of them.

0:11:00 > 0:11:02Like I said, they didn't have jobs

0:11:02 > 0:11:05and yet they'd always have wads of cash.

0:11:05 > 0:11:07These people can't but help themselves,

0:11:07 > 0:11:09putting things on Facebook,

0:11:09 > 0:11:12showing themselves with wads of cash.

0:11:12 > 0:11:14We know they don't work, so where have they got that cash from?

0:11:14 > 0:11:17We followed a path and were quickly able to identify

0:11:17 > 0:11:19who the main ringleaders were.

0:11:19 > 0:11:22There's a lad called Paul Edwards, Jordan Sim-Mutch.

0:11:22 > 0:11:24There was a lad called Ben Fredricks.

0:11:24 > 0:11:26They were the main, the older ones, really,

0:11:26 > 0:11:28and then there was other people that were involved in these offences.

0:11:28 > 0:11:32Some were just on the odd one or two jobs, because there was a group

0:11:32 > 0:11:35of several of these people and there's only four people in a car.

0:11:35 > 0:11:38They can only accommodate four people, so it was varying.

0:11:38 > 0:11:43With the gang leaders now revealed and the net closing in,

0:11:43 > 0:11:46they are put under surveillance.

0:11:48 > 0:11:51The detectives want to intercept them just before

0:11:51 > 0:11:53they carry out another crime.

0:11:55 > 0:11:58It just so happened that during the course of watching what they

0:11:58 > 0:12:01were up to that they went to go and commit

0:12:01 > 0:12:05a robbery and I was then able to implement an arrest situation.

0:12:10 > 0:12:13We were happy, they were just about to do a robbery at a supermarket and

0:12:13 > 0:12:16we're in a position to strike on them and we had sufficient evidence

0:12:16 > 0:12:20then to be able to process them with a large number of offences.

0:12:23 > 0:12:26The team are heading to the Stockport area of the city.

0:12:28 > 0:12:31With the gang parked up and potentially ready to raid a shop,

0:12:31 > 0:12:35the plan is for several unmarked police cars to box in

0:12:35 > 0:12:37and contain their vehicle.

0:12:37 > 0:12:41First thing is to get them safely into custody without jeopardising

0:12:41 > 0:12:44their safety, our safety, or the safety of anybody else.

0:12:44 > 0:12:48And sometimes the only way to do that is to actually ram them.

0:12:59 > 0:13:01It's a bit hairy for the people who are doing it,

0:13:01 > 0:13:04because we're ramming vehicles, we don't know whether...

0:13:04 > 0:13:08We've got to try and prevent them getting off, because there's going to be a high-speed chase.

0:13:08 > 0:13:11They were still trying to evade, escape and tried to reverse off and

0:13:11 > 0:13:15dodge the police cars, but they were hit several times by police cars.

0:13:19 > 0:13:23The interception is a success and the gang are quickly rounded up.

0:13:25 > 0:13:28It is tough decisions and you feel a real responsibility,

0:13:28 > 0:13:30because you don't know what's going to happen.

0:13:30 > 0:13:32You never know what's going to happen.

0:13:32 > 0:13:35Yeah, they're big decisions, but we've got to take them

0:13:35 > 0:13:39and we've got to carry on taking the fight to these criminals out there.

0:13:39 > 0:13:41And fortunately, they weren't good enough

0:13:41 > 0:13:44and the officers arrested them in situ,

0:13:44 > 0:13:48just outside a Morrisons store that they were just about to rob.

0:13:54 > 0:13:57They come across as not being bothered, really.

0:13:57 > 0:14:00And they like to have the last word and they like to be cocky -

0:14:00 > 0:14:01and that's all we expect, really.

0:14:01 > 0:14:04But I think deep down they'll be gutted.

0:14:26 > 0:14:29when they're sat in a cell, waiting to be interviewed

0:14:29 > 0:14:31and the realisation is there that they've been caught

0:14:31 > 0:14:34and they're going to be behind bars for a long time.

0:14:47 > 0:14:51In Oldham, the divisional tasking team are back on the road,

0:14:51 > 0:14:54arresting some of the area's most wanted.

0:14:54 > 0:14:58From our office, bearing in mind there's only eight of us,

0:14:58 > 0:15:03we probably average between 70 to 110 prisoners per month.

0:15:03 > 0:15:06There's always people wanted, and there will be,

0:15:06 > 0:15:08if we arrested everybody today,

0:15:08 > 0:15:10tomorrow there'll still be more wanted people.

0:15:10 > 0:15:14So, it's a never-ending circle, unfortunately.

0:15:14 > 0:15:18Yeah, I've got it, mate. We're just pulling up at the front now.

0:15:18 > 0:15:21PC Cross is helping to locate a well-known offender.

0:15:23 > 0:15:27The 29-year-old female is wanted for breaching her bail conditions.

0:15:27 > 0:15:30There's a very small percentage of criminals

0:15:30 > 0:15:33who commit a large percentage of crime in one area.

0:15:33 > 0:15:37Very often, the crime will tail off while they're in prison.

0:15:37 > 0:15:39And then, as soon as they're back out, it starts again.

0:15:39 > 0:15:43So, we're at the same addresses for the same people.

0:15:43 > 0:15:45I'm locking people up now, 22 years on,

0:15:45 > 0:15:48that I was locking up in my first year of policing.

0:15:48 > 0:15:51Unfortunately, they've had children,

0:15:51 > 0:15:53and I'm locking them up now.

0:15:53 > 0:15:55No doubt, it's just a vicious cycle, unfortunately.

0:16:13 > 0:16:16the female missed an appointment at a police station.

0:16:22 > 0:16:25- She was supposed to attend for charging.- Charging?

0:16:25 > 0:16:27Yeah, for charging down at the police station.

0:16:27 > 0:16:29She's not answering her bail, is she?

0:17:25 > 0:17:29Then we spend days and days looking for them, turning houses over,

0:17:29 > 0:17:33the end result being we arrest them, they go back before the courts,

0:17:33 > 0:17:35and very often, they get bail again.

0:17:39 > 0:17:43This time, however, the offender spent six weeks in remand prison

0:17:43 > 0:17:46for breaching her bail conditions.

0:17:55 > 0:17:57The serious organised crime group

0:17:57 > 0:18:01are investigating a large number of armed robberies.

0:18:01 > 0:18:04They've intercepted the gang involved

0:18:04 > 0:18:07and arrested three of its leaders.
