0:01:20 > 0:01:22a modern city with a modern skyline.

0:01:23 > 0:01:26It's attracted huge investment in recent years,

0:01:26 > 0:01:29but it wasn't always like this.

0:01:29 > 0:01:33- REPORTER:- The blazing beacon that lit the night sky above Moss Side

0:01:33 > 0:01:34was, only moments before,

0:01:34 > 0:01:36a hardware store.

0:01:36 > 0:01:38Dozens of other shops had to be boarded up

0:01:38 > 0:01:42in the wake of the rioters' first major rampage.

0:01:42 > 0:01:44The mob, black and white, 1,000 in all,

0:01:44 > 0:01:45had already moved swiftly

0:01:45 > 0:01:49to surround and attack Moss Side Police Station.

0:01:50 > 0:01:53Back in the '80s, the Moss Side district was notorious

0:01:53 > 0:01:57as the scene of some of Britain's worst ever rioting.

0:01:59 > 0:02:03A decade on and vicious turf wars between drugs gangs

0:02:03 > 0:02:06resulted in a series of shootings,

0:02:06 > 0:02:09earning the city the nickname "Gunchester".

0:02:10 > 0:02:14Amid the drugs, the violence and deprivation,

0:02:14 > 0:02:19the police set up a task force, codenamed Xcalibre.

0:02:19 > 0:02:21Initially, Xcalibre was set up

0:02:21 > 0:02:26when gun and gang criminality in Manchester was at its height.

0:02:26 > 0:02:30It was... Its sole focus was to deal with the gang issues

0:02:30 > 0:02:34that evolved around South Manchester and to tackle them head-on.

0:02:34 > 0:02:37One of the offshoots of gangs is its close association with guns

0:02:37 > 0:02:40and the gun-related criminality that comes from that, er...

0:02:40 > 0:02:43and Xcalibre has looked to deal with the firearms threat

0:02:43 > 0:02:45that comes from that.

0:02:45 > 0:02:47It's, I think, one of our straplines

0:02:47 > 0:02:50is creating gun-free streets in Manchester.

0:02:50 > 0:02:53The unit has got results.

0:02:53 > 0:02:57Gang-related shootings have fallen by nearly 80%,

0:02:57 > 0:03:01but there are still enough guns and drugs on the streets

0:03:01 > 0:03:03to keep officers busy.

0:03:03 > 0:03:04This is a firearms warrant

0:03:04 > 0:03:07that we're going to be executing this morning.

0:03:07 > 0:03:10The subject of the warrant is Trevor Gayle -

0:03:10 > 0:03:14he does have previous, in 2011 and 2010,

0:03:14 > 0:03:15for possession of cannabis.

0:03:17 > 0:03:22Today's target is 33 and from the Chorlton-cum-Hardy area.

0:03:22 > 0:03:25The police have arrested him before,

0:03:25 > 0:03:28but this time, they think he may possess a gun.

0:03:29 > 0:03:31The purpose of the firearms warrant,

0:03:31 > 0:03:35erm, is in order to search for firearms, ammunition

0:03:35 > 0:03:37and component parts.

0:03:37 > 0:03:41Erm, this warrant is as a result of intelligence received.

0:03:44 > 0:03:48Now briefed, the Xcalibre team make their way to the target address.

0:03:52 > 0:03:54In charge of executing the warrant

0:03:54 > 0:03:56is PC Bryan Deighton.

0:03:56 > 0:03:58Most people, if they've got a firearm,

0:03:58 > 0:04:01they've got it for a reason, erm, so...

0:04:01 > 0:04:03And if it's to hand, the first thing they may do is pick it up

0:04:03 > 0:04:06and start firing, thinking that their life's in danger.

0:04:06 > 0:04:09Erm, so if we shout "police", we knock on first,

0:04:09 > 0:04:11give them a chance to come and answer the door

0:04:11 > 0:04:14and realise it's us, it makes sure we're safe

0:04:14 > 0:04:16and everything's done in a...a nice safe manner.

0:04:19 > 0:04:21I'll just follow you up.

0:04:22 > 0:04:23Where are you going?

0:04:42 > 0:04:43Police!

0:04:50 > 0:04:52Police, open the door! It's going in!

0:04:58 > 0:05:01Hello, mate. Is it just you, mate? Anyone else here?

0:05:01 > 0:05:04The intelligence has proved reliable.

0:05:04 > 0:05:08The man at the door is their suspect, Trevor Gayle.

0:05:08 > 0:05:11- Clear!- One more, one more.

0:05:11 > 0:05:13Show me your hands, show me your hands.

0:05:13 > 0:05:17And the officers find a second man inside.

0:05:17 > 0:05:18They detain him too.

0:05:18 > 0:05:20OK, we need to make sure the address is...

0:05:20 > 0:05:21Here you are, mate.

0:05:24 > 0:05:28Got anything on you at all, any sharps or anything, mate?

0:05:28 > 0:05:30Right, Trevor - we've got a firearms warrant

0:05:30 > 0:05:32to execute at the premises.

0:05:32 > 0:05:33- OK?- Yeah. - Now I can obviously smell...

0:05:33 > 0:05:36There's quite a strong smell of cannabis in here,

0:05:36 > 0:05:37which isn't related to the warrant.

0:05:37 > 0:05:40- Yeah.- Is there anything inside the address for officers' safety...?

0:05:40 > 0:05:43Bearing in mind officers are going to be searching,

0:05:43 > 0:05:46- is there anything that could cause them harm inside the address?- No.

0:05:46 > 0:05:49The address has been secured and two people in the address -

0:05:49 > 0:05:52obviously one's answered us when we've knocked on.

0:05:52 > 0:05:54Both have been secured in one room now,

0:05:54 > 0:05:56and basically, we're just getting the search kits

0:05:56 > 0:05:59and we'll systematically search each room in the address,

0:05:59 > 0:06:01see if there's anything here that shouldn't be here.

0:06:03 > 0:06:06The arrest has passed off without the need for force.

0:06:06 > 0:06:09Now the search of the property can begin.

0:06:20 > 0:06:23To the east of Manchester lie the Pennines

0:06:23 > 0:06:26and across these hills is West Yorkshire.

0:06:28 > 0:06:31Its beautiful country landscapes attract hoards of tourists.

0:06:33 > 0:06:38But its big towns and cities also have their share of urban crime.

0:06:41 > 0:06:42In this police force,

0:06:42 > 0:06:45one man is taking the fight to the criminals

0:06:45 > 0:06:48under the codename Operation Venom.

0:06:48 > 0:06:50We're Operation Venom 6.

0:06:50 > 0:06:52Just remind you what Venom's about -

0:06:52 > 0:06:56the whole of this division, operation specialists have gone out

0:06:56 > 0:07:00in a targeted way to engage criminals,

0:07:00 > 0:07:03er, in the communities where they operate,

0:07:03 > 0:07:07where they commit...burglaries, where they cause a load of harm

0:07:07 > 0:07:09and we take control of them

0:07:09 > 0:07:13and we arrest them in order to prevent them committing crime.

0:07:13 > 0:07:17Superintendent Pat Casserly's operation is designed

0:07:17 > 0:07:21to eradicate one form of crime in particular.

0:07:21 > 0:07:24Burglary is an issue that's blighted West Yorkshire.

0:07:24 > 0:07:26Sadly Leeds had a reputation

0:07:26 > 0:07:29of being one of the burglary cities in the country -

0:07:29 > 0:07:31I think the insurance industry

0:07:31 > 0:07:35had the highest, er, insurance premiums of anywhere else.

0:07:35 > 0:07:39Every one of those burglaries had a victim -

0:07:39 > 0:07:41someone's home had been invaded by a criminal

0:07:41 > 0:07:44who had taken things that were precious to that family.

0:07:44 > 0:07:47So we've got to reduce serious acquisitive crime,

0:07:47 > 0:07:50we're going to apprehend criminals in our communities

0:07:50 > 0:07:51and on the road network.

0:07:51 > 0:07:53We're going to arrest criminals engaged in crime

0:07:53 > 0:07:55and arrest wanted criminals.

0:07:55 > 0:07:57Be lawfully merciless.

0:07:57 > 0:08:02"Lawfully merciless" is the superintendent's catchphrase -

0:08:02 > 0:08:05an approach that he believes is most effective.

0:08:05 > 0:08:07Let's look at what the criminals do -

0:08:07 > 0:08:09they are unlawfully merciless.

0:08:09 > 0:08:13They show no mercy when they enter somebody's home,

0:08:13 > 0:08:17trample all over their home,

0:08:17 > 0:08:19steal their precious items,

0:08:19 > 0:08:21damage their precious items

0:08:21 > 0:08:24and cause massive disruptions and hurt to a family.

0:08:24 > 0:08:26They show no mercy.

0:08:26 > 0:08:29So we are the police, we operate within the law

0:08:29 > 0:08:31but we would show no mercy

0:08:31 > 0:08:33to the criminals that we would engage

0:08:33 > 0:08:35because they showed no mercy to the community.

0:08:36 > 0:08:40If you've got a burglar who's driving without insurance,

0:08:40 > 0:08:43fill your boots, because while that burglar is suffering

0:08:43 > 0:08:46the consequence of prosecution for no insurance

0:08:46 > 0:08:49and you're seizing their car, they're not going out burgling.

0:08:51 > 0:08:55With officers from all over West Yorkshire now fully briefed,

0:08:55 > 0:08:57Operation Venom is go.

0:09:01 > 0:09:03Well, the convoy's formed up.

0:09:03 > 0:09:05As you see, it's a range of vehicles -

0:09:05 > 0:09:08we've got firearms officers in amongst that lot, road policing,

0:09:08 > 0:09:10the operational support unit,

0:09:10 > 0:09:13but everyone's gone out, all the vehicles that we had

0:09:13 > 0:09:14have gone on the street -

0:09:14 > 0:09:16it does give a message to the public that we're out in force

0:09:16 > 0:09:18and we're very proud of what we do.

0:09:20 > 0:09:24This high-visibility operation will run for a whole weekend

0:09:24 > 0:09:28and West Yorkshire officers will be hunting down criminal activity,

0:09:28 > 0:09:30day and night.

0:09:46 > 0:09:47THUMPING ON DOOR

0:09:49 > 0:09:51Police, open the door! It's going in!

0:09:51 > 0:09:57In Manchester, the Xcalibre team have executed a firearms warrant.

0:09:57 > 0:10:00Hello, mate. Is it just you, mate? Anyone else here?

0:10:03 > 0:10:06They've detained their wanted man, Trevor Gayle,

0:10:06 > 0:10:09and are now searching his flat for any evidence.

0:10:21 > 0:10:22In one of the bedrooms,

0:10:22 > 0:10:27an officer finds a bullet hidden inside a cardboard tube.

0:10:27 > 0:10:31This is evidence enough to arrest Gayle and the other occupant.

0:10:31 > 0:10:34Right, gents, you're both under arrest at this moment in time

0:10:34 > 0:10:37on suspicion of possession of ammunition.

0:10:37 > 0:10:40You do not have to say anything, but it may harm your defence if you do not mention

0:10:40 > 0:10:42when questioned something which you later rely on in court.

0:10:42 > 0:10:45Anything you do say may be given in evidence.

0:10:45 > 0:10:51The search for firearms has also turned up evidence of drug crime.

0:10:51 > 0:10:53We've recovered a single round

0:10:53 > 0:10:55of what looks to be .22 rim-fire ammunition,

0:10:55 > 0:10:58a quantity of crack and a quantity of cannabis.

0:10:58 > 0:11:00The warrant to get us in the address

0:11:00 > 0:11:03is for firearms and ammunition, component parts.

0:11:03 > 0:11:05As a result of what's been found,

0:11:05 > 0:11:09that, erm, ammunition, as well as drugs,

0:11:09 > 0:11:11we also look for other evidence

0:11:11 > 0:11:13as well as the...the obvious evidence -

0:11:13 > 0:11:17we look for other things such as mobile phones, SIM cards,

0:11:17 > 0:11:19debtors' lists, all sorts of surrounding evidence

0:11:19 > 0:11:22which can help build a stronger case.

0:11:25 > 0:11:27Although Gayle told officers

0:11:27 > 0:11:29there was nothing dangerous in the flat,

0:11:29 > 0:11:32the search proves otherwise.

0:11:32 > 0:11:35Soon, they discover more incriminating evidence.

0:11:35 > 0:11:37What have you found?

0:11:37 > 0:11:40Er, in a plastic bag concealed at the top of the wardrobe there,

0:11:40 > 0:11:45erm, a number of cartridges, possibly shotgun,

0:11:45 > 0:11:46and some ammunition.

0:11:46 > 0:11:48Obviously we'll seize that, take it back for evidence

0:11:48 > 0:11:52and, er, see what they say about it at interview.

0:11:53 > 0:11:55Finally, in a bedroom,

0:11:55 > 0:12:00they find a suspiciously-shaped object hidden inside a sock.

0:12:00 > 0:12:03Could this be what the team came looking for?

0:12:03 > 0:12:06We can't confirm what it is, but being that shape of sock,

0:12:06 > 0:12:08we're searching this room for now.

0:12:08 > 0:12:10What happens now is Firearms will come

0:12:10 > 0:12:14and also, erm, SOC, or Scenes of Crime Officer'll come.

0:12:14 > 0:12:17The firearms officer will basically look at it,

0:12:17 > 0:12:19identify it and see if it is a gun and make it safe.

0:12:21 > 0:12:24Officers take Gayle into custody for questioning,

0:12:24 > 0:12:27but they still have to build their case against him.

0:12:27 > 0:12:30We have to prove that somebody's had that in their possession.

0:12:30 > 0:12:32They could have many defences -

0:12:32 > 0:12:34they could even say they didn't know it was there,

0:12:34 > 0:12:37so it's down to us now to prove that they did know it was there

0:12:37 > 0:12:40and it was in their possession and under their control.

0:12:43 > 0:12:47Scenes of Crime Officers specially trained in handling evidence

0:12:47 > 0:12:49arrive at the flat.

0:12:53 > 0:12:56A firearms officer has also been called in.

0:13:03 > 0:13:08It's their job to retrieve the object inside the sock,

0:13:08 > 0:13:10slowly and safely.

0:13:14 > 0:13:20- .22.- Is it still cocked? - Obviously it's clear.

0:13:20 > 0:13:24- As long as you're 100% it's clear, mate, yeah.- Oh, God, yeah, yeah.

0:13:27 > 0:13:29The currency for guns is high.

0:13:29 > 0:13:34They are worth a lot of money and they are incredibly hard to find

0:13:34 > 0:13:35and people are aware of police tactics -

0:13:35 > 0:13:39criminals will know that, erm, you know, we search houses.

0:13:39 > 0:13:43They know what we do and they try and react to what we do.

0:13:43 > 0:13:45So to find a firearm is a real result for us.

0:13:58 > 0:14:01SIRENS WAIL

0:14:01 > 0:14:04In Leeds, Operation Venom is underway.

0:14:06 > 0:14:08All units of the West Yorkshire Police Force

0:14:08 > 0:14:11are out on the streets, on the lookout for the wanted

0:14:11 > 0:14:13and any other crimes.

0:14:14 > 0:14:18Superintendent Pat Casserly, the man in charge,

0:14:18 > 0:14:21joins his officers on the ground.

0:14:21 > 0:14:23I still go out - every month,

0:14:23 > 0:14:25I go out on patrol with someone from here,

0:14:25 > 0:14:28I try to put myself out with all the different departments,

0:14:28 > 0:14:30but I go out with my officers.

0:14:30 > 0:14:33When I go out on patrol, yes, I still have my rank

0:14:33 > 0:14:34and I still have my responsibility

0:14:34 > 0:14:36but in the main, it...

0:14:36 > 0:14:38I operate as two police officers

0:14:38 > 0:14:41out there dealing with the member of the public,

0:14:41 > 0:14:43and to be fair, the public don't recognise my rank -

0:14:43 > 0:14:45I wear the same uniform as everybody else.

0:14:45 > 0:14:51Today, his partner on patrol is PC James Farrar.

0:14:51 > 0:14:52I think it was a male driving.

0:14:52 > 0:14:54Is there anyone else on the insurance?

0:14:57 > 0:15:00Righty ho, it's started, then, in't it?

0:15:02 > 0:15:07First incident - a driver ahead carrying out a suspicious manoeuvre.

0:15:09 > 0:15:11This guy, he's just pulled out, but then pulled up again.

0:15:11 > 0:15:14- Might have just found a better parking space.- Maybe.

0:15:14 > 0:15:15What does it look like? It looks...

0:15:15 > 0:15:17Pink air freshener, though - let's have a chat.

0:15:17 > 0:15:21Pink air freshener, thinking maybe a lady's car.

0:15:21 > 0:15:23- Has it got insurance? - Righty oh...

0:15:25 > 0:15:28It's just inconsistent with a guy who's a manual worker -

0:15:28 > 0:15:31why's he got a pink air freshener in the car?

0:15:31 > 0:15:32It might be someone else's car.

0:15:32 > 0:15:34'So let's go and talk to the guy.'

0:15:34 > 0:15:37- Hi, buddy, are you all right? - All right, sir.- Yeah.

0:15:37 > 0:15:40- Anyone...else use the car? - No, no.- Just you?

0:15:40 > 0:15:41We're just in the area

0:15:41 > 0:15:44cos there's...a lot of burglaries, all right, so...

0:15:44 > 0:15:46Oh, don't tell me I look like a burglar!

0:15:46 > 0:15:48Certainly not, you look like a working lad,

0:15:48 > 0:15:49it was just the manoeuvre you pulled.

0:15:49 > 0:15:51Oh, yeah, no, cos I came from over there...

0:15:51 > 0:15:54The shop guy said, "You shouldn't park on that side

0:15:54 > 0:15:56"because there's cars coming"...

0:15:56 > 0:15:58Now we've stopped and spoken to you, that's understandable.

0:16:47 > 0:16:50That...that paperwork there, I've spoke to MIB -

0:16:50 > 0:16:54it relates to a quote for a policy, but that insurance company

0:17:44 > 0:17:48that he wasn't in fact insured, and, you know...

0:17:48 > 0:17:50we could have saved somebody a lot of hassle down the road

0:17:50 > 0:17:53if he'd have collided with them as an uninsured driver.

0:17:53 > 0:17:57So although we're in this area targeting burglars,

0:18:30 > 0:18:32particularly an awareness of young people

0:22:58 > 0:23:00There's a clear link

0:23:01 > 0:23:03with everybody, in every line of work.

0:23:03 > 0:23:07The effect on our police officers is that they feel confident,

0:23:07 > 0:23:09so their performance is high.

0:23:09 > 0:23:12The converse of that is the criminal.

0:23:12 > 0:23:14The criminal who is on the back foot,

0:23:14 > 0:23:16the criminal who can't commit crime

0:23:16 > 0:23:18because the...cops are there all the time.

0:23:53 > 0:23:54in the early hours.

0:23:54 > 0:23:57At that time, you've still got your potential

0:23:57 > 0:23:59for burglars to be out and about.

0:23:59 > 0:24:01It's that time between where they stop coming out

0:24:01 > 0:24:03and they're still out and active.

0:24:03 > 0:24:06So we thought we'd make us way into t'area,

0:24:08 > 0:24:12get into t'side streets, do a bit of snooping

0:25:20 > 0:25:21WOMAN: No, he's here!

0:25:21 > 0:25:24There's someone running back there, someone's running round the back.

0:25:27 > 0:25:30a second suspect running through gardens nearby.

0:25:33 > 0:25:36- Adam!- Yeah? - Can you see him?

0:25:36 > 0:25:37Are you there, Chris?

0:27:43 > 0:27:45All right, sit there, put your bum forward.

0:27:45 > 0:27:48Let's face it, burglars are cowards

0:27:48 > 0:27:51and all they need is that capable guardian

0:27:51 > 0:27:55who's stronger and more ethical than they are to front them up and say,

0:27:55 > 0:27:57"We're here, we're protecting vulnerable people

0:27:57 > 0:27:59"and we're coming for you."

0:29:15 > 0:29:18"and if you need to put your work boots on when you get there,

0:29:18 > 0:29:22"then you can, but never go in with your work boots on."

0:29:22 > 0:29:24I understand that now. It didn't really make much sense to me,

0:29:24 > 0:29:28but there's no point speaking to them in the same tone

0:29:28 > 0:29:31straight from the off because then you have nowhere to go.

0:29:31 > 0:29:33There's no way of bringing either of you down,

0:29:33 > 0:29:35so just talk to them, really.

0:30:13 > 0:30:19and the street value was just short of £1,700 worth of cannabis.

0:30:19 > 0:30:23Obviously numerous snap bags, scales to weigh the cannabis out.

0:30:23 > 0:30:25There was a number of mobile phones.

0:30:37 > 0:30:41of possession with intent to supply a controlled drug.

0:30:42 > 0:30:46It's plenty of evidence for Charlotte to arrest her suspect.

0:30:49 > 0:30:51of possession of cannabis with intent to supply.

0:31:25 > 0:31:28and we will stop antisocial behaviour and things like that,

0:31:28 > 0:31:31but also when we execute a warrant,

0:31:31 > 0:31:34it's nice to see people being arrested

0:31:34 > 0:31:35and we don't arrest people for nothing,

0:31:35 > 0:31:38so it sends a message out to the community

0:32:23 > 0:32:26and the initiative has delivered results.

0:32:26 > 0:32:30I feel very proud, but I can't help but also be very nervous

0:32:30 > 0:32:32because every time I run an operation,

0:32:32 > 0:32:34it actually gets more nervous

0:32:34 > 0:32:38on the back of success because everyone's expecting it

0:32:38 > 0:32:40to continue to be a success

0:32:40 > 0:32:42and there's expectations from the officers,

0:32:42 > 0:32:46from my commanders that, "Oh, yes, well, Venom'll deliver, won't it?"

0:32:46 > 0:32:49And there's always that fear that, perhaps this weekend, it might not.

0:33:13 > 0:33:15using his mobile phone at the same time.

0:33:15 > 0:33:17We're going to stop him, talk to him about his driving

0:33:17 > 0:33:20and, er, take positive action.

0:33:20 > 0:33:23If you've got someone who's driving a vehicle, a lethal weapon,

0:33:23 > 0:33:24and not paying attention

0:33:24 > 0:33:28and they're not paying attention because they're distracted,

0:33:28 > 0:33:31they're on the mobile phone, they're not, er, fit to drive

0:33:31 > 0:33:34because they're drunk or they've taken drugs

0:33:34 > 0:33:37or they're not an insured driver, they've not got a full licence,

0:33:37 > 0:33:39we should challenge that

0:33:39 > 0:33:41to protect other road users and that person.

0:33:41 > 0:33:44Given the look of realisation on your face

0:33:44 > 0:33:46that it was a police car driving past,

0:33:46 > 0:33:47you're fully aware of the offences

0:33:47 > 0:33:49of driving whilst using your mobile phone...

0:33:49 > 0:33:51You had your phone in your hand,

0:33:51 > 0:33:53you were touching the screen, therefore you were using your phone.

0:33:53 > 0:33:55OK. And also,

0:33:55 > 0:33:57failing to wear your seatbelt, OK?

0:34:00 > 0:34:02As I've driven past you, you are driving

0:34:02 > 0:34:04with your mobile phone in your right hand,

0:34:04 > 0:34:06tapping the screen.

0:34:06 > 0:34:07You were.

0:34:08 > 0:34:10Right, it will...

0:34:10 > 0:34:11Are you going to stop talking?

0:34:13 > 0:34:14Are you going to stop talking?

0:34:16 > 0:34:19I'm going to ask you not swear cos I'm not swearing at you

0:34:19 > 0:34:20so I'm asking you not to swear at me.

0:34:21 > 0:34:23Right, but you're still...

0:34:23 > 0:34:24You're still swearing.

0:34:24 > 0:34:26You're still swearing.

0:34:26 > 0:34:27I'm asking you not to.

0:34:27 > 0:34:31The guy's been quite aggressive, er, in his...in his language.

0:34:31 > 0:34:36He's saying that he's not done what Lee's pointed out, so...

0:34:38 > 0:34:42I think he's calmed down a bit and we're going to go through t'formalities.

0:34:42 > 0:34:47PC Moody wants to know if the driver has valid insurance.

0:34:47 > 0:34:51A simple question, but communication is proving difficult.

0:34:51 > 0:34:52I've asked you if you are able

0:34:52 > 0:34:54to provide me with a registration number

0:34:54 > 0:34:56that's registered against that policy.

0:34:56 > 0:34:58You've stated "no". If you can...

0:35:00 > 0:35:02Right. So what you need to say

0:35:02 > 0:35:04is "Yes, officer, I will be able to do that

0:35:04 > 0:35:06"if I make a quick phone call".

0:35:06 > 0:35:08You're expecting me to search under your name

0:35:08 > 0:35:10for an insurance policy and it doesn't work like that.

0:35:12 > 0:35:14I know, I know.

0:35:14 > 0:35:16Just calm down.

0:35:16 > 0:35:19Calm down and make the phone call.

0:35:19 > 0:35:22The officers discover that the driver's licence has expired

0:35:22 > 0:35:25and needs renewing as soon as possible.

0:35:25 > 0:35:27So I'm going to give you all the details on here

0:35:27 > 0:35:29and I suggest you need to phone the DVLA up

0:35:29 > 0:35:32and...or pop in...

0:35:33 > 0:35:35..pop into the DV...

0:35:35 > 0:35:38Pop into the DVLA offices at Junction 46

0:35:38 > 0:35:40and go and have a chat with them.

0:35:40 > 0:35:43Whether I got bullied or not, sir, is not an issue.

0:35:45 > 0:35:47Was there a problem with my upbringing, sir?

0:35:49 > 0:35:51I'm being...

0:35:51 > 0:35:53I'm being perfectly polite to you.

0:36:06 > 0:36:09If we had phrases for something that people said to us...

0:36:09 > 0:36:12Number one, "taxi" as we pass,

0:36:12 > 0:36:14"bullied at school", you know...

0:36:14 > 0:36:15The things that we hear all the time,

0:36:15 > 0:36:17but when people say 'em, I think they think

0:36:17 > 0:36:19it's the first time we've ever heard them.

0:36:19 > 0:36:21But, yeah, it is a level of aggression,

0:36:21 > 0:36:27it's something that we've come to accept in normal policing in the UK.

0:36:27 > 0:36:29Erm...people tend to do it a lot.

0:36:36 > 0:36:38There's no requirement to get personal, is there, sir?

0:36:38 > 0:36:40I think he's just winding himself up.

0:36:40 > 0:36:42He's, er, he's been quite insulting towards Lee

0:36:42 > 0:36:47and, er, he's just saying he's had bother with police

0:36:47 > 0:36:48since he were 18, so...

0:36:51 > 0:36:53I get pulled by all this, for what?

0:36:53 > 0:36:54You got pulled by us, sir.

0:36:54 > 0:36:56These gentlemen have come down to assist...

0:36:56 > 0:36:58Is this what taxpayers pay their money for?

0:36:58 > 0:37:00Is this why taxpayers pay their money?

0:37:00 > 0:37:02Dealing with traffic offences, sir? Yes, it is.

0:37:02 > 0:37:04The driver later appeared before the courts

0:37:04 > 0:37:08where he was found guilty of driving on an expired licence

0:37:08 > 0:37:10and not wearing a seatbelt,

0:37:10 > 0:37:14but he was found not guilty of using his mobile phone.

0:37:14 > 0:37:18He was ordered to pay a total of £345.

0:37:27 > 0:37:31In Manchester, the Xcalibre unit's new recruit, PC Charlotte Wilkinson,

0:37:31 > 0:37:35is back from executing her first warrant for the team.

0:37:36 > 0:37:39What motivates me is

0:37:39 > 0:37:40the size of the find, really,

0:37:40 > 0:37:44and seeing what we can find, erm, in properties

0:37:44 > 0:37:47when we execute warrants, in terms of how...

0:37:47 > 0:37:49Is it going to be a small amount or are we going to find...?

0:37:49 > 0:37:51Is this where they're being kept?

0:37:51 > 0:37:54And in this case, there was still just short

0:37:54 > 0:37:57of £2,000 worth of cannabis there.

0:37:57 > 0:37:58No, I didn't mess up!

0:37:58 > 0:38:00I was quite pleased with it at the end of the day.

0:38:00 > 0:38:06Detective Sergeant Ian Wrench has been on the team for three years

0:38:06 > 0:38:09and is aware of the pressure to get things right.

0:38:09 > 0:38:10It's a great result for Charlotte

0:38:10 > 0:38:13because it helps her become a better police officer.

0:38:13 > 0:38:15It's all about learning, with Charlotte, at the minute,

0:38:15 > 0:38:18learning how to do things, learning with new colleagues,

0:38:18 > 0:38:19like anyone who goes to a new job.

0:38:19 > 0:38:21I'm sure she's keen to impress

0:38:21 > 0:38:24and we've been impressed with what she's done so far.

0:38:26 > 0:38:30Earlier, the Xcalibre team arrested Trevor Gayle -

0:38:30 > 0:38:31after executing a warrant,

0:38:31 > 0:38:35they found drugs, ammunition and a firearm at his flat.

0:38:38 > 0:38:39Trevor Gayle basically admitted

0:38:39 > 0:38:42that he had possession of cannabis for his own use,

0:38:42 > 0:38:45heroin and crack...to supply it.

0:38:45 > 0:38:48Possession of the ammunition, er, the .22 bullets,

0:38:48 > 0:38:52he's admitted that he's got them and was given them by someone else.

0:38:52 > 0:38:56His account around the firearm is...woolly.

0:38:56 > 0:38:58OK, Trevor, there will be a condition on your bail

0:38:58 > 0:39:00which I believe the officers discussed with you

0:39:00 > 0:39:03to come and sign on to the police station three times a week -

0:39:03 > 0:39:06Monday, Wednesday, Friday between 12 noon and 2pm.

0:39:08 > 0:39:10But the team still have to establish

0:39:10 > 0:39:14whether the gun found at Gayle's flat is real or a replica.

0:39:15 > 0:39:18Forensic tests will provide the result

0:39:18 > 0:39:21and the result will determine the eventual charge.

0:39:25 > 0:39:28Doctor Philip Seaman is a firearms expert.

0:39:30 > 0:39:33His finding - the weapon is a replica,

0:39:33 > 0:39:35but one that's been modified to fire ammunition.

0:39:38 > 0:39:42The crucial question - could it be used to kill someone?

0:39:42 > 0:39:44So this is a gelatine block

0:39:44 > 0:39:48with a elastic skin simulant material...

0:39:50 > 0:39:52..and that's deemed to be as best as we can get

0:39:52 > 0:39:55to natural skin and body tissue.

0:39:58 > 0:39:59Firing.

0:40:03 > 0:40:08As you can see, there's soot burning around the entry point,

0:40:08 > 0:40:11the skin simulant has been penetrated...

0:40:15 > 0:40:18..and the ball bearing has entered there

0:40:18 > 0:40:22and passed along the gel matrix as far as here.

0:40:23 > 0:40:25And I think this has demonstrated

0:40:25 > 0:40:28it's certainly gone through the skin simulant which,

0:40:28 > 0:40:32if it struck vital organs and vessels,

0:40:32 > 0:40:33could deem to be fatal.

0:40:33 > 0:40:38Yes, the firearm was a live firearm, could be fired,

0:40:38 > 0:40:40so it could kill someone.

0:40:40 > 0:40:43At that point, I know that we've got a good case

0:40:43 > 0:40:44and we can take that to CPS.

0:40:46 > 0:40:49With the gun confirmed as a potentially lethal firearm,

0:40:49 > 0:40:54the charges Trevor Gayle faces are about to become much more serious.

0:40:54 > 0:40:56You are charged with the following offences -

0:40:56 > 0:41:00you do not have to say anything but it may harm your defence if you do not mention now

0:41:00 > 0:41:02something which you later rely on in court.

0:41:02 > 0:41:04Anything that you do say may be given in evidence.

0:41:04 > 0:41:06On the 28th of July, 2014, at Manchester

0:41:06 > 0:41:08in the County of Greater Manchester,

0:41:08 > 0:41:10without an authority of the Secretary of State,

0:41:10 > 0:41:11you had in your possession a firearm,

0:41:11 > 0:41:14namely a self-loading pistol which had a barrel...

0:41:14 > 0:41:17It was probably the longest charge sheet I've ever read out.

0:41:17 > 0:41:18'There was numerous offences -

0:41:18 > 0:41:20'a number to do with firearms and ammunition

0:41:20 > 0:41:22'and also drugs that were found.'

0:41:22 > 0:41:25You had in your possession a quantity of crack cocaine,

0:41:25 > 0:41:29a controlled drug of Class A with intent to supply it to others...

0:41:29 > 0:41:33'I genuinely thought he thought nothing was going to come of it'

0:41:33 > 0:41:36and he'd be brought into the police station that day

0:41:36 > 0:41:38and no further action was taken

0:41:38 > 0:41:41and I thought he looked like a crushed man

0:41:41 > 0:41:44'and that his world had crumbled around him.'

0:41:44 > 0:41:46Contrary to Section 5.3...

0:41:46 > 0:41:48Trevor had a gun because he wanted to have a firearm.

0:41:48 > 0:41:52He's either got it for protection of himself, or to make money.

0:41:52 > 0:41:55- Have you got any questions?- No.

0:41:55 > 0:41:57For me, it looks like he had it for protection

0:41:57 > 0:41:59for his drug dealing enterprise,

0:41:59 > 0:42:02because...drug dealers rob drug dealers,

0:42:02 > 0:42:03that's what happens.

0:42:03 > 0:42:05They'll rob each other - there's no...

0:42:05 > 0:42:07There's no honour amongst thieves.

0:42:07 > 0:42:09Nah - there's no honour amongst them.

0:42:09 > 0:42:10It's dog eat dog.

0:42:13 > 0:42:15Ten months after his arrest,

0:42:15 > 0:42:19Gayle was convicted of possessing a firearm and ammunition

0:42:19 > 0:42:23and of the possession of drugs with intent to supply.

0:42:23 > 0:42:25He was jailed for five years.

0:42:29 > 0:42:31His gun may be off the streets of Manchester,

0:42:31 > 0:42:33but there are many more out there.

0:42:34 > 0:42:36A recent firearms amnesty

0:42:36 > 0:42:39led to more than 200 weapons being handed in.

0:42:42 > 0:42:47Those that are still in circulation will keep the Xcalibre team busy,

0:42:47 > 0:42:51but for the moment, they appear to be winning the war.

0:42:51 > 0:42:56I think it's sad that Manchester got the name Gunchester,

0:42:56 > 0:42:59erm, but I don't think it was wrong, at the time.

0:42:59 > 0:43:02I don't think it's Gunchester now,

0:43:02 > 0:43:06but I think that is massively to do with the Xcalibre Task Force

0:43:06 > 0:43:11and I think without it, I think that South Manchester

0:43:11 > 0:43:13may be a very different place than it is now.
