0:00:33 > 0:00:37I investigate the growth of online cybersex dens that let men abuse

0:00:37 > 0:00:40girls from anywhere in the world, including the UK.

0:02:56 > 0:03:00And as soon as the Filipina child came online, basically,

0:03:00 > 0:03:04we were swamped by predators. All from all over the world.

0:03:04 > 0:03:07- Isn't that unbelievable? - It is, it is.

0:03:07 > 0:03:10And what exactly were they asking Sweetie to do?

0:03:10 > 0:03:14They wanted her to remove her bra, for example,

0:03:14 > 0:03:16play with herself.

0:03:16 > 0:03:20Sometimes have sex with one of her siblings.

0:04:26 > 0:04:29there can be 750,000 people online

0:04:29 > 0:04:32interested in having sex with children.

0:04:32 > 0:04:36And to hear that the victims typically are young, vulnerable,

0:04:36 > 0:04:39poor and easy to manipulate, that's going to affect

0:04:39 > 0:04:42so many of the girls here in the Philippines.

0:04:45 > 0:04:47It is estimated up to 100,000 children

0:04:47 > 0:04:51here are victims of sexual exploitation.

0:04:51 > 0:04:53Many are now being used for cybersex.

0:04:55 > 0:04:58I want to know why the Philippines has become the new hub

0:04:58 > 0:05:01for foreign men looking to abuse young girls online.

0:05:04 > 0:05:07But to do so means waiting until school finishes.

0:05:18 > 0:05:21One factor contributing to the rising problem is the recent

0:05:21 > 0:05:23internet boom in the Philippines.

0:05:25 > 0:05:28These cheap, high speed internet cafes are popping up all over

0:05:28 > 0:05:33the Philippines now. And one peso will get you five minutes.

0:05:33 > 0:05:36This window to the web means that these sexual predators have

0:05:36 > 0:05:39a perfect platform for when they want to pounce.

0:05:41 > 0:05:45I'm meeting 14-year-old Daisy, who spends her evenings online,

0:05:45 > 0:05:48where she is regularly approached by men.

0:05:48 > 0:05:49This is you?

0:08:32 > 0:08:34But many girls are not so lucky.

0:08:36 > 0:08:39Easy access to the internet in the Philippines means

0:08:39 > 0:08:42more and more girls are being lured into the sex industry.

0:08:46 > 0:08:50Up to 400,000 women are trafficked every year.

0:08:50 > 0:08:52A third of them are children.

0:08:53 > 0:08:57I want to find out who these girls are and where they're coming from.

0:09:00 > 0:09:03So I head to the largest passenger port in the Philippines.

0:09:07 > 0:09:10I've joined Cecilia Obando, whose charity now

0:09:10 > 0:09:14intercepts up to 500 children a month in this one port alone.

0:09:14 > 0:09:17- So, that one. You see? - Ah, yeah, yeah, yeah.

0:09:17 > 0:09:22- It is a big ship, actually. - God, it is huge.- It is a huge ship.

0:09:22 > 0:09:26We have a report of 11 minors on board who are suspected trafficking...

0:09:26 > 0:09:30some of them trafficking... Suspected trafficking victims.

0:09:30 > 0:09:34So, typically, criminals will send out recruiters to perhaps

0:09:34 > 0:09:37some of the smaller islands and try and lure the children in?

0:09:37 > 0:09:39- Yeah.- And the parents say, OK.

0:09:39 > 0:09:42Yes, some of the parents will also be saved, you know,

0:09:42 > 0:09:45and promised to have schooling for the girls, you know,

0:09:45 > 0:09:48or work or job.

0:09:48 > 0:09:52Some of them were actually forced into prostitution,

0:09:52 > 0:09:55they are brought to brothels. Some of them were actually cybersex.

0:09:55 > 0:09:59- Is cybersex something you've seen kick off fairly recently?- It is, yes.

0:09:59 > 0:10:03It is a new phenomenon for us here in the Philippines.

0:10:03 > 0:10:08- Because traffickers...- They are very smart.- They are very smart.

0:10:08 > 0:10:11They are businesspeople, you know.

0:10:11 > 0:10:15- Social worker.- I think now we have to move really quickly.- OK.

0:10:18 > 0:10:23- So when you say minors, what age are they?- 18 years old.- 18 years old.

0:10:23 > 0:10:26- Below.- And what is the youngest you've ever found?

0:10:26 > 0:10:30- The youngest that we have is eight years old.- Eight?- Eight years old.

0:10:30 > 0:10:32- On their own?- Yes.

0:10:36 > 0:10:38'The traffickers won't be far from their victims

0:10:38 > 0:10:41'and they'll be looking for any opportunity to snatch them back.'

0:10:49 > 0:10:52So here we are. This is where all the kids have been held.

0:10:52 > 0:10:56It is important they are kept isolated so they can't run away,

0:10:56 > 0:10:59they can't alert their traffickers...

0:10:59 > 0:11:02that they're being suspected.

0:11:02 > 0:11:05Instead of 11 children, the ship staff have now

0:11:05 > 0:11:09identified 22 girls and boys who they suspect are being trafficked.

0:11:11 > 0:11:13So I'm completely clear,

0:11:13 > 0:11:17some of the kids in here have no guardian with them?

0:11:17 > 0:11:19- No.- They don't have permission in writing?

0:11:19 > 0:11:22- No.- And they are the ones that you are most concerned about?- Yes.

0:11:50 > 0:11:54Cecilia is particularly worried about one very young looking girl.

0:11:55 > 0:11:58She's travelling with two older boys who claim they're her relatives.

0:12:26 > 0:12:31- The girl's story doesn't add up. - She's promised to work here.

0:12:31 > 0:12:34- But she don't know what kind of work.- Really?- Yes.

0:12:34 > 0:12:36And she is only 11 years old.

0:12:36 > 0:12:39She's really afraid. She is really scared.

0:12:39 > 0:12:43Yes, she is very nervous, isn't she? Understandably so.

0:13:40 > 0:13:43and that's because often their stories don't match.

0:13:43 > 0:13:46So it might be that they are a genuine relative,

0:13:46 > 0:13:49but actually, when they do background checks, if they're suspicious,

0:13:49 > 0:13:52they might own a spa or a massage parlour. That's happened in the past.

0:13:52 > 0:13:56And they are recruiting their own family members to be involved.

0:13:58 > 0:14:01Further information has come to light about the 11-year-old girl.

0:14:03 > 0:14:06It seems, really, that she is for trafficking.

0:14:06 > 0:14:10Because we cannot establish these people who say they're going

0:14:10 > 0:14:13to pitch her. And in fact they are not here.

0:14:13 > 0:14:16And because she doesn't have any address, she said she is travelling

0:14:16 > 0:14:21with a cousin, but we cannot establish also the relationship.

0:14:21 > 0:14:25Traffickers receive £150-£500 per girl,

0:14:25 > 0:14:27but that is nothing compared to the sums

0:14:27 > 0:14:32they can earn long-term from girls they recruit into the sex industry.

0:14:32 > 0:14:35As long as the girls were actually under

0:14:35 > 0:14:38the claws of the trafficker, they can profit multiple times,

0:14:38 > 0:14:41because they are sold and resold so many times.

0:14:41 > 0:14:44That makes perfect sense. I didn't think of it like that.

0:14:44 > 0:14:48So a girl is more profitable if she is going to be used

0:14:48 > 0:14:53as a sex worker, because there are so many men that will pay for her.

0:14:53 > 0:14:56- It is a huge problem. - It is a huge problem.

0:14:56 > 0:14:58After further enquiries,

0:14:58 > 0:15:03Cecilia was convinced that five of the children were being trafficked.

0:15:03 > 0:15:06She eventually tracked down the mother of the 11-year-old girl,

0:15:06 > 0:15:10who made the 600-mile trip to collect her.

0:15:10 > 0:15:12Cecilia has recommended the girl's family be

0:15:12 > 0:15:15monitored by the local authorities,

0:15:15 > 0:15:19but there is no guarantee she won't be trafficked again in the future.

0:15:19 > 0:15:23I've massively underestimated just how many young, vulnerable

0:15:23 > 0:15:29girls are popped on these ships, no guardian, no relative,

0:15:29 > 0:15:30and trafficked.

0:15:34 > 0:15:38Prostitution is nothing new in this part of the world.

0:15:39 > 0:15:41Right now, I'm in a place called Tondo,

0:15:41 > 0:15:44and this is the biggest slum in the whole of the Philippines.

0:15:44 > 0:15:47And people tell me that child prostitution particularly

0:15:47 > 0:15:49is entrenched within this community.

0:15:49 > 0:15:53And on top of that, the age of consent here is 12 years old.

0:15:53 > 0:15:57So, historically, the younger girls have always been sexually active.

0:16:01 > 0:16:04I'm meeting a group of sex workers living close to the port,

0:16:04 > 0:16:07whose customers are sailors from all over the world.

0:16:07 > 0:16:10I want to know what they make of the rise in cybersex.

0:19:12 > 0:19:17of a well-known pimp who has been the subject of the surveillance.

0:19:17 > 0:19:21Look very closely at the information on the suspect - black hair,

0:19:21 > 0:19:24female impersonator.

0:19:24 > 0:19:27He is a man pretending to be a woman.

0:19:27 > 0:19:31And this pimp, lady...

0:19:31 > 0:19:34is offering young women for sale,

0:19:34 > 0:19:37for sexual services to customers.

0:20:34 > 0:20:38- and he has to pay a fine of about two million pesos.- Wow.

0:20:39 > 0:20:43But getting the evidence to charge this trafficker is going to be

0:20:43 > 0:20:45extremely difficult, as the police must witness the suspect

0:20:45 > 0:20:48receiving money in exchange for the girls,

0:20:48 > 0:20:50and if I want to observe this,

0:20:50 > 0:20:53I'll have to do something I've never done before.

0:20:53 > 0:20:56Hopefully the initial meeting will start in this restaurant.

0:25:49 > 0:25:53what other ways are there of making reasonably decent money?

0:25:53 > 0:25:56For the girls it's very limited in terms of opportunities,

0:25:56 > 0:25:57especially if you're young.

0:25:57 > 0:26:00You can't work in the department store, for example.

0:26:00 > 0:26:06The boys would at least be able to get odd construction jobs, right?

0:26:06 > 0:26:08The girls might not be able to do that, so more and more, I think,

0:26:08 > 0:26:11they're more economically challenged in terms of opportunity,

0:26:11 > 0:26:13especially when they're young.

0:26:13 > 0:26:16Talk me through the transition into cybersex now.

0:26:16 > 0:26:19I think, well, the way that technology is, it's going to be

0:26:19 > 0:26:22the way to go for prostitution as well as any other kind of business.

0:26:22 > 0:26:25I think there's that lure that cybersex is easy money.

0:26:25 > 0:26:27They get the money from the US, from Europe

0:26:27 > 0:26:30and they'll know that those are, what, five minutes, 20?

0:26:30 > 0:26:33How long is it going to take them to earn that much on the street?

0:26:34 > 0:26:36Are families aware of what's going on?

0:26:36 > 0:26:40Not all, but there are some parents, sadly,

0:26:40 > 0:26:43who are the ones who are putting their children forward.

0:26:43 > 0:26:46You have to remember, some of the mums were prostitutes before

0:26:46 > 0:26:49and when they go into, like, cyber, for example, what happens

0:26:49 > 0:26:54is the customers will ask them, "Don't you have somebody younger?"

0:26:54 > 0:26:57And rather than the money going elsewhere,

0:26:57 > 0:26:59they'll have their kids do it.

0:26:59 > 0:27:03I've had some, I've had a mamasan tell me, you know, I ask them,

0:27:03 > 0:27:06"She's 14, she's 13, don't you feel guilty about, you know,

0:27:06 > 0:27:08"she sells herself, or you agree to send her on a boat

0:27:08 > 0:27:11"where she'll pick up some sailor?" And she'll say,

0:27:11 > 0:27:12"Well, she's going to get fucked anyway,

0:27:12 > 0:27:14"she might as well get fucked for money."
