:22:39. > :22:42.In Wales Today, top civil servants warn that tough NHS budget

:22:42. > :22:44.settlements have made it "exceptionally difficult" to deliver

:22:44. > :22:54.services. And he won Gold at the Paralympics,

:22:54. > :22:54.

:22:54. > :48:32.Apology for the loss of subtitles for 1538 seconds

:48:32. > :48:36.why is Aled Davies being denied a Good Evening.

:48:36. > :48:39.Within the past half an hour, it's been confirmed that a third army

:48:39. > :48:41.reservist has died, after an SAS training exercise in the Brecon

:48:41. > :48:45.Beacons. Edward John Mayer and Lance Corporal

:48:45. > :48:46.Craig Roberts both died on July 13th, one of the hottest days of the

:48:47. > :48:49.year. They'd been taking part in a

:48:50. > :48:54.gruelling course over Pen-y-Fan. Tonight the MoD has confirmed that a

:48:54. > :48:57.third reservist has died, after the same exercise.

:48:57. > :49:00.He hasn't yet been named. Wales' top civil servants have

:49:00. > :49:03.issued a stark warning about the impact of financial shortages facing

:49:03. > :49:06.the health service. It threatens to reignite a political

:49:06. > :49:08.row about whether Labour ministers in the Welsh Government are

:49:08. > :49:18.underfunding the NHS, as their Conservative opponents claim.

:49:18. > :49:21.

:49:21. > :49:25.Daniel Davies reports. It has been a turbulent summer so far for the NHS

:49:25. > :49:32.with damaging headlines in recent weeks. Operations delayed, hospital

:49:32. > :49:37.waiting lists allowed to grow. health board Chairman are stepping

:49:37. > :49:41.down. Political opponents have blamed the health service's problems

:49:41. > :49:45.on a lack of funding. We know there has been a warning about the

:49:45. > :49:50.finances from within the Welsh Government itself. In March the

:49:50. > :49:54.Welsh Government's management board, made up of its top civil servants,

:49:54. > :49:58.said keeping the current range of health services would be

:49:58. > :50:04.exceptionally difficult within the budget available. A cash flat policy

:50:04. > :50:12.has kept funding steady it hasn't kept up with inflation. The budget

:50:12. > :50:18.for health delivery is expected to shrink by 6 million. The Health

:50:18. > :50:22.Minister say that is despite the recent run of bad news the NHS has

:50:22. > :50:29.plenty to be proud about. We don't explain enough to people the

:50:29. > :50:34.miracle... He came to see 1 million worth of new radiology equipment. As

:50:34. > :50:38.for the wider question of NHS funding, that is under review.

:50:38. > :50:41.purpose of the review is to make sure where there are new demands

:50:41. > :50:45.that the health service in Wales have to face, it will have the

:50:45. > :50:49.resources to be able to meet those demands. Conservative opponents say

:50:49. > :50:57.they would spend more on health, even if that meant bigger cuts

:50:57. > :51:01.elsewhere. We are seeing in three other major health boards critical

:51:01. > :51:05.reports coming out about governance, patient experience and, above all,

:51:05. > :51:09.the surgeons themselves pointing out that people are dying. The civil

:51:09. > :51:14.servants say without additional revenue there may have to be very

:51:14. > :51:17.significant changes to services. Some changes are already being felt

:51:17. > :51:22.in Flint, protesters campaign to keep open a Community Hospital,

:51:22. > :51:27.which is due to close on Friday. Just a lot of uncertainty. A lot of

:51:27. > :51:31.distress for local people, unnecessarily. Mr Drakeford insists

:51:31. > :51:35.hospitals must adapt and funding is only part of the reason why. The

:51:35. > :51:39.hospital he visited today, for example, could lose some of its

:51:39. > :51:43.specialist services. The Welsh Government's review of NHS funding

:51:43. > :51:47.is supposed to avoid a repeat of the Stafford Hospital scandal where

:51:47. > :51:53.hundreds of patients died. Whether it will lead to more funding won't

:51:53. > :51:56.be unveiled until the autumn. Bradley Manning, the US soldier who

:51:56. > :51:59.passed on hundreds of thousands of secret documents to the WikiLeaks

:51:59. > :52:02.website, has been found not guilty of aiding the enemy, the most

:52:02. > :52:05.serious charge against him. Manning, who has a Welsh mother and

:52:05. > :52:13.spent his teenage years in Pembrokeshire, was found guilty of

:52:13. > :52:16.another 20 charges by a US military court.

:52:16. > :52:26.One of the biggest Welsh success stories from London 2012 today

:52:26. > :52:27.

:52:27. > :52:30.learnt that he will have no title to defend at the Paralympics in Rio.

:52:30. > :52:37.Aled Davies says he's shocked that his discus event has been removed

:52:37. > :52:44.from the schedule. His gold medal made Aled Davies a national star.

:52:44. > :52:47.The celebrations captured the Welsh imagination. His event has been

:52:47. > :52:52.scrapped from the Rio schedule. He found out the news this morning when

:52:52. > :52:59.he checked his Twitter feed. wouldn't say I'm angry, I'm just

:52:59. > :53:04.gutted. I suppose, all I can do now is hope that the IPCK can understand

:53:04. > :53:07.and rethink about what the decisions they have made. I'm hoping that

:53:07. > :53:11.people will show they want to see me. I'm hoping the public can get

:53:11. > :53:19.behind me and people will support my case and hopefully we can overturn

:53:19. > :53:24.the decision to reinstate my event. In the last month Aled has become a

:53:24. > :53:32.World Champion an won the Anniversary Games at the Olympic

:53:32. > :53:35.stadium. He is a role model for young disabled people. Where do you

:53:35. > :53:40.think it leaves legacy in terms of those children and the people they

:53:40. > :53:44.have to look up to? Paralympic sport since London has been catapulted so

:53:44. > :53:50.far into the future. I have been into schools chatting to children,

:53:50. > :53:56.the kid who runs on a blade with a missing leg is now a superstar who

:53:56. > :54:00.is really cool. That is the legacy of it. People want to see heroes and

:54:00. > :54:06.superstars. I trained seven years for London. It was everything. I ate

:54:06. > :54:14.and slept and breathed it. To now know that legacy has crumbled in

:54:14. > :54:24.front of me. It's all I have been preaching since the games, I'm an

:54:24. > :54:26.

:54:26. > :54:33.athlete . Bringing another gold back to Britain, especially Wales, has

:54:33. > :54:37.been taken from me. Aled is a highly accomplished Shot Putter. He could

:54:37. > :54:42.still go to Rio if he can't defend his discus title. With three years

:54:42. > :54:52.to go, he is hoping there is still time for the Games' organisers to

:54:52. > :54:55.

:54:55. > :54:58.change their minds. Cricket, Glamorgan have failed to

:54:58. > :55:01.qualify for the quarter-finals of the T20 Cup after they were beaten

:55:01. > :55:11.by Gloucestershire by nine runs. Gloucestershire scored 145-1, with

:55:11. > :55:12.

:55:12. > :55:16.24-hours, it will be raining and humid. The rain will be heaviest in

:55:17. > :55:22.the south. The north may be dry and bright for a time. Cloudy with

:55:22. > :55:26.outbreaks of rain spreading northwards. Heavy rain with mist,

:55:26. > :55:29.hill and coastal fog developing. Dryer in the south later, but with a

:55:29. > :55:32.few showers. Thursday, dryer and warmer with sunshine. Thursday the

:55:32. > :55:37.hottest day of the week. Temperatures a little lower on

:55:37. > :55:41.Friday, but still warm with a few showers, fresher and breezy over the
