:00:15. > :00:19.fortune in a rock band. But off stage, he committed the most

:00:20. > :00:25.horrendous crimes involving children. He blurts out, I have got

:00:26. > :00:28.a two-year-old on Tuesday. What do you mean you have got a two-year-old

:00:29. > :00:32.on Tuesday? I have got a two-year-old to rape on Tuesday.

:00:33. > :00:36.There are calls for an inquiry. Because of the number of children

:00:37. > :00:42.involved, the numbers of forces involved, some kind of large inquiry

:00:43. > :00:45.really needs to happen. For the first time, we can reveal

:00:46. > :00:50.the details behind a second case linked to the same police officer

:00:51. > :00:55.who is under investigation. He could have been stopped a lot sooner. A

:00:56. > :00:58.hell of a lot sooner. Tonight, we examine new evidence and investigate

:00:59. > :01:21.if there were missed opportunities to stop a paedophile.

:01:22. > :01:27.Arriving at court, this is the woman who would help put Ian Watkins

:01:28. > :01:30.behind bars. It doesn't matter how many years he gets. It doesn't

:01:31. > :01:35.matter about his life being taken away. It doesn't give any children

:01:36. > :01:40.whose lives has been ruined, destroyed, it doesn't give them

:01:41. > :01:50.their lives back. Watkins is driven away to begin a 29

:01:51. > :02:01.year jail sentence. He admitted carrying out offences with the help

:02:02. > :02:06.of superfans. Watkins' offending went unchecked for years. Social

:02:07. > :02:11.services were made aware of concerns about him. But he remained a free

:02:12. > :02:19.man, free to carry out the most horrific crimes.

:02:20. > :02:27.Ian David Karslake Watkins was brought up in Pontypridd and went to

:02:28. > :02:33.Hawthorn High School. Tell us about how it happened for you as a band?

:02:34. > :02:40.Does it go back to school? We grew up together. We lived within a few

:02:41. > :02:44.acres of each other kind of thing. Watkins studied graphic design and

:02:45. > :02:48.graduated with a first from South Wales University. He got a job as a

:02:49. > :03:01.graphic designer, but he was distracted by his first love, music.

:03:02. > :03:06.We never really turned down a gig. If some kid saw us at a gig and

:03:07. > :03:13.said, "It is my birthday, will you play?" Bethan interviewed the band

:03:14. > :03:17.and continued to chart their progress for years. The heavy rock

:03:18. > :03:20.music of the South Wales Valleys became international and largely

:03:21. > :03:24.thanks to the Lostprophets because they were one of the first bands

:03:25. > :03:28.that signed huge international record deals. They signed to

:03:29. > :03:33.managers that the biggest rock bands in the world were looking after.

:03:34. > :03:38.Really, it was so surprising because they came from nowhere. They were

:03:39. > :03:44.just kids. They were school friends. And they were from a small town that

:03:45. > :03:48.really hadn't seen anything like it before. As the lead singer and front

:03:49. > :03:53.man of the band, it was Ian Watkins who attracted a lot of the

:03:54. > :04:00.attention. He was great fun and he was a funny character. He was yes,

:04:01. > :04:03.he was charismatic and energetic and enthusiastic about what he was doing

:04:04. > :04:09.and loved getting the attention really. The band were real rock

:04:10. > :04:22.stars now and Ian Watkins let the cameras into his home in Pontypridd.

:04:23. > :04:29.Just weeks later, Watkins was contacted by a woman who would go on

:04:30. > :04:32.to expose him as a paedophile. Joanne Mjadzelics got in touch with

:04:33. > :04:38.the Lostprophets star on the internet. She ended up exchanging

:04:39. > :04:44.messages online with Watkins and agreed to meet him a hotel before a

:04:45. > :04:54.concert in Leeds. He was really charismatic, charming and I just

:04:55. > :04:59.totally just, I don't know, just normal. Would it be fair to say he

:05:00. > :05:04.swept you off your feet? Yeah, he did. As I got to know him, I saw him

:05:05. > :05:11.as the guy who took care of his family. Looked after his mum.

:05:12. > :05:15.Watkins and Joanne, who was an escort, began a sexual relationship,

:05:16. > :05:19.but later he began to tell her things which made her feel uneasy.

:05:20. > :05:25.It starts off with him saying to me about all these 14-year-old fans

:05:26. > :05:28.that he had abused and took the virginity off and he had been saying

:05:29. > :05:34.that he wanted to get me pregnant. He wanted to get me pregnant so he

:05:35. > :05:38.could abuse the baby. Joanne threatened to report him to the

:05:39. > :05:43.police, because she suspected he was abusing a young child. She says

:05:44. > :05:49.Watkins begged her not to and he got his solicitors to draw up a gagging

:05:50. > :05:55.order against her. He presents you with a document which in effect

:05:56. > :05:59.claims that you made all this up... That I was a liar. And that you were

:06:00. > :06:05.a liar... Yes. And you signed it? Yeah. I was forced to sign it really

:06:06. > :06:09.under duress, but I signed it because I sought legal advice as

:06:10. > :06:12.well. What advice had you been given? That I could still go to the

:06:13. > :06:17.police because he was threatening me. He was saying I couldn't go to

:06:18. > :06:21.the police if I signed that. Is it possible that the police have taken

:06:22. > :06:28.a sceptical view of you and your story because of the gagging order?

:06:29. > :06:33.Because this document exists which you signed and in which you said you

:06:34. > :06:36.made this up? I think it is an excuse. It is an excuse because I

:06:37. > :06:42.can't make up a child, can I? Having signed the gagging order,

:06:43. > :06:47.Joanne received ?2,000 from Watkins for what she says was services she

:06:48. > :06:54.provided him as an escort. At the end of December 2008, Joanne

:06:55. > :06:58.did go ahead and contact South Wales Police. At the Child Protection Unit

:06:59. > :07:02.at Pontypridd Police Station. Joanne says she did more than tell the

:07:03. > :07:08.police about the disturbing things that Watkins had told her. She also

:07:09. > :07:13.says she sent them a copy of this photograph. It shows a young girl of

:07:14. > :07:18.about four years of age, who is holding a photo frame with the

:07:19. > :07:23.picture of a scantily clad woman. On top of the frame is a razor blade

:07:24. > :07:28.and a thin line of white powder. In her other hand, the girl is holding

:07:29. > :07:36.a rolled up ?20 note. It appears to be drugs paraphernalia

:07:37. > :07:43.and Joanne says Watkins told her t white powder was cocaine, we can't

:07:44. > :07:45.show the picture for legal reasons. Joanne told us she went to Rhondda

:07:46. > :07:48.Cynon Taff Social Services as well as the police to tell them about the

:07:49. > :07:53.girl in the picture. Did they tell you what action they were taking?

:07:54. > :07:59.No. You see, they wouldn't. This is what was so frustrating for me

:08:00. > :08:03.because I was reporting, every single time I made a report I was

:08:04. > :08:06.left out of the loop. You know, you have reported it now, we can't

:08:07. > :08:12.discuss this any further. We can't tell you what we've done. It would

:08:13. > :08:18.be like, but you need to tell me. Is she safe what? But she says she kept

:08:19. > :08:22.going back to social services with concerns about the girl. It was

:08:23. > :08:26.repeated calls about the same little girl over time. Every time I knew my

:08:27. > :08:30.complaints were not going anywhere with the police, I would back it up

:08:31. > :08:35.by getting social services to do something. I would say, "Can you do

:08:36. > :08:46.something about this?" David 9//11 is a lead -- David Nevin is a former

:08:47. > :08:51.chairman of the British Association of Social Workers. We showed him the

:08:52. > :08:55.picture and asked for his opinion. I can't tell from a photograph whether

:08:56. > :09:02.that's really drugs or whatever, but the staging of it is to my mind

:09:03. > :09:05.inappropriate for a child. Joanne thought her evidence, the

:09:06. > :09:10.picture of the child, together with her concerns about Watkins would

:09:11. > :09:16.trigger action by the police. They just kept telling me the same

:09:17. > :09:20.excuse. They haven't decided how to interview me yet. That was the

:09:21. > :09:26.standard excuse, I am saying you need to get her out of his way. You

:09:27. > :09:35.need to get her out of danger. In April 2009, three months after she

:09:36. > :09:38.reported Watkins to police in propbty Pontypridd, she was visited

:09:39. > :09:40.by an officer who took a video statement. A detective

:09:41. > :09:46.superintendent from South Wales Police told her they weren't going

:09:47. > :09:50.to investigate further. Did you give you any explanation? Not enough

:09:51. > :09:54.evidence. I said, "But it is happening. If anything happens to

:09:55. > :09:59.another child, it is on your head, not mine because I know that he will

:10:00. > :10:05.continue." What would normally happen would be

:10:06. > :10:09.that the police would talk to social services who have got a lead in that

:10:10. > :10:15.field and social services would convene a strategy meeting that

:10:16. > :10:21.would involve the key people that they were aware of in that child's

:10:22. > :10:25.life. That's the whole point of making collective decisions about a

:10:26. > :10:29.situation. Rhondda Cynon Taff Social Services

:10:30. > :10:35.says it did take action in line with agreed procedures following Joanne's

:10:36. > :10:42.report to them in December 2008. It is 2009 and the Lostprophets are

:10:43. > :10:47.regularly headlining huge rock festivals in this country and

:10:48. > :10:51.abroad. Earlier in his career, Watkins had shunned drink and drugs

:10:52. > :10:57.and was what is called straight edged. But now his behaviour was

:10:58. > :11:01.beginning to worry those around him. We have spoken to a close friend of

:11:02. > :11:06.Watkins who told us of her concerns. She doesn't wish to be identified

:11:07. > :11:12.and an actress tells her story. He was an amazing guy and then the

:11:13. > :11:18.drugs happened. It started with coke and then ecstasy and then in LA he

:11:19. > :11:24.found crystal meth and that's what he became scared of. That became his

:11:25. > :11:30.everything. It was more important than anything. We all tried to help

:11:31. > :11:34.him. He was an extremist. He was completely straight edged. And then

:11:35. > :11:41.he just turned into a complete junky.

:11:42. > :11:45.The band was spending a lot of time in Los Angeles recording their

:11:46. > :11:49.music. He was constantly off his face. He

:11:50. > :11:56.wouldn't shower for days. His apartment was a complete wreck. Fast

:11:57. > :12:06.forward to the beginning of 2010 and the band come home. They perform at

:12:07. > :12:13.Hawthorn High in Pontypridd. They were supporting a Welsh Government

:12:14. > :12:17.campaign to promote the Valleys. A few months later, Joanne gets back

:12:18. > :12:22.in touch with Watkins believing she must have been wrong about him and

:12:23. > :12:28.she apologises. I thought maybe I did get it wrong. Maybe I did

:12:29. > :12:33.because you know, the police didn't do anything about it. He was saying

:12:34. > :12:40.all along it was just coke talk and it wasn't real. So maybe I did get

:12:41. > :12:44.it wrong. So I contact him and I say to him, "I'm sorry that I reported

:12:45. > :12:48.you. I must have got it wrong because the police didn't do

:12:49. > :12:54.anything." A couple of weeks later, they meet up at a hotel in Leeds.

:12:55. > :12:59.Joanne is horrified by a video on his laptop which she says shows a

:13:00. > :13:05.young girl being raped. He is sat there and just staring at me, but

:13:06. > :13:22.that evil smirk on his face because he wanted a reaction. I could just

:13:23. > :13:24.feel the tears. I'm thinking at the same time, "Oh my god, I wasn't

:13:25. > :13:28.wrong about him. I wasn't wrong about him." At the same time in my

:13:29. > :13:33.head I'm thinking I've got to report him again, but I can't report him

:13:34. > :13:37.again because what am I going to say, he has got this video and he is

:13:38. > :13:43.going to hide his laptop like he hid everything Els the last time? Joanne

:13:44. > :13:46.says she through him out of the hotel and didn't feel able to go to

:13:47. > :13:52.the police again at this stage because she didn't think they would

:13:53. > :13:58.believe her. In October 201 South Wales Police

:13:59. > :14:02.received information from the Metropolitan Police detailing

:14:03. > :14:07.allegations against Watkins. But significantly, the complaint was not

:14:08. > :14:13.made by Joanne, we don't know who the complainant was or what action

:14:14. > :14:20.was taken. Nine months later, Watkins is back

:14:21. > :14:23.recording in Los Angeles. He started telling me about this five-year-old

:14:24. > :14:29.girl that he has been raping on a regular basis in Los Angeles and I

:14:30. > :14:34.asked him whose child it was and he said she is just some obsessed junky

:14:35. > :14:42.mum and that's the first time he mentioned like using a fan's child.

:14:43. > :14:46.Watkins sent three indecent images to her BlackBerry phone. A shocked

:14:47. > :14:50.Joanne got back in touch with South Wales Police with fresh concerns.

:14:51. > :14:56.She was referred back to the same Child Protection Unit at popbt prid

:14:57. > :15:01.police station and the same -- propbty prid police station and the

:15:02. > :15:07.same detective superintendent. He said, "He is in Los Angeles?" I said

:15:08. > :15:16.yes. I could tell in his voice that he couldn't be arseked basically --

:15:17. > :15:20.dance basically. I'm telling him I've got the pictures and I need

:15:21. > :15:26.someone to look. Was it that he just didn't believe you? Maybe. Maybe he

:15:27. > :15:31.thought, but why would I make that up?

:15:32. > :15:35.Fearing that her various concerns about Watkins aren't being followed

:15:36. > :15:39.up, Joanne turns to the father of the little girl in the picture and

:15:40. > :15:45.she is shocked to discover that he knows nothing about the photograph

:15:46. > :15:49.involving his daughter. He called me late one Saturday night and I said

:15:50. > :15:55.to him, were you aware of a complaint I made against Ian? He

:15:56. > :16:02.said no. I said well, I did in 2008 and I said that's strange because I

:16:03. > :16:08.made child services promise me that they would speak to you and they

:16:09. > :16:11.said in all cases, we have to speak to both parents. We have spoken to

:16:12. > :16:15.the child's father and he has confirmed that he did report the

:16:16. > :16:20.matter to South Wales Police, but says he was told not to pursue it

:16:21. > :16:24.anymore because it could ruin Ian's career.

:16:25. > :16:27.The father also asked what social services had done? And he was told

:16:28. > :16:36.they looked into the allegations and that they were satisfied his

:16:37. > :16:40.daughter was safe. It is now March 2012 and eye vents begin to --

:16:41. > :16:45.events begin to move quickly. Watkins' offending appears to be

:16:46. > :16:49.getting worse, but despite warnings to South Wales Police, he is able to

:16:50. > :16:55.carry on abusing children unchecked. Joanne is in contact with a woman on

:16:56. > :16:59.Twitter who in turn knows Watkins. Joanne is concerned that Watkins may

:17:00. > :17:04.have access to the woman's young child. We exchange a few e-mails and

:17:05. > :17:09.then we exchange phone numbers and she calls me and I tell her I'm

:17:10. > :17:13.wanting to make an appointment to go and see the police to make a

:17:14. > :17:19.statement again and to give them my laptop, I said have you got

:17:20. > :17:26.anything? She said well, yeah, he got me he wants to put GCBH in his

:17:27. > :17:29.sippy cup and on his dummy and rape him.

:17:30. > :17:33.Joanne agrees with the woman to visit her local police station at

:17:34. > :17:41.Doncaster a few days later. But she fails to turn up. She is obsessed

:17:42. > :17:45.with this man and she is siding with him, I know she is and that baby is

:17:46. > :17:50.in danger because he has been in contact with that baby. A month

:17:51. > :17:56.before, I'm telling them that he is going to rape a baby, a month

:17:57. > :18:01.before, he actually does. Just weeks later, Watkins and the young mother

:18:02. > :18:08.meet up in a hotel in London and attempt to rape her baby boy.

:18:09. > :18:11.They even video the horrific offence, she will be caught along

:18:12. > :18:19.with Watkins and jailed, but not yet.

:18:20. > :18:26.That very same night, Watkins had been at a party promoting the band's

:18:27. > :18:35.new album. The next day, he was doing media interviews. There was a

:18:36. > :18:39.special kind of cashe with celebrity abusers, we have seen it with Jimmy

:18:40. > :18:44.Savile whatever. The abuse of children is the abuse of power as

:18:45. > :18:50.much of sexual abuse. If you give somebody almost unlimited power and

:18:51. > :18:54.they are inclined to abuse children then you are putting together a

:18:55. > :19:03.toxic formula and that is probably what happened with Watkins.

:19:04. > :19:09.While she says she wasn't aware of his offending, Watkins' friend was

:19:10. > :19:12.worried about his behaviour. The record company gave him an

:19:13. > :19:17.intervention. The band and the management sat him down and in April

:19:18. > :19:22.2012 he was the worst he had ever been. The band was so close to

:19:23. > :19:30.breaking up because he was so awful. They tried really hard. He was never

:19:31. > :19:40.doing anything. But he couldn't be watched 24 hours a day.

:19:41. > :19:44.At this time, Essex Police contacted detectives in South Wales and passed

:19:45. > :19:50.on further information and further allegations about Watkins.

:19:51. > :19:56.These new concerns followed the reports by Joanne, the father of the

:19:57. > :20:02.girl in the photograph, and the Metropolitan Police. The cause for

:20:03. > :20:10.suspicion appeared to be growing. At about this time, a separate case

:20:11. > :20:13.involving the detective sergeant emerges. That same officer is being

:20:14. > :20:18.investigated over an allegations that he may not have acted on a

:20:19. > :20:25.report of the alleged rape of a 15-year-old girl. We can reveal this

:20:26. > :20:32.is the accused man in that case, Simon Ashman. He was not convicted

:20:33. > :20:39.of raping the teenager, but in oct October last year, he was jailed for

:20:40. > :20:43.separate offences. He denied raping the 15-year-old, but months later,

:20:44. > :20:47.he went on to assault a five-year-old girl. The little

:20:48. > :20:54.girl's mother wants to nose if the attack -- know if the attack could

:20:55. > :21:00.have been prevented. My daughter has nightmares. She feels she has been

:21:01. > :21:06.chased. She has woken up in hot sweats. It takes a long time to calm

:21:07. > :21:11.her. My daughter tries to sleep in my bed. She doesn't want to let me

:21:12. > :21:17.go. I am heart broken because of the change in my beautiful girl. A

:21:18. > :21:22.little girl who has been tarnished. We have spoken to a woman who knew

:21:23. > :21:25.Ashman well. She says he was known to South Wales Police for years.

:21:26. > :21:30.Quite often he would have young girls in his house and the police

:21:31. > :21:35.knew this. So I don't know why they couldn't investigate it a lot more.

:21:36. > :21:40.I think if they, if he could have been stopped a lot sooner, a hell of

:21:41. > :21:45.a lot sooner. What more do you think could have been done to stop Ashman?

:21:46. > :21:48.If they did look into things a bit more and spoke to a lot more people

:21:49. > :21:52.and more people were told about him, maybe something could have been done

:21:53. > :21:57.about it. The Police Watchdog, the IPCC is

:21:58. > :22:00.continuing to investigate a detective sergeant at Pontypridd

:22:01. > :22:05.Police Station who was involved in the Ashman case. The same sergeant,

:22:06. > :22:13.who is also under investigation over Watkins.

:22:14. > :22:16.On September, 21st 2012, nearly four years after concerns were first

:22:17. > :22:20.brought to the attention of South Wales Police, Watkins was arrested

:22:21. > :22:26.for possession of drugs after they received new information.

:22:27. > :22:30.Importantly, the police seized his computer which was heavily

:22:31. > :22:36.encrypted. It was found to contain damning evidence.

:22:37. > :22:42.Watkins is bailed and gets back in touch with Joanne. She agrees to

:22:43. > :22:46.meet him, she says, so she can try to gather more evidence. I wanted

:22:47. > :22:51.him to keep confessing these things so I could keep contacting the

:22:52. > :22:55.police and keep pressuring them to arrest him. They would be like,

:22:56. > :22:59.every time, he would be like, "I can't believe I'm seeing you and you

:23:00. > :23:03.keep trying to put me in jail." Repeating the same thing. Watkins

:23:04. > :23:07.arrives at a hotel in London in the early hours of the morning. The

:23:08. > :23:13.first thing he says to me, he blurts out, I have got a two-year-old to

:23:14. > :23:20.rape on Tuesday. Showing off about it. Whose two-year-old? What

:23:21. > :23:25.two-year-old? Oh, she is a superfan. What the hell is a superfan? You do

:23:26. > :23:29.know I am a big deal and I have got all these superfans and they're

:23:30. > :23:33.giving me their kids. Joanne sees an e-mail to Watkins from a woman she

:23:34. > :23:39.recognises. She realises that the young woman has a child and she

:23:40. > :23:45.fears it is the child Watkins wants to abuse. She contacts the woman on

:23:46. > :23:51.Twitter and challenges her over the claims. She also gets in touch with

:23:52. > :23:55.Watkins on e-mail and challenges him too.

:23:56. > :24:00.I have got it now. I have got you. I have got it on e-mails and on

:24:01. > :24:07.Twitter, private messages, I have got you and so I contacted

:24:08. > :24:12.Bedfordshire child services and then I contacted Bedford Police and I

:24:13. > :24:17.spoke to someone in the Child Protection Unit and basically I'm

:24:18. > :24:21.tellinger everything, going over everything that I had already told

:24:22. > :24:24.the police in Wales and South Yorkshire like a lot of stuff, I'm

:24:25. > :24:28.telling her. I'm saying to her, you have got to do something. The woman

:24:29. > :24:36.with the child Watkins says he plans to rape is woman B and she will be

:24:37. > :24:44.arrested and jailed. About three weeks later, Watkins is

:24:45. > :24:48.arrested for a second time on suspicion of producing an obscene

:24:49. > :24:52.article. He is granted bail again and he teams up with the

:24:53. > :24:57.Lostprophets as they embark on a UK tour.

:24:58. > :25:06.This is the last time Watkins would be seen performing on stage at their

:25:07. > :25:13.final concert in Newport on 14th November 2012.

:25:14. > :25:16.A month later, on December 17th, Watkins is arrested for a third

:25:17. > :25:22.time. Now, there is enough evidence and he is charged together with

:25:23. > :25:27.women A and B with a series of sex offences. For nearly a year, he

:25:28. > :25:32.protests his innocence, but finally last November, he admitted he was

:25:33. > :25:36.responsible for a catalogue of sex offending involving children.

:25:37. > :25:42.Watkins was sentenced to 29 years in jail and must serve an additional

:25:43. > :25:46.six years on licence. Woman A was sentenced to 14 years and woman B,

:25:47. > :25:50.17 years. Today's sentence reflects the

:25:51. > :25:55.gravity of the crimes that have been committed. The three paedophiles

:25:56. > :26:03.responsible for the terrible abuse of two babies have now been brought

:26:04. > :26:12.to justice. Watkins has lodged an appeal against his 29 year sentence.

:26:13. > :26:18.The story doesn't end here. While phase one of the investigation is

:26:19. > :26:21.complete, phase two is still very much ongoing.

:26:22. > :26:28.It aims to establish if there are anymore victims or offenders linked

:26:29. > :26:33.to Watkins or his associates. Police inquiries continue in Germany, the

:26:34. > :26:38.USA and here in the UK. But questions still remain unanswered.

:26:39. > :26:43.Such as what action, if any, was taken by South Wales Police each

:26:44. > :26:48.time Joanne Mjadzelics made a complaint against Watkins?

:26:49. > :26:52.What happened to the reports from other complainants and perhaps most

:26:53. > :26:56.significantly, could Watkins offending been stopped earlier if

:26:57. > :27:00.the police had taken a different course of action?

:27:01. > :27:06.These questions and more still need to be answered and tonight, there

:27:07. > :27:08.are growing calls for a wide scale investigation. Because of the

:27:09. > :27:12.numbers of children involved and the numbers of forces involved, and the

:27:13. > :27:17.numbers of professional people involved in the whole decision

:27:18. > :27:26.making and information sharing network, if you like, that some kind

:27:27. > :27:38.of large inquiry really needs to happen. That will be transparent and

:27:39. > :27:40.be he had educative for the rest of professionals up and down Wales and

:27:41. > :27:48.England who are doing this day-to-day.

:27:49. > :27:54.Joanne was arrested over a sex tape with Watkins, but she says the

:27:55. > :27:59.police took no further action. South Wales Police have identified their

:28:00. > :28:02.own concerns and they say they have strengthened child protection

:28:03. > :28:06.procedures and they have called in the independent police complaints

:28:07. > :28:11.commission investigate. The IPCC isn't expected to publish

:28:12. > :28:14.its findings for months, but the detective sergeant at the heart of

:28:15. > :28:20.this case has been served notice that he is under investigation for
