:01:25. > :01:27.I'm Katty Kay in Washington, Donald Trump says North

:01:28. > :01:31.Korea has to behave. Speaking in the rather incongruous

:01:32. > :01:33.setting of the White House easter egg roll, the President added only

:01:34. > :01:37.that "you'll see" how the US decides to respond to North Korea's

:01:38. > :01:41.latest provocation. His Vice President, Mike Pence,

:01:42. > :01:43.was firmer, suggesting America's Two days after a failed missile

:02:51. > :03:00.North Korea would do well not to test his resolve or the strength

:03:01. > :03:05.Armed Forces of the United States in this region.

:03:06. > :03:10.We will defeat any attack and we will meet any use of conventional or

:03:11. > :03:10.nuclear weapons with an overwhelming response.

:03:11. > :03:13.It would seem the warnings from Washington are not yet

:03:14. > :03:16.Our correspondent John Sudworth who is in Pyongyang has been

:03:17. > :03:18.speaking to the Vice Foreign Minister Han Song-Ryol

:03:19. > :03:26.who says despite the threats the missile tests will go on.

:03:27. > :03:33.If the US is reckless enough to use military means it would mean from

:03:34. > :03:39.that very day and all-out war. Our nuclear weapons protect us from that

:03:40. > :03:44.threat. We have been conducting more missile tests on a weekly, monthly,

:03:45. > :03:50.yearly basis. If you could send one message to President Trump today

:03:51. > :03:55.what would it be? TRANSLATION: I would tell him that

:03:56. > :04:00.if the US in Croke is on our sovereignty it will provoke an

:04:01. > :04:04.immediate tea counterreaction. If they are planning a military attack

:04:05. > :04:06.against us we will retire with a nuclear pre-emptive strike by our

:04:18. > :04:23.Foreign Minister of North Korea very often, what is your reaction to what

:04:24. > :04:27.he said? It is an example of their customary charm. Usually this is how

:04:28. > :04:34.they react to what they perceive as threats. You recall their statements

:04:35. > :04:38.to reduce South Korea's capital to the sea of fire. This is along those

:04:39. > :04:44.lines. The real question is are they going to try to test nuclear weapons

:04:45. > :04:47.despite these warnings, Inc coming most recently from the vice

:04:48. > :04:51.president, or will they back off a bit? The Chinese have certainly

:04:52. > :04:55.tried to get them to back off, but we don't know. They may feel they

:04:56. > :05:01.have to go forward and at that point it will be very interesting what the

:05:04. > :05:09.weekend with the National Security adviser saying America wanted to

:05:10. > :05:14.stop short of some kind of military action, Vice President pens sounding

:05:15. > :05:17.tougher in Korea and this patience was wearing thin. Due to go is a

:05:22. > :05:27.effectively military action is the only option achieves itself? Great

:06:01. > :06:03.we need to ratchet up the issue. It is not going away on its own and

:06:04. > :06:09.certainly no amount of patients will make it go away. But I think we need

:06:10. > :06:15.to think carefully as we consider options that I think by all accounts

:06:16. > :06:20.are not very desirable. If you are going to ratchet it up, how do you

:06:21. > :06:24.do that? China signed off last year or two of the toughest security

:06:25. > :06:27.council resolutions we have had, one cutting off cold to the north

:06:28. > :06:34.Koreans which of course they desperately need. It is still not

:06:35. > :06:38.working. First, I think there is a fundamental question of whether

:06:39. > :06:42.sanctions even well imposed and well supervised sanctions are going to be

:06:43. > :06:47.on a fast enough train to catch up to where the North Korean nuclear

:06:48. > :06:52.missile programmes are. I think there is a big question of whether

:06:53. > :06:57.these sanctions can work. That said, I would say China has not done as

:06:58. > :07:00.much as they could. I think they are beginning to comply, they are

:07:01. > :07:05.beginning to look at how to dying I the financial sector, but it is

:07:06. > :07:09.important to understand China have increased their trade with North

:07:10. > :07:13.Korea even in these last few months. And think it is important where

:07:14. > :07:19.China is going with this. I think anyone listening to what Beijing is

:07:20. > :07:23.saying or reading what is going on in their press, suggests a country

:07:24. > :07:27.that is really tired of North Korea. But I think we need to understand

:07:28. > :07:32.that China is not going to be interested in some kind of military

:07:33. > :07:37.venture and they want to make sure everything has been done before even

:07:38. > :07:40.thinking about such an outcome. I think the Trump administration will

:07:41. > :07:43.continue to have its work cut out for it in terms of keeping the

:07:44. > :07:52.Chinese on-board for more robot 's response. Good to get your response.

:07:53. > :07:55.Thank you. It's pretty obvious now that this is the foreign policy

:07:56. > :07:59.challenge for the White House. The fact that he sent Mike pence as is

:08:00. > :08:11.and Miss Airey to Korea on such an important weekend speaks volumes.

:08:12. > :08:14.And that's Mike Pens talked so tough. This is the first big

:08:15. > :08:21.challenge for Donald Trump and he has decided to effectively jettison

:08:22. > :08:26.his promises on trade to a key base of his supporters in order to make

:08:27. > :08:30.our lives with the Chinese, to address the North Korean problem.

:08:31. > :08:40.This is how critical this problem is. For the President to say I

:08:41. > :08:43.during the campaign called China currency manipulator, I am not going

:08:44. > :08:48.to do that any more because they are working with is North Korea. It

:08:49. > :08:50.gives you some idea of the sense of urgency on this.

:08:51. > :08:51.International election observers have issued a damning

:08:52. > :08:53.conclusion on this weekend's referendum in Turkey.

:08:54. > :08:56.They say the vote wasn't conducted on a level playing field.

:08:57. > :08:59.They questioned the actual count, as well as the tone of the campaign.

:09:00. > :09:02.Opposition parties, which failed to stop President Erdogan gaining

:09:03. > :09:05.sweeping new powers for himself, may now feel emboldened

:09:06. > :09:13.But Mr Erdogan is not backing down - his foreign ministry

:09:14. > :09:18.says the observers' findings are "unacceptable".

:09:19. > :09:27.He said the vote ended all debate and questioned the impartiality of

:09:28. > :09:36.the observers. He even proposed a new referendum. None of those talks

:09:37. > :09:47.will make it turkey's relationship the West any easier.

:09:48. > :09:53.We will not listen to the words of George, hands or Helga. We will

:09:54. > :10:00.listen to the words of Allah Almighty.

:10:01. > :10:02.A short time ago I spoke to our correspondent

:10:03. > :10:05.A pretty damning report on the vote in the campaign.

:10:06. > :10:07.Is there any suggestion now in Turkey that that

:10:08. > :10:15.I think it would still be a very uphill

:10:16. > :10:16.struggle to try to overturn the results.

:10:17. > :10:22.But the opposition will feel emboldened and I think by this

:10:23. > :10:24.damning verdict by the Observer Mission

:10:25. > :10:26.in trying to appeal to the

:10:27. > :10:27.electoral court, the electoral board,

:10:28. > :10:28.they want a rerun of the

:10:29. > :10:31.entire referendum and a nullification of it if indeed

:10:32. > :10:34.the results are proven to be invalidated.

:10:35. > :10:37.It is very difficult in a country where the state machinery is

:10:38. > :10:38.so heavily controlled by the President

:10:39. > :10:40.and his inner circle, and

:10:41. > :10:42.where about 80% of the media is pro-government, so they are

:10:43. > :10:52.hammering home this message that this was a decisive victory.

:10:53. > :10:54.So it is difficult to overturn but what

:10:55. > :10:57.I think will happen and what I think the Observer mission's verdict will

:10:58. > :11:00.do is to reinforce this cloud of illegitimacy over the mandate of

:11:01. > :11:04.He doesn't want that, his supporters don't want it,

:11:05. > :11:07.and it's a pretty difficult position for him to be in now.

:11:08. > :11:09.What does that mean the Turkey going forwards?

:11:10. > :11:12.It is already a divided country - presumably this does nothing to

:11:13. > :11:20.No, it does quite the polar opposite.

:11:21. > :11:23.And he's a man who has a kind of siege mentality sometimes of

:11:24. > :11:26.sort of doubling down and turning in on his

:11:27. > :11:27.inner circle and I think that

:11:28. > :11:29.will only be accentuated, there will be a feeling

:11:30. > :11:32.that his once extensive support network has shrunk

:11:33. > :11:38.He does still have a lot of support, still half the

:11:39. > :11:45.country, but they did not get a resounding victory they wanted.

:11:46. > :11:47.And for such a monumental political change, they don't have the mandate

:11:48. > :11:52.They have still claimed victory but while the

:11:53. > :11:56.doubts linger over the next steps and over the weeks and months ahead

:11:57. > :11:58.it is going to really accentuate the split

:11:59. > :12:00.here and make the goal of

:12:01. > :12:08.stability which Turkey yearns for even harder to achieve.

:12:09. > :12:15.And for more on the long-term implications of this vote

:12:16. > :12:17.we are joined from Istanbul now by Ali Agaoglu, a columnist

:12:18. > :12:30.Good to see you. Thank you for being with us. Let me read you a quote

:12:31. > :12:34.from President Erdogan today. He said we prevail despite the attacks

:12:35. > :12:40.by western crusaders and their servants. He's talking about Europe.

:12:41. > :12:46.No sign of any reconciliation yet. Actually... Thank you for asking.

:12:47. > :12:54.But the question over there is the whole campaign is based on some

:12:55. > :13:01.Western Crusaders or foreign powers trying to cause problems in Turkey,

:13:02. > :13:05.but President Erdogan was trying to unify supporters under this key and

:13:06. > :13:16.I think it will be a little bit going further because the rate 51-49

:13:17. > :13:21.or something like that, is not a great victory for him and I think he

:13:22. > :13:28.will consider further alternatives. But, as you said, the division

:13:29. > :13:34.between our people will continue for a while because he needs to

:13:35. > :13:37.consolidate his power as a president before consolidating it he's not

:13:38. > :13:43.going to put any further straightforward policies against us

:13:44. > :13:49.or against the European Union. The European Union accession will be on

:13:50. > :13:54.the top subject for us. How does this change Turkey's relationship

:13:55. > :13:58.with its Western allies? The truth is the West still needs this

:13:59. > :14:03.critical Nato member and particularly at the moment with

:14:04. > :14:09.Syria, terrorism and the refugees that have been coming out of that

:14:10. > :14:13.Syria conflict. I would say that's a big question mark for us because

:14:14. > :14:19.Syria, Robert Lee we are going to be out of table at least for this

:14:20. > :14:24.foreseeable future, because Russia, America and the Kurdish people over

:14:25. > :14:31.there made a kind of unity or let's see allies. Turkey is out of the

:14:32. > :14:37.equation for the time being. But it is a member of Nato. As that we will

:14:38. > :14:46.still be in Nato but there will be discussion within Turkey and Nato,

:14:47. > :14:51.of course Russia probably will be the major decision-makers here next

:14:52. > :14:56.to the US, but the question for Turkey probably we are not going to

:14:57. > :15:00.be out of Nato but that will be a hard discussion between Turkey and

:15:01. > :15:05.Nato because of Russia. On top, if we are not going to continue the

:15:06. > :15:09.accession talks with the EU, there will be different questions or

:15:10. > :15:13.different policies in Turkey considering the Nato membership plus

:15:14. > :15:20.the EU accession. If President Erdogan decides to go the early

:15:21. > :15:26.elections in 2018, certainly the major discussion will be about EU

:15:27. > :15:30.membership and consolidation will be about this discussion still being a

:15:31. > :15:36.member of Nato and still being a future member of the EU. I think we

:15:37. > :15:41.will have early election in 2018 prior to 2019. A number of

:15:42. > :15:44.ramifications from that referendum. Thank you for being with us. Some of

:20:45. > :20:46.That competition has seen a number of anti-establishment

:20:47. > :20:49.candidates enter the fray, including businessman Bruce Lavelle

:20:50. > :20:54.This whole game has been changed, across

:20:55. > :20:57.the country, and you will see - in the next two years

:20:58. > :21:00.you are going to see that in mayoral races, City Council

:21:01. > :21:04.races, Statehouse races, congressional races - because

:21:05. > :21:09.Republicans and Democrats have done a horrible job at getting

:21:10. > :21:12.involved with special interests and lobbyists and pay to play.

:21:13. > :21:20.This crowded field of candidates includes local

:21:21. > :21:22.politicians, business people who have never held office

:21:23. > :21:28.In many ways this race reflects politics across America.

:21:29. > :21:33.And that is why it is being watched so closely.

:21:34. > :21:35.In November, Donald Trump won this district by a

:21:36. > :21:40.tiny margin, after many Republican voters deserted the party.

:21:41. > :21:43.The result here could hinge on how they vote this time.

:21:44. > :21:46.I have traditionally been voting Republican.

:21:47. > :21:49.I have not really been happy with the Trump

:21:50. > :21:51.administration, and I want this as a message against the

:21:52. > :21:55.I think more Democrats are excited than the

:21:56. > :21:58.Republicans this time around, because of what we saw in this

:21:59. > :22:04.I'm backing a Republican candidate that I think will do a good job.

:22:05. > :22:06.I don't really care for Republicans these days -

:22:07. > :22:09.I'm definitely not a fan of Donald Trump's.

:22:10. > :22:14.And I'm probably going to vote for the Democrat.

:22:15. > :22:17.Whatever happens here will send a message across America.

:22:18. > :22:19.Could it be the start of the Democratic comeback,

:22:20. > :22:30.or will it cement the Republican party onto Donald Trump?

:22:31. > :22:35.This was a tweet he put out a few hours ago.
