:00:00. > :00:00.on Monday. Thank you for joining us. Now, the

:00:07. > :00:13.news from the US a couple of hours ago in ABC World News with Diane

:00:14. > :00:19.Sawyer. Tonight: Tightening the grid. The dangerous showdown with

:00:20. > :00:25.Russia. America sends fighter jets to the region. A defeat for the

:00:26. > :00:31.people challenging military commanders on their authority over

:00:32. > :00:38.sexual assault in their ranks. This problem is not even close to being

:00:39. > :00:49.resolved. And, desperate to stop her. Tonight, the story behind those

:00:50. > :00:57.pictures. The people who tried to keep a mother from putting her

:00:58. > :01:04.children at risk. We begin with the unpredictable

:01:05. > :01:08.developments in the showdown with Russia. Today, President Obama's

:01:09. > :01:14.challenge to the Russian invasion of Ukraine and the deployment of

:01:15. > :01:18.fighter jets to the region. The Russian president is digging in.

:01:19. > :01:23.There is work tonight that the two leaders have spoken. This is

:01:24. > :01:30.creating a sense that the superpowers are being pushed into a

:01:31. > :01:36.dangerous corner. The crisis is escalating with seeing

:01:37. > :01:41.speed. Tonight, pro- Russian protesters in eastern Ukraine tried

:01:42. > :01:46.to knock over a bus as the Russians tightened their grip around the

:01:47. > :01:52.Crimean peninsula. In the last 24 hours, it has been a high-stakes

:01:53. > :01:56.game of chess. Crimea is Parliament called for a vote to officially

:01:57. > :02:02.become part of Russia. The US of course that illegal at moving

:02:03. > :02:08.forward with sanctions. Russia tightens its grip on Crimea, sealing

:02:09. > :02:15.its borders and blocking the port. The US has sent fighter jets to the

:02:16. > :02:20.region. President Obama gave a hastily prepared warning to the

:02:21. > :02:28.Russians to send their troops back to their bases. In 2014, we are well

:02:29. > :02:31.beyond the days when borders can be which Ron over the heads of

:02:32. > :02:38.Democratic leaders. -- borders can be redrawn. But Vladimir Putin

:02:39. > :02:45.continues to play a dangerous game without fear, no matter what the US

:02:46. > :02:49.or the world does. The US is left to react to Putin's moves, which are

:02:50. > :02:54.mysterious, so much so that in the past, the Pentagon has analysed his

:02:55. > :02:59.body language, trying to predict what he will do next. All of this

:03:00. > :03:10.while fresh talks between John Kerry and Sergei Lavrov end with zero

:03:11. > :03:15.progress and increased irritation. Russian tanks and Russian boots on

:03:16. > :03:22.the ground, this is unacceptable in the 21st-century. Who knows the

:03:23. > :03:26.limits? Will be Russian. In just Crimea or invade further into

:03:27. > :03:37.Ukraine, ignoring the calls from America and the world to stop? Now,

:03:38. > :03:40.the question of sexual assault in the military and a defeat for the

:03:41. > :03:48.forces trying to change the role commanders play in sexual assault

:03:49. > :03:53.investigations. One lawmaker led the charge to strip them of their power

:03:54. > :03:58.over these delicate investigations and instead give power to an

:03:59. > :04:05.independent team. What does today's defeat for her mean for the future?

:04:06. > :04:11.Stacey Thompson wanted so badly to be a Marine, she enlisted before she

:04:12. > :04:17.was even 18 years old. I was so excited. Not long after she settled

:04:18. > :04:26.into her first overseas deployment, the nightmare started. Sexual

:04:27. > :04:31.harassment. The only person she could complain to was the man who

:04:32. > :04:37.was harassing her. He was my direct chain of command. The person who

:04:38. > :04:44.sexually harassed me. Is the person you had to go to and make a

:04:45. > :04:49.complaint to? Yes. That is the process. My sergeant, who was also

:04:50. > :04:55.in my direct chain of command, ended up raping me that night. She and

:04:56. > :05:01.other survivors have taken their fight to Washington. The people who

:05:02. > :05:06.do not trust the chain of command are the victims. But today, they

:05:07. > :05:10.were dealt a major blow when the Senate blocked a bill that would

:05:11. > :05:15.have strict military commanders of their authority to prosecute sex

:05:16. > :05:19.assault cases and instead give that power to special military

:05:20. > :05:23.prosecutors. The top brass opposed the bill, arguing that commanding

:05:24. > :05:29.officers must be allowed to police their own ranks. According to the

:05:30. > :05:36.Pentagon, there were 5400 reported cases of sexual assault last year, a

:05:37. > :05:42.64% increase. 26,000 cases of unwanted sexual contact. Cases that

:05:43. > :05:48.are rarely prosecuted. But the culture of silence is slowly being

:05:49. > :05:56.broken as more survivors speak out. They told me it was my fault. If you

:05:57. > :06:03.say something, your career is over. Stacey is no longer a member of the

:06:04. > :06:06.Marine. She says she will keep fighting for change. Today's

:06:07. > :06:13.brawling was not the final word on sexual assault. -- today's decision.

:06:14. > :06:20.But advocates say more victims will continue to stay in the shadows

:06:21. > :06:24.until the system changes. Now, a look at the story behind those

:06:25. > :06:28.harrowing pictures. The mother who drove her vehicle full of children

:06:29. > :06:34.into the ocean before strangers came to the rescue. What could police

:06:35. > :06:43.have done before it happened? Could anyone have stopped her? A dramatic

:06:44. > :06:47.scene on the beach. It looked like the mother driving into the ocean

:06:48. > :06:54.was trying to drown herself and her children. Today, we are learning

:06:55. > :07:01.that she may have been a woman in crisis. This was her sister in

:07:02. > :07:14.Florida calling emergency services before she drove away.

:07:15. > :07:20.These men who rescued the woman's children say she looked mentally

:07:21. > :07:31.disturbed. She is fighting with them in the water. Her eyes were huge . A

:07:32. > :07:34.Daytona Beach police officer pulled the mother over with her children

:07:35. > :07:39.inside the car about two hours before she reached the beach and he

:07:40. > :07:51.let her go. Police said there was nothing more that they could do. The

:07:52. > :07:56.baker Act is Florida's mental health law. It says that police must have

:07:57. > :08:00.clear evidence of harm before they can take a person into custody.

:08:01. > :08:06.Medical professionals say that she could have easily been suffering

:08:07. > :08:10.from psychiatric disorders rarer in some pregnancies. It can be a

:08:11. > :08:15.dangerous combination. Voices that say you need to die and take your

:08:16. > :08:19.children together, it's the only way you will ever be able to be

:08:20. > :08:23.together. They hear this constantly. This time, things turned out

:08:24. > :08:49.differently. These three children remain safe tonight in state care.

:08:50. > :08:55.C-PAC Spring training for Republicans. Ted Cruz mobbed by

:08:56. > :09:06.activist taking aim at his own party. Want to lose elections? Stand

:09:07. > :09:12.for nothing. Governor Chris Christie siege by a scandal targeting

:09:13. > :09:19.President Obama's Presidency. What are we paying you for? A parade of

:09:20. > :09:28.Republicans at the CPAC, trying out for a bigger role. Paul Ryan offered

:09:29. > :09:32.a subtle welcome to the new stars. Sometimes it is hard to tell who is

:09:33. > :09:38.here to start a career and who is here to serve a course. They have an

:09:39. > :09:43.eye on the next presidential race. But even soon as they try to control

:09:44. > :09:48.the Senate in November. The lasting image came from Mitch McConnell. He

:09:49. > :09:56.was brandishing a gun as he was presented at an award from the NRA,

:09:57. > :10:03.to retiring Senator of Oklahoma. A symbol of strength for the

:10:04. > :10:08.Republican resurgence. A sign of a comeback in these Financial Times.

:10:09. > :10:17.Today, we learn the net worth of American households jumped. It is a

:10:18. > :10:20.new record high. Experts say it is thanks to the stock market and

:10:21. > :10:25.housing market on the mend. Counting down to spring, the top weather

:10:26. > :10:38.scientist has made a prediction about what is to come.

:10:39. > :10:43.The snowstorms, spin outs, sub zero suffering, even freezing Niagara

:10:44. > :10:55.Falls. It has been terrible. But next winter meet dart winter we may

:10:56. > :11:01.receive a break. Shifting the pattern from one we are stuck in a

:11:02. > :11:07.-- to one that looks like this. Winters tend to be warmer and drier

:11:08. > :11:11.with El Nino. Years of record breaking drought and wildfires get

:11:12. > :11:15.more rain in these conditions. In the Atlantic, weather systems can be

:11:16. > :11:20.torn apart before they become horror canes. The Atlantic hurricane in

:11:21. > :11:25.system is wimpy under El Nino conditions. But it can bring more

:11:26. > :11:30.devastating cyclones. The heat comes out of the ocean and produces many

:11:31. > :11:37.global warming, having consequences for drought and flood. If this El

:11:38. > :11:43.Nino is strong enough, the record cold we have been used to could be

:11:44. > :11:49.replaced by record heat. Now, we take you to the trial of

:11:50. > :11:54.Oscar Pistorius, accused of killing the woman by his side. It was an

:11:55. > :12:03.emotionally charged day. He was in tears.

:12:04. > :12:09.Oscar Pistorius considered a hero by many, sat crying, holding rosary

:12:10. > :12:15.beads and looking physically sick at times. We heard a graphic account

:12:16. > :12:22.from a witness about the night he killed his girlfriend. Oscar

:12:23. > :12:26.historians and Reeva Steenkamp were South Africa's glamorous couple.

:12:27. > :12:34.Young, rich and beautiful, their future looked bright.

:12:35. > :12:42.A former military doctor and a bat to Oscar Pistorius was on the first

:12:43. > :12:46.scene when she was shot. -- first on the scene. He arrived to find a

:12:47. > :12:54.lifeless body with Pistorius by her side.

:12:55. > :13:07.The athlete was trying to keep the way open. -- airway. Listening to

:13:08. > :13:14.this, Pistorius was sobbing and at one point he looks physically sick,

:13:15. > :13:18.so a guard passes him a bag. In his hands are rosary beads. Today is the

:13:19. > :13:24.anniversary of his mother 's death. How do you feel after the testimony?

:13:25. > :13:29.Even before he met the model, it was clear he was destined for big

:13:30. > :13:34.things. I never encountered things I couldn't do due to the fact that I

:13:35. > :13:38.had prosthetic legs. This is a man who has overcome enormous odds, but

:13:39. > :13:46.he killed the woman he says he loved and is now trying to prove it was

:13:47. > :13:52.not murder. Up next to night, most wanted, the

:13:53. > :13:56.hunt for a possible serial killer in a Washington suburb. Police are

:13:57. > :15:08.warning an entire city to keep their doors locked to night. -- tonight.

:15:09. > :15:16.Next, the manhunt for a possible serial killer in Washington, DC.

:15:17. > :15:23.Police are looking for clues in three on solve murders with

:15:24. > :15:30.similarities. -- unsolved. Broad daylight, a knock on the door, when

:15:31. > :15:36.it was opened, he shot. This woman was killed. That was a month ago and

:15:37. > :15:40.tonight there is evidence that her killing may be linked to others,

:15:41. > :15:46.meaning a serial killer could be at work in their suburb. The unusual

:15:47. > :15:52.nature of the shootings occurring in this region require the police to

:15:53. > :15:57.consider that all the cases are linked. The similarities, this woman

:15:58. > :16:04.killed in February, then in November, another person run --

:16:05. > :16:09.comes down, then ten years ago, the same woman shot and killed. All

:16:10. > :16:15.three involved in their community, all killed within two miles. Police

:16:16. > :16:19.say forensics showed similarities in the bullets of all shootings. But

:16:20. > :16:24.they won't go as far as saying they came from the same gun. But they do

:16:25. > :16:27.have the same general characteristics so the search is

:16:28. > :16:33.intensifying for a suspect and a motive. He believes these three

:16:34. > :16:38.people represent the city of Alexandria and the city has wronged

:16:39. > :16:41.him and he will make it right. Bearded and balding, they are

:16:42. > :16:50.looking for this man. No arrest. A warning, do not open your door to

:16:51. > :16:56.strangers. Possibly a serial killer, on the loose.

:16:57. > :17:01.Are indexed to night starts with a confession from Pope Francis. Today

:17:02. > :17:05.revealing he wants -- once stole something, a rosary from the hands

:17:06. > :17:11.of a fellow priest who had died and was lying in a casket. He was a

:17:12. > :17:14.beloved friend and he says he carries the rosary with him every

:17:15. > :17:19.day as a touchstone to give him comfort when he struggles with

:17:20. > :17:23.unworthy thoughts. And, a reality check about a change in Hollywood.

:17:24. > :17:28.Big budget films are fleeting Hollywood. Only two of the top 25

:17:29. > :17:36.were shot fair because of cost. Where is the new Hollywood? --

:17:37. > :17:42.there. More a shot in Louisiana than Los Angeles and even Canada is home

:17:43. > :17:46.for as many films as California. A national food of session has an

:17:47. > :17:52.anniversary, the Arthur Lowe chicken wing, turning 50. Legend has a

:17:53. > :17:56.family in Buffalo, New York ran a restaurant and received a case of

:17:57. > :18:00.chicken wings by mistake. The mum, going to use them for soup, until

:18:01. > :18:04.the sun asked for a late night snack, so she put them in the deep

:18:05. > :18:10.fryer and dress them up with hot sauce and blue cheese. 50 years

:18:11. > :18:19.later he we are. Finally, a career filled with success. Every week,

:18:20. > :18:24.Alan Dallas affiliate -- Our made it the mission to find children in

:18:25. > :18:35.foster care. She retires tomorrow. Last night, a surprise and tearful

:18:36. > :18:39.thank you. Gloria Campos became an institution the only way it can be,

:18:40. > :18:46.I treating her job as more than that. For 20 years, she had the

:18:47. > :18:51.Wednesday's child beat, bringing the story of another kid in foster

:18:52. > :19:00.care. That makes for 350 estimated shorter on. 75% of human sound

:19:01. > :19:05.adopted families. -- of whom. As part of a tribute, they told the

:19:06. > :19:14.story of one child, and a Tirol who was featured, named Kate Young Tay.

:19:15. > :19:22.I did good in school. And an adoption resulted. But as sometimes

:19:23. > :19:30.happens it did not work out. I have been moved to three different homes

:19:31. > :19:34.and the adoption didn't go well. But this appearance led to a second

:19:35. > :19:38.adoption and to this one talk. Here he is with his parents, now 14.

:19:39. > :19:47.Gloria was on set when they showed the picture. But then, this. One

:19:48. > :19:57.kids thanks. -- G's. But it could be hundreds. That is when your job is

:19:58. > :20:05.more than just a job. -- Kid's. Thank you for this surprise, I'm so

:20:06. > :20:08.happy you are happy. I'm happy. That is America Strong. See you tomorrow,

:20:09. > :20:25.good night. Contrasting weather conditions to

:20:26. > :20:26.begin the day and finished the
