:00:00. > :00:08.need. That is it from me. Before that, it

:00:09. > :00:14.is time for ABC World News. Welcome to world news. Tonight, the

:00:15. > :00:19.anthrax scare. What happened inside one of the most dangerous labs in

:00:20. > :00:26.America. The action being taken to protect workers. And those labs, a

:00:27. > :00:29.shield such tonight. `` sealed shut. President Obama says military action

:00:30. > :00:37.is possible in Iraq and who is sending in. Getting answers inside

:00:38. > :00:44.the lottery ticket investigation tonight. If you have ever purchased

:00:45. > :00:49.a lottery ticket, how to believe a store owner who says you did not

:00:50. > :01:10.win. And when do these cases go too far?

:01:11. > :01:13.Good evening. It is great to have you with us. We begin with that real

:01:14. > :01:20.scare at being out on that later. The CDC asking how this could

:01:21. > :01:27.happen. One of their workers making a dangerous mistake. Exposing his

:01:28. > :01:31.co`workers to live anthrax. Those workers are being treated at this

:01:32. > :01:48.hour. There is investigation under way into how this happened.

:01:49. > :01:51.The CDC is telling us tonight that something went terribly wrong. Live

:01:52. > :01:57.anthrax was passed along to labs that were not equipped to handle it.

:01:58. > :02:04.75 people were exposed. They may have become in fact it. The labrador

:02:05. > :02:09.is handled the deadliest bacteria and viruses in the world. From a

:02:10. > :02:14.bowler to smallpox. Precautions are serious and necessary. Scientists

:02:15. > :02:19.and doctors worked on such deadly diseases as plague and West Nile.

:02:20. > :02:24.Tonight the labs are shut down, sealed, being decontaminated. The

:02:25. > :02:31.rapid response lab is where anthrax is handled in its live forum. It is

:02:32. > :02:38.that live forum that got into lower`level labs and may have

:02:39. > :02:42.escaped into the air. There is no threat of it being spread to friends

:02:43. > :02:46.or family, because it is not spread person to person. But there is

:02:47. > :02:53.concern for the workers. They are not yet in the clear. If anthrax

:02:54. > :03:00.goes untreated, it has a very high mortality rate. It is like present.

:03:01. > :03:08.Even if you get the right antibiotics, 47% still die. These

:03:09. > :03:11.workers are all being offered antibiotics. For an organisation

:03:12. > :03:15.that works so often with deadly diseases on the planet, it is

:03:16. > :03:20.frightening mistake. It is only the workers, not the

:03:21. > :03:26.families and neighbours. Why is that? You have to breathe it in. All

:03:27. > :03:33.of the outer clothes were left in the lab. But they are concerned

:03:34. > :03:40.about the workers? It can live in your body for 60 days. That is why

:03:41. > :03:43.60 days of antibiotics. People are going to say, this is one of the

:03:44. > :03:47.most dangerous labrador is in the country, how does this happen? This

:03:48. > :03:54.is one of the world's Premier League labs. There are going to be looking

:03:55. > :04:02.at how this happened. There will be some outside eyes looking at how it

:04:03. > :04:05.happened as well. Now we move on to the crisis in Iraq. President Obama

:04:06. > :04:17.revealing military action is on the table. 300 advisers, special forces

:04:18. > :04:24.being sent into Iraq. We start with Iraq tonight. Clearly what the

:04:25. > :04:26.President is trying to do is keep this nation in which the United

:04:27. > :04:36.States has invested so much collapsing. While resisting a slide

:04:37. > :04:42.back to war. Tonight, fighter jets launching from a US carrier. Back

:04:43. > :04:48.over the Iraqi skies, watching the militants on the move. Today,

:04:49. > :04:53.President Obama made it clear that US combat forces will not fight a

:04:54. > :04:58.new war here. But within days, the first of some 300 additional US

:04:59. > :05:03.troops, military advisers, will begin arriving. A move clearly aimed

:05:04. > :05:08.at bolstering the Iraqi forces that are crumbling in the face of battle.

:05:09. > :05:12.And they are not ruling out air strikes. We will be prepared to take

:05:13. > :05:19.targeted and precise military action if and when we determined that the

:05:20. > :05:23.situation on the ground requires it. That likely means using drones to

:05:24. > :05:29.fire on limited targets. The President did have tough words for

:05:30. > :05:34.his Iraqi counterpart. For failing to note Iraq's religious and ethnic

:05:35. > :05:37.factions. But the President also said there are lessons to learn from

:05:38. > :05:44.this crisis and from the war that has left deep scars on our nation.

:05:45. > :05:52.What is clear is the need for the United States to ask hard questions

:05:53. > :05:55.before we take action abroad. We all heard the President said today that

:05:56. > :05:58.he is prepared to send those additional American military

:05:59. > :06:11.advisers. Hundreds of them. Who are they?

:06:12. > :06:24.These will work with Iraq's security forces and they have not ruled out

:06:25. > :06:28.that they would help them find targets for air strikes. No combat

:06:29. > :06:33.for American troops but it is still a dangerous mission. I'm going to

:06:34. > :06:47.bring in our White House correspondent. They will be helping

:06:48. > :06:52.the forces in Iraq pick targets for airstrikes, what do you think about

:06:53. > :06:58.this? It is a significantly more dangerous mission than had been

:06:59. > :07:01.widely anticipated. Three times as many special forces as had been

:07:02. > :07:10.reported who will be embedded with forces in Iraq, not just in Baghdad

:07:11. > :07:15.but also in the north. The president wants no part of going back into

:07:16. > :07:21.Iraq in a war but at the same time, this group now taking over parts of

:07:22. > :07:32.Iraq poses a real threat. This group is more formidable than Al`Qaeda

:07:33. > :07:37.was. Tough choices ahead. We move onto developing headline, severe

:07:38. > :07:43.weather in the Midwest tonight all the way to the East Coast with major

:07:44. > :07:49.flash flooding. New images of a new and massive twister. You can see

:07:50. > :07:52.what appears to be four funnels inside this sweeping tornado which

:07:53. > :07:58.was terrifying for many on the ground.

:07:59. > :08:01.This was the moment across the prairies of South Dakota when

:08:02. > :08:08.families knew they had to run for cover. Another set of twin tornadoes

:08:09. > :08:15.were moving in when it hit 15 miles east. These were pictures of

:08:16. > :08:22.families took with their cellphones. Women's reached 127

:08:23. > :08:30.mph, damaging more than a dozen homes and businesses. At this farm,

:08:31. > :08:36.they lost everything and it was a tearful reunion today for this

:08:37. > :08:40.family. This is what the house looked like before, nearly 100 years

:08:41. > :08:56.old, it hurt to see how little be tornado left. The severe weather

:08:57. > :09:05.stretched east with lightning setting homes on fire in Minnesota.

:09:06. > :09:10.Wayne 's route down trees in Ohio. In Chicago, 1400 passengers were

:09:11. > :09:15.stranded at the airport. We have travelled a lot and never had an

:09:16. > :09:18.experience like this. In the prairies, they are having to clean

:09:19. > :09:28.all of this up and there is no power. Utility crews are out trying

:09:29. > :09:32.to repair power lines tonight. 14 million Americans are in the path

:09:33. > :09:36.of severe weather tonight. Flash floods are running through towns in

:09:37. > :09:43.the Midwest tonight as in Minnesota where drivers are plowing through

:09:44. > :09:47.waterlogged roads. I know you were dealing with severe weather in the

:09:48. > :09:52.last 24 hours but now you are watching another part of the

:09:53. > :09:59.country. What are you seeing? Three major areas tonight. The storms that

:10:00. > :10:05.moved through Philadelphia have shifted south tonight and another

:10:06. > :10:10.area is coming up over northern Texas with the potential for

:10:11. > :10:16.damaging winds and flash flooding. I want to show you the area of

:10:17. > :10:21.flooding and it is a very broad one. It is really draped across the upper

:10:22. > :10:28.Midwest and into the Atlantic. We are looking at the potential for

:10:29. > :10:32.three to four inches of rain. We have all seen those police chases

:10:33. > :10:43.but this video has many asking how far is too far?

:10:44. > :10:46.It is the last kind of driver you would expect to see on a golf

:10:47. > :10:55.course. The lease cars barreling down the freeway with sirens

:10:56. > :11:00.blaring. People were running all over the place. Minnesota cops were

:11:01. > :11:03.chasing this man on an outstanding drug warrant but the department is

:11:04. > :11:09.reviewing whether or not it crossed the line. Officers are required to

:11:10. > :11:13.exhibit a high degree of common sense in these cases. High`speed

:11:14. > :11:18.chases happen all too often and often turned deadly with more than

:11:19. > :11:25.300 people killed in one year including innocent I standards like

:11:26. > :11:31.this man's son. The burden to protect the public is on law

:11:32. > :11:39.enforcement. Oftentimes, that means breaking off and not continuing to

:11:40. > :11:43.pursue. So where do police draw the lines? We don't want to be in chases

:11:44. > :11:50.coming it is a danger to us and the public. Nearly two dozen police

:11:51. > :11:55.departments are now using GPS technology which shoots a tracker

:11:56. > :12:01.from the front grill of a police car onto the car they are pursuing. He

:12:02. > :12:05.can then pursue this suspect without giving chase. Some hope that this

:12:06. > :12:13.will make car chases a thing of the past. We have much more ahead. If

:12:14. > :12:15.you have ever bought a lottery ticket, is the store owner telling

:12:16. > :12:21.you the truth when he says you didn't win? So many of us are doing

:12:22. > :12:26.a little spring cleaning this time of year but does it look like this?

:12:27. > :13:40.What it takes to spruce up the skywalk at the Grand Canyon.

:13:41. > :13:48.A powerful moment to share with you tonight with President Obama

:13:49. > :13:52.awarding a medal of an art to a corporal who threw himself onto a

:13:53. > :14:03.grenade in Afghanistan to save his friend and a fellow Marine in

:14:04. > :14:14.combat. It cost him his right eye. Inside the lottery ticket

:14:15. > :14:19.investigation in Florida `` Medal of Honour, how do you know they are

:14:20. > :14:25.telling you the truth when they tell you that you didn't win? These women

:14:26. > :14:29.in South Florida were arrested in the past 48 hours as part of a

:14:30. > :14:40.sweeping investigation of nearly 100 Florida retailers for lottery

:14:41. > :14:46.fraud. Out of the top ten winners in scratch lottery tickets, nine were

:14:47. > :14:57.retail storeowners including one who won six jackpots in a single day

:14:58. > :15:06.``. You have taken it 30 times for $50,000? Yes and I have put in about

:15:07. > :15:12.60 or $70. Florida put out a batch of PSA 's including people to sign

:15:13. > :15:17.their tickets so no one else could claim them. Experts say that some

:15:18. > :15:25.clerks may be playing the odds but others have been caught playing

:15:26. > :15:35.their customers. Like this clerk in xeric use `` New York who told a

:15:36. > :15:41.client that he had a winning ticket worth 5000 when it was actually

:15:42. > :15:44.worth 5 million. If you have a winning ticket, you do not have to

:15:45. > :15:50.give it to the clerk. That is what these machines are for. Place it

:15:51. > :15:55.there and wait a few seconds and it will tell you whether you have taken

:15:56. > :16:02.it. While some clerks may lie, the computer does not. A heart stopping

:16:03. > :16:10.image from the Grand Canyon with workers dangling while they clean up

:16:11. > :16:20.the skywalk. They tell us that the trick is not to look down. From all

:16:21. > :16:34.of us at ABC News on the good night ``, good night.

:16:35. > :16:35.A pretty decent day for most of us with cold
