:00:00. > :00:09.developed soon. Hugh Pym, BBC News. Time now for a look at ABC World
:00:10. > :00:12.News with Dianne Sawyer. Welcome the world news. Tonight, the
:00:13. > :00:17.hunt is on for the savage killers from the terrorist group ISIS.
:00:18. > :00:23.Speaking with a British accent, executing an American. The notes,
:00:24. > :00:29.breaking news, there was a rescue attempt that failed.
:00:30. > :00:36.New scenes from severe storms. What the victims as he they return home.
:00:37. > :00:44.The high`speed police chase that ended inches from customers sitting
:00:45. > :00:51.outside in a cafe. Good evening. As we come on the
:00:52. > :00:55.air, the hunt is on for the brutal killers from the terrorist group
:00:56. > :01:00.ISIS. Experts are studying these eyes. The man with the British
:01:01. > :01:08.accent who executed American journalist James Foley. A family
:01:09. > :01:11.showing the face of strength. His mother and father anguished, but
:01:12. > :01:22.urging everybody to be proud, to be American. We have been looking at
:01:23. > :01:27.all the clues of the tapes. As outrage spread around the world
:01:28. > :01:31.today over this scene, James Foley's parents said they had never
:01:32. > :01:37.been proud of their son. He was strong, courageous, loving. We
:01:38. > :01:47.hardly recognise our little boy. He was a hero. His last words were, I
:01:48. > :01:54.wish I had more time. To see my family. US and British authorities
:01:55. > :01:59.spent the day looking for clues on the video about the identity of the
:02:00. > :02:02.hooded executioner. Using a database of known jihadist fighters to look
:02:03. > :02:08.for a match with his eyes, his hands. It looks increasingly likely
:02:09. > :02:14.that it is a British citizen. This is deeply shocking. In the last
:02:15. > :02:19.year, hundreds of foreign fighters from Western Europe and the US have
:02:20. > :02:23.joined ISIS. It has conducted a well`financed and well on the brutal
:02:24. > :02:31.holy war, seizing large areas of Syria and Iraq. Now increasingly
:02:32. > :02:34.threatening to US. A French hostage who was held with James fully for
:02:35. > :02:39.seven months told ABC News that he was often singled out for harsh
:02:40. > :02:46.punishment. He had brutal punishment. Including punishment
:02:47. > :02:52.conspired by the American War on Terror. He filed his final report
:02:53. > :02:58.from Syria for the global post just before he was captured. Almost two
:02:59. > :03:05.years ago. You have been on the phone and have
:03:06. > :03:09.raked in use? `` breaking news? That is right, about a failed rescue
:03:10. > :03:13.attempt. There was a US military operation in Syria earlier this
:03:14. > :03:19.summer to rescue James Foley and several others hostages. But when
:03:20. > :03:25.they arrived, there were no hostages present. Several dozen US forces
:03:26. > :03:29.were involved. A number of ISIS fighters were killed. There were no
:03:30. > :03:37.American casualties apart from one slight injury. An attempt that
:03:38. > :03:43.failed, thank you so much. The question continues, what is the US
:03:44. > :03:47.going to do? ISIS is estimated to be more than 10,000 strong and
:03:48. > :03:55.growing. They have taken over a third of Iraq and parts of Syria.
:03:56. > :03:59.What are the President's options. In the gruesome murder video, James
:04:00. > :04:07.Foley's executioner calls up President Obama by name, demanding
:04:08. > :04:12.an end to air strikes in Iraq. We will be vigilant and we will be
:04:13. > :04:15.relentless. When people hiring Americans anywhere, we will do what
:04:16. > :04:26.necessary to see that justice is done. We will the cancer so it does
:04:27. > :04:30.not spread. The US has conducted at least 40 more airstrikes since the
:04:31. > :04:35.video was released. The President has additional options. He could
:04:36. > :04:40.send more of weapons to Kurds on the front line. He could send special
:04:41. > :04:45.forces. The biggest step, he could take the fight to Syria. He could
:04:46. > :04:53.launch airstrikes for the first time on ISIS targets. The one thing the
:04:54. > :04:56.President has ruled out sending out ground troops. But the president
:04:57. > :05:02.accounts ending the war in Iraq as a big part of his legacy and now faces
:05:03. > :05:13.a new fight in Iraq. We will tone now. We can go to our
:05:14. > :05:17.correspondent has`beens begin to special forces about the number of
:05:18. > :05:21.Westerners joining extremists. These are white people are so
:05:22. > :05:28.concerned about James Foley's execution. The killer speaking
:05:29. > :05:32.English is thought to be British, a Westerner. Westerners are flooding
:05:33. > :05:39.into Iraq and Syria. Mix this 19`year`old. She looks like an
:05:40. > :05:44.all`American girl next door. The FBI says she was hellbent on going to
:05:45. > :05:48.Syria to join ISIS. More than 100 Americans are thought to have gone
:05:49. > :05:54.to Iraq and Syria. There are passports could give them easy
:05:55. > :06:00.access. There is an intensive effort under way to track these people.
:06:01. > :06:02.Some are back at home, under investigation and surveillance. The
:06:03. > :06:07.FBI director said they are doing everything they can and it is
:06:08. > :06:14.possible that some Islamic radicals could slip out.
:06:15. > :06:19.Thank you. We will stay on this story tonight and have every
:06:20. > :06:22.breaking development. We now move on to the monsoon
:06:23. > :06:29.conditions slamming the west of this country. A middle school student was
:06:30. > :06:36.hitting the football field for a pack this is ferocious lightning
:06:37. > :06:40.hit. `` practice. Tonight the threat of more severe
:06:41. > :06:45.weather slamming the West. From flash flood warnings to lightning.
:06:46. > :06:49.In Idaho, a woman claiming she was struck while filming a storm. Take a
:06:50. > :06:56.look again. I screamed, the phone from out of my
:06:57. > :06:59.hand. I was not sure what happened. 500 lightning strikes in southern
:07:00. > :07:07.California alone, temporarily shutting down beaches. In New
:07:08. > :07:12.Mexico, while severe weather. Three children and a football coach
:07:13. > :07:17.injured. One team hospitalised in critical condition. A clear picture
:07:18. > :07:23.of destruction following the raging floods and harrowing rescues.
:07:24. > :07:28.Families are now trying to salvage what is left. That is the
:07:29. > :07:31.centrepiece for this woman, desperately waving a white sheet as
:07:32. > :07:38.her house was ripped from its foundation. This is what is left of
:07:39. > :07:42.her house. Take a look. The foundation is uprooted. Her front
:07:43. > :07:46.porch is also gone. The only thing that kept the home from being swept
:07:47. > :07:54.away is that the tree. It was right here. I did not know what to do. The
:07:55. > :08:06.threat is not over. This could be just the beginning.
:08:07. > :08:13.And today in Japan, a massive mudslide carved a path of
:08:14. > :08:17.destruction through parts of Hiroshima. Rescuers helped victims
:08:18. > :08:24.escape as such teams looked for survivors. We also have an update on
:08:25. > :08:33.the deadly Ebola virus outbreak. The death toll has jumped to 1350
:08:34. > :08:37.people. In West Africa, Liberia, protesters clashed with soldiers as
:08:38. > :08:45.some tried to break out of a neighbourhood quarantine. Now to
:08:46. > :08:56.Ferguson, Missouri, a city still on edge after the death of Michael
:08:57. > :09:00.Brown. A source close to the police officer who shot Michael Brown. He
:09:01. > :09:05.says that the police officer 's face seriously injured. The fate of
:09:06. > :09:14.Darren Wilson, seen in this new video, receiving a department
:09:15. > :09:19.commendation, is now in the fate of grand jurors. The prosecuting
:09:20. > :09:25.attorney says he will not rush the process and does not expect a
:09:26. > :09:28.decision from the grand jury until mid October. They will have
:09:29. > :09:35.everything there is, every piece of paper. Including a hospital picture
:09:36. > :09:40.of Darren Wilson's face, not yet released. A source close to him says
:09:41. > :09:44.that he suffered a serious facial injury during the initial struggle
:09:45. > :09:49.at the patrol car window. His supporters also points to this piece
:09:50. > :09:54.of videotape they say is key to his defence full it is taken just after
:09:55. > :09:59.the shooting. The unarmed 18`year`old's body is still in the
:10:00. > :10:01.street. One of them says he watched Michael Brown shot as he walked
:10:02. > :10:13.towards the firing patrolman. Wilson's supporters say that
:10:14. > :10:17.directly conflicts with other witnesses, who said the teenager was
:10:18. > :10:21.moving away from the officer and turned to face Wilson with his hands
:10:22. > :10:25.up when he was shot. The officer has not spoken publicly but the
:10:26. > :10:30.prosecutors says that the grand jury will hear his account. Watching over
:10:31. > :10:34.the investigation is the federal government. Today, Eric Holder shook
:10:35. > :10:41.hands with the Highway Patrol Commander now in charge of
:10:42. > :10:43.patrolling the streets of Ferguson. Residents are all waiting on a grand
:10:44. > :10:51.jury is still eight weeks from a decision. And now the news on that
:10:52. > :10:56.tense hostage drama outside Chicago Bulls top the stand`off came to an
:10:57. > :11:00.end when heavily armed police stormed the house. Eight hostages
:11:01. > :11:03.including six children. Police say the stand`off began when the suspect
:11:04. > :11:09.shot at police during an attempted robbery. Two men were arrested and
:11:10. > :11:17.no one was hurt. And a new tool for everyone confused by those car
:11:18. > :11:23.recalls. There is a new government website that lets you put in your
:11:24. > :11:26.car's vehicle identification number and instantly learn if there are any
:11:27. > :11:31.recourse on your car and whether the safety issues have been fixed. ``
:11:32. > :11:41.recalls. And now to a wild police chase in California. The driver
:11:42. > :11:47.slams into a cafe inches away from customers sitting at a table
:11:48. > :11:52.outside. Watch the end of this police chase, as the suspect's
:11:53. > :12:00.vehicle slams onto a Northern California sidewalk. One coffee shop
:12:01. > :12:05.patron is pinned against the wall. The man is wanted for alleged
:12:06. > :12:09.domestic violence. Two police cars chased the suspect for a mile.
:12:10. > :12:13.Injuries only in this case but last week, a car being chased in Houston
:12:14. > :12:20.hit another vehicle, killing six people in all. Chasers happen every
:12:21. > :12:25.day and on average, one person dies every day. 342 people killed in
:12:26. > :12:29.2012, a reminder for this man, whose son was an innocent victim in a
:12:30. > :12:33.police pursuit. Often times, protecting the public means breaking
:12:34. > :12:38.the law and not continuing that pursuit. Most police departments
:12:39. > :12:48.have guidelines of when and how to chase a suspect. Now, in 24
:12:49. > :12:51.jurisdictions, this system. A police officer shoots a GPS tracker beacon
