:05:42. > :05:55.made a return to sectarian civil war inevitable.

:06:37. > :06:43.up to join the Iraqi Army, some out of fear. This man told us he is

:06:44. > :06:47.signing up because the choice is to fight or be slaughtered by ISIS.

:06:48. > :06:52.Another said thousands in his area are now joining the Army. And today

:06:53. > :06:57.at prayers there was an extraordinary appeal for everyone to

:06:58. > :07:04.take up arms. It came from the representative of the most revered

:07:05. > :07:08.Shia clear nick the country, Grand Ayatollah Ali Al-Sistani.

:07:09. > :07:14.TRANSLATION: We call on all citizens who could carry weapons to volunteer

:07:15. > :07:18.and join the security forces. ISIS has not yet reached the capital, but

:07:19. > :07:21.even in Baghdad there are signs that people are not relaying on the

:07:22. > :07:28.Government to protect them. Even though there are soldiers here from

:07:29. > :07:32.the Iraqi Army, these Shia militia have just arrived. It shows there's

:07:33. > :07:39.little confidence in the Government and that they are taking control of

:07:40. > :07:43.their own security. Nouri Al-Maliki is the Shia Prime Minister who is

:07:44. > :07:48.struggling to hold his country together. He recently won an

:07:49. > :07:51.election, but at a price. He's alienated the Sunni population as

:07:52. > :07:55.well as his allies. Tonight President Obama warned that if the

:07:56. > :07:59.US was to intervene, he would have to change. I want to make sure that

:08:00. > :08:03.everybody understands this message. The United States is not simply

:08:04. > :08:09.going to involve itself in a military action in the absence of a

:08:10. > :08:16.political plan by the Iraqis that gives us some assurance that they

:08:17. > :08:20.are prepared to work together. But Nouri Al-Maliki says it is America's

:08:21. > :08:25.inaction over Syria that provoked this crisis. He warned that ISIS

:08:26. > :08:30.fighters in Syria were crossing his borders.

:08:31. > :08:34.TRANSLATION: We have high confidence we will be able to contain this wave

:08:35. > :08:37.of terrorism, which is not only dangerous to Iraq but the whole

:08:38. > :08:42.region and maybe the world. But the solution should be to contain the

:08:43. > :08:48.terrorist crisis in Syria, which is nourishing terrorism in the region.

:08:49. > :08:58.Trust in the Government appears to be ebbing away. Iraqis are already

:09:24. > :09:27.thrust of his politics since he became Prime Minister has been

:09:28. > :09:31.directed against them and that there's a well spring now of

:09:32. > :09:35.resentment and anger against what he does. I think one of the most

:09:36. > :09:39.sailience points to have emerged over the -- salient points to have

:09:40. > :09:43.emerged over the last couple days is it is not just ISIS acting alone,

:09:44. > :09:46.but they have support from other Sunni groups and the wider Sunni

:09:47. > :09:52.community in some places, which suggests to me that even if ISIS

:09:53. > :09:55.doesn't succeed in advancing another square inch, if they hang on to what

:09:56. > :09:58.they've got, things have square inch, if they hang on to what

:09:59. > :10:03.they've got, things changed permanently in Iraq and that there

:10:04. > :10:08.is no going back to what was there before. And that means, I'm afraid

:10:17. > :10:20.the BBC he was misled when he tried to investigate a school in Rochdale

:10:21. > :10:23.at the centre of abuse allegations. Bob Huntbach led the inquiry

:10:24. > :10:25.into people connected to Knowl View He says he asked the local council

:10:26. > :10:30.for all relevant paperwork but was never given a report detailing

:10:31. > :10:33.serious sexual abuse at the school. Without this evidence he says

:10:34. > :10:36.his enquiries came to nothing. Last week the author

:10:37. > :10:51.of that report told the BBC he Knowl View, the school at the centre

:10:52. > :10:56.of a growing scandal. For the first time we hear from a mother whose son

:10:57. > :11:00.was repeatedly beaten. To bruise his back, he must have stamped on him.

:11:01. > :11:04.The senior detective who investigated the abuse. I think I

:11:05. > :11:10.was not told what I should have known. And the failure to protect

:11:11. > :11:15.children. Paedophiles have been operating there unchecked since at

:11:16. > :11:21.least the early 1970s. He wanted to come home. Linda Linda's son was

:11:22. > :11:25.nine years old when he went to Knowl View, a residential school for boys

:11:26. > :11:29.with behavioural problem. Steven wasn't sexually abused and didn't

:11:30. > :11:34.want to talk to us, but from the moment he arrived faced brutality.

:11:35. > :11:38.His face was smashed into a radiator, which caused him to have a

:11:39. > :11:44.nosebleed. He said they would take him back and hit him with wet

:11:45. > :11:49.towels, it has ruined my son's life and a lot of other lives. And this

:11:50. > :11:54.is what Linda wasn't shown, a detailed report written by a health

:11:55. > :11:59.professional called Phil Shepherd and accident to Rochdale Council. It

:12:00. > :12:03.stated the serious sexual abuse of boys at Knowl View and warned of a

:12:04. > :12:07.public scandal. If you had known about these reports, would your son

:12:08. > :12:11.have been abused at that school? He wouldn't have been there to be

:12:12. > :12:19.abused. How do you feel now about that? I feel guilty about it, as

:12:20. > :12:23.though I owe him in some way. To make up for what he suffered,

:12:24. > :12:28.because I let him go there. It wasn't just parents who didn't hear

:12:29. > :12:34.the full facts. Were you ever shown this report? Was never shown the

:12:35. > :12:39.report, no. The BBC has spoken exclusively to retired detective Bob

:12:40. > :12:43.Huntbach. After Knowl View closed in 1995 he led an investigation into

:12:44. > :12:48.suspected paedophiles connected to the school. He asked Rochdale

:12:49. > :12:53.Council for help. He asked for every bit of paperwork they had in

:12:54. > :12:57.relation to Knowl View, the governing the body and staff. Were

:12:58. > :13:01.you give than report? No. What you have done if you had seen this

:13:02. > :13:06.report? It would've been a different inquiry with a different amount of

:13:07. > :13:09.staff and effort put into it. There's obvious child protection

:13:10. > :13:14.issues and criminal issues that need to be addressed. Do you think you

:13:15. > :13:16.were lied to? There's two ways people can lie to you, either not

:13:17. > :13:18.telling you what you were lied to? There's two ways

:13:19. > :13:23.people can lie to you, should know or an outright lie. I think I was

:13:24. > :13:28.not told what I should have known. Misled? I think I was misled. Bob

:13:29. > :13:34.Huntbach also wanted to investigate the late Cyril Smith, a former

:13:35. > :13:38.Rochdale MP and Governor. Without evidence, his investigation failed.

:13:39. > :13:44.The questions around Knowl View won't go away. There are two ongoing

:13:45. > :13:48.inquiries to get to the truth. One, what did Rochdale Council know about

:13:49. > :13:53.the abuse? And a separate police investigation into the abusers and

:13:54. > :13:58.allegations of a cover-up. From reading the reports, school should

:13:59. > :14:03.have been closed down. This man represents a Knowl View victim. He

:14:04. > :14:07.believes unpublished into the school provide key evidence about what

:14:08. > :14:10.Rochdale Council knew. In the last 20 years I've been dealing with

:14:11. > :14:16.children's homes investigations I've never seen anything like this, where

:14:17. > :14:21.a report has been don itemising child abuse and very little reaction

:14:22. > :14:25.has resulted from it. Was it organised abuse? I think it must

:14:26. > :14:29.have been. A paedophile ring? I think so, yes. In Rochdale at that

:14:35. > :14:38.following that evidence. Rochdale Council says it cannot comment while

:14:39. > :14:49.an independent review into what happened inside this school goes on.
