:01:09. > :01:11.at a nightclub packed with New Year revellers, killing

:01:12. > :01:16.Funerals have been held for some of the victims.

:01:17. > :01:19.Another 69 people were wounded, four of them critically,

:01:20. > :01:23.in what the Istanbul Governor described as a "terrorist attack".

:01:24. > :01:26.The attacker left his gun before escaping.

:01:27. > :01:29.The shooting marks a bloody end to a year which saw Ankara

:01:30. > :01:32.and Istanbul targeted by attacks carried out by the so-called

:01:33. > :01:35.Islamic State group and, separately, Kurdish rebels.

:01:36. > :01:44.The mood was of celebration, one of Istanbul's top nightclubs,

:01:45. > :01:57.They expected a night of joy, a fresh start - not this.

:01:58. > :01:59.Less than two hours into the New Year, a gunman

:02:00. > :02:01.opened fire outside, bullets ricocheting as he shot

:02:02. > :02:08.Inside, his killing spree continued - Turks and foreigners murdered,

:02:09. > :02:13.others jumping into the freezing Bosporus to escape.

:02:14. > :02:16.Dozens more were injured, some critically.

:02:17. > :02:24.TRANSLATION: I had my back turned, my husband suddenly told me

:02:25. > :02:28.A man ran inside, two or three people started firing,

:02:29. > :02:32.I fainted at that moment until special forces

:02:33. > :02:39.They shot randomly, there were bodies lying on the floor.

:02:40. > :02:40.Today, the scene was heavily guarded.

:02:41. > :02:44.Too late for the victims of last night's security breach.

:02:45. > :02:50.There's still no word of who was behind it.

:02:51. > :02:53.Well, this is as close as we can get to what was one of Turkey's most

:02:54. > :02:55.renowned nightclubs, which has become

:02:56. > :02:58.Turkey is now worryingly accustomed to these attacks,

:02:59. > :03:00.and as perhaps the most turbulent year in its modern history

:03:01. > :03:06.ends, another begins, yet again marked by terror.

:03:07. > :03:08.At the mortuary, they counted up the bodies.

:03:09. > :03:16.Muhammad from Iraq told us one of his friends was killed

:03:17. > :03:24."Now we are taking our friend's body home."

:03:25. > :03:26.Visiting the wounded, the Prime Minister sounded defiant,

:03:27. > :03:28.but after more than 20 attacks in the past year, killing

:03:29. > :03:33.almost 400, many will see his words as empty.

:03:34. > :03:38.TRANSLATION: Terror cannot intimidate us.

:03:39. > :03:42.We will continue to fight against it.

:03:43. > :03:44.Our biggest insurance is to seek our people

:03:45. > :03:50.standing in solidarity and supporting our resolve.

:03:51. > :03:53.And so a scene that's becoming almost routine here.

:03:54. > :04:02.Today they bid farewell to Ayhan Arik - a brother, husband, father.

:04:03. > :04:04.After driving tourists to the nightclub, he was

:04:05. > :04:11.They grieved for him, and for a country they once called

:04:12. > :04:14.safe, as they're left to wonder - what has happened to Turkey?

:04:15. > :04:24.Earlier, I spoke to James Jeffrey, the former US Ambassador to Turkey

:04:25. > :04:27.I started by asking how he thought the Turkish authorities had

:04:28. > :04:41.Well, first our thoughts go out to all of the victims. The Turks have

:04:42. > :04:45.responded as they have the wall of the other attacks, very, very

:04:46. > :04:48.quickly and efficiently. The Turks have unfortunately have had much

:04:49. > :04:54.experience with attacks, both from Daesh, and that's what this was I'm

:04:55. > :04:59.almost certain, and from the PKK in the last two years. Roughly ten

:05:00. > :05:04.major terrorist attacks with casualties running in the dozens or

:05:05. > :05:07.more. What makes you so certain that it is an attack carried out at least

:05:08. > :05:13.in the name of the Islamic State group? The two other attacks in

:05:14. > :05:19.Istanbul, the airport and then an attack close to the blue Mosque,

:05:20. > :05:23.both targeted tourists, foreigners, as well as the tourist industry in

:05:24. > :05:30.general. Most of the people killed in the attack last night at the

:05:31. > :05:34.nightclub were in fact foreigners. Why is is tumble, why is dirty,

:05:35. > :05:41.being targeted in this way, do you believe -- Istanbul -- why is

:05:42. > :05:46.Turkey? Isis is next door in Syria and Iraq. They have built a cell in

:05:47. > :05:53.Turkey. Earlier on, when the Turks were not very... Careful about who

:05:54. > :05:57.they were providing arms and support to in Syria. Thirdly and most

:05:58. > :06:04.importantly, the Turks are waging a strong offensive in northern Syria

:06:05. > :06:07.against Isis positions. There is a considerable amount, the Turks have

:06:08. > :06:12.put their own ground. Isis sees the Turks as one of the key enemies. How

:06:13. > :06:16.difficult do you think it will be for the Turkish authorities to find

:06:17. > :06:21.the single gunmen, who was able to escape the chaos of what followed?

:06:22. > :06:24.Who knows? It's irrelevant, there are plenty of gunmen who are capable

:06:25. > :06:28.of doing this with a Kalashnikov, which is what he was armed with.

:06:29. > :06:34.Isis has a lot of people able to do this, they have good intelligence.

:06:35. > :06:37.All the indications from the Turkish media are that the nightclub and the

:06:38. > :06:42.escape route and the actual operation were well planned. But how

:06:43. > :06:46.important is it politically for the Erdogan government to show that they

:06:47. > :06:50.have carried out a thorough investigation and tried to find the

:06:51. > :06:53.person responsible? Your point is good. Erdogan is under a tremendous

:06:54. > :06:58.amount of pressure. One thing he promised the Turkish people, two

:06:59. > :07:03.things, peace and prosperity, and given the attacks by Daesh or Isis

:07:04. > :07:07.on the one hand and the PKK and the other, he certainly hasn't given the

:07:08. > :07:11.Turkish people peace. And in terms of prosperity, this has an impact on

:07:12. > :07:15.the markets, it has an impact on tourism, which is a major source of

:07:16. > :07:19.income. So word one will try very hard to catch this guy. But that

:07:20. > :07:23.isn't going to stop the attacks. The attacks will continue until we

:07:24. > :07:28.destroy Isis in Raqqa and in Mosul. Mr Erdogan has reiterated today that

:07:29. > :07:36.he will root out terrorism. But how does he do that? What sort of

:07:37. > :07:41.back-up Mike Turkey need? Better intelligence, possibly the Turks

:07:42. > :07:44.will have to look at some of the opposition movement against the

:07:45. > :07:51.Assad regime in Syria that have taken root in Turkey to see which of

:07:52. > :07:53.them may have ties to Isis. But most importantly, the international

:07:54. > :08:00.community has to get serious about Isis. Isis is sitting somewhere

:08:01. > :08:04.around ten to 12,000 troops, defying the entire international community,

:08:05. > :08:08.whilst the West refuses to put ground soldiers in the fight against

:08:09. > :08:12.them. This has to stop. What is the evidence of the International

:08:13. > :08:16.political will to do that? Of course there is a national political will.

:08:17. > :08:21.The United States has 10,000 troops fighting in Afghanistan still today.

:08:22. > :08:25.This is the will of one man, Barack Obama, who will be out of office in

:08:26. > :08:29.a year. Because Obama would not commit ground troops against Isis,

:08:30. > :08:33.the French, who have many good reasons to do so, and did it against

:08:34. > :08:37.Al-Qaeda in Mali two years ago, they have been deterred from doing it, as

:08:38. > :08:40.have other Western powers, other than the Turks, who are on the

:08:41. > :08:44.ground fighting ices with great effect. How difficult might it be

:08:45. > :08:50.when Donald Trump takes over? Even Donald Trump will be careful and

:08:51. > :08:55.ground troops, because President Obama has put a hex on any use of

:08:56. > :09:00.ground troops in this conflict by country up the image, you understand

:09:01. > :09:03.that well in Britain, the image of 2000 going into a rack and thousands

:09:04. > :09:10.of casualties and a decade of fighting. So people reluctant to do

:09:11. > :09:13.this. It's unfortunate, because it is a totally different situation.

:09:14. > :09:17.But we have seen this fragile ceasefire in Syria that was brokered

:09:18. > :09:24.by Turkey with Russia. Might it be that President Putin steps in to

:09:25. > :09:32.help Turkey? Putin's capability, other than Mass bombing of Aleppo --

:09:33. > :09:41.Mass carpet bombing, is highly questionable. He had one minor

:09:42. > :09:47.victory, Isis took it back one month ago. But in an as I's capability is

:09:48. > :09:50.against Isis are relatively minimal -- Putin and Assad's capabilities.

:19:12. > :19:13.Let's start with the hunt for the gunman in Turkey. The Daily

:19:14. > :19:18.Telegraph headline is, hunt for Turkey gunman in this Gomis

:19:19. > :19:24.massacre. -- in disco massacre. The reports that there were two gunman

:19:25. > :19:30.dressed as Santa Claus turned out to be incorrect. They said that the

:19:31. > :19:33.gunman took advantage of the mayhem that then institute and disappeared

:19:34. > :19:38.into the fray. Turkish authorities are still looking for him. Not a

:19:39. > :19:42.great way to start the New Year certainly for the Turkish state.

:19:43. > :19:46.Absolutely terrible. On top of the fact that 2016 saw multiple attacks

:19:47. > :19:51.across Turkey, didn't it? This is very unusual. Usually the Erdogan

:19:52. > :19:56.government leaks through security services who they think it is.

:19:57. > :20:02.Generally in this list of attacks in 2016, there have been two main

:20:03. > :20:07.groups of culprits. One is radical Kurdish forces, the other is Isil,

:20:08. > :20:10.Islamic State. It is interesting that they haven't said, a Photofit

:20:11. > :20:15.picture has been issued, for somebody that they want, another

:20:16. > :20:18.shooting incident in a mosque in Istanbul, where there were not so

:20:19. > :20:25.many casualties and nobody was killed, they think that the man

:20:26. > :20:30.indicated was from, wait for it, was from Isis, but from the Caucasus.

:20:31. > :20:34.Very interesting. We are not saying that he came out of Raqqa or Syria

:20:35. > :20:39.or across the border or the south-east part of Turkey, the other

:20:40. > :20:45.thing is that he didn't blow himself up, which is the usual pathological

:20:46. > :20:51.action of an Isil bomber. Suicide is very much part of the whole ethos.

:20:52. > :20:56.And I think to take on what you have been saying, Turkey is in for a very

:20:57. > :21:00.bad time. As you say, Caroline, starting in this way must make

:21:01. > :21:08.people feel incredibly anxious. Let's look at how the Daily Express

:21:09. > :21:11.is looking at it. Jihadi gunman kills 39 in massacre. There is a

:21:12. > :21:18.warning for British tourists. Turkey has been an immensely popular

:21:19. > :21:22.destination for years. I was the two years ago, the plane was deserted on

:21:23. > :21:26.the way home because of the atrocity in Tunisia. We now have this list,

:21:27. > :21:30.if we didn't need reminding, of all of the things that have gone on in

:21:31. > :21:33.the past two years. They said to take normal standards of care, but

:21:34. > :21:37.of course people will listen to that and think about may involve staying

:21:38. > :21:43.at home. At this time of year, people are booking holidays and they

:21:44. > :21:49.may think twice. Turkey needs Russian tourists in the summer on

:21:50. > :21:54.the turquoise Coast resorts. Because Western Europe is just deserting it.

:21:55. > :21:59.They need rush for two things - they need it for gas, they are dependent

:22:00. > :22:04.on that, and because of this very valuable tourist industry, which is

:22:05. > :22:07.suffering so badly. Let's look at the Independent. Fundamentalist

:22:08. > :22:11.schools downgraded by Ofsted. The Independent said they carried out

:22:12. > :22:16.this investigation and now some kind of redress is being made. There is a

:22:17. > :22:20.particular reference to Christian fundamentalist schools here.

:22:21. > :22:26.Belonged into a programme called accelerated Christian education,

:22:27. > :22:30.ACE. I must say, this is quite a new one. I know they have had problems

:22:31. > :22:33.in this area. This apparently is a movement with ten schools being

:22:34. > :22:38.downgraded because the Independent raised the flag by saying, the

:22:39. > :22:42.teaching is appalling. In the eyes of the Independent, and gender

:22:43. > :22:47.issues. Particularly saying that it almost, you know, it is from a

:22:48. > :22:53.different culture. That girls are subordinate to boys. And the

:22:54. > :22:58.Independent quite rightly seems to be patting itself on the back for

:22:59. > :23:03.raising this with Ofsted and the authorities. And these schools are

:23:04. > :23:07.being downgraded. These are historic allegations. And they are to do with

:23:08. > :23:14.things like the use of corporal punishment, exorcism is on children.

:23:15. > :23:19.It does go on. Shall we go back to the Telegraph? Just momentarily, and

:23:20. > :23:23.look at the lead story on here. New towns to ease the housing shortage.

:23:24. > :23:27.Garden towns, which have been use on the past for this reason, it means

:23:28. > :23:30.building on green belt, quite honestly. That is one of the massive

:23:31. > :23:34.problems, people think they are going to be up against great

:23:35. > :23:39.resistance from local communities. We talked about this previously, it

:23:40. > :23:43.looks like a classic Theresa May jam for jams. They had to talk about

:23:44. > :23:46.something, they want to get away from the Brexit talks, they need

:23:47. > :23:55.something, they need some good news for 2017. And it feels to me like a

:23:56. > :23:58.quite sort of distracting idea, that in the middle of all the Brexit

:23:59. > :24:03.fears, the problems with who is going to be the next leader of the

:24:04. > :24:06.Western world come January the 20th, we have had terrorism atrocity is

:24:07. > :24:10.already on this sense of loss and fear, and we're being told that it

:24:11. > :24:13.is OK because we're going to get some garden communities. Also,

:24:14. > :24:17.people are not going to feel the benefits of this for many years to

:24:18. > :24:23.come. If they can get the planning applications through. Let's look at

:54:54. > :54:56.we will find a path towards reconciling the differences

:55:40. > :55:41.outbreaks of drizzly rain Elsewhere, clear skies, colder

:55:42. > :55:45.conditions are shifting their way Still some wintry showers

:55:46. > :55:48.across the north-east of England and northern and eastern Scotland,

:55:49. > :55:52.where there could be some slippery, icy conditions come first

:55:53. > :55:54.thing Monday morning. And wherever you are,

:55:55. > :55:57.it will be a cold start the day. We are likely to see

:55:58. > :55:59.a fairly widespread frost, particularly across parts

:56:00. > :56:01.of Northern Ireland, But it is looking like

:56:02. > :56:06.a decent start of the day. Plenty of that wintry

:56:07. > :56:08.sunshine on offer. But we shouldn't see any

:56:09. > :56:11.problems with mist and fog, certainly compared to what we had

:56:12. > :56:13.during the last part of 2016. Clearer conditions,

:56:14. > :56:15.better visibility. A few wintry showers

:56:16. > :56:22.still across the far east of England, falling

:56:23. > :56:24.as sleet and snow Mostly dry through much

:56:25. > :56:27.of northern England, southern Scotland and Northern

:56:28. > :56:29.Ireland. Up towards the northern half

:56:30. > :56:31.of Scotland we will continue to see some sleet and snow showers over

:56:32. > :56:33.the Highlands for instance, and perhaps the odd wintry

:56:34. > :56:36.showers down the east coast Falling as rain though on the coast,

:56:37. > :56:40.down at low levels as well. Elsewhere, away from the North

:56:41. > :56:42.and the East, looking A really pleasant day if you have

:56:43. > :56:46.got plans to be outdoors In the light winds,

:56:47. > :56:50.temperatures only 3-6d, certainly colder than it has been,

:56:51. > :56:52.at least you've got a return Then on into Monday night,

:56:53. > :56:56.it's going to be a cold one. Under those clear skies, the blue

:56:57. > :56:59.colours indicating a sharp frost. Temperatures as low as around -5

:57:00. > :57:01.in the countryside through central But through the day,

:57:02. > :57:05.things will turn milder You can see the increasing amounts

:57:06. > :57:09.of cloud building here. Bringing some light rain

:57:10. > :57:11.and drizzle over the hills Southern and eastern parts

:57:12. > :57:15.of the country though tending to stay dry with a bit

:57:16. > :57:17.of sunshine around, too. Fairly breezy in the north,

:57:18. > :57:19.and temperatures between around So relatively settled

:57:20. > :57:24.on into the middle part of the week. Wednesday into Thursday,

:57:25. > :57:26.temperatures colder But at least it's staying reasonably

:57:27. > :57:32.dry, with some wintry sunshine.
