:07:24. > :07:27.creeping ever closer to the heart of the city. It arrived in Houston with

:07:28. > :07:28.a vengeance. No longer packing the full force

:07:29. > :07:32.of the hurricane but still deadly. In just 24 hours, more than two

:07:33. > :07:36.feet of rain fell on the fourth largest city

:07:37. > :07:40.in the United States. This appears to be either the worst

:07:41. > :07:47.or one of the worst floods Houston We are measuring it not

:07:48. > :08:04.in inches but in feet. The flooded city's streets are

:08:05. > :08:09.difficult to navigate. The currents are a swift and treacherous. In

:08:10. > :08:17.these conditions making the wrong turning can quickly become a matter

:08:18. > :08:18.of life and death. We prayed a lot and we praised God and we were

:08:19. > :08:21.rescued. We are very thankful. Houston has ground

:08:22. > :08:25.to a halt and with the rain still teeming down,

:08:26. > :08:29.the waters keep on rising. Police are urging people not

:09:59. > :10:04.making. It is difficult to see how this city could host a presidential

:10:05. > :10:08.visit as early as Tuesday. The authorities are struggling to cope

:10:09. > :10:12.with the extent of this unfolding disaster. It seems clear that more

:10:13. > :10:16.people are trapped tonight and still are waiting to be rescued. That

:10:17. > :10:25.number is likely to increase because the waters are still rising. The

:10:26. > :10:29.remnants of the Hurricaine Harvey stock across the state and the rain

:11:06. > :11:19.He was a good friend of mine, just like a brother to me.

:13:12. > :13:17.treated by the emergency services. It is not clear at this stage what

:13:18. > :13:22.has caused this. It is an unknown haze coming from the sea. The area

:13:23. > :13:30.is a popular holiday spot. Lots of people call their during the summer.

:13:31. > :13:34.Tonight it is being completely evacuated. The RNLI have sent

:13:35. > :13:40.lifeboats to check that people are safe. One of those has a doctor on

:13:41. > :13:44.board. The emergency services are seeing people in the area should
