0:01:44 > 0:01:46despite a tumultous weekend that saw popular protests against him
0:01:46 > 0:01:50and an ultimatum from his own party.
0:01:50 > 0:01:55In the last few hours, a live address to the nation -
0:01:55 > 0:02:03widely expected to include his resignation - saw him pledge instead
0:02:03 > 0:02:05to preside over his party's congress next month.
0:02:05 > 0:02:08But the party has already replaced him, and said if he hasn't
0:02:08 > 0:02:10resigned by midday tomorrow, he faces impeachment.
0:02:10 > 0:02:16Let's cross live to our Africa editor, Fergal Keane, in Harare.
0:02:16 > 0:02:20These are the hours after anticipation. When it was announced
0:02:20 > 0:02:22earlier today that Robert Mugabe would address the nation, it was
0:02:22 > 0:02:27taken to mean one thing, he was going to resign. And that was
0:02:27 > 0:02:32encouraged by officials, that idea, by official said to be close to the
0:02:32 > 0:02:36negotiations. The world's oldest Head of State has defied predictions
0:02:36 > 0:02:40and the hopes of many of his people.
0:02:45 > 0:02:48The very music seemed designed to drain any drama out of the moment
0:02:48 > 0:02:52and perhaps the geniality of the encounter was a giveaway. Robert
0:02:52 > 0:02:57Mugabe did not look like a man about to walk into the wilderness. And his
0:02:57 > 0:03:01words, delivered 15 minutes into a rambling address, confirmed that he
0:03:01 > 0:03:04intended to stay as leader of the country and party, at least until
0:03:04 > 0:03:11the Party Congress in December.The Congress is due in a few weeks from
0:03:11 > 0:03:21now. I will preside over its processes, which must not be
0:03:21 > 0:03:33repossessed by any axe calculated to undermine it or to compromise the
0:03:33 > 0:03:39outcomes in the eyes of the public. He praised the military and
0:03:39 > 0:03:45acknowledge the crisis in his country and party.The way forward
0:03:45 > 0:03:56for us cannot be based on swapping buying cliques that ride roughshod
0:03:56 > 0:04:04over party rules and procedures -- defying. There has to be a net
0:04:04 > 0:04:10return to the guiding principles of our party, as enshrined in its
0:04:10 > 0:04:15constitution.This appearance as shocked Zimbabweans, who were
0:04:15 > 0:04:20preparing to witness his resignation.I think we are being
0:04:20 > 0:04:24played. We are being played. I feel let down. By now, we have produced
0:04:24 > 0:04:28some sort of result. We have nothing, we are back to square one.
0:04:28 > 0:04:32But you make of that comment you expected him to resign?I think the
0:04:32 > 0:04:35whole nation was expecting him to resign. I think we are all shocked,
0:04:35 > 0:04:40I think people are going to be at depressed, confused. People don't
0:04:40 > 0:04:44understand what is happening. But I do think we are in a post-Mugabe
0:04:44 > 0:04:50era. Tonight, tomorrow, the next day, it is going to happen.There
0:04:50 > 0:04:54are big questions now. How can Robert Mugabe preside over a party
0:04:54 > 0:04:58which today removed him from the leadership? Once loyal supporters
0:04:58 > 0:05:02met to warn that he would be impeached by Parliament if he did
0:05:02 > 0:05:06not step down from the presidency by midday tomorrow. An old friend read
0:05:06 > 0:05:11out the sentence.
0:05:22 > 0:05:25Tonight's non-resignation doesn't change the feeling of the party. And
0:05:25 > 0:05:28it's doesn't remove the bitterness against his wife, Grace, and her
0:05:28 > 0:05:35friends.It has to be over now? Oh, yes, it has to be over. What he

0:06:53 > 0:06:56to get their reaction to Mr Mugabe's refusal to resign.
0:06:56 > 0:07:02We must learn to forgive. I came to listen to what President Mugabe had
0:07:02 > 0:07:06to say. After a meeting with Army generals responsible for a takeover
0:07:06 > 0:07:11earlier last week, they had expected to hear his resignation speech. At
0:07:11 > 0:07:17this bar, they waited and waited to be told by President Mugabe in a
0:07:17 > 0:07:22stumbling address...All this now has to stop.That he was going
0:07:22 > 0:07:27nowhere.He does not speak for our interests, he only speaks his
0:07:27 > 0:07:33personal interests his family.So why are you so disappointed?We are
0:07:33 > 0:07:38suffering. We are suffering. We have had enough of suffering. We need

0:08:34 > 0:08:42to the sombre mood in Harare tonight.
0:08:42 > 0:08:45After a night that turned out differently to what people expected,
0:08:45 > 0:08:51what happens now?Frankly, I shudder to speculate. Nobody is quite sure.
0:08:51 > 0:08:56We were being told by a source close to the negotiations that it was
0:08:56 > 0:09:00definitely going to happen. We heard that he agreed to resign and then
0:09:00 > 0:09:04changed his mind. I believe the generals have no intention of
0:09:04 > 0:09:08forcing him out at the barrel of a gun. They are going to be content to
0:09:08 > 0:09:12allow the party to carry out its procedures, worked through
0:09:12 > 0:09:15impeachment in Parliament if necessary. And remember, they are
0:09:15 > 0:09:17backed up by huge public demonstrations like those we saw
0:09:17 > 0:09:21yesterday. We are told tonight that tomorrow morning, the military will
0:09:21 > 0:09:25give a press conference and so will the war veterans, a very important
0:09:25 > 0:09:30constituency. All of them opposed to Robert Mugabe continuing. So I think

0:09:49 > 0:09:52a big rise from the recent levels of around 200,000 a year in England.

0:12:49 > 0:12:52terrain?It is interesting, John MacDonald's position shows some of
0:12:52 > 0:12:57the problems Mr Hammond is facing. His claim is straightforward,
0:12:57 > 0:13:02increased taxes on businesses and on the wealthy and pay for public
0:13:02 > 0:13:06services from those increased taxes. Mr Hammond has a far harder equation
0:13:06 > 0:13:10to solve. He is hemmed in by the politics. No majority in the House
0:13:10 > 0:13:15of Commons. That makes tax rises or spending cuts difficult to force
0:13:15 > 0:13:18through. The one option left is to borrow more, but that could
0:13:18 > 0:13:24jeopardise the offer that party made to the public to balance the books
0:13:24 > 0:13:29by 2025. So more borrowing could be controversial. It is also hemmed in
0:13:29 > 0:13:32by the economics. We expect a big productivity downgrade. The economy
0:13:32 > 0:13:38has not been as good at producing wealth as we expected, that means it
0:13:38 > 0:13:42does not grow as fast, the Government does not get the tax
0:13:42 > 0:13:46revenues that it expects, so Mr Hammond's room to manoeuvre is
0:13:46 > 0:13:49constrained. Robert do something on housing and also on health. And
0:13:49 > 0:13:54let's look at that public sector pay gap -- probably something. One big
