:00:00. > :00:00.situation. That is it from Breakfast this morning, stay with us on BBC

:00:00. > :00:00.News for special coverage of the story in Manchester.

:00:07. > :00:09.9am and it is being chaired by Theresa Mayment we can talk to

:00:10. > :00:11.Labour's Lucy Powell who is a candidate for the up and coming

:00:12. > :00:14.general election. Good morning. In Manchester a

:00:15. > :00:19.suicide bombing at a pop concert last night killed 22 people and

:00:20. > :00:31.wounded nearly 60 others. Children were among the dead. Suddenly there

:00:32. > :00:36.is a massive flash and then a bang, smoke, and I felt a bit of pain in

:00:37. > :00:40.my foot and my leg and I turned around to my wife who was stood at

:00:41. > :00:45.the side of me and she said, "I need to lay down." I to lay her down on

:00:46. > :00:50.floor. She has a stomach wound and possibly a broken leg.

:00:51. > :00:53.One of those injured... INAUDIBLE

:00:54. > :00:58.Said the floor was covered with metal shrapnel and glass. Witnesses

:00:59. > :01:04.inside the arena described a stampede as panic spread.

:01:05. > :01:08.We have been treating this as a terrorist incident and we believe at

:01:09. > :01:15.this stage the attack last night was conducted by one man.

:01:16. > :01:20.Right now the Prime Minister is chairing a meeting of the

:01:21. > :01:24.Government's emergency committee, COBRAment her Home Secretary, Amber

:01:25. > :01:31.Rudd described it as a barbaric attack. Screaming, shouting, just

:01:32. > :01:35.people mad, chaotic rush to the nearest exit. Suddenly something

:01:36. > :01:40.really hot just flew over us and landed behind me and my mum and my

:01:41. > :01:47.sister and then we all like dropped to the floor.

:01:48. > :01:52.This morning we are live in Manchester and we will be talking to

:01:53. > :01:57.people who were at that concert. Those young people, those teenagers,

:01:58. > :02:02.who were targeted by a suicide bomber. A lone man at this stage, as

:02:03. > :02:07.far as the police know, who exploded a device in the foyer of the

:02:08. > :02:11.Manchester Arena just after Ariana Grande finished her concert. We'll

:02:12. > :02:14.get reaction from the police and from local politicians and from

:02:15. > :02:17.people who live and work in Manchester. This part of the city

:02:18. > :02:21.centre is really quiet as you'd expect. We're not far from the

:02:22. > :02:24.arena. When you arrive at Piccadilly Station, it is packed. People are

:02:25. > :02:28.going about their business: They're going to work. They're going to get

:02:29. > :02:32.their kids to school because that's what you have to do even though

:02:33. > :02:52.there has been a terrorist attack in your city.

:02:53. > :03:00.Good morning. We're bring you some awful news from Manchester this

:03:01. > :03:05.morning. 22 people including children have been killed and around

:03:06. > :03:11.60 injured in a terror attack at a pop concert here at the Manchester

:03:12. > :03:15.Arena. There were thousands of children, teenagers and young adults

:03:16. > :03:20.there. Some children with their mums and dads. Police say one man acting

:03:21. > :03:24.alone, is thought to have carried out a suicide attack. Let me tell

:03:25. > :03:30.you where I am in relation to the Manchester Arena. We're at the end

:03:31. > :03:35.of Chapel Street. Far away, maybe 200 meters away underneath one of

:03:36. > :03:40.the bridges is the Manchester Arena and you can see the steps up to it

:03:41. > :03:44.like any big stadium, one of the biggest indoor, if not the biggest

:03:45. > :03:51.indoor venue in this country and we're told it was pretty full last

:03:52. > :03:55.night. The capacity is about 21,000, 21,000 kids, teenagers, young

:03:56. > :04:01.people, mums and dads, watching Ariana Grande, one of the biggest US

:04:02. > :04:06.artists there is. Police say one man is thought to have carried out a

:04:07. > :04:09.suicide attack and people here are absolutely shocked by what happened.

:04:10. > :04:17.We have spoken to some people who were at the concert, they're leaving

:04:18. > :04:22.the Premier Inn behind me. They have got their bags packed and they are

:04:23. > :04:29.too traumatised to speak to me. This is the moment the explosion took

:04:30. > :04:36.place. Oh my god. What's going on? What

:04:37. > :04:47.just happened? What's going on? Oh my god.

:04:48. > :04:53.It sent debris flying. Eyewitnesses reported being blown 30 feet.

:04:54. > :04:55.Paramedics said they treated some of the wounded for shrapnel-like

:04:56. > :05:01.injuries. This footage which you can see now shows the aftermath of the

:05:02. > :05:08.explosion. Andy was nearby where the explosion took place.

:05:09. > :05:14.I didn't go to the concert. My wife and daughter did. I was waiting at

:05:15. > :05:19.the first set of white doors. As I was waiting, an explosion went off

:05:20. > :05:23.and it through me through the first set of doors about 30 foot to the

:05:24. > :05:26.next set of doors. When I got up and walked around, there was 30 people

:05:27. > :05:30.scattered everywhere. Some of them looked dead. They might have been

:05:31. > :05:34.unconscious, but there was a lot of fatalities. My first thing was to

:05:35. > :05:37.run in the stadium and try and find my wife and daughter. When I

:05:38. > :05:40.couldn't find them I went back out and with the police and the fire and

:05:41. > :05:46.ambulance whoever was there, I looked at some of the bodies trying

:05:47. > :05:51.to find my family, but luckily they weren't there. I managed to find

:05:52. > :05:56.them outside the arena and got them back to the hotel, but I phoned up

:05:57. > :06:01.because so many reports come in that it was like a balloon and things not

:06:02. > :06:06.happening as it was. It was definitely anks blowings and there

:06:07. > :06:09.was definitely a lot of fatalities. Outside the arena many parents were

:06:10. > :06:13.waiting to collect their childrenment Emma was there to pick

:06:14. > :06:18.up her 15-year-old daughter and 17-year-old son. The kids were in

:06:19. > :06:25.the concert on their own and me and my husband, we dropped them off at

:06:26. > :06:28.tea-time. The bags had been checked by the security and there was

:06:29. > :06:33.security on all night so you couldn't get in to the arena. It was

:06:34. > :06:40.definitely in the foyer. We were stood at the top of the stairs and

:06:41. > :06:44.the blast exploded. It was near to where they were selling the

:06:45. > :06:52.merchandise and it was definitely a bomb. Definitely. The whole building

:06:53. > :07:01.shook. And there was bodies everywhere. Body parts. It was the

:07:02. > :07:04.worst ever. It was definitely not in the arena, definitely, but because

:07:05. > :07:10.of the panic and because of the sound, we obviously then run to try

:07:11. > :07:18.and find the children. Unfortunately for us we were all first to tell the

:07:19. > :07:23.story. Really, really distressing. Some parents are still desperately

:07:24. > :07:30.trying to find their children. Charlotte Campbell hasn't heard from

:07:31. > :07:36.her daughter Olivia Campbell-Hardy since last night. I had contact with

:07:37. > :07:41.her at 8.30pm. And she was on her way to the concert, was she? She was

:07:42. > :07:45.at the concert. She was in the support act and said she was having

:07:46. > :07:49.an amazing time and thanking me for letting her go. Was she with her

:07:50. > :07:54.people? She was with her friend, Adam. And have you managed to hear

:07:55. > :07:57.from him? Adam was found about half an hour ago, he's in hospital, but

:07:58. > :08:01.Olivia has not been found yet. You've got friends and family

:08:02. > :08:09.searching, what are you doing to try and find her? I'm at home phoning

:08:10. > :08:13.everybody, hospitals, police, all the centres that the children have

:08:14. > :08:18.been put in. Her dad is actually in Manchester looking for her. I've got

:08:19. > :08:24.friends out looking for her. I've got people I don't even know looking

:08:25. > :08:28.for her. People messaging me saying we've got her photo, we're out

:08:29. > :08:32.looking for her. We'll get in contact with you if we see her. I'm

:08:33. > :08:36.just hearing nothing. Her phone is dead. The extra help that you're

:08:37. > :08:41.getting from people you don't know is because you made an appeal on

:08:42. > :08:44.social media, yes? Yes, social media has been wonderful. I don't know

:08:45. > :08:48.what I would have done without it because it just made it so aware

:08:49. > :08:52.that she's missing and there is thousands of people that know that

:08:53. > :08:55.she is now missing and have seen her picture and there are people out

:08:56. > :08:58.looking for her that I don't know and I can't thank these people

:08:59. > :09:01.enough for giving their time up. And what have the police, the

:09:02. > :09:08.authorities, said to you about what you should do? They've basically

:09:09. > :09:13.just told me to stay put and wait for a phone call. And there is

:09:14. > :09:23.nothing more you can do, is there? I dare not leave the house just in

:09:24. > :09:26.case she somehow gets home. People are posting photographs on

:09:27. > :09:32.social media of those still missing, but some are understood to be fake.

:09:33. > :09:39.I'm going to talk to Karen Ford who was at the gig with her daughter

:09:40. > :09:44.Isabel for a 14th birthday treat and we're going to speak to Isabel's

:09:45. > :09:51.dad, they are on separate lines. Karen, good morning to you. Good

:09:52. > :10:00.morning. Hello. Tell us what you can about what you experienced last

:10:01. > :10:04.night. It was awful. It was just, it is just unbelievable and to hear

:10:05. > :10:09.that poor woman's story now. I was lucky, I brought my baby home last

:10:10. > :10:15.night and she will be celebrating her birthday on Sunday, but some

:10:16. > :10:18.children won't be. The concert had just finished and Ariana Grande had

:10:19. > :10:24.left the stage and the lights came up and everyone started to get their

:10:25. > :10:29.bags together and we started to walk towards the staircase when all of a

:10:30. > :10:34.sudden there was a huge, loud bang in the corner, the opposite corner

:10:35. > :10:37.of the stadium. It sounded like an explosion, but there was no smoke.

:10:38. > :10:44.There was no flash. There was no smell. There was nothing else to

:10:45. > :10:49.see. It was an explosion. The noise was deafening and everyone just

:10:50. > :10:54.stopped in their tracks and looked towards the corner and then someone

:10:55. > :10:58.shouted, "It's a bomb." And then it was just utter chaos and panicment

:10:59. > :11:03.people were falling over barriers, they were jumping over barriers. We

:11:04. > :11:07.were trying to get up the stairs and there were people behind us. They

:11:08. > :11:11.were just crushing everybody in front of them. You had not that many

:11:12. > :11:16.staircases where they could actually leave because everybody wanted to

:11:17. > :11:21.avoid the country in the corner so you had got 15, 20,000 people trying

:11:22. > :11:26.to exit. It was just awful. I was trying to tell my daughter to keep

:11:27. > :11:34.calm and obviously we needed to get out safe, but at that tile, we did

:11:35. > :11:38.not know that it was a bomb. So we left the building, we came out of

:11:39. > :11:42.the doors, all the staff had gone. I presume they may have gone around to

:11:43. > :11:45.the explosion, I don't know, but there was no one to direct us

:11:46. > :11:51.anywhere. There were shoes on the floor that people had obviously lost

:11:52. > :11:54.as they were running away. And we just followed the masses and we just

:11:55. > :11:58.followed everybody out into the street, on the streets there were

:11:59. > :12:01.children crying, everybody was on their phonesment they were trying to

:12:02. > :12:10.find their parents. There were parents outside. The concert was

:12:11. > :12:13.full of young girls. So 12, 13, 14, whose parents had probably dropped

:12:14. > :12:16.them off and gone to have a good time with their friends and then

:12:17. > :12:22.obviously the parents were outside. It was just awful. I had my daughter

:12:23. > :12:28.with me and I had her safe and we did get out, but then we had to find

:12:29. > :12:32.my husband. My husband and son had dropped us off and they were coming

:12:33. > :12:37.to pick us up. So he had heard the explosion about half an and mile

:12:38. > :12:42.away and came running down towards the arena. He tried to phone, but he

:12:43. > :12:47.couldn't get through on his phone at first to me. But it was just awful

:12:48. > :12:55.outside. It really was. Those poor families. And how is your daughter

:12:56. > :13:02.Isabel? She is in shock this morning. She is quite upset. She had

:13:03. > :13:07.a few tears. I think obviously reality has sunk in this morning

:13:08. > :13:11.that she has gone to a concert. She is just in complete awe of Ariana

:13:12. > :13:15.Grande. She loves her. We've had these tickets for months and it was

:13:16. > :13:20.just they came around her birthday which was a brilliant time and the

:13:21. > :13:29.concert was fond TAssic and then for that to happen and people her age,

:13:30. > :13:32.have probably died, I think she's realising how serious it is bless

:13:33. > :13:40.her. So she has not gone to school today. Neither of my children. They

:13:41. > :13:44.just weren't in a fit state to go. I'm going to talk to your husband,

:13:45. > :13:49.Stewart, if I may Karen, Stewart can you hear me OK, good morning to you?

:13:50. > :13:55.Yes, Victoria, I can hear you. Thank you very much for talking to us. I

:13:56. > :14:00.mean, it's unimaginable for most of us actually, but for you,

:14:01. > :14:04.frantically trying to find your wife and daughter, can you describe what

:14:05. > :14:14.that was like? I don't think I could describe it. It was, after the bang,

:14:15. > :14:19.I turned to my son, we were sat about half a mile up the hill away

:14:20. > :14:24.from the arena. We found a nice little get away so we could get away

:14:25. > :14:29.from the traffic, but it was off the main road and we heard this bang and

:14:30. > :14:34.I looked at him and I went, "That sounded like a bomb." But I didn't

:14:35. > :14:38.think anything else of it because not for one second did I think it

:14:39. > :14:43.was a bomb, it just sounded like a bomb. And then probably 20 seconds

:14:44. > :14:49.later I could see other parents getting who were parked on the main

:14:50. > :14:54.road getting out of their cars and I thought something is not right.

:14:55. > :14:59.Everybody was getting out of their cars all of a sudden. I grabbed hold

:15:00. > :15:04.of my son and I went, "Come on, we're going." I ran to the main road

:15:05. > :15:09.and started asking a few of the adults what had happened because by

:15:10. > :15:15.this time the kids were getting up the road and they were running from

:15:16. > :15:21.the arena and they just said, "Oh, it was a loud bang." But no one

:15:22. > :15:26.actually knew. So I tried phoning Karen and for some reason it just

:15:27. > :15:31.wouldn't connect and then it was just ringing out or the engaged tone

:15:32. > :15:40.and we were running down the hill and it was frantic. It really was

:15:41. > :15:44.and panic had set in by that time. And how did you manage to find Karen

:15:45. > :15:51.and Isabel in the end? Eventually Karen picked her phone up. She

:15:52. > :15:57.answered and luckily the exit that she had come out of was the exit

:15:58. > :16:07.where I dropped her off earlier that afternoon.

:16:08. > :16:13.We got our bearings and it was a case of finding a focal point where

:16:14. > :16:19.we could see and eventually meet up. But that seems to have taken for

:16:20. > :16:29.ever, to actually find her. How do you reflect this morning on British

:16:30. > :16:35.kids being at a pop concert in Manchester at the gig of a huge US

:16:36. > :16:43.star being targeted in this way? Absolutely awful. You cannot

:16:44. > :16:55.comprehend it. To think, the little kids who were there, the panic, it

:16:56. > :16:59.is just awful. I am really grateful for your time, both of you,

:17:00. > :17:05.considering what you have gone through, thank you very much

:17:06. > :17:09.Stewart, Karen. We wish you and Isabel all the best. Karen and

:17:10. > :17:15.Stewart Ford. Karen was at the concert with her daughter Isabel. It

:17:16. > :17:20.was her 14th birthday treat. They heard the bomb go off. Ariana Grande

:17:21. > :17:23.had just left the stage. The lights came up and they started to walk out

:17:24. > :17:37.and then they heard this enormous bang. As Karen said, someone said,

:17:38. > :17:39.that sounds like a bomb. Clearly, their 14-year-old pretty traumatised

:17:40. > :17:42.today. We will bring in more people, somebody at the concert, who lives

:17:43. > :17:52.close by and also our correspondence Matthew Price. Emily, hello.

:17:53. > :17:57.Matthew, I am Victoria. Describe what happened? We were just getting

:17:58. > :18:02.ready to leave, she just finished and we had this bang. Everyone just

:18:03. > :18:06.stopped, there was silence and panic. Everyone was sprinting up the

:18:07. > :18:12.stairs, trying to jump over the barrier onto the floor. We were

:18:13. > :18:16.quite near the front. So we waited until everybody got out. People

:18:17. > :18:23.tripping up over the stairs, dragging people upstairs, panic,

:18:24. > :18:27.trying to get out. As we got up to the foyer, there was smoke

:18:28. > :18:31.everywhere, drips of blood on the floor leading out of the main

:18:32. > :18:38.entrance. We ran straight back to the hotel, just to be safe. We did

:18:39. > :18:43.know what had happened. Initially I think people thought it was balloons

:18:44. > :18:48.popping. At the end of the concert a load of pink balloons had been set

:18:49. > :18:54.off? Yes, but it was too loud to be balloons. The security just said one

:18:55. > :19:00.of the sandboxes had blue that was the noise, they didn't know what was

:19:01. > :19:05.on. -- sound boxes. A lot of people knew it wasn't that and it happened

:19:06. > :19:13.to be what it was and it was horrifying. How are you? I'm fine,

:19:14. > :19:19.bit shaky, I was crying a lot last night, but I am getting better as

:19:20. > :19:22.the day goes on. Thank you very much, and Moly. Darryl, you live

:19:23. > :19:30.close by and you heard the explosion? Yes, I arrived home from

:19:31. > :19:36.work at about 10:15pm and got into my flat. I heard an explosion so

:19:37. > :19:43.intense it shook me to my core. Noise, experience and sensation I

:19:44. > :19:47.have felt before. I work for a radio station in Manchester and my

:19:48. > :19:54.journalistic instinct kicked in and I made my way to. A couple of

:19:55. > :19:57.hundred yards away from my flat, the Manchester Arena approach was filled

:19:58. > :20:03.with people. A lot of them looking unsure as to what was going on. Then

:20:04. > :20:08.an element of panic and chaos set in. This was on the Victoria station

:20:09. > :20:14.side because there are several exits? Yes, the side closest to the

:20:15. > :20:19.train station. I managed to speak to a man who was willing to talk to me

:20:20. > :20:26.on the record. The first words out of his mouth was suicide bomber. My

:20:27. > :20:30.heart sank at that point. Then it was trying to piece together and

:20:31. > :20:35.make sense of it. People were uncertain and it was pure chaos. It

:20:36. > :20:41.was a difficult time and there was an incredible amount of community

:20:42. > :20:45.spirit and incredible acts of bravery from the emergency services.

:20:46. > :20:50.We talk about that thing a lot in these circumstances, but I saw a

:20:51. > :20:54.convoy of about 20 ambulances driving to the point of danger last

:20:55. > :21:00.night and it was incredibly heart-warming. We did know what was

:21:01. > :21:05.going on, but there was rumours of a sound box having blown, and I knew

:21:06. > :21:10.that wasn't the case. From there, the picture started to become

:21:11. > :21:14.clearer. Thank you very much, Darrell. We will talk to our

:21:15. > :21:18.correspondent Matthew Price, but first Steph McGovern is at the

:21:19. > :21:24.Manchester Royal in the. We know about 60 people were injured, what

:21:25. > :21:29.can you tell us from there? This is one of eight hospitals where

:21:30. > :21:33.casualties have been treated here. A lot of ambulances arriving

:21:34. > :21:38.overnight. Has been quieter this morning, mainly police coming and

:21:39. > :21:42.going. But in the early hours of this morning, it was really busy

:21:43. > :21:47.here with ambulances bringing the casualties. Also relatives. You are

:21:48. > :21:51.talking about people looking for their loved ones and we have seen

:21:52. > :21:55.the same here as well. In the early hours of this morning, there was a

:21:56. > :21:59.17-year-old girl who had been to the concert with her mum and her mum's

:22:00. > :22:04.boyfriend. She came to the hospital looking for them and found her mum's

:22:05. > :22:10.boyfriend but hadn't found her mum so she was continuing to travel

:22:11. > :22:15.around the hospital 's looking. You can see the confusion but also the

:22:16. > :22:21.support. There have been staff who aren't on duty, offering to come in

:22:22. > :22:25.and do extra shifts. They have been told by the director of the A

:22:26. > :22:31.units, only to come in if they are as. There is also a lot of security.

:22:32. > :22:36.People being asked for ID before they get into the hospital and only

:22:37. > :22:40.those who need serious treatment are allowed into A Also the issue is

:22:41. > :22:49.getting the blood here for those who need it. Just across the road is the

:22:50. > :22:53.blood donation centre. They say they are opening up early and I have seen

:22:54. > :22:57.a few people heading that way to go and donate blood. If you are

:22:58. > :23:02.registered to donate, there are lots of centres around the city where you

:23:03. > :23:06.can do that. If you are not registered, you can get registered

:23:07. > :23:09.and give blood over the next few days. It is important to help the

:23:10. > :23:15.people here. We have seen the staff arriving. Lots of staff who have

:23:16. > :23:22.left here, looking exhausted. The next shift coming in this morning,

:23:23. > :23:25.not knowing what to expect. This is a major incident for them, they

:23:26. > :23:29.announced that this morning. We don't know how many casualties in

:23:30. > :23:34.this particular hospital. We have been told we will be given more

:23:35. > :23:37.information, but given it is an ongoing investigation, there is a

:23:38. > :23:41.lot we are not being told. But it is clear the emergency services are

:23:42. > :23:52.working hard here this morning and we will give you updates as we get

:23:53. > :23:55.more information Victoria. Thank you very much, Steph McGovern

:23:56. > :24:00.at the Manchester Royal Infirmary. This is the worst atrocity in

:24:01. > :24:05.Britain since 52 people were killed in the London bombings in 2005. The

:24:06. > :24:10.Chief Constable of Greater Manchester Police is Ian Hopkins.

:24:11. > :24:14.This has been the most horrific incident we have faced in Greater

:24:15. > :24:18.Manchester and one we all hoped we would never see. Families and many

:24:19. > :24:22.young people were out to enjoy a concert at the Manchester Arena and

:24:23. > :24:27.have very sadly lost their lives. Our thoughts are with those 22

:24:28. > :24:32.victims we now know have died. The 59 people who have been injured and

:24:33. > :24:37.their loved ones. We continue to do all we can to support them and they

:24:38. > :24:42.are being treated at eight hospitals across Greater Manchester. As you

:24:43. > :24:46.will appreciate, this is a fast-moving investigation we have

:24:47. > :24:50.significance resources deployed to the investigation and the visible

:24:51. > :24:53.patrols people would see across Greater Manchester as they wake up

:24:54. > :24:58.to the news from the events of last night. This will include armed

:24:59. > :25:05.officers and more than 400 officers have been deployed on this operation

:25:06. > :25:09.throughout the night. The Prime Minister, Theresa May, has suspended

:25:10. > :25:13.election campaigning and is currently chairing a meeting of the

:25:14. > :25:18.government's urgency COBRA committee. She said her thoughts are

:25:19. > :25:22.with those affected by an appalling terrorist attack. Jeremy Corbyn has

:25:23. > :25:27.treated, I am horrified by the horrendous events in Manchester. My

:25:28. > :25:30.thoughts are with family and friends of those who have died and have been

:25:31. > :25:34.injured. The emergency telephone number for

:25:35. > :25:45.people concerned about friends or relatives who may have been caught

:25:46. > :25:57.up in the attack is... That is anyone concerned.

:25:58. > :26:09.There was a massive flash and then smoke. I felt a bit of pain in my

:26:10. > :26:14.foot and my leg and I turned to my wife at the side of me and she said,

:26:15. > :26:19.I need to lay down. I had to lay her down on the floor, she has got a

:26:20. > :26:23.stomach wound and possibly a broken leg. The doors where you come out of

:26:24. > :26:26.the arena itself into the foyer where they had the merchandise, it

:26:27. > :26:32.was someone who had just come through the doors there and then

:26:33. > :26:45.bang. There was glass and then metal notes that have been packed into the

:26:46. > :26:49.device that has exploded. -- nuts. The explosion happened just after

:26:50. > :26:54.Ariana Grande left the stage. She tweeted this... Broken from the

:26:55. > :26:58.bottom of my heart. I am so, so sorry.

:26:59. > :27:04.I don't have words. When she walked off the stage she left a venue full

:27:05. > :27:07.of joyous, young people. Moments later it was transformed into a

:27:08. > :27:19.scene of multiple births. Let's talk to our consumer this --

:27:20. > :27:22.correspondent, Matthew Price. We are less than 12 hours after this has

:27:23. > :27:27.happened and that is what it is so shocking. Round the corner there are

:27:28. > :27:33.the steps, down which thousands yesterday fled. Many thousands of

:27:34. > :27:37.children of cause among them. We are seeing some of those filing past

:27:38. > :27:43.this morning. They are eventually going home and perhaps they have

:27:44. > :27:47.gathered a few hours sleep. 12 stick in your mind. The young couple who

:27:48. > :27:51.had come down from Cumbria, the young man and his girlfriend who

:27:52. > :27:56.spoke of the blood they saw and the injured they saw. Then there was the

:27:57. > :28:01.mother and her 19-year-old daughter. She had stepped in at the last

:28:02. > :28:05.minute. Her daughter's friend was meant to come and the mother came

:28:06. > :28:11.along. They described managing to get out and they hid under a bridge

:28:12. > :28:15.for 40 minutes, because they were so afraid. And the other people I met.

:28:16. > :28:17.This mother who left the concert early because she was with her

:28:18. > :28:22.ten-year-old daughter and they wanted to get her home to bed. They

:28:23. > :28:28.missed the explosion, but it will live with them for ever. 21 years

:28:29. > :28:38.ago, Manchester was targeted... Just up the road. Just up the road,

:28:39. > :28:46.corroboration. I was one of those evacuated. -- Corp oration street.

:28:47. > :28:49.Devastation in terms of infrastructure, but no one was

:28:50. > :28:57.killed that day. This is just appalling. I have been to Paris

:28:58. > :29:03.after the Bataclan attacks. Berlin after the Christmas market attacks.

:29:04. > :29:08.We have seen what happens, city rebuild themselves, Manchester knows

:29:09. > :29:15.that because of what happened in the Arndale, cities rebuild themselves,

:29:16. > :29:18.but it is difficult for families. Is there a hierarchy of death, the

:29:19. > :29:23.easier it gets as someone gets older? I don't know, but it is

:29:24. > :29:28.horrific and tragic that children, we know children are among the 22

:29:29. > :29:33.who died. The police have said, we don't know their ages, but we know

:29:34. > :29:37.it. The police and intelligence services have been telling us that

:29:38. > :29:42.something like this would happen. It has happened in Manchester. It was a

:29:43. > :29:48.deliberate targeting, it seems, of young people at a pop concert.

:29:49. > :29:51.Predominantly young teenage girls, ten-year-olds, as I mentioned, and

:29:52. > :29:55.others. But targeting of those people by a man who put an

:29:56. > :29:59.improvised explosive device on himself, walked in there at the end

:30:00. > :30:06.of a concert, when he knew people would be leaving, and set the

:30:07. > :30:10.device. How do you cope if you are a mother or a father of one of the

:30:11. > :30:12.children lost in this? Thank you very much, Matthew Price. It is ten

:30:13. > :30:23.a.m.. Good morning a suicide bombing at a

:30:24. > :30:26.pop concert in Manchester has killed 22 people and wounded nearly 60

:30:27. > :30:34.others. Children are amongst the dead. The whole building shook. And

:30:35. > :30:41.then there was bodies everywhere. Body parts. It was just the worst

:30:42. > :30:46.ever. Police said the lone male attacker

:30:47. > :30:51.died when he detonated a device as the crowd was streaming out of the

:30:52. > :30:56.Manchester Arena after a gig by the American singer, Ariana Grande.

:30:57. > :31:00.We have been treating this as a terrorist incident and we believe at

:31:01. > :31:08.this stage the attack last night was conducted by one man.

:31:09. > :31:14.One of those injured said the floor was covered with metal shrapnel and

:31:15. > :31:19.glass. Witnesses, inside the arena, described a stampede as panic

:31:20. > :31:23.spread. Screaming, shouting, just people

:31:24. > :31:28.mad, chaotic rush to the nearest exit. I turned around to my wife who

:31:29. > :31:32.was stood at the side of me and she says, "I need to lay down." To had

:31:33. > :31:37.to lay her down on floor. She has got a stomach wound and possibly a

:31:38. > :31:41.broken leg. The Prime Minister, Theresa May, is

:31:42. > :31:45.chairing a meeting of the Government's emergency committee

:31:46. > :31:49.Cobra. The Home Secretary, Amber Rudd described the attack as

:31:50. > :31:55.barbaric. This was a barbaric attack

:31:56. > :31:58.deliberately targeting some of the most vulnerable in our society,

:31:59. > :32:03.young people, children, out at a pop concert. My thoughts and prayers go

:32:04. > :32:23.out to the families, the victims, who have been affected.

:32:24. > :32:31.Good morning. Live from Manchester this morning

:32:32. > :32:36.where it is pretty calm, it is pretty quite et on this side of

:32:37. > :32:42.townment behind me, about 200 meters away is the Manchester Arena, a

:32:43. > :32:48.complete contrast to last night where from what eyewitnesses with

:32:49. > :32:52.said there was cottal chaos and total con -- total chaos and

:32:53. > :32:56.confusion after an Ariana Grande concert. What we know according to

:32:57. > :33:00.the police this morning is that 22 people were murdered by a lone male

:33:01. > :33:06.attacker who detonated that device at the end of the gig and at least

:33:07. > :33:10.59 people are injured. Police say they are treating this as a

:33:11. > :33:12.suspected terrorist attack. They've asked for further information.

:33:13. > :33:19.They've asked for people who may have been filming on their phones at

:33:20. > :33:25.the time to upload footage to a particular website. The ka pass yut

:33:26. > :33:29.at the arena about 21,000 people and there are people leaving the

:33:30. > :33:33.Travelodge and the Premier Inn, leaving with their suitcases, they

:33:34. > :33:36.had come here to watch one of their favourite pop stars, they are

:33:37. > :33:40.leaving pretty traumatised. Many don't want to peak to the media,

:33:41. > :33:45.which is fair enough really, isn't it? Around Manchester there are

:33:46. > :33:49.armed police officers and extra unarmed officers, the leader of the

:33:50. > :33:54.City Council said this morning that is to reassure people, but also from

:33:55. > :34:00.Piccadilly Station to here, that walk of what a cull of miles, there

:34:01. > :34:05.are thousands of people -- couple of miles, there are thousands of people

:34:06. > :34:07.going about their daily business and taking their children to school

:34:08. > :34:12.because that's what happens when a city is targeted by terrorism in the

:34:13. > :34:20.end you just have to go on. I've spoken to many people. They are

:34:21. > :34:24.shocked and they're devastated. They're also in pragmatic mode as

:34:25. > :34:28.well. As you know the Prime Minister has been chairing a meeting of the

:34:29. > :34:34.emergency committee, Cobra. And we're going to talk to Eleanor

:34:35. > :34:38.Garnier now who is on Whitehall. Is the meeting still going on?

:34:39. > :34:43.Victoria, we think the meeting has just finished. I'm standing outside

:34:44. > :34:46.the Cabinet Office and we have seen the Defence Secretary, Michael

:34:47. > :34:49.Fallon, he left in the last few minutes as well as other ministers

:34:50. > :34:56.too. So we think the meeting probably started at 9am. It went on

:34:57. > :34:58.for around 15 minutes and it is the most senior meeting you can have in

:34:59. > :35:02.Whitehall. There would have been the Prime Minister, the Home Secretary,

:35:03. > :35:06.other ministers too, but also very senior police officers and also

:35:07. > :35:10.security leaders. Obviously what they will have been doing is

:35:11. > :35:13.updating the Prime Minister and other politicians on exactly what

:35:14. > :35:17.they know about what happened in Manchester overnight. They will be

:35:18. > :35:22.talking about the intelligence they have managed to gather so far and

:35:23. > :35:27.what they have learnt about the attacker and perhaps maybe what they

:35:28. > :35:30.have found out about whether he was working alone or whether he was

:35:31. > :35:36.working with others. We haven't yet had an update on the exact findings

:35:37. > :35:40.of that meeting. We haven't had a read-out from that meeting, but we

:35:41. > :35:44.know all campaigning in the general election has been suspended and I

:35:45. > :35:47.understand the Prime Minister called the Leader of the Opposition, Jeremy

:35:48. > :35:51.Corbyn, overnight. They had a phone call and they decided that all

:35:52. > :35:55.national campaigning should be suspended. The Green Party, the

:35:56. > :35:59.Liberal Democrats, the SNP, who are meant to launch their manifesto

:36:00. > :36:03.today, all those parties, Ukip as well, they have all said that

:36:04. > :36:07.political campaigning in the general election will be suspended and of

:36:08. > :36:12.course, we don't yet know when it will resume because this is an

:36:13. > :36:17.extremely serious terror attack and of course, it's going to be taking

:36:18. > :36:22.up the Prime Minister's time and as a mark of respect all politician

:36:23. > :36:32.have decided that any campaigning should be suspended. Thank you.

:36:33. > :36:37.Eleanor Garnier live from Whitehall. It's 10.06am. Greg Dawson has the

:36:38. > :36:59.latest. Thousands of people scrambled for

:37:00. > :37:04.the exits. I was like, "We need to run." So we started running. We ran

:37:05. > :37:06.down to the hotel and all I could hear was screaming and people

:37:07. > :37:11.crying. Everyone was just running everywhere. It was complete madness.

:37:12. > :37:15.Police now believe the attack was carried out by one man, who

:37:16. > :37:20.detonated an improvised explosive device that he was carrying. It's

:37:21. > :37:23.believed he died in the blast. This has been the most horrific incident

:37:24. > :37:28.we have faced in Greater Manchester and one that we all hoped we would

:37:29. > :37:32.never see. Families and many young people were out toen joy a concert

:37:33. > :37:37.at the Manchester Arena and have very sadly lost their lives. The

:37:38. > :37:41.Manchester Arena has a cas passity of 18,000 for concerts. Last night,

:37:42. > :37:46.it was filled with young people. The police say a number of children are

:37:47. > :37:50.among the dead. I was near the box office on the foyer where it

:37:51. > :37:54.happened waiting for my family to come out and I was talking to one of

:37:55. > :37:58.the girls who was going on about she's going away with the kids and

:37:59. > :38:01.that. I was just talking about Florida and that. Only for her

:38:02. > :38:06.talking to me and having the door open, I think I would have been

:38:07. > :38:11.injured, but because she had the door open we got thrown forwards

:38:12. > :38:15.through the door towards the arena, but the explosion was behind us, it

:38:16. > :38:20.forced us forward, but everyone who was ten foot, 15 foot behind us,

:38:21. > :38:23.everyone of them got injured. At least 60 ambulances were sent to

:38:24. > :38:29.the venue, with the injured taken to eight hospitals across the city.

:38:30. > :38:33.Paramedics say many were treated for shrapnel-like injuries. Hours later,

:38:34. > :38:38.Ariana Grande tweeted the words, "Broken from the bottom of my heart.

:38:39. > :38:44.I am so, so sorry. I don't have words." The singer wasn't hurt in

:38:45. > :38:48.the incident. When she walked off stage she left behind a venue filled

:38:49. > :39:00.with joy. Just moments later, it became the scene of multiple deaths.

:39:01. > :39:07.Greg Dawson reporting. You can see on the billboard what's just been

:39:08. > :39:13.put up there. "Pray for Manchester. Hashtag we stand together." I've got

:39:14. > :39:18.various people to talk to. Some of whom were at the gig and some of

:39:19. > :39:22.whom helped. Caitlin, good morning to you, Joseph, Daniel, and Sam,

:39:23. > :39:27.thank you very much for talking to us. You were both at the concert.

:39:28. > :39:32.Tell us what happened as far as you're concerned? We were just right

:39:33. > :39:37.in front of the stage, one row behind it. And as soon as the stage

:39:38. > :39:42.just finished we just heard this massive bang. It was that loud that

:39:43. > :39:47.it fill the whole room with that noise. As soon as everyone turned

:39:48. > :39:51.around and wondered what it was, everyone where the bomb was, they

:39:52. > :39:55.were all screaming and running back. Did you know it was a bomb? I knew

:39:56. > :39:59.straightaway it was a bomb. Everyone was saying it was a balloon, but

:40:00. > :40:03.balloons don't make that noise and it was not a balloon or a speaker

:40:04. > :40:08.because that's not what they make at all. The next worry that I thought

:40:09. > :40:11.that people with guns were going to come in, but luckily that did not

:40:12. > :40:14.happen, but god knows what was going to happen after that. I just knew it

:40:15. > :40:18.was a bomb from that noise. There was nothing else for it. Joseph,

:40:19. > :40:23.what about yourself? Personally, my experience of the show itself was

:40:24. > :40:27.incredible. She was flawless as always, but afterwards when the bomb

:40:28. > :40:35.went off, it was just a panic in the entire room. People would panic and

:40:36. > :40:39.when you have got a lot of pre-teen boys and girls and when they are all

:40:40. > :40:43.panicking and trying to get out, there is going to be mass hysteria

:40:44. > :40:48.and people are going to try and push past each other and people will get

:40:49. > :40:51.hurt. We got stuck in a line of people who stopped because they

:40:52. > :40:55.didn't know the situation so we had to climb over chairs and over fences

:40:56. > :41:00.and gates that had been locked to get out of doors of the arena itself

:41:01. > :41:06.which we did in the end get to do, but at the same time it was still

:41:07. > :41:11.terrifying and personally a horrendous end to a perfect night.

:41:12. > :41:15.Sam, Daniel, come closer. Tell us where you were and what you did? We

:41:16. > :41:19.were just coming back from the cinema at the time. We came out and

:41:20. > :41:24.there were sirens going. We didn't really know what was going on and it

:41:25. > :41:27.was, it wasn't until we were coming because I just live around the

:41:28. > :41:32.corner, it wasn't until we got close to home and we were seeing people

:41:33. > :41:36.who were crying and it was really distressing. We saw there was

:41:37. > :41:42.rumours that there was a bomb. So, it was really sad. They were just

:41:43. > :41:46.beginning to cordon everything off, but there is a massive difference to

:41:47. > :41:49.last night to this morning when it was business as usual here. It is

:41:50. > :41:55.like people just passing straight through. Were you able to help? Were

:41:56. > :42:00.you able to comfort people? Well, we, like we said, we didn't know

:42:01. > :42:03.what was going on because at first we thought maybe somebody had been

:42:04. > :42:07.knocked over by a car, but then the amount of police that were coming

:42:08. > :42:12.and ambulances, something else has happened. We knew something a lot

:42:13. > :42:19.bigger had happened, yeah. How do you respond to the fact that a man

:42:20. > :42:31.with some kind of explosive device did this? I felt really terrified.

:42:32. > :42:34.You never thought you there there at that moment that would happen

:42:35. > :42:39.something that you had spent so many months planning to do and than all

:42:40. > :42:44.of a sudden, as soon as that moment has come, someone decides to

:42:45. > :42:48.obviously plan it for many months as well and it's terrifying to realise

:42:49. > :42:52.that anything like that can happen no matter what and for us to be in

:42:53. > :42:58.that situation and also with many, many younger kids who are younger

:42:59. > :43:04.than us like six. How old are you? I'm 16. How old are you? I'm 16. How

:43:05. > :43:09.do you reflect this morning, Joseph? I'm just trying to get over it. I'm

:43:10. > :43:15.obviously with the situation that has occurred, it's going to take a

:43:16. > :43:24.long, long time for people to get past this. We've council.to 22

:43:25. > :43:27.fatalities and 59 injured. It is horrendous the amount of damage not

:43:28. > :43:31.only to infrastructure, but the damage to personal families. There

:43:32. > :43:33.is a lot of peel who never got to go home from that concert and

:43:34. > :43:38.personally I think that's horrendous. OK, thank you very much,

:43:39. > :43:42.thank you Caitlin and Joseph, Daniel and Sam, thank you very much.

:43:43. > :43:46.We can go live to Downing Street where Vicki Young is. Clearly

:43:47. > :43:50.election, general election campaigning has been suspended. We

:43:51. > :43:57.don't know how long for, what is the latest from there? That's right. We

:43:58. > :44:00.know there has been an emergency meeting this morning of senior

:44:01. > :44:04.Government figures chaired by Theresa May. That meeting has broken

:44:05. > :44:07.up. They will have been dealing with the practicalities of what's going

:44:08. > :44:09.on in Manchester. We expect the Prime Minister to come out into the

:44:10. > :44:13.street. We think that she will make a statement and I suppose the task

:44:14. > :44:17.for her is not to talk about the practicalities, it is to sum-up the

:44:18. > :44:22.mood that everyone is feeling and the despair and the hurt, that

:44:23. > :44:31.everyone is feeling and as they look at what happened in Manchester and

:44:32. > :44:35.so that, I think, the role of the Prime Minister is not just about the

:44:36. > :44:38.practical side of this. She will visit Manchester in some form, but

:44:39. > :44:42.the political cam maybing, that election that we have been in middle

:44:43. > :44:47.of, all the tooing and froing. Political debate that has stopped

:44:48. > :44:51.with all parties deciding not to campaign. The Prime Minister then

:44:52. > :44:54.does have some other things on that she has to do which are

:44:55. > :44:59.international meetings so actually that could mean that the heat of the

:45:00. > :45:03.election campaign if you like has probably dissipated for a few days.

:45:04. > :45:08.If we just move our camera, we can see in Downing Street and in a lot

:45:09. > :45:11.of the buildings around here in Westminster, the flags are at

:45:12. > :45:16.half-mast as you would expect, because of what has happened with

:45:17. > :45:22.this worst terrorist attack on British soil for very, very many

:45:23. > :45:25.years since 7/7. Something, of course, that Theresa May would have

:45:26. > :45:29.expected she may have had to deal with at some point. She has been

:45:30. > :45:33.Home Secretary before that for very many years so something that she is

:45:34. > :45:36.well aware of and of course, I suppose that experience will be

:45:37. > :45:40.coming to the fore front as she chairs this meeting today, but as I

:45:41. > :45:43.say, we expect words from her at some point in the next few hours and

:45:44. > :45:49.then probably that trip to Manchester later.

:45:50. > :45:56.Thank you very much. When the Prime Minister speaks outside Downing

:45:57. > :46:02.Street, we will bring it to you. Let's speak to the head of National

:46:03. > :46:05.counterterrorism security. Mr Phillips, in terms of the

:46:06. > :46:12.counterterrorism investigation, where will you begin? An attack like

:46:13. > :46:17.this, it was so well articulated, by those youngsters who spoke before

:46:18. > :46:22.me. It has involved a lot of planning. It is a bit of a step up

:46:23. > :46:26.from what we have seen recently with terrorist attacks, such as the

:46:27. > :46:31.Westminster attack, where, no planning needed to be done to commit

:46:32. > :46:36.that attack. But this attack does involve someone being able to get

:46:37. > :46:40.hold of explosives, or make explosive, turned them into a belt

:46:41. > :46:45.and make the effort of putting bolts and things in that in order to kill

:46:46. > :46:51.people and has used it at one of the most effective times. This is a much

:46:52. > :46:55.more professional style attack. And this is bad news, this attack is not

:46:56. > :47:06.potentially yet over. I would be very surprised if there was only one

:47:07. > :47:09.suicide belt. I would be surprised if only one set of explosives was

:47:10. > :47:11.used and I would be surprised if only one person was involved. The

:47:12. > :47:14.police will be working really hard to try to identify this person,

:47:15. > :47:20.identify those who are involved in the group and bring those to justice

:47:21. > :47:27.before they can do any more harm. Which is one of the reasons why the

:47:28. > :47:31.Greater Manchester Police Chief Constable said please don't

:47:32. > :47:36.speculate about this man's name on social media because they don't want

:47:37. > :47:42.to tip off any accomplices. You wouldn't need to go to Syria to get

:47:43. > :47:46.expertise to make that kind of explosive device, would you?

:47:47. > :47:52.Unfortunately with the Internet, the ability to tweet and send messages,

:47:53. > :47:57.people in the UK have access to, how do I make a bomb? The security

:47:58. > :48:02.services are on two people very quickly like that. Of course, it

:48:03. > :48:08.does take some skill. You have to have some knowledge in order to make

:48:09. > :48:13.explosives, for example. This, appears, to have been done quite

:48:14. > :48:18.professionally, with some thought as to how they will attack. It is

:48:19. > :48:22.important to understand how we need to come together as communities if

:48:23. > :48:27.we are going to stop this. The minute somebody gets a bomb strapped

:48:28. > :48:30.to them or get into a car to attack people, it is too late, we are just

:48:31. > :48:35.going to have casualties. People need to come to the police and tell

:48:36. > :48:43.of their suspicions, in order to stop this from happening. I want to

:48:44. > :48:47.bring our audience this news, Andy Burnham has just tweeted, join us

:48:48. > :48:52.for a vigil in Albert Square at 6pm tonight. We are grieving today, but

:48:53. > :48:57.we are strong. Echoing his words, when he made his statement this

:48:58. > :49:03.morning. Please join us for a vigil at Albert Square. That is in the

:49:04. > :49:08.centre of Manchester at 6pm tonight. We are grieving, says the mayor of

:49:09. > :49:11.Manchester, but we are strong. What is the likelihood this man will turn

:49:12. > :49:18.out to be someone known to the security services? Almost certainly.

:49:19. > :49:22.We know there are an enormous amount of people known to the security

:49:23. > :49:31.services, but there is not the police resources, security service

:49:32. > :49:35.resources to follow all of them. Almost certainly, this person will

:49:36. > :49:39.be on the radar, but not under the microscope. As a community, the

:49:40. > :49:44.police are doing a great job to protect us, but they cannot be

:49:45. > :49:48.successful 100% of the time. Subsequent to the attack in London

:49:49. > :49:53.in Westminster, the police have arrested people pretty much every

:49:54. > :49:59.day for terrorist planning. They are doing a great job, but we do have to

:50:00. > :50:08.accept, at the moment, I am afraid, with the resources they have got, we

:50:09. > :50:13.cannot have 100% security. Thank you very much, Chris Phillips. Mr

:50:14. > :50:18.Phillips is the former head of the national counterterrorism security.

:50:19. > :50:24.Just let me remind you, we are broadcasting from Manchester this

:50:25. > :50:28.morning. It is calm today, complete contrast to the utter devastation

:50:29. > :50:33.and chaos and confusion of last night, when a pop concert was

:50:34. > :50:38.targeted by a male attacker, so Greater Manchester Police, who say

:50:39. > :50:44.he exploded some kind of device in the foyer of the Manchester Arena,

:50:45. > :50:49.just as the concert was ending, just as crowds of children, teenagers,

:50:50. > :50:56.young people, mums and dads were streaming out. We know so far, sadly

:50:57. > :51:00.22 people have died and that there are children amongst those dead. 59

:51:01. > :51:06.people are being treated in eight hospitals around Greater Manchester.

:51:07. > :51:09.Andy Burnham, the mayor of Manchester tweeted this in the last

:51:10. > :51:14.few minutes, please join us for a vigil in Albert Square at 6pm

:51:15. > :51:22.tonight. We are grieving today, but we are strong. We will talk to a man

:51:23. > :51:30.who was at the gig with his girlfriend and daughter. Good

:51:31. > :51:37.morning to you. Good morning. Tell us what you saw and heard? Like you

:51:38. > :51:43.said, Ariana Grande had just gone off stage and everybody had just

:51:44. > :51:49.started to leave the arena and where you go up the stairs and out into

:51:50. > :51:54.reception where the toilets are and the Little shops you get your food

:51:55. > :52:00.and drink, we were walking past that and stewards were pointing us to the

:52:01. > :52:06.right. We were following that a man a sudden there was a huge bang. I

:52:07. > :52:11.don't really think anybody, where we wear, I don't think it was around

:52:12. > :52:14.that area, I think it was around the other side because we didn't see

:52:15. > :52:21.anything or feel anything, like others have said. In our section, we

:52:22. > :52:27.just heard it, it was a loud bang. I immediately thought, what was that.

:52:28. > :52:31.At first I thought it was maybe a bomb, but then I thought maybe they

:52:32. > :52:37.are dismantling the stage and something had fallen over and banged

:52:38. > :52:41.on the stage. Within seconds, people behind me started screaming and

:52:42. > :52:53.running, running past. That is when I started to panic. I grab my

:52:54. > :52:57.daughter and I said, run. We started running with everybody else. We got

:52:58. > :53:01.to the stairs and everybody was pushing and running down the stairs,

:53:02. > :53:07.trying to get down as quick as we could. I think the word two or three

:53:08. > :53:12.flights of stairs. I looked back to find my girlfriend. I couldn't see

:53:13. > :53:18.her. We ran outside onto the road and there were lots of people crying

:53:19. > :53:21.and shouting. We ran to the other side of the road and I was looking

:53:22. > :53:26.round for my girlfriend and I couldn't find her. I got my phone

:53:27. > :53:32.out to give her a call and she was ringing me. I told where we were and

:53:33. > :53:42.she came down. We still didn't know at that point what had happened. We

:53:43. > :53:46.just saw the police cars passing. We got in the car and I put the radio

:53:47. > :53:51.on and that is when we heard people ringing in saying there had been an

:53:52. > :53:55.explosion. We still didn't really know what it was at that point. We

:53:56. > :54:03.didn't know about casualties or anything like that until later on,

:54:04. > :54:11.when we realised how serious it was. You must be very, very shaken this

:54:12. > :54:22.morning? Yes, we haven't slept very well. It was a task getting back to

:54:23. > :54:26.Leeds, the M62 was closed and it was about 1:30am when we arrived home.

:54:27. > :54:32.We put the news on. We feel so lucky that we managed to get out of there

:54:33. > :54:41.and we were lucky enough to have escaped it. But it is so sad. It was

:54:42. > :54:46.full to the brim of children, young children. My daughter is nine years

:54:47. > :54:51.old, it was a Christmas present and is a massive fan of Ariana Grande

:54:52. > :54:56.and has been excited about this since December. It is so sad that

:54:57. > :55:01.somebody can do something like this. When we went in, they didn't even

:55:02. > :55:05.surge us. They asked my girlfriend to open her handbag up and one of

:55:06. > :55:11.the stewards flashed a torch in there for about half a second. They

:55:12. > :55:20.didn't search me, they didn't search our jackets or anything like that.

:55:21. > :55:30.It was just straight through. Right. Thank you very much. We appreciate

:55:31. > :55:35.your time this morning. Let me tell you about the emergency telephone

:55:36. > :55:39.number, this is for people who are trying to find friends or relatives.

:55:40. > :55:44.You may have seen some appeals on social media for those looking for

:55:45. > :55:48.loved ones. Some of those we are told are fake accounts. For those

:55:49. > :55:52.who are concerned about friends or relatives who may have been caught

:55:53. > :56:01.up in the attack last night, this is the number to call... 0161 856 9900.

:56:02. > :56:14.We are going to talk to Katrina Renton at Greater Manchester Police

:56:15. > :56:19.headquarters as a huge investigation is underway? It has been an horrific

:56:20. > :56:24.night for officers here at Greater Manchester Police. This morning, it

:56:25. > :56:28.is a fast-moving investigation they are dealing with. Across Greater

:56:29. > :56:34.Manchester today, officers have been brought in, not just into the

:56:35. > :56:38.investigation but visibility so the public has reassurance the police

:56:39. > :56:45.are out there in the face of this terrible tragedy. It is confirmed 22

:56:46. > :56:50.people died, 59 injured. They are still in eight hospitals across the

:56:51. > :56:55.Greater Manchester area. Chief Constable Ian Hopkins spoke this

:56:56. > :57:01.afternoon and he was quick to say he was treating this as a terrorist

:57:02. > :57:04.incident. They believe it was conducted by one man and the

:57:05. > :57:08.priority is to establish whether he was acting alone or is part of a

:57:09. > :57:13.network. The attacker, he confirmed died at the arena and he believed he

:57:14. > :57:18.was carried this improvised explosive device, as we talked about

:57:19. > :57:22.this morning. The very important message to the public is not to

:57:23. > :57:25.speculate on his details or share names. This is a complex and

:57:26. > :57:31.wide-ranging investigation that is underway. The Chief Constable has

:57:32. > :57:38.impressed on the public, please do not share that information, their

:57:39. > :57:41.priority, he says, is to work with the National counterterrorism police

:57:42. > :57:44.in network and the UK intelligence services to establish more details

:57:45. > :57:50.about the individual who carried out this attack. At high police presence

:57:51. > :57:55.in Greater Manchester this morning and I have seen armed police

:57:56. > :58:00.patrolling the area here. The police are also imploring the public to

:58:01. > :58:10.help, if they see any suspicious behaviour be asking it be reported

:58:11. > :58:15.to the anti-terrorist hotline. Oh 807 89321. Also, if people have any

:58:16. > :58:21.images or footage from last night there would be helpful, can you send

:58:22. > :58:29.that to UK police image appealed .co .uk. UK police image appeal .co .uk.

:58:30. > :58:41.We are expecting updates from the police here later in the day. Thank

:58:42. > :58:45.you very much. The latest from Greater Manchester Police. We are

:58:46. > :58:49.expecting the Prime Minister to give a statement outside Downing Street.

:58:50. > :58:54.We don't know when, but as soon as she speaks, we will bring it to you

:58:55. > :58:57.live. We know she is planning to visit Manchester at some point,

:58:58. > :59:04.we're not sure when but we will let you know as soon as we know. I will

:59:05. > :59:07.introduce you to Lucy Powell and Graham Stringer, two Labour

:59:08. > :59:11.candidates, as we are in a general election campaign, although it has

:59:12. > :59:17.been suspended. Your response, Lucy Powell? It is horrific and a heart

:59:18. > :59:20.goes out to the families and friends affected and we all know people who

:59:21. > :59:25.were there last night, schools across Manchester, I think schools

:59:26. > :59:31.across a much wider region will be talking to family and friends today.

:59:32. > :59:36.It is utterly heartbreaking. This is an evil act, a despicable,

:59:37. > :59:41.unspeakable, awful act. It was designed to cause hatred, designed

:59:42. > :59:45.to cause division and we have to respond to that, not with hatred and

:59:46. > :59:50.division but with love and unity and bad is the spirit of Manchester we

:59:51. > :59:55.are seeing today. It echoed the words of your collie, Andy Burnham,

:59:56. > :00:00.the mayor of Manchester. He said, this will not divide this city,

:00:01. > :00:09.which is one of the intentions this week. Manchester has dealt with a

:00:10. > :00:14.terrorist attack in the past and it appears to be pulling together again

:00:15. > :00:19.in a similar way? Yes, we have history of this, we did deal with a

:00:20. > :00:22.huge bomb that thankfully did not cause any fatalities, but it caused

:00:23. > :00:29.huge damage to the city. Out of that horrific incident came a rebirth of

:00:30. > :00:35.our city. I am as full of anger as the next person over what has

:00:36. > :00:39.happened, given how many children and teenagers and vulnerable people

:00:40. > :00:44.involved last night, but we have to turn the anger into a positive

:00:45. > :00:48.action of unity and solidarity. There is the vigil tonight in Albert

:00:49. > :00:53.Square, I am sure many Mancunians will want to come to that. But many

:00:54. > :00:58.of the victims will come from further afield from Manchester. This

:00:59. > :01:02.arena attracts people from Scotland, Birmingham, Newcastle and everywhere

:01:03. > :01:06.else. Every community across the country needs to stand together

:01:07. > :01:11.united in the face of this and say, this sort of action is designed to

:01:12. > :01:16.divide us and bring about hate, but we are going to stand strong. It

:01:17. > :01:19.will not kill the spirit of this city, the spirit of this city is too

:01:20. > :01:25.strong for that and that is the message we want to give out today.

:01:26. > :01:29.How long would you expect the general election campaign to be

:01:30. > :01:35.suspended for? What would be appropriate? We need time to grieve.

:01:36. > :01:38.We need time to come together across political party lines as we are

:01:39. > :01:44.already doing. We need time to hold hands and have a collective hug and

:01:45. > :01:50.at some point I don't want to put a time frame on it, but at some point

:01:51. > :01:54.in the next few days our democratic activities will continue because

:01:55. > :02:00.these kind of terrorist acts are also designed to put at risk our

:02:01. > :02:05.values of democracy, of free speech, of people being able to have a vote

:02:06. > :02:09.and have a say and so we've got to show them that that's not going to

:02:10. > :02:12.be halted and not going to be changed by these sort of activities

:02:13. > :02:20.either. Thank you very much. Thank you. Lucy Powell. Good morning. It

:02:21. > :02:24.is 10.32am. I'm Victoria Derbyshire. Let's bring you up-to-date with what

:02:25. > :02:30.we know this morning. 22 people have been killed and another 59 injured

:02:31. > :02:35.in a suspected suicide attack at the Manchester Arena. The venue was

:02:36. > :02:39.filled with thousands of children, teenagers, young adults when the

:02:40. > :02:46.device was detonated to cause maximum devastation. Let me just

:02:47. > :02:51.tell you where we are broadcast to you this morning. We're on Challe

:02:52. > :02:54.Street which is a couple hundred meters away from the Manchester

:02:55. > :02:58.Arena. This is a relatively quiet part of the city centre because it

:02:59. > :03:00.has been cordoned off as you would imagine. There is a huge

:03:01. > :03:09.counter-terrorism investigation going on. When you go a little bit

:03:10. > :03:12.further up Blackfriars straet, around Deansgate, Piccadilly

:03:13. > :03:16.Station, that's business as usual it has to be said. Thousands of people

:03:17. > :03:22.going about their normal business, shopping, going to work, meeting

:03:23. > :03:27.friends and so on and so forth. A number of people, friends, we have

:03:28. > :03:30.seen leaving the Travelodge, the Premier Inn, who went to the gig,

:03:31. > :03:34.who stayed overnight and we have seen them leaving this morning,

:03:35. > :03:39.heads down, didn't want to talk to the media. Who can blame them? It is

:03:40. > :03:48.fair enough. Too upset to talk to anybody. Just wanting to get home

:03:49. > :03:52.frankly. We know that the explosive device sent metal and debris flying.

:03:53. > :03:57.Eyewitnesses reported being blown 30 feet. Paramedics at the scene told

:03:58. > :04:01.the BBC that they had treated some of the wounded for shrapnel-like

:04:02. > :04:05.injuries and many in the audience were teenagers. This footage shows

:04:06. > :04:16.the immediate aftermath of the explosion.

:04:17. > :04:20.I spoke to Joseph, who was at the concert, when he heard the

:04:21. > :04:26.explosion. When the bomb went off, it was just a panic in the entire

:04:27. > :04:35.room. People would panic and it's when you got a lot of pre-teen boys

:04:36. > :04:38.and girls who, there is a lot of Ariana Grande's demographic, there

:04:39. > :04:41.is going to be mass hysteria and people are going to try and push

:04:42. > :04:47.past each other and people are going to get hurt. We got stuck in a line

:04:48. > :04:51.of people who didn't know the situation. We had to climb over

:04:52. > :04:57.chairs and gates and fences this had been locked to try and get out of

:04:58. > :05:02.the arena, which we did get to do, but it was still terrifying and

:05:03. > :05:08.personally, a horrendous end to a perfect night. Relatives have been

:05:09. > :05:14.using social media to search for missing loved ones. Charlotte

:05:15. > :05:18.Campbell hasn't heard from her daughter elivia Campbell Hardy since

:05:19. > :05:23.last night and she made this appeal for information. This is my daughter

:05:24. > :05:27.Olivia. I haven't seen her since 5pm last night, she was at the Ariana

:05:28. > :05:32.Grande concert with her friend. I'm worried sick. If anybody has seen

:05:33. > :05:35.her, please contact the police, contact somebody, let her know

:05:36. > :05:39.you've seen her, even if you think you've seen her, just let the police

:05:40. > :05:43.know, please. She is in dark clothes off the shoulder top, her hair is

:05:44. > :05:49.up, her hair is dark. She has got glasses on. She has got high-high

:05:50. > :05:56.boots on. Please just somebody get hold of her. I'm worried sick. We've

:05:57. > :06:00.not slept, we've got family out looking for her. Somebody must have

:06:01. > :06:05.seen her. Just let me know you've seen her. Let the police know you've

:06:06. > :06:10.seen her. Let anybody know you've seen her. Let me give you the

:06:11. > :06:13.emergency phone number. This is the number for people to ring if they're

:06:14. > :06:16.concerned about friends or relatives who may have been caught up in last

:06:17. > :06:25.night's terrorist attack. The number is 0161 0161 856 9400.

:06:26. > :06:29.The Prime Minister, Theresa May, has been chairing a meeting of the

:06:30. > :06:33.Government's emergency Cobra committee. She is expected to speak

:06:34. > :06:37.shortly and she is then going to come here to Manchester to be

:06:38. > :06:43.briefed on the investigation. Ian Hopkins is the Chief Constable of

:06:44. > :06:48.Greater Manchester Police and he told the assembled media this

:06:49. > :06:53.morning that it was a lone male attacker that detonated an explosive

:06:54. > :06:57.device in the foyer, in the area where they are selling T-shirts and

:06:58. > :07:02.merchandise after the concert. We will talk to Graham Stringer. He is

:07:03. > :07:06.a Labour candidate in this general election campaign which has been

:07:07. > :07:13.suspended for obvious reasons. Mr Stringer you are a former leader of

:07:14. > :07:17.the Manchester City Council and this city has experienced terrorism

:07:18. > :07:24.before, has it not? It has and the city has come through. I mean

:07:25. > :07:29.Manchester is a tolerant city and people have pulled together after

:07:30. > :07:34.the huge bomb in 1996. If anything the city was a better place both

:07:35. > :07:40.socially and physically after that bomb. As I've been searching for

:07:41. > :07:44.adjectives to describe this event and Lucy and Richard Leese, the

:07:45. > :07:49.leader of the council and Andy Burnham have probably used all the

:07:50. > :07:53.adjectives, I think I was, and there aren't, there aren't the right

:07:54. > :07:57.words. I think our response should be redouble our efforts to be

:07:58. > :08:02.tolerant between different communities, not to be critical of

:08:03. > :08:08.people just because they're different and to be completely

:08:09. > :08:11.intolerant of people who start to use violent language whether it is

:08:12. > :08:19.directly in person or whether it's on social media. I think those are

:08:20. > :08:26.the sensible responses for what is a horrific event. I've taken children

:08:27. > :08:30.to the Manchester Arena on a number of occasions and whether it is to a

:08:31. > :08:36.sporting event when they see their heroes and whether it is for a

:08:37. > :08:41.concert, the excitement you see in ten, 11, 12, 13-year-olds, you can't

:08:42. > :08:51.repeat and to have carried out this bombing at such an event is really

:08:52. > :08:55.beyond adjectives and words. The police, the police have asked people

:08:56. > :09:01.not to speculate on the identity of the attacker on social media as they

:09:02. > :09:06.launch this investigation. Clearly, from what you were just saying a

:09:07. > :09:10.moment ago, Graham Stringer, you are potentially concerned about some

:09:11. > :09:13.sort of backlash? Well, I'm concerned the same as Greater

:09:14. > :09:19.Manchester Police and the other Security Services are that people

:09:20. > :09:27.jump to conclusions. Whatever those conclusions are when we know the

:09:28. > :09:33.evidence, this is, it appears to be one person and what, over the coming

:09:34. > :09:39.days, weeks, months, we all in Manchester have to live together so

:09:40. > :09:43.the correct response is to redouble our efforts to understand each

:09:44. > :09:47.other, not to criticise each other and to be tolerant of people who

:09:48. > :09:54.have chosen to live different lives. I think that is the right response

:09:55. > :09:59.and if I can answer the question you asked Lucy about how long this pause

:10:00. > :10:05.in the campaign should go on? I think it's right out of respect that

:10:06. > :10:09.campaigning is stopped today. I don't have a figure for that, but I

:10:10. > :10:14.don't think it should go fond too long because although we should

:10:15. > :10:20.grieve and we should show our sorrow, we shouldn't give over to

:10:21. > :10:25.any bomber or any violent people the right to disrupt our democratic

:10:26. > :10:31.process so I think we should get back to campaigning and discussing

:10:32. > :10:38.the future of our country as soon as is reasonably and respectively

:10:39. > :10:43.possible. There are some remarkable stories to emerge from last night.

:10:44. > :10:49.People opening their doors to those who were panicking and fleeing, taxi

:10:50. > :10:54.drivers who were driving people away from danger effectively for no fare.

:10:55. > :10:59.People coming together to help in that way which says a lot about

:11:00. > :11:03.Mancunians, doesn't it? It absolutely says a lot about

:11:04. > :11:08.Mancunians and it says a lot about humanity. Sadly, we often only see

:11:09. > :11:14.the best of people and there are a vast of majority of people in this

:11:15. > :11:16.city, whatever their ethnic, cultural, religious backgrounds are

:11:17. > :11:21.who are good people and who just want to get on with their lives, but

:11:22. > :11:29.often we only see the very best of people in awful circumstances. So

:11:30. > :11:33.I'm not surprised that people went towards t site of devastation to

:11:34. > :11:37.help people and not surprised that people opened their doors to let

:11:38. > :11:47.people in and hotels let people stay there who had made arrangements.

:11:48. > :11:51.It's probably absolute to talk about good events after an event like

:11:52. > :11:55.this, but it gives people the opportunity to see that people are

:11:56. > :11:59.decent and beyond decent, brave and good.

:12:00. > :12:05.Thank you very much for talking to us. Graham Stringer, former leader

:12:06. > :12:08.of the Manchester City Council and a Labour candidate in this forthcoming

:12:09. > :12:14.general election. Let me bring you two pieces of news. Examine boards

:12:15. > :12:16.are telling schools that they can rearrange GCSE and A-level exams

:12:17. > :12:20.after what happened here last night. We've got a joint statement from the

:12:21. > :12:25.exam boards. They say it will be up to schools to decide whether exams

:12:26. > :12:31.should go ahead. The exam boards say though that no students will be

:12:32. > :12:35.disadvantaged. Schools and colleges affected by the bombing should

:12:36. > :12:38.contact the relevant exam boards and students affected should speak to

:12:39. > :12:41.their teachers. You'll know that hundreds of thousands of young

:12:42. > :12:48.people are taking exams this week. So exam boards are telling schools

:12:49. > :12:50.that they can rearrange GCSE and A-level exams, A-level exams after

:12:51. > :12:54.what happened here in Manchester last night. And there were appeals

:12:55. > :13:03.on social media earlier this morning for people to give blood and various

:13:04. > :13:07.donation centres were open at Give Blood NHS has tweeted, "We have all

:13:08. > :13:21.the blood required for hospital patients at the present time." So

:13:22. > :13:29.there you go. I'm going to introduce you now to someone who has come to

:13:30. > :13:33.pay her respects? Yes, I was at my friend's house and I was about to

:13:34. > :13:38.leave and get a taxi and I heard a massive bang and I could see people

:13:39. > :13:43.running in one direction and the other and I had flowers and I just

:13:44. > :13:47.thought, it's just really upsetting because they were to young and you

:13:48. > :13:52.could see them so excited to go to this concert and for something like

:13:53. > :13:57.this to happen, it really does, it does affect you, because it's our

:13:58. > :14:02.city. How do you reflect this morning then on what this city has

:14:03. > :14:08.experienced last night? I think everyone is really shocked. I mean,

:14:09. > :14:11.so many of us, we went to have dinner with each other and so many

:14:12. > :14:14.people were about to walk to the station, left only a few minutes

:14:15. > :14:18.beforehand and anything could have happened and it's just the shock of

:14:19. > :14:23.it being targeted towards teenagers and children. I think that's really

:14:24. > :14:27.what hit home about it, but the city is really resilient and people will

:14:28. > :14:32.come together and really show love and we also have to remember that we

:14:33. > :14:36.have to feel love for everyone. I'm hearing about some of my Muslim

:14:37. > :14:39.friends getting attacked in the street now. We don't know who the

:14:40. > :14:43.attacker is. We should unite and show respect and love for everybody

:14:44. > :14:47.at this time. You're already hearing that, are you? Yes, from my friends.

:14:48. > :14:51.That it happened to them or they are hearing it from others? A friend of

:14:52. > :14:57.mine said their friend, someone spat at them on the street. This morning?

:14:58. > :15:00.This morning and so we have, we have to remember that that is not what we

:15:01. > :15:02.need to do. We need to come together. That's exactly what people

:15:03. > :15:13.that do these things want to happen. Just to let our audience know we are

:15:14. > :15:20.expecting the Prime Minister to speak in a few minutes, so I may

:15:21. > :15:26.interrupt our conversation. That is absolutely fine. You have been to

:15:27. > :15:33.gigs, I have been, when you leave you are on such a high, you are

:15:34. > :15:40.joyous. The barbarism and the cynicism to target people as they

:15:41. > :15:44.are leaving? What is more shocking, people leaving, having enjoyed

:15:45. > :15:48.themselves and watch them going into the concert, people dressed up to

:15:49. > :15:52.the nines, running in and so excited and to have the night end in such a

:15:53. > :16:00.way, especially the Manchester Arena, we have all been there. A

:16:01. > :16:04.sour taste on a live, vibrant culture of live music in the city. I

:16:05. > :16:16.am worried other people will not want to go out in big crowds. We

:16:17. > :16:21.have the Manchester 10K and Sunday. I want that to go ahead, but we need

:16:22. > :16:26.more security. We have to get up and keep on going because if we don't,

:16:27. > :16:31.the people who do this, they want us to hate each other and we have two

:16:32. > :16:36.reunite, we have to do the opposite. You will have noticed the increased

:16:37. > :16:40.police presence around the city centre, extra unarmed officers and

:16:41. > :16:45.armed officers, do you find it reassuring? A friend of mine said

:16:46. > :16:55.she was in Piccadilly Station and the armed officers took her back.

:16:56. > :17:01.Barrack of us, and it makes you feel apprehensive. -- balaclavas.

:17:02. > :17:07.Everyone, teenagers running on their phones crying, I think we need the

:17:08. > :17:13.security presence to make everybody feel more comfortable. Thank you

:17:14. > :17:17.very much for talking to us, we appreciate your time. Let's go back

:17:18. > :17:23.to Downing Street and Vicky Young is there. What is the latest? We

:17:24. > :17:27.understand the Prime Minister will come out shortly to make a

:17:28. > :17:31.statement. You can see the podium is ready for her to come out and make a

:17:32. > :17:36.statement, said those words about what has been happening. We know she

:17:37. > :17:40.was briefed overnight about the attack in Manchester. We also know

:17:41. > :17:43.she spoke to the Leader of the Opposition, Jeremy Corbyn, to tell

:17:44. > :17:51.him what was happening. The Prime Minister has been chairing emergency

:17:52. > :17:57.an meeting, a so-called Cobra meeting, that included other senior

:17:58. > :18:01.ministers, the Defence Secretary, the Transport Secretary and on a

:18:02. > :18:05.video call was the Labour mayor of Manchester, Andy Burnham. They will

:18:06. > :18:10.be talking of course about the practicalities, about what they

:18:11. > :18:14.know, about the person who carried out the attack and also how they

:18:15. > :18:17.have reunited people with their parents, about the injuries, all of

:18:18. > :18:24.those things will have been discussed. There will have been very

:18:25. > :18:27.senior officers from the police and also from the intelligence services,

:18:28. > :18:32.talking about whether this person was part of a wider network, what

:18:33. > :18:38.the threat level should be. Whether there is the chance of anything on a

:18:39. > :18:42.wider network being at large. All of that will be discussed. The reason

:18:43. > :18:49.may, I am sure, we'll update us. She will also be here to try and put

:18:50. > :18:55.into words what people feel about what has happened, people'sanger,

:18:56. > :18:58.there are emotion and this was an attack that seemed to be targeted at

:18:59. > :19:02.children will be something she touches upon. We feel when she has

:19:03. > :19:06.made this statement, she will travel to Manchester, where she will meet

:19:07. > :19:11.the emergency services to thank them for the work they have done, not

:19:12. > :19:15.just overnight, but what they will be doing for the coming days and

:19:16. > :19:22.weeks. That is what we expect her to do in the next few hours. Just been

:19:23. > :19:25.talking to one candidate in this general election, Graham Stringer,

:19:26. > :19:31.Labour candidate for a seat in the Greater Manchester area. He said, of

:19:32. > :19:35.course the general election campaigning should be suspended, but

:19:36. > :19:39.he was keen it wasn't put on hold for too long, because of the message

:19:40. > :19:46.it would send out in the face of terrorism? It is a difficult one,

:19:47. > :19:52.because people will be too shocked to engage again with that kind of

:19:53. > :19:55.debate we have had, the cut and thrust of the general election

:19:56. > :20:00.campaign that has been going on now for a few weeks. It is very

:20:01. > :20:03.difficult to even think about getting back to normal. It is

:20:04. > :20:08.slightly similar to what happened a year ago with the dreadful murder of

:20:09. > :20:13.Jo Cox. I was speaking to Lucy Powell and I was with her when that

:20:14. > :20:16.took place. People were so upset and devastated by what was happening,

:20:17. > :20:22.they couldn't think about getting back into the political debate. This

:20:23. > :20:26.is on a bigger scale than that. But on the other side of it, we will

:20:27. > :20:31.know politicians will say, you have to try and carry on, try and get

:20:32. > :20:36.back to normal, urging people in Manchester to go to work, try and

:20:37. > :20:40.live life as normally as possible despite what has happened. The sign

:20:41. > :20:44.of that is you get back to the political debate as quickly as

:20:45. > :20:47.possible. Having said that, the Prime Minister has some

:20:48. > :20:51.international engagements over the next few days. I think it will be

:20:52. > :20:55.difficult to get back to the intensity we have had this week on

:20:56. > :21:00.the election campaign. That won't be the same, I think, for at least

:21:01. > :21:03.several days. It is difficult for politicians to judge it. There are

:21:04. > :21:09.candidates around the country who have suspended their campaigning. On

:21:10. > :21:14.the other hand, we have seen already, some people making some

:21:15. > :21:18.political points. Ukip's home affairs spokeswoman talking about

:21:19. > :21:23.Theresa May's record in the Home Office saying, has she done enough

:21:24. > :21:27.to tackle these things? And people jumping to conclusions about who

:21:28. > :21:35.might have been responsible for this attack. Que, we will hear from the

:21:36. > :21:41.Mayor of Manchester, Andy Burnham. I cannot go into details on that.

:21:42. > :21:47.Those investigations are ongoing. What I can say is, there is a need

:21:48. > :21:51.for the city and the city region to come together. We are making

:21:52. > :21:55.arrangements for a vigil in the centre of Manchester deceiving in

:21:56. > :22:01.Albert Square in front of the town hall. I think it is important we

:22:02. > :22:07.send out a clear message that we are grieving, we are strong and we are

:22:08. > :22:12.together. Unity demonstrated overnight in all sorts of ways

:22:13. > :22:19.across this city? Incredible people just throw their doors open or make

:22:20. > :22:23.their car available to people. It tells you everything about the

:22:24. > :22:28.people of Greater Manchester, then natural generosity. In many ways, it

:22:29. > :22:32.is the best response, it is what the extremists don't want. They don't

:22:33. > :22:36.want to think people will work with each other and put themselves out in

:22:37. > :22:45.that way. But that is what the people here are like. They will

:22:46. > :22:47.never beat us. Andy Burnham, where the police and security services

:22:48. > :22:52.surprised by this style of attack here in Manchester, targeting young

:22:53. > :22:57.children? It is for them to comment on the precise nature of the attack.

:22:58. > :23:03.We all feel a sense of abhorrence about the nature of this attack. I

:23:04. > :23:08.am not alone in saying my kids have been at that venue, at that

:23:09. > :23:12.particular time of night, everybody here has a similar experience with a

:23:13. > :23:18.chaos of the event ending and the kids coming out happy and excited.

:23:19. > :23:20.For individuals to go there and seek to terrorise the children and those

:23:21. > :23:27.young people and their families in that way, is the most appalling,

:23:28. > :23:33.evil act I can imagine. Everyone is appalled by this awful tragedy and

:23:34. > :23:35.attack, but do you think communities in Greater Manchester have a

:23:36. > :23:41.responsibility, if there are people they know who may be responsible,

:23:42. > :23:44.surely there needs to be a change in mindset now, do you think? If people

:23:45. > :23:50.have any information they should make that known to the

:23:51. > :23:57.counter-terrorism hotline. There is a way for them to do that. But what

:23:58. > :24:01.I would also say, people should avoid some of the ill informed

:24:02. > :24:05.comment on social media. Take the lead from what the police are saying

:24:06. > :24:10.before people jump to any conclusions about this attack. For

:24:11. > :24:16.goodness' sake, let's not descend into a situation of mutual distrust

:24:17. > :24:21.between our communities. The individual who carried this out is

:24:22. > :24:28.an extremist and doesn't represent any of our communities, does not

:24:29. > :24:32.represent the people of Greater Manchester in any way, shape or form

:24:33. > :24:37.and it is important that message is heard. Any closer to identifying the

:24:38. > :24:44.attacker? That is not for me to comment on. What is a message to the

:24:45. > :24:47.people of Manchester to help them cope through the horrific situation

:24:48. > :24:53.of last night for the young girls and their friends? I am so proud of

:24:54. > :24:57.them because they are already coping and they responded in the best

:24:58. > :25:05.possible way with generosity. With kindness. That was, I think,

:25:06. > :25:10.humbling. It sends a message to the whole world of what kind of people

:25:11. > :25:16.we are here. That for me is just something that I think should make

:25:17. > :25:19.every person, in this darkest hour, every person in Greater Manchester

:25:20. > :25:24.will be proud that people responded in that particular way. I would like

:25:25. > :25:28.to thank them for doing that. It is a case of returning to business as

:25:29. > :25:35.far as possible, we will not let these people win. Final question.

:25:36. > :25:40.You have a serious leadership role in Manchester, how will you get

:25:41. > :25:46.people to the next difficult few days, weeks and months? It is an

:25:47. > :25:50.important role, but I will fulfil it. I will ensure the people of

:25:51. > :25:55.Greater Manchester have confidence in what we are doing, as leaders of

:25:56. > :26:00.the city region, myself and Sir Richard Leese, working with the

:26:01. > :26:06.police, the NHS and other emergency services. We all have long

:26:07. > :26:09.experience in politics. We will work closely to ensure Greater Manchester

:26:10. > :26:15.pulls together and gets things right and gives the evidence back to the

:26:16. > :26:19.public. I would say, we want to bring the city region back together

:26:20. > :26:23.and I would urge people to show their support by possibly attending

:26:24. > :26:26.the vigil tonight, the most important message, we must send

:26:27. > :26:32.together is we are united and we will not let them in. I'm the very

:26:33. > :26:38.much everybody. We are united, we will not let them

:26:39. > :26:41.win. The words of Andy Burnham, the mayor of Greater Manchester,

:26:42. > :26:45.speaking outside Greater Manchester Police headquarters. He said an

:26:46. > :26:50.extremist was responsible for the attack last night. Clearly, and

:26:51. > :26:53.rightly would not comment on operational details. There will be a

:26:54. > :26:59.vigil this evening this evening in front of the town hall in Albert

:27:00. > :27:02.Square here in the centre of Manchester. Manchester City Council

:27:03. > :27:05.saying books of condolence are now open at the town hall and on their

:27:06. > :27:13.website following last night's events. US President Donald Trump

:27:14. > :27:14.has been speaking about what happened in Manchester last night

:27:15. > :27:24.and he condemned the attack. As president of the United States,

:27:25. > :27:27.on behalf of the people of the United States, I would like to begin

:27:28. > :27:37.by offering my prayers to the people of Manchester. I extend my deepest

:27:38. > :27:43.condolences to those so terribly injured in this terrorist attack and

:27:44. > :27:52.to the many killed and their families, so many families of the

:27:53. > :27:59.victims. We stand in absolute solidarity with the people of the

:28:00. > :28:03.United Kingdom. So many young, beautiful, innocent people living

:28:04. > :28:12.and enjoying their lives, murdered by evil losers in life. I won't call

:28:13. > :28:21.them monsters because they would like that term. They would think

:28:22. > :28:29.that is a great name. I will call them, from now on, losers because

:28:30. > :28:34.that is what they are, they are losers. And we will have more of

:28:35. > :28:40.them, but they are losers, just remember that.

:28:41. > :28:48.US president, Donald Trump and his press spokesman, Sean Spicer has

:28:49. > :28:53.treated the president of the United States has spoken with the UK Prime

:28:54. > :29:01.Minister, Theresa May, to offer condolences and support on behalf of

:29:02. > :29:04.the US. It is worth remembering some of the words from the man of Greater

:29:05. > :29:10.Manchester Andy Burnham, when he spoke this morning, visibly shocked,

:29:11. > :29:14.clearly. He said, it is hard to believe what's happened because they

:29:15. > :29:19.were children, young people. And this was an evil act and he really

:29:20. > :29:22.did thank the people of Greater Manchester for immediately opening

:29:23. > :29:25.their doors to help the thousands pouring out of the Emmy En arena

:29:26. > :29:31.after that gig last night, for helping them, for comforting them,

:29:32. > :29:35.helping them get away from the scene, taxi drivers driving people

:29:36. > :29:40.away from danger, as Andy Burnham put it. He said the spirit of

:29:41. > :29:49.Manchester will prevail and it will hold us together. We are grieving

:29:50. > :29:51.today, but we are strong. Manchester, of course, has

:29:52. > :30:01.experienced terrorism before. The last time it was targeted was by the

:30:02. > :30:04.IRA in 1996, 21 years ago. Not dissimilar to today, although it was

:30:05. > :30:11.a Saturday morning, the city was evacuated because telephone warnings

:30:12. > :30:15.were phoned in to GMP, and extraordinarily bad day, no one was

:30:16. > :30:20.killed at the centre of Manchester was devastated. Sadly, 17 years

:30:21. > :30:26.later 22 people have been killed and at the moment we know 59 injured. I

:30:27. > :30:30.can give you the emergency number, which is the number to call if you

:30:31. > :30:36.are searching for friends or relatives who may have been caught

:30:37. > :30:49.up in the attack. It is 0161 856 9400.

:30:50. > :30:54.Good morning from Manchester. A major piece investigation is

:30:55. > :30:58.underway after the shocking bombing at a sell-out pop concert near to

:30:59. > :31:06.where we are broadcasting from this morning. 22 people have been killed

:31:07. > :31:09.and around 60 injured in the attack. It is thought a suicide bomber

:31:10. > :31:13.detonated a device to cause maximum devastation at the event which was

:31:14. > :31:20.full of young fans of the US singer Ariana Grande. Many were under 16

:31:21. > :31:27.years of age. The Manchester Arena is a couple of hundred metres away

:31:28. > :31:31.from here. Just down this road here. Underneath the bridge. It is all

:31:32. > :31:35.cordoned off, of course, as you would expect because of the major

:31:36. > :31:38.crime scene and counterterrorism officers are there. You can see the

:31:39. > :31:43.steps outside the venue where thousands would have poured last

:31:44. > :31:48.night in chaos and confusion as they tried to get out of the MEN Arena,

:31:49. > :31:54.having heard what witnesses have described to me this morning as an

:31:55. > :32:00.enormous explosion, a loud bang. Many knew immediately it was a bomb.

:32:01. > :32:06.And, of course, it is in the foyer, the sort of public area as you go

:32:07. > :32:09.from the MEN Arena to Victoria Station, so if people were trying to

:32:10. > :32:13.leave, they were tripping over each other, they told me. Trying to help

:32:14. > :32:20.each other, trying to find loved ones. The explosion sent metal and a

:32:21. > :32:24.brief flying. Eyewitnesses reported being blown a 30 feet. Paramedics at

:32:25. > :32:28.the scene said they treated some of the wounded for shrapnel like

:32:29. > :32:30.injuries and many in the audience were teenagers. This footage shows

:32:31. > :32:38.the immediate aftermath of the explosion.

:32:39. > :32:41.16-year-olds Caitlyn and Joseph were at the front of the arena

:32:42. > :32:49.They explained to me how they managed to get out.

:32:50. > :32:59.We were literally just right in front of the stage, one row behind

:33:00. > :33:04.it, and as soon as the stage finished, we heard a massive bang.

:33:05. > :33:07.It was that loud that it literally filled a whole entire rumour that

:33:08. > :33:12.noise. Simmers everyone turned around and wondered what it was,

:33:13. > :33:16.everyone where the bomb was, they were all screaming and running back.

:33:17. > :33:20.Did you know immediately it was a bomb? Yes, because everybody was

:33:21. > :33:24.saying it was a balloon but balloons don't make that noise. It is not a

:33:25. > :33:29.balloon or a speaker, because that's not what they make at all, and the

:33:30. > :33:35.next wary eye had was people with guns were going to come in but

:33:36. > :33:39.luckily, that did not happen. I just knew it was a bomber from that

:33:40. > :33:44.noise. There was nothing else for it. Josef, what about you? I have

:33:45. > :33:47.just chaired a meeting of the government emergency committee

:33:48. > :33:52.meeting, Cobra, will be discussed the details and the response to the

:33:53. > :33:57.appalling events of Manchester last night. A la thoughts and prayers are

:33:58. > :34:02.with the victims and the families and friends of all those affected.

:34:03. > :34:09.It is now beyond doubt that the people of Manchester and of this

:34:10. > :34:13.country have fallen victim to a callous terrorist attack. An attack

:34:14. > :34:19.that targeted some of the youngest people in our society with cold

:34:20. > :34:23.calculation. This was among the worst terrorist incidents we have

:34:24. > :34:27.ever experienced in the United Kingdom. And although it is not the

:34:28. > :34:32.first time Manchester has suffered in this way, it is the worst attack

:34:33. > :34:38.the city has experienced and the worst ever to hit the North of

:34:39. > :34:43.England. The police and security services are working at speed to

:34:44. > :34:52.establish the complete picture. But I want to tell you what ICAM at this

:34:53. > :34:56.stage. At 10:33pm last night, the police were called to reports of an

:34:57. > :35:02.explosion at Manchester Arena in Manchester City centre near Victoria

:35:03. > :35:05.train station. We now know that a single terrorist detonated his

:35:06. > :35:10.improvised explosive device near one of the exits of the venue

:35:11. > :35:17.deliberately choosing the time and place to cause maximum carnage and

:35:18. > :35:20.to kill and injure indiscriminately. The explosion coincided with the

:35:21. > :35:29.conclusion of a pop concert which was attended by many young families

:35:30. > :35:33.and groups of children. All acts of terrorism are cowardly attacks on

:35:34. > :35:40.innocent people but this attack stands out for its appalling,

:35:41. > :35:43.sickening cowardice, deliberately targeting innocent defenceless

:35:44. > :35:50.children and young people who should have been enjoying one of the most

:35:51. > :35:53.memorable nights of their lives. As things stand, I can tell you that,

:35:54. > :36:00.in addition to the attacker, 22 people have died and 59 people have

:36:01. > :36:06.been injured. Those who were injured are being treated in eight different

:36:07. > :36:10.hospitals across Greater Manchester. Many are being treated for

:36:11. > :36:13.life-threatening conditions. And we know that among those killed and

:36:14. > :36:20.injured where many children and young people. We struggled to

:36:21. > :36:24.comprehend the warped and twisted mind that sees a room packed with

:36:25. > :36:31.young children not as seen to cherish, but as an for carnage. But

:36:32. > :36:35.we can continue to resolve to thwart such attacks in future. To take on

:36:36. > :36:40.and defeat of the ideology that often feels this violence. And if

:36:41. > :36:46.the turnout to be responsible for this attack, to seek them out and

:36:47. > :36:49.bring them to justice. The police and security services believe that

:36:50. > :36:54.the attack was carried out by one man. But they now need to know

:36:55. > :36:58.whether he was acting alone or as part of a wider group. It will take

:36:59. > :37:03.some time to establish these facts. And the investigation will continue.

:37:04. > :37:09.The police and security services will be given all the resources they

:37:10. > :37:12.need to complete that task. The police and security services believe

:37:13. > :37:16.they know the identity of the perpetrator but, at this stage of

:37:17. > :37:22.their investigations, we cannot confirm his name. The police and

:37:23. > :37:27.emergency services have, as always, acted with great courage and, on

:37:28. > :37:32.behalf of the country, I want to express our gratitude to them. The

:37:33. > :37:37.acted in accordance with the plans they have in place and the exercise

:37:38. > :37:43.as they conduct to test those plans. And they performed with the utmost

:37:44. > :37:46.professionalism. 400 police officers were involved in the operation

:37:47. > :37:52.through the night. And many paramedics, doctors and nurses have

:37:53. > :37:57.worked valiantly amid traumatic and terrible scenes. To save lives and

:37:58. > :38:00.care for the wounded. Significant resources have been deployed to the

:38:01. > :38:05.police investigation and there continue to be visible patrols

:38:06. > :38:11.around Manchester. It includes the deployment of armed officers. For

:38:12. > :38:16.people who live and work in Manchester, there remains a large

:38:17. > :38:19.chord in place around Manchester Arena and Victoria station. It will

:38:20. > :38:22.be in place for some time. The station is closed and will remain

:38:23. > :38:28.closed while the detailed forensics search is underway. We know that

:38:29. > :38:33.many friends and relatives of people caught up in the attack are still

:38:34. > :38:38.trying to find out what has happened to their children, brothers and

:38:39. > :38:43.sisters, parents and loved ones. So please think of those people who are

:38:44. > :38:48.experiencing unimaginable worry and if you have any information at all,

:38:49. > :38:54.relating to the attack, please contact Greater Manchester Police.

:38:55. > :38:58.The threat level remains of severe. That means a terrorist attack

:38:59. > :39:02.remains highly likely that the independent joint terrorism analysis

:39:03. > :39:07.Centre which sets the threat level on the basis of the intelligence

:39:08. > :39:12.available to them, will continue to assess this throughout today and in

:39:13. > :39:15.the days ahead. Later today, I will travel to Manchester to meet the

:39:16. > :39:20.Chief Constable of Greater Manchester Police, Ian Hopkins. The

:39:21. > :39:23.Mayor Greater Manchester, Andy Burnham and members of the emergency

:39:24. > :39:27.services who have come to Manchester's aid in its moment of

:39:28. > :39:31.need. And, as financed last night, the general election campaign has

:39:32. > :39:39.been suspended. I will chair another meeting of Cobra later today. At

:39:40. > :39:43.terrible moments like these, it is customary for leaders, politicians

:39:44. > :39:46.and others to condemn the perpetrators and declare that the

:39:47. > :39:51.terrorists will not win. But the fact that we have been here before

:39:52. > :39:57.and the fact that we need to say this again does not make it any less

:39:58. > :40:01.true. For, as so often while the experienced the worst of humanity in

:40:02. > :40:06.Manchester last night, we also saw the best. The cowardice of the

:40:07. > :40:14.attacker met the bravery of the emergency services and the people of

:40:15. > :40:18.Manchester. The attempt to divide us met countless acts of kindness which

:40:19. > :40:23.brought people closer together. And, in the days ahead, those must be the

:40:24. > :40:27.things we remember. The images we hold in our minds should not be

:40:28. > :40:32.those of senseless slaughter, but of the ordinary men and women who put

:40:33. > :40:38.concerns about their own safety to one side and rushed to help. Of the

:40:39. > :40:42.men and women of the emergency services who worked tirelessly to

:40:43. > :40:48.bring comfort to help and to save lives. Of the messages of solidarity

:40:49. > :40:54.and hope of all those who open their homes to the victims, for they are

:40:55. > :40:59.the images that embody the spirit of Manchester and the spirit of

:41:00. > :41:03.Britain, a spirit that through years of conflict and terrorism has never

:41:04. > :41:10.been broken and will never be broken. There will be difficult days

:41:11. > :41:16.ahead. We offer our thoughts and prayers to the family and friends of

:41:17. > :41:20.those affected. We offer our full support to the authorities, the

:41:21. > :41:25.emergency and security services, as they go about their work. And we

:41:26. > :41:31.all, every single one of us, stand with the people of Manchester at

:41:32. > :41:37.this terrible time. And today, let us remember those who died and let

:41:38. > :41:43.us celebrate those who helped, safe in the knowledge that the terrorists

:41:44. > :41:45.will never win and our values, our country and our way of life will

:41:46. > :42:02.always prevail. Prime Minister Theresa May. Lets

:42:03. > :42:06.talk to Vicky Young, our political correspondence in Downing Street.

:42:07. > :42:11.The Prime Minister describing this as a cowardly attack and saying it

:42:12. > :42:21.was an attack on innocent, defenceless young people. Yes, she's

:42:22. > :42:25.really trying to sum up the hurt that people feel. I think she said

:42:26. > :42:31.it was difficult to understand this cowardly attack and they think the

:42:32. > :42:34.fact it was directed at that place, at that time, directed clearly at

:42:35. > :42:39.children and young people, she said it was very hard to understand the

:42:40. > :42:43.senseless nature of all of that. The practicalities of it she says the

:42:44. > :42:46.police do think they know the identity of the person who carried

:42:47. > :42:52.out the attack, who died alongside the 22 others in Manchester Arena,

:42:53. > :42:58.but she said they are not at this point naming that person. Of course

:42:59. > :43:00.talking about community standing together, people standing together

:43:01. > :43:05.with Manchester, talking about the spirit of Britain, but also making

:43:06. > :43:10.the point that we have been here before, the fact it has to be said

:43:11. > :43:14.again, the fact she has to come here, yet another Prime Minister

:43:15. > :43:20.having to deal with this kind of atrocity is very difficult for

:43:21. > :43:23.people to bear. She also made the point that many people are treated

:43:24. > :43:27.in hospital who still, at this point, have life-threatening

:43:28. > :43:34.injuries. She said they would now be trying to work out whether attacker

:43:35. > :43:36.worked alone and whether the police work will continue in the coming

:43:37. > :43:42.days and she would having to Manchester shortly to meet with the

:43:43. > :43:47.police in Manchester, the Mayor of Manchester Andy Burnham who we had

:43:48. > :43:51.from earlier, and there is do you just get on with your normal

:43:52. > :43:54.everyday life, saying to people that they have to do that? But also

:43:55. > :43:58.urging people to remember not the scenes of carnage, but remember the

:43:59. > :44:07.act of kindness that we've been hearing about so much overnight.

:44:08. > :44:11.Thank you. The Prime Minister confirming she will be travelling to

:44:12. > :44:14.Manchester later on today where she will first of be briefed by the

:44:15. > :44:23.chief to Greater Manchester. We can speak now to the director of the

:44:24. > :44:26.International Security study. At the foreign affairs think tank, the

:44:27. > :44:32.Royal United services Institute. From the information that we have so

:44:33. > :44:39.far, what are your thoughts on what happened last night? I think clearly

:44:40. > :44:42.what has happened is a terrible terrorist atrocity, murdering very

:44:43. > :44:47.young people as they were enjoying a night out, so I think clearly we are

:44:48. > :44:52.looking at a fairly callous act. I think, in terms of determining the

:44:53. > :44:56.origin of this attack, in terms of the ideology that motivated the

:44:57. > :45:01.attacker, we just don't really know. It a bit too early to be able to

:45:02. > :45:03.say. Clearly, as we heard from the Prime Minister, authorities have

:45:04. > :45:08.identified the individual, but they don't want to share that information

:45:09. > :45:12.yet, but why that is could be because they are trying to

:45:13. > :45:19.understand whether as part of a wider network or trying to pin down

:45:20. > :45:27.who this individual was. We have seen on social media some who follow

:45:28. > :45:36.organisations like so-called Islamic State celebrating what happened here

:45:37. > :45:38.in Manchester last night. Yes, you see that fairly regularly

:45:39. > :45:42.unfortunately these days after any sort of incident, especially a high

:45:43. > :45:48.profile thing like this which will immediately dominate the news. You

:45:49. > :45:51.will see people who are described as a fan boys are these extremist

:45:52. > :45:55.organisations shout about how wonderful this is and praise the act

:45:56. > :46:00.and seem to show their support for it, but I don't know we can draw

:46:01. > :46:03.anything from that in terms of saying a particular group has been

:46:04. > :46:07.involved in the incident. Often these individuals have no connection

:46:08. > :46:10.and no idea what they're talking about, they're just catching the

:46:11. > :46:15.crest of a wave and shouting from the rooftops if you will, from

:46:16. > :46:21.Twitter. I don't know if we can draw any conclusions from that. I mean,

:46:22. > :46:24.if we look at the statements we've had from the so-called Islamic

:46:25. > :46:27.State, this morning they have a daily news digests they put out.

:46:28. > :46:30.They haven't had any mention of what took place in Manchester, but it's

:46:31. > :46:33.very difficult to draw any conclusion about what that means,

:46:34. > :46:37.does it mean that had nothing to do with it? Does it mean as part of a

:46:38. > :46:44.larger effort and they are waiting to sort of see it something else

:46:45. > :46:47.will happen? Or will they just not claim it? There's been instances of

:46:48. > :46:51.operations which had been clearly linked to them but they have not

:46:52. > :46:54.ever claimed, so I don't know we can necessarily draw any direct

:46:55. > :47:00.correlation from what we often see in terms of the noise on social

:47:01. > :47:05.media. What do you draw from the fact that this was an explosive

:47:06. > :47:13.device, as opposed to what is described as something more crude, a

:47:14. > :47:17.knife or a vehicle? I mean, I think there's a number of points to draw

:47:18. > :47:23.from that. The first is to remember that, while we had seen a trend in

:47:24. > :47:28.terrorist planning and narratives and ideology of messages, there was

:47:29. > :47:31.a push towards people using low-tech attacks, knives and cars, whatever

:47:32. > :47:37.was in your world around you, it didn't mean the groups of people do

:47:38. > :47:41.want people to try to build bombs. They are far bigger devices, have a

:47:42. > :47:45.far bigger shock effect, and so in many ways groups are still do want

:47:46. > :47:49.to do that. The difficulty with bombs is they are not a bad easy to

:47:50. > :47:53.make. To be able to know that you've made a device which would go off

:47:54. > :47:56.when you wanted to go off is something which usually requires

:47:57. > :48:02.some training or practice or both so I think what we can drop the fact we

:48:03. > :48:05.have a device that went off, obviously when the individual wanted

:48:06. > :48:09.to go off in the middle of this crowd of people as they believe in

:48:10. > :48:12.this concert, would suggest a certain level of sophistication. But

:48:13. > :48:18.what we can draw from that is very difficult to know at this stage,

:48:19. > :48:22.whether it was training or and autodidact but certainly in the past

:48:23. > :48:27.when we've seen loan bomb makers, they tend to be individuals who do

:48:28. > :48:45.campaign, a series of incidents, rather than a one-off. Thank you

:48:46. > :48:50.very much. We have a statement which releases the name of one of the

:48:51. > :48:57.teenagers that was killed last night. This is from Ramshaw College

:48:58. > :49:00.in Manchester. I will the statement to you. It is with enormous sadness

:49:01. > :49:03.that it appears that one of the people who lost their lives in

:49:04. > :49:10.Monday's Manchester attack was one of our students here at Renshaw

:49:11. > :49:16.College, Georgina Callender, a former pupil studying with us on the

:49:17. > :49:19.second year of her health and social care course. Deepest sympathies

:49:20. > :49:25.thoughts and prayers go out to all of Georgina 's family, friends and

:49:26. > :49:29.all of those affected by this loss. We are offering all available

:49:30. > :49:35.support at this tragic time, including counselling with our

:49:36. > :49:40.dedicated student support team. So a statement from Ramshaw College in

:49:41. > :49:43.Manchester. Expressing enormous sadness that, as they put it, it

:49:44. > :49:49.appears one of the people who lost their lives last night was a pupil

:49:50. > :49:56.at the college. The college says her name was Georgina Callender, a

:49:57. > :50:02.former pupil studying on the second year of her health and social care

:50:03. > :50:06.course. Earlier we heard from the chief comes to Greater Manchester

:50:07. > :50:08.Police, Ian Hopkins and he gave the assembled media the latest on the

:50:09. > :50:11.attack and investigation. This has been the most horrific

:50:12. > :50:14.incident we have ever faced in Greater Manchester,

:50:15. > :50:16.and one that we all hoped Families and many young people

:50:17. > :50:25.were out to enjoy a concert at the Manchester Arena and sadly

:50:26. > :50:27.lost their lives. Our thoughts are with those 22

:50:28. > :50:30.victims that we now know have died and the 59 people who have been

:50:31. > :50:33.injured and their loved ones. We continue to do all

:50:34. > :50:41.we can to support them, and they are being treated at eight

:50:42. > :50:43.hospitals across Greater Manchester. As you will appreciate,

:50:44. > :50:45.this is a fast-moving investigation, and we have significant resources

:50:46. > :50:48.deployed to the investigation and the patrols that people will see

:50:49. > :50:50.across Greater Manchester as they wake up to the news

:50:51. > :50:54.of the events of last night. This will include armed officers,

:50:55. > :50:56.as people would expect, and more than 400 officers have been

:50:57. > :51:14.deployed on this operation To remind you, we were called at

:51:15. > :51:16.about 10:33pm to reports of an explosion at Manchester Arena. This

:51:17. > :51:24.was at the conclusion of the Ariana Grande concert. We then received

:51:25. > :51:28.more than 240 calls and emergency services responded very quickly to

:51:29. > :51:32.the scene. Emergency members have been established for anyone who is

:51:33. > :51:48.concerned for their loved ones who may not have returned home. These

:51:49. > :51:52.numbers are 0161 856 9400. We have been treating this as a terrorist

:51:53. > :51:57.incident and we believe at this stage the attack last night was

:51:58. > :52:01.conducted by one man. The priority is to establish whether he was

:52:02. > :52:07.acting alone or as part of the network. The attacker I can confirm

:52:08. > :52:13.that I'd at the Arena. We believe the attacker was carrying an

:52:14. > :52:16.improvised explosive device which he detonated causing this atrocity. We

:52:17. > :52:23.would ask people not to speculate on his details or share names. This is

:52:24. > :52:26.a complex and wide ranging investigation. Our priority is to

:52:27. > :52:31.work with the national counterterrorist police network and

:52:32. > :52:33.UK intelligence services to establish more details about the

:52:34. > :52:39.individual who carried out this attack. We have received tremendous

:52:40. > :52:44.support from across the police service in England and Wales and

:52:45. > :52:48.partner agencies throughout the night. We regularly carry out

:52:49. > :52:54.exercises to test our ability to respond to such incidents and this

:52:55. > :52:57.has ensured a very swift response from local and national agencies. I

:52:58. > :53:01.want to thank all members of those emergency services and other

:53:02. > :53:06.agencies who have worked tirelessly throughout the night in very

:53:07. > :53:11.difficult circumstances. Their response has been quite outstanding.

:53:12. > :53:15.There remains a large courtroom in place around Manchester Arena and

:53:16. > :53:21.the Victoria train station which will be in place for some time. The

:53:22. > :53:26.station will remain closed while the detail forensics search is underway.

:53:27. > :53:31.People should plan a route to work and follow transporter Greater

:53:32. > :53:36.Manchester for updates. Terrorists will attempt to disrupt our lives

:53:37. > :53:40.and create distrust and fear in our communities. We have a long history

:53:41. > :53:43.here in Greater Manchester of our community standing together through

:53:44. > :53:47.difficult times. In the coming days, we will be working very closely with

:53:48. > :53:53.community leaders to address any concerns and issues communities may

:53:54. > :53:57.have. It is important we all continue to remain vigilant but that

:53:58. > :54:02.we go about our daily lives. We would ask members of the public to

:54:03. > :54:08.be alert and report any suspicious activity to the police

:54:09. > :54:15.anti-terrorist hotline number at which is... Or ring 999. As people

:54:16. > :54:19.wake up to the tragic news of what is a sad day for Greater Manchester,

:54:20. > :54:24.the officers and staff of Greater Manchester Police, emergency

:54:25. > :54:28.services and partners will do all we can to help us get through the

:54:29. > :54:32.difficult days ahead. Finally I would like to appeal to any members

:54:33. > :54:37.of the public that may have images and footage from last night that

:54:38. > :54:44.they believe can assist in our investigations. If they could upload

:54:45. > :54:52.them to UK police image appeal .co .uk we would be very grateful. Ian

:54:53. > :54:59.Hopkins, the chief comes to Greater Manchester Police. This is BBC News.

:55:00. > :55:03.We are going to cross now to stepping Hill Hospital in Stockport

:55:04. > :55:10.where Dominic Hughes is. What is the latest from there we are injured are

:55:11. > :55:14.being treated? Yes, good morning, Victoria. This is one of eight

:55:15. > :55:19.hospitals. The Chief Constable fell across the Greater Manchester area,

:55:20. > :55:25.the injured have been taken after last night bombing. The last 13

:55:26. > :55:29.hours has presented a significant challenge to the local NHS across

:55:30. > :55:34.the Greater Manchester area. It's also fair to say they have risen and

:55:35. > :55:41.met with it successfully so I know most of the injured will have been

:55:42. > :55:44.taken to Wythenshawe Hospital and the Manchester Royal Infirmary in

:55:45. > :55:48.the centre of the city, but there were some cases were brought here to

:55:49. > :55:54.stepping Hill, nine major traumas admitted here. I know of those,

:55:55. > :55:59.eight were adults and one was a child falls earlier this morning, I

:56:00. > :56:03.was told that three of those cases were still in surgery. Six have been

:56:04. > :56:08.moved to wards and regarded as stable but three are certainly

:56:09. > :56:14.facing a very precarious position and are still understood to be

:56:15. > :56:18.seriously ill. Now, we also know at this hospital, there were several

:56:19. > :56:25.walk-ins, people who drove themselves home from the concert and

:56:26. > :56:29.then came here having suffered minor cuts, grazes, bruises, that sort of

:56:30. > :56:31.thing, so there were significant numbers of people who arrived at the

:56:32. > :56:36.accident and emergency department here seeking help in the aftermath

:56:37. > :56:41.but they came here under their own steam but certainly nine major

:56:42. > :56:46.trauma cases admitted here and there will be more at the Manchester Royal

:56:47. > :56:50.Infirmary and Wythenshawe Hospital and eight other hospitals around the

:56:51. > :56:54.Greater Manchester area. Here they were inundated with staff coming in

:56:55. > :56:57.when they heard about the emergency to the extent that they actually had

:56:58. > :57:01.to ask staff not to come in because the next few days will also present

:57:02. > :57:07.a challenge and that brings me a wider point, the NHS as a whole is

:57:08. > :57:11.saying A departments are operating as normal but they are appealing to

:57:12. > :57:15.people to think carefully, as always, before going into A

:57:16. > :57:20.because departments have been under extra pressure over the last 13

:57:21. > :57:24.hours and also they are saying they have adequate supplies of blood.

:57:25. > :57:27.Lotsa people offer to go to blood banks and give blood this morning

:57:28. > :57:30.but they say they have adequate supplies of blood although of course

:57:31. > :57:35.they always welcome people who are winning to donate blood so, as we

:57:36. > :57:43.say, there are eight hospitals treating people still in the

:57:44. > :57:45.aftermath of these bombings and this hospital at Stepping Hill, nine

:57:46. > :57:51.admitted, three in a serious condition. Thank you very much,

:57:52. > :57:54.Dominic Hughes. We just received this news about the Arndale Centre

:57:55. > :58:01.in Manchester, the big shopping centre, which many of you will know,

:58:02. > :58:05.has been evacuated. It is described as an urgent evacuation. Police are

:58:06. > :58:11.evacuating the area around and Dell centre. People have been seen

:58:12. > :58:16.running -- Arndale Centre. Its 100 metres away from here. At a couple

:58:17. > :58:25.of hundred meters away from the Manchester Arena. We heard earlier

:58:26. > :58:31.from the Mayor of Manchester, Andy Burnham a little earlier and this is

:58:32. > :58:39.what he had to say. We want Greater Manchester to pull together and get

:58:40. > :58:45.back. If not, that is giving in, isn't it? Very much so. That's

:58:46. > :58:51.always the message coming out of Greater Manchester. Back in 1996,

:58:52. > :58:56.the IRA bomb, the Euro 96 game went ahead the following day and we will

:58:57. > :59:01.not be defeated by these extremists, because they want to divide us.

:59:02. > :59:06.Greater Manchester is up place which stands together and we will. The

:59:07. > :59:11.police priority is whether this was one man acting alone macro-road you

:59:12. > :59:16.could've been acting with others. Of course I can't go into details on

:59:17. > :59:24.that. Those investigations are ongoing. What I'd can say is there

:59:25. > :59:27.is a need for the city to come together so we are making

:59:28. > :59:32.arrangements for a vigil in the centre of Manchester this evening in

:59:33. > :59:37.Albert Square in front of a town hall because I think it is important

:59:38. > :59:43.that we send out that clear message that we are grieving, we are strong

:59:44. > :59:48.and we are together. Extraordinary unity demonstrated overnight across

:59:49. > :59:53.the city. Incredible, the idea that people just throw their doors open

:59:54. > :59:58.the or make their car available to people tells you everything about

:59:59. > :00:03.the people of Greater Manchester. Their natural generosity. In many

:00:04. > :00:05.ways, it is the best response because, you know, it is what the

:00:06. > :00:12.extremists don't want. They don't want to think people will work with

:00:13. > :00:22.each other and put themselves out. They will never beat us. Andy

:00:23. > :00:27.Burnham, the Mayor of Manchester. Just to bring you news from one of

:00:28. > :00:33.our correspondence, Dan Johnson, the Arndale Centre has been evacuated.

:00:34. > :00:37.We will bring you more as soon as we have it. Lets hear now from the

:00:38. > :00:42.Labour leader, Jeremy Corbyn. Supporting people during the night,

:00:43. > :00:48.any support needed by any of our services must be given and we must

:00:49. > :00:50.support those people who have suffered so much, those families

:00:51. > :00:55.who've lost young ones, those families who still don't quite know

:00:56. > :00:59.what is happening with their own children. This is the most terrible

:01:00. > :01:02.and traumatic time. In these circumstances we have to come

:01:03. > :01:08.together. City and the community comes together in solidarity and

:01:09. > :01:13.strength, so we carry on, we don't allow these attacks and these people

:01:14. > :01:18.to divide us or prevent us from leading the decent lives we all want

:01:19. > :01:23.to leave. I spoke to the mail Manchester come Andy Burnham

:01:24. > :01:29.overnight and he sent out a strong statement saying that -- Mayor. And

:01:30. > :01:32.also cities across the world have sent their solidarity to Manchester

:01:33. > :01:37.date as indeed myself. Your message to the families? I'm terribly sorry

:01:38. > :01:43.and sad for you. There can be nothing worse than losing a child in

:01:44. > :01:47.a situation like this. We have to put our arms around and support

:01:48. > :01:53.them, not just today but in the difficult days to come because

:01:54. > :01:57.trauma like this does not go in a day or two. It is there with them

:01:58. > :02:01.for the rest of their lives. We have to give them all the support we

:02:02. > :02:05.possibly can and also make sure we live in a safe environment in the

:02:06. > :02:09.future and we live in safety together, but we do not allow our

:02:10. > :02:11.community is to be divided by this kind of appalling atrocious act of

:02:12. > :02:24.violence. Jeremy Corbyn, the leader of the

:02:25. > :02:28.Labour Party, echoing the message of the Prime Minister that we cannot be

:02:29. > :02:32.divided as to what happened here last night in Manchester. Let us

:02:33. > :02:36.speak to our correspondent Dan Johnson about reports that the

:02:37. > :02:40.shopping centre here in Manchester, the Arndale Centre, it has been

:02:41. > :02:44.evacuated in the last few minutes. Dan, what can you tell us?

:02:45. > :02:49.Yes, we are just outside the centre at the moment, it is very close to

:02:50. > :02:53.the area that is still cordoned off after last night and the attack at

:02:54. > :02:57.the arena. In the last two minutes, police have swept through the

:02:58. > :03:01.Arndale Centre and the surrounding streets, pushing people back,

:03:02. > :03:05.telling them to move away for their own safety. There were quite a lot

:03:06. > :03:07.of people out on the streets, many have come to see exactly what

:03:08. > :03:12.happened last night, others are getting on with the business of

:03:13. > :03:15.shopping. Crowds of people were pushed back by the police and some

:03:16. > :03:18.panicked and ran and we have even seen people this morning in tears.

:03:19. > :03:22.There was a lot of shock in the city last night as to what happened and

:03:23. > :03:26.nervousness about what may possibly be about to happen. Police have not

:03:27. > :03:35.said exactly what the nature of the state is. One man who was part of

:03:36. > :03:39.that crowd said he had heard something he thought it sounded like

:03:40. > :03:44.shots. Other people have said that they heard what sounded like a bang.

:03:45. > :03:47.We cannot confirm what that is. I did not hear anything myself but I

:03:48. > :03:50.am on the other side of the building from where the main crowd of people

:03:51. > :03:55.ran from. But we have had reports that one man has been arrested by

:03:56. > :03:58.police here in the last few minutes. The cordon that was just around

:03:59. > :04:04.Manchester Arena has now been extended by quite a large margin at

:04:05. > :04:07.Navdeep Saini all of the Arndale shopping centre and the number of

:04:08. > :04:12.the streets around that city Centre region. There are big crowds of

:04:13. > :04:16.people waiting to see what has happened. Waiting to see if they can

:04:17. > :04:19.get through to carry on their Treo or not. People are reading

:04:20. > :04:22.information as to exactly what the nation of this extra threat was and

:04:23. > :04:26.what is probably the police did it has moved to push people back.

:04:27. > :04:32.Police have said that people needed to get away from the area for their

:04:33. > :04:34.own safety but not saying exactly what the nature of the stilettos. We

:04:35. > :04:38.have reports that police have arrested one man and one eyewitness

:04:39. > :04:42.that I have just spoken to has said that he heard shots. We might be

:04:43. > :04:47.able to put him on the phone to talk to you, Victoria. This is Daniel. If

:04:48. > :04:53.you could tell Victoria Derbyshire on BBC News what it was that you saw

:04:54. > :05:02.in the police pushed back. Hello? This trip for me. I was sitting in

:05:03. > :05:10.the food court. I had to leave that. The police came and and asked

:05:11. > :05:13.everybody to leave the shops. Everything was chaos. You were in

:05:14. > :05:20.the Arndale Centre just sitting down and the police told you to get out?

:05:21. > :05:27.Yes, that is what happened. How did people react?

:05:28. > :05:30.Police are just pushing us back a little bit further because they have

:05:31. > :05:37.to bring through a van and they are asking people to step away from the

:05:38. > :05:40.road to make some space. It does not look like anything extra is actually

:05:41. > :05:43.happening other than the police just bringing in some more officers with

:05:44. > :05:47.a van while they are conducting the crowd and asking them to move back

:05:48. > :06:00.to clear some space. Where you afraid, Daniel, when the police

:06:01. > :06:10.pushed you back? I was outside of the record for seven minutes or so.

:06:11. > :06:15.Somebody was screaming and running towards me about shots being fired.

:06:16. > :06:20.How are people feeling this morning in the city? I have just got here

:06:21. > :06:24.from the airport. I have just flown in two, three hours ago. Did you

:06:25. > :06:32.hear about what happened last night? Yes. How are you feeling, you are

:06:33. > :06:34.shaking a little bit. I have calmed down a little bit, it is good to be

:06:35. > :06:39.outside. Thank you, we appreciate your time.

:06:40. > :06:43.Everybody is a little bit shaken as to what has just happened, the fact

:06:44. > :06:45.that with everything in mind from last night, the police suddenly

:06:46. > :06:49.telling everyone to move back because there are safety was at

:06:50. > :06:54.risk. There are now armed officers just getting out of the car here,

:06:55. > :06:58.looks like they will go and search the Arndale Centre, check it over.

:06:59. > :07:02.All that we know is that ten minutes ago a large number of police

:07:03. > :07:06.officers came down the street and told everybody that they needed to

:07:07. > :07:09.get back for their own safety, they did the same thing inside a shopping

:07:10. > :07:13.centre itself, telling people they needed to get out and evacuate the

:07:14. > :07:16.building. It is a large building with lots of shops and hundreds of

:07:17. > :07:20.people in this morning, trying to get on as best as possible with life

:07:21. > :07:29.considering what happened last night. There are reports that some

:07:30. > :07:32.people, including Daniel, telling us that they heard a bang that he

:07:33. > :07:34.thought sounded like shots being fired. Other people said that they

:07:35. > :07:41.heard a bang and there are reports that a man has been arrested by

:07:42. > :07:44.police within the last few minutes. A much larger area cordoned off even

:07:45. > :07:47.on top of the big exclusion zone that was in place after the bomb

:07:48. > :07:50.attack last night at the arena. Now a bigger part of Manchester City

:07:51. > :07:53.centre has been sealed off. More police officers arriving to try and

:07:54. > :07:57.make sure that this area is safe. Large numbers of people being held

:07:58. > :08:01.back by the police blockade. People wondering what is going on now. It

:08:02. > :08:05.is obviously a very tense time for everyone. They have barely begun to

:08:06. > :08:15.absorb what has happened last night. Young people and families were in

:08:16. > :08:17.the Manchester Arena and now it looks like maybe something else has

:08:18. > :08:20.happened, which has caused the police extra concern. Thank you for

:08:21. > :08:24.the moment, Dan. As soon as Dan gets confirmation of what it is, shoppers

:08:25. > :08:31.in the Arndale Centre Herod, we will of course bring that to you live.

:08:32. > :08:35.People are apprehensive after what happened last night. People mostly

:08:36. > :08:42.are absolutely shocked and devastated. Because they cannot

:08:43. > :08:47.believe, talking to people around you, they cannot believe 22 children

:08:48. > :08:52.and jump in the were killed at the end of the music Gade in the centre

:08:53. > :08:57.of Manchester last night. We are going to bring you up to date on

:08:58. > :09:01.this developing story this morning. In the past few minutes, as we have

:09:02. > :09:05.been reporting, the Arndale Centre, the big shopping centre here in the

:09:06. > :09:10.centre of Manchester, is being evacuated in what police are calling

:09:11. > :09:15.an urgent evacuation. That is about maybe 100m or so from where I am

:09:16. > :09:18.currently standing. Also, we can tell you this morning that very

:09:19. > :09:25.sadly the first victim of last night's terrorist attack has been

:09:26. > :09:31.named as the judge in a studying at a local college. She was one of 22

:09:32. > :09:39.killed,, one, a suspected suicide bomber, at the end of an Ariana

:09:40. > :09:42.Grande Gate. The Prime Minister has confirmed she will be travelling to

:09:43. > :09:47.Manchester shortly and has been speaking outside of Downing Street.

:09:48. > :09:51.As terrible moments like these, it is customary for leaders,

:09:52. > :09:54.politicians and others to condemn the perpetrators and declare that

:09:55. > :09:59.the terrorists will not win. But the fact that we have been here before

:10:00. > :10:05.and the fact that we need to see this again does not make it any less

:10:06. > :10:08.true. For, as so often be experienced the worst of humanity in

:10:09. > :10:14.Manchester last night, we also saw the best. The cowardice of the

:10:15. > :10:22.attacker met the bravery of the emergency services and the people of

:10:23. > :10:26.Manchester. The attempt to divide us met countless acts of kindness that

:10:27. > :10:31.brought people closer together. And in the days ahead, those must be the

:10:32. > :10:35.things that we remember. The images we hold in our minds should not be

:10:36. > :10:39.those of senseless slaughter, but of the ordinary men and women who put

:10:40. > :10:46.concerns about their own safety to one side and rushed to help. Of the

:10:47. > :10:50.men and women of the emergency services, who worked tirelessly to

:10:51. > :10:56.bring comfort, to help and to save lives. Of the messages of solidarity

:10:57. > :11:01.and hope of all those who open their home to the victims. For they are

:11:02. > :11:08.the images that embody the spirit of Manchester and the spirit of

:11:09. > :11:10.Britain. A spirit that your years of conflict and terrorism has never

:11:11. > :11:19.been broken and will never be broken. There will be difficult days

:11:20. > :11:24.ahead. We offer our thoughts and prayers to the family and friends of

:11:25. > :11:27.those affected. We offer our full support to the authorities, the

:11:28. > :11:33.emergency and the Security Services, as they go about their work. And we

:11:34. > :11:39.all, every single one of us stand with the people of Manchester at

:11:40. > :11:44.this very terrible time. And today, let us remember those who died, and

:11:45. > :11:50.let us celebrate those who helped, safe in the knowledge that the

:11:51. > :11:58.terrorists will never win and our values, our country and our way of

:11:59. > :12:01.life will always prevail. The emergency telephone number for

:12:02. > :12:04.people concerned about friends or relatives who may have been caught

:12:05. > :12:12.up in the attack is on your screen now... Earlier, Chris Phillips, the

:12:13. > :12:25.former head of the... A little earlier, Chris Phillips,

:12:26. > :12:27.the former Head of the National Counter Terrorism Security Office,

:12:28. > :12:30.shared his thoughts about how It has involved a lot

:12:31. > :12:33.of planning, for sure. This is a bit of a step up

:12:34. > :12:36.from what we have seen recently with terrorist attacks,

:12:37. > :12:38.such as the Westminster attack, where, really, no planning

:12:39. > :12:40.was needed to be done What I would say is that this attack

:12:41. > :12:44.does involve someone being able to get hold of explosives or making

:12:45. > :12:47.explosives and then turning them into a belt and making the effort

:12:48. > :12:50.of putting bolts and things in that in order to kill people,

:12:51. > :12:53.and then has used it at one So this is a much more professional

:12:54. > :12:58.style of attack, which means, to me, and I have got some really bad news

:12:59. > :13:01.here, this attack is not I would be very surprised

:13:02. > :13:05.if it was only one suicide belt, I would be very surprised if only

:13:06. > :13:08.one set of explosives was used and certainly,

:13:09. > :13:10.I would be really surprised if only So the police will now be

:13:11. > :13:13.working really hard, really hard to try and identify this

:13:14. > :13:16.person that has been involved, to identify those involved

:13:17. > :13:18.potentially in the group and to bring those to justice before

:13:19. > :13:31.they can do any more harm. Chris Phillips. The latest on the

:13:32. > :13:36.Arndale shopping centre which was evacuated about ten minutes or so

:13:37. > :13:41.ago, according to the Reuters news agency, it is now reopening. So the

:13:42. > :13:46.Arndale shopping centre is now reopening, that is according to

:13:47. > :13:50.Reuters. Earlier, we spoke to two teenagers who were at the music Gade

:13:51. > :13:52.last night and to local residents who were passing on the way home

:13:53. > :13:55.just after the device exploded. We were just right in front

:13:56. > :13:58.of the stage, one row behind it. And as soon as the stage

:13:59. > :14:01.just finished, we just It was that loud that it filled

:14:02. > :14:05.the whole room with that noise. As soon as everyone turned around

:14:06. > :14:07.and wondered what it was, everyone where the bomb was,

:14:08. > :14:10.they were all screaming Did you know immediately

:14:11. > :14:17.it was a bomb? Everyone was saying

:14:18. > :14:20.it was a balloon, but balloons don't make that noise and it was not

:14:21. > :14:24.a balloon or a speaker because The next worry that I thought

:14:25. > :14:28.was that people with guns were going to come in,

:14:29. > :14:31.but luckily that did not happen, but God knows what was going

:14:32. > :14:36.to happen after that. I just knew it was a

:14:37. > :14:39.bomb from that noise. Personally, my experience

:14:40. > :14:43.of the show itself was incredible. She was flawless as always,

:14:44. > :14:46.but afterwards, when the bomb went off, it was just a panic

:14:47. > :14:49.in the entire room. When you have got a lot of preteens,

:14:50. > :14:57.boys and girls, that is a lot of Ariana's demographic,

:14:58. > :14:59.and when they are all panicking and trying to get out,

:15:00. > :15:02.there is going to be mass hysteria, people are going to try to push past

:15:03. > :15:05.each other and people Ourselves, we actually got stuck

:15:06. > :15:11.in a huge line of people who had just stopped completely

:15:12. > :15:13.because they did not know the situation, so we had to climb

:15:14. > :15:16.over chairs and fences and gates that had been locked to try to get

:15:17. > :15:20.out of doors of the arena itself, which we did in the end,

:15:21. > :15:22.luckily, get to do. But, at the same time,

:15:23. > :15:24.it was still terrifying and personally, a horrendous end

:15:25. > :15:29.to a perfect night. Tell us where you were

:15:30. > :15:36.and what you did. We were just coming back

:15:37. > :15:39.from the cinema at the time. We came out and there

:15:40. > :15:43.were sirens going. We didn't really know

:15:44. > :15:45.what was going on and it was, it wasn't until we were coming,

:15:46. > :15:48.because I just live around the corner, it wasn't until we got

:15:49. > :15:52.close to home and we were seeing people who were crying

:15:53. > :15:54.and it was really distressing. We did not know what was going

:15:55. > :15:57.on until you looked it up. We saw there was rumours

:15:58. > :15:59.that there was a bomb. They were just beginning

:16:00. > :16:02.to cordon everything off, but there is a massive difference

:16:03. > :16:05.to last night to this morning It is like people just

:16:06. > :16:09.passing straight through. Well, we, like we said,

:16:10. > :16:15.we didn't know what was going on, because at first we thought maybe

:16:16. > :16:20.somebody had been knocked over by a car, but then the amount

:16:21. > :16:23.of police that were coming and ambulances, we were like,

:16:24. > :16:29.something else has happened. We knew something a lot

:16:30. > :16:31.bigger had happened, yeah. How do you respond to the fact that

:16:32. > :16:34.a man with some kind I felt really terrified that

:16:35. > :16:44.that actually did happen because it is one of those rare

:16:45. > :16:46.occasions that it You never thought that

:16:47. > :16:52.you there at that moment that would happen from something that

:16:53. > :16:55.you had spent so many months planning to do

:16:56. > :16:57.and then all of a sudden, as soon as that moment has come,

:16:58. > :17:00.someone decides to obviously plan it for many months as well and it's

:17:01. > :17:03.terrifying to realise that anything like that can happen no matter

:17:04. > :17:08.what and for us to be in that situation and also with many,

:17:09. > :17:10.many younger kids who are younger than us,

:17:11. > :17:17.like, six, maybe even 12 years. How do you reflect

:17:18. > :17:24.this morning, Joseph? Obviously with the situation

:17:25. > :17:29.that has occurred, it's going to take a long,

:17:30. > :17:34.long time for people We have come up to 22

:17:35. > :17:38.fatalities at this point and over 59 injured,

:17:39. > :17:40.which, personally, It is horrendous the amount of

:17:41. > :17:44.damage not only to infrastructure, There is a lot of people who never

:17:45. > :17:51.got to go home from that concert and personally

:17:52. > :18:06.I think that's horrendous. You heard there from Joseph and

:18:07. > :18:13.Caitlin, who were at the gig last night and also Sam and Daniel who

:18:14. > :18:17.were passing by as thousands of teenagers, mothers and fathers

:18:18. > :18:22.emerged from the MEN Arena after that explosion. I am going to

:18:23. > :18:25.introduce you to a rabbi who is from an organisation down the road in

:18:26. > :18:31.Manchester and as a religious leader, what is your message today?

:18:32. > :18:36.We are from the city and we have been out today, supporting the law

:18:37. > :18:41.enforcement, the police force that have been doing tremendous work

:18:42. > :18:46.throughout this devastating time. Our message to the entire community

:18:47. > :18:50.is we are Manchester, every race, colour, creed or in this together.

:18:51. > :18:57.Terrorism does not differentiate between people. We will stand

:18:58. > :19:01.together, stand strong, Manchester has unfortunately seen terrorism

:19:02. > :19:11.before. This is devastating but we will ghost from and we are in this

:19:12. > :19:14.together. -- grow stronger. We must have tolerance and understanding for

:19:15. > :19:18.each other and I would encourage everyone today to do that one extra

:19:19. > :19:23.act of kindness Omagh go out of your comfort zone, or whether it is a

:19:24. > :19:28.neighbour, a friend or someone you have never met, just say a kind word

:19:29. > :19:33.or offer a helping hand, do that act of kindness today. Manchester, it

:19:34. > :19:40.will be special, we will be strong and beef -- we send our power

:19:41. > :19:46.heartfelt condolences to those who have been affected and they will

:19:47. > :19:49.stand together as a community. It is unimaginable what some families will

:19:50. > :19:57.be experiencing right now, those families who have lost a loved one.

:19:58. > :20:04.They might be angry, they will be hurt, they will be in pain, what do

:20:05. > :20:07.you say to them? There are no words. They cannot even begin to imagine

:20:08. > :20:14.what that means for a family. We are here for them. We send our

:20:15. > :20:19.condolences and our love. Each one of them is the world to the entire

:20:20. > :20:28.family and the community. This is devastating. There are no words to

:20:29. > :20:32.describe this. Will... Should different religions come together at

:20:33. > :20:37.this time? This is something special about Manchester, we have been out

:20:38. > :20:45.during the night giving out blankets, helping people in their

:20:46. > :20:52.time of need, giving out coffee, Danish and at lunchtime we will be

:20:53. > :20:55.having a focus point on John Dalton Street with water and Sam Burgess,

:20:56. > :21:02.people from all communities will come together and volunteer to give

:21:03. > :21:06.out to friends, law enforcement agency to bring an upbeat spirit and

:21:07. > :21:10.smile to the committee. Greater Manchester Police have just said

:21:11. > :21:15.that a 22-year-old man has been arrested in connection with last

:21:16. > :21:21.night's attack. One man has been arrested, he is 23, according to

:21:22. > :21:24.Greater Manchester Police. Briefly, there is a vigil outside the town

:21:25. > :21:28.hall here in Manchester this evening will stop would you encourage as

:21:29. > :21:35.many people as possible to go? Yes, this is a time where as a community

:21:36. > :21:40.we must come together and stand together. Firstly, we mourn the

:21:41. > :21:44.losses and then we have to take positive acts of support for one

:21:45. > :21:48.another. So let the verge of not just be the end but the beginning.

:21:49. > :21:54.Thank you. Here is Theresa May speaking within the last hour.

:21:55. > :21:57.I have just chaired a meeting of the government's emergency committee

:21:58. > :22:01.Cobra, where we discussed the details and the response to the

:22:02. > :22:07.appalling events in Manchester last night. Our thoughts and prayers are

:22:08. > :22:11.with the victims and the families and friends of all those affected.

:22:12. > :22:17.It is now beyond doubt that the people of Manchester and this

:22:18. > :22:22.country have fallen victim to callous terrorist attack, an attack

:22:23. > :22:29.that targeted some of the youngest people in our society with cold

:22:30. > :22:33.calculation. This was among the worst terrorist incidents we have

:22:34. > :22:37.ever experienced in the United Kingdom, and although it is not the

:22:38. > :22:39.first time Manchester has suffered in this way, it is the worst attack

:22:40. > :22:44.the city has experienced and the the city has experienced and the

:22:45. > :22:50.worst ever to hit the North of England. The police and Security

:22:51. > :22:55.Services are working at speed to establish the complete picture, but

:22:56. > :23:02.I want to tell you what I can at this stage. At 10:33pm last night

:23:03. > :23:07.the police were called to reports of an explosion at Manchester Arena in

:23:08. > :23:14.Manchester City centre near Victoria train station. We now know that a

:23:15. > :23:17.single terrorist detonated his Improvised Explosive Device near one

:23:18. > :23:22.of the exits of the venue, deliberately choosing the time and

:23:23. > :23:29.place to cause maximum carnage and to kill and injure indiscriminately.

:23:30. > :23:34.The explosion coincided with the conclusion of a pop concert which

:23:35. > :23:42.was attended by many young families and groups of children. All acts of

:23:43. > :23:47.terrorism are cowardly attacks on innocent people, but this attack

:23:48. > :23:52.stands out for its appalling, sickening cowardice. Deliberately

:23:53. > :23:55.targeting innocent, defenceless children and John B, who should have

:23:56. > :24:01.been enjoying one of the most memorable nights of their lives. As

:24:02. > :24:06.things stand, I can tell you that in addition to the attacker, 22

:24:07. > :24:12.children have died and 59 people have been injured. Those who were

:24:13. > :24:16.injured are being treated in eight different hospitals across Greater

:24:17. > :24:22.Manchester, many are being treated for life-threatening conditions. And

:24:23. > :24:28.we know that among those killed and injured were many children and

:24:29. > :24:33.Young. We struggle to comprehend the warped and twisted mind that sees a

:24:34. > :24:35.room packed of young children not as easy to

:24:36. > :24:41.But we can continue to resolve to thwart such

:24:42. > :24:46.To take on and defeat the ideology that often fuels this violence.

:24:47. > :24:48.And if there turns out to be others responsible for this attack,

:24:49. > :25:00.to seek them out and bring them to justice.

:25:01. > :25:04.The police and the Security Services believe this attack was carried out

:25:05. > :25:08.by one man but they must now find out whether it was carried out by a

:25:09. > :25:12.wider group. It will take some time to establish these facts and the

:25:13. > :25:16.investigation will continue. The police and Security Services will be

:25:17. > :25:20.given all of the resources they need to complete that task. The police

:25:21. > :25:24.and Security Services believe they know the identity of the

:25:25. > :25:30.perpetrator, but that this stage of their investigations, we cannot

:25:31. > :25:35.confirm his name. The police and emergency services have, as always,

:25:36. > :25:40.acted with great courage and on behalf of the country, I want to

:25:41. > :25:44.express our gratitude to them. They acted in accordance with the plans

:25:45. > :25:50.they have in place and the exercises the conduct to test those plans. And

:25:51. > :25:53.they performed with the utmost professionalism. 400 police officers

:25:54. > :25:57.were involved in the operation through the night and many

:25:58. > :26:06.paramedics, doctors and nurses have worked valiantly amid traumatic and

:26:07. > :26:09.terrible scenes. Saving lives and caring for the wounded. Significant

:26:10. > :26:14.resources have been deployed to the police investigation and there

:26:15. > :26:18.continue to be visible patrols around Manchester, including the

:26:19. > :26:23.deployment of armed officers. For people who live and work in

:26:24. > :26:27.Manchester, there remains a large cordon in place around Manchester

:26:28. > :26:31.Arena and Victoria Station, which will be in place for some time to

:26:32. > :26:36.stop the station is closed and will remain closed while a forensic

:26:37. > :26:40.search is underway. We know that many friends and relatives of people

:26:41. > :26:44.caught up in the attack are still trying to find out what has happened

:26:45. > :26:50.to their children, brothers and sisters, parents and loved ones. So,

:26:51. > :26:55.please, think of those people who are experiencing unimaginable worry

:26:56. > :27:00.and if you have any information at all, relating to the attack, please

:27:01. > :27:05.contact Greater Manchester Police. The threat level remains at severe,

:27:06. > :27:10.that means that a terrorist attack remains highly likely, but the

:27:11. > :27:14.independent joint terrorism analysis Centre, which sets the debt level on

:27:15. > :27:17.the basis of the intelligence available to them, will continue to

:27:18. > :27:23.assess this role today and in the days ahead. Later today I will

:27:24. > :27:26.travel to Manchester to meet the Chief Constable of Greater

:27:27. > :27:30.Manchester Police, Ian Hopkins. The mayor of Greater Manchester Andy

:27:31. > :27:33.Burnham. And members of the emergency services who have come to

:27:34. > :27:37.Manchester's aid in its moment of need. And, as I announced last

:27:38. > :27:42.night, the General Election campaign has been suspended. I will cheer at

:27:43. > :27:49.another meeting of Cobra later today. As terrible moments like

:27:50. > :27:53.these, it is customary for leaders, politicians and others to condemn

:27:54. > :27:59.the perpetrators and declare that the terrorists will not win, but the

:28:00. > :28:02.fact that we have been here before and the fact that we need to see

:28:03. > :28:10.this again does not make it any less true. For while so often be

:28:11. > :28:14.experienced the worst of humanity in Manchester last night, we also saw

:28:15. > :28:17.the best. The cowardice of the attacker met the bravery of the

:28:18. > :28:23.emergency services and the people of Manchester. The attempt to divide is

:28:24. > :28:29.met countless acts of kindness that brought people closer together. And

:28:30. > :28:34.in the days ahead, those must be the things we remember. The images we

:28:35. > :28:39.hold in our minds should not be those of senseless slaughter, but of

:28:40. > :28:45.the ordinary men and women who put concerns about their own safety to

:28:46. > :28:49.one side and rushed to help. Of the men and women of the emergency

:28:50. > :28:54.services who worked tirelessly to bring comfort to help and to save

:28:55. > :29:01.lives. Of the messages of solidarity and hope of all those who open their

:29:02. > :29:06.homes to the victims. For they are the images that embodied the spirit

:29:07. > :29:09.of Manchester and the spirit of Britain. A spirit that through years

:29:10. > :29:18.of conflict and terrorism has never been broken and will never be

:29:19. > :29:22.broken. There will be difficult days ahead, we offer our thoughts and

:29:23. > :29:27.prayers to the family and friends of those affected. We offer our full

:29:28. > :29:33.support to the authorities, the emergency and the Security Services,

:29:34. > :29:36.as they go about their work. And we all, every single one of us, stand

:29:37. > :29:43.with the people of Manchester at this terrible time. And, today, let

:29:44. > :29:48.us remember those who died and let us celebrate those who helped, safe

:29:49. > :29:54.in the knowledge that the terrorists will never win and our values, our

:29:55. > :30:10.country and our way of life will always prevail.

:30:11. > :30:14.This is BBC News, I'm Ben Brown in Manchester where police say say

:30:15. > :30:16.they know the identity of the suicide bomber who targeted

:30:17. > :30:19.22 people have been killed, including children, after a man

:30:20. > :30:21.detonated a homemade bomb at Manchester Arena

:30:22. > :30:30.Witnesses described the panic inside the venue.

:30:31. > :30:34.We heard this bang and everyone just stopped, there was silence and then

:30:35. > :30:37.there was panic and everyone was sprinting up the stairs

:30:38. > :30:43.trying to jump over the barrier onto the floor.

:30:44. > :30:46.The explosion happened in the foyer of the arena,

:30:47. > :30:48.as people made their way out after a performance by the American

:30:49. > :30:54.The Prime Minister has chaired a meeting of the government's

:30:55. > :30:57.emergency committee, Cobra.

:30:58. > :31:00.This attack stands out for its appalling, sickening

:31:01. > :31:07.cowardice deliberately targeting innocent, defenceless children

:31:08. > :31:10.and young people who should have been enjoying one of the most

:31:11. > :31:19.A major counter-terrorism operation is under way.

:31:20. > :31:22.The Chief Constable of Greater Manchester Police said

:31:23. > :31:32.it was "the most horrific incident" his force had ever faced.

:31:33. > :31:38.Terrorists will attempt to create distrust and fear in our

:31:39. > :31:41.communities. We have a long history here in Greater Manchester of our

:31:42. > :31:42.community standing together during difficult times.

:31:43. > :31:45.59 people were injured in the blast and are being treated

:31:46. > :31:53.23 old has been arrested in Manchester connection with the

:31:54. > :32:20.attack. Hello, good afternoon from

:32:21. > :32:24.Manchester. A city still trying to come to terms with what happened

:32:25. > :32:31.here last night when young people, teenagers, were attending a pop

:32:32. > :32:35.concert by Ariana Grande and a suicide attacker struck at around

:32:36. > :32:39.10:30pm last night just at the end of the concept. Behind me you can

:32:40. > :32:46.see the steps where people ran from the concert down the steps in some

:32:47. > :32:54.panic. We are hearing the first of the victims has now been identified.

:32:55. > :33:04.She was 18-year-old Georgina Callandar. This is a picture taken

:33:05. > :33:11.with Ariana Grande a couple of years ago, the first of the victims to be

:33:12. > :33:19.named. On the left of the screen there, the 18-year-old victim. The

:33:20. > :33:29.first of the 22 who were killed to be named. Let's talk you through the

:33:30. > :33:37.timeline of exactly what happened last night in the chaos and

:33:38. > :33:40.confusion. It was 10:33pm last night, Greater Manchester Police

:33:41. > :33:46.were called to the scene here at the Manchester Arena. The explosion

:33:47. > :33:49.happened in the arena's fire as people were streaming through the

:33:50. > :33:54.doors at the end of the concert. The police say there was a single

:33:55. > :33:58.attacker and that attacker died at the scene. He has not yet been

:33:59. > :34:02.named, but it's believed the police do know the attacker's identity but

:34:03. > :34:06.are not releasing it yet. Surrounding streets were sealed off.

:34:07. > :34:13.Nearby Victoria Station was closed as well. 60 ambulances attended the

:34:14. > :34:18.scene and more than 400 police officers were deployed, many of them

:34:19. > :34:21.armed police. There are still accordance in place around

:34:22. > :34:26.Manchester Arena and Victoria station while forensic work is

:34:27. > :34:32.carried out. All train services to and from the station have been

:34:33. > :34:35.cancelled. As for the wounded, 59, many of them with life-threatening

:34:36. > :34:40.injuries, they are now being treated at a number of hospitals, we believe

:34:41. > :34:46.eight hospitals around the Greater Manchester area. Let's get this

:34:47. > :34:51.report from our correspondence. Oh my God. The moment the arena filled

:34:52. > :35:00.with teenagers, children and parents became a scene of confusion and

:35:01. > :35:06.panic. They scrambled for the exits, fleeing for their lives. I was like,

:35:07. > :35:11.we need to run, so we ran straight at the door all the way down to the

:35:12. > :35:14.hotel and all I could hear was people crying, screaming, everyone

:35:15. > :35:18.running everywhere, complete madness. Police say the attack was

:35:19. > :35:23.carried out by one man who detonated and improvised explosive device he

:35:24. > :35:27.was carrying. He is thought to have died in the blast. This has been the

:35:28. > :35:30.most horrific incident we have ever faced in Greater Manchester and one

:35:31. > :35:35.that we all hoped we would never see. Families and many young people

:35:36. > :35:40.were out to enjoy a concert at the Manchester Arena and very sadly lost

:35:41. > :35:45.their lives. 18,000 people can get into the Manchester Arena and last

:35:46. > :35:49.night it was filled with young people, number of children are among

:35:50. > :35:54.the dead. I was near the box office when it happened. Waiting for my

:35:55. > :36:00.family to come out. I was talking to one of the girls, who was going on

:36:01. > :36:04.about going away with the kids, Florida and that, and it was only

:36:05. > :36:08.for her talking to me and having the door open, I think I'd would have

:36:09. > :36:13.been injured. Because she had the door open, we got thrown forward

:36:14. > :36:19.through the door. Towards the arena but the explosion was behind us, and

:36:20. > :36:24.it forced us forward and everybody 15 foot behind us, everybody got

:36:25. > :36:28.injured. At least 60 ambulances were sent to the venue where the injured

:36:29. > :36:34.taken to eight hospitals across the city, many treated for shrapnel

:36:35. > :36:38.injuries. Later, Ariana Grande treated the words, "Broken from the

:36:39. > :36:44.bottom of my heart, I am so, so sorry, I don't have words." Speaking

:36:45. > :36:47.after emergency Cobra meeting in London, the British Prime Minister

:36:48. > :36:50.that the country is struggling to comprehend how anyone could see a

:36:51. > :36:55.room packed with children as an opportunity for carnage. All acts of

:36:56. > :37:00.terrorism are cowardly attacks on innocent people. But this attack

:37:01. > :37:06.stands out for its appalling, sickening cowardice, deliberately

:37:07. > :37:10.targeting innocent, defenceless children and young people who should

:37:11. > :37:15.have been enjoying one of the most memorable nights of their lives. In

:37:16. > :37:21.these circumstances we have to come together. A city and a community

:37:22. > :37:26.comes together in solidarity and strength, so we carry on, we don't

:37:27. > :37:30.allow these attacks and these people to be dividing us or prevent us from

:37:31. > :37:35.leading decent lives be all want to leave. Many of the injured fighting

:37:36. > :37:39.for their lives and the first victim has now been named, teenager

:37:40. > :37:42.Georgina Callandar, who was in the second year of health and social

:37:43. > :37:50.care course at Ramshaw College in Lancashire. We can just bring you a

:37:51. > :37:58.bit more on that first victim to be named. There is a picture of her

:37:59. > :38:04.that you saw, Georgina Callandar, and the college,... She is on the

:38:05. > :38:10.left of the screen by the way with Ariana Grande, a couple of years

:38:11. > :38:15.ago, this picture was taken. The college where Georgina was studying

:38:16. > :38:18.have released a statement saying, "It with enormous Abbasid appears on

:38:19. > :38:23.the people who lost their lives in Manchester attacks was one of Art

:38:24. > :38:28.student at the college. Our deepest sympathy, thoughts and prayers go

:38:29. > :38:32.out to all of Georgina 's friends, family and all of those affected by

:38:33. > :38:37.this loss." That statement from Ramshaw College where Georgina

:38:38. > :38:43.Callandar, the first of fatalities to be was attending. We can talk now

:38:44. > :38:49.to somebody who was in the concert at the end of the concert, when the

:38:50. > :38:52.explosion went off. Kirsty Lloyd, you got separated from your sister.

:38:53. > :38:57.Thank you very much for being with us on BBC News. Tell us what

:38:58. > :39:05.happened, what you heard and saw. We came down the stairs of the arena

:39:06. > :39:12.directly in front of the foyer. Me and my friend literally got to the

:39:13. > :39:18.bottom and saw it explode. So we turned around... What does it look

:39:19. > :39:24.like when you saw the explosion? It was a really loud bang and there was

:39:25. > :39:32.fire in the air spread out everywhere. So what happens then?

:39:33. > :39:39.Obviously you were pretty close to it. Yes, the heat knocked us

:39:40. > :39:48.backward a little bit. I grabbed my friend and we ran back up the stairs

:39:49. > :39:52.into the arena. And did you know straightaway it was some sort of

:39:53. > :40:00.explosion, some sort of attack? Yes, it is definitely a bomb. And so you

:40:01. > :40:05.then run for your lives? We've heard from a lot of accounts there was

:40:06. > :40:13.panic, almost a stampede. How did you get out of there? We went down

:40:14. > :40:18.the next steps and they were pretty clear because it literally had just

:40:19. > :40:21.happened. So when we got down there, a security guard shouted which way

:40:22. > :40:28.to get out. We just ran that way and got straight out really. And did you

:40:29. > :40:37.feel there might be another explosion? Not really, because after

:40:38. > :40:49.we ran, we were listening for gunshots and there were not any.

:40:50. > :40:52.There wasn't anything else going on. And what are your thoughts now

:40:53. > :40:58.today? You have survived this terrible attack and obviously so

:40:59. > :41:06.many young people have lost their lives, so mini injured as well? I

:41:07. > :41:10.feel really lucky. There were lots of boats flying around. We were

:41:11. > :41:18.lucky not to have been hit by one of those

:41:19. > :41:24.and family were waiting for your site, where they? Just my sister and

:41:25. > :41:28.my friend had gotten out before us but my mum and stepdad were on the

:41:29. > :41:38.other side of the city having dinner so they had to come through town to

:41:39. > :41:43.find us. And you were talking about, we gather there were nuts and bolts

:41:44. > :41:48.in the device which you saw flying through the air. Did you see injured

:41:49. > :41:55.people or did you just turn and run? I didn't see anything after the

:41:56. > :42:00.explosion happened when the explosion happened, but one eye ran

:42:01. > :42:06.down the other set of stairs, there were bodies everywhere. Kirsty

:42:07. > :42:11.Lloyd, thank you very much for being with us. I know it's very difficult

:42:12. > :42:15.to talk about such a horrendous experience. Kirsty Lloyd, she was

:42:16. > :42:18.there at the end of the concert at around 10:30pm when the explosion

:42:19. > :42:23.went off. Many of the injured are being treated at a number of

:42:24. > :42:28.hospitals around Manchester. Let's go to my colleague at the Royal

:42:29. > :42:34.Infirmary. What is the picture there? That's right, the Manchester

:42:35. > :42:39.Royal Infirmary, one of the major trauma centres and one of the

:42:40. > :42:43.hospitals dealing with the aftermath of the horrific events last night.

:42:44. > :42:48.Just in the last few minutes, we've had some figures through on the

:42:49. > :42:53.numbers of patients that are various hospitals are treating. Let me take

:42:54. > :42:57.you through those. 59 people are in hospital. Nine of them here at the

:42:58. > :43:02.Manchester Royal Infirmary, six at the Salford Royal, six at

:43:03. > :43:09.Wythenshawe, 12 at the Royal Manchester Children's Hospital, six

:43:10. > :43:13.at Stepping Hill, six at Royal Bolton, seven had Royal Oldham and

:43:14. > :43:19.five at the North Manchester hospital. What we don't have our

:43:20. > :43:25.precise breakdowns of how many of those are adults, how many children,

:43:26. > :43:27.but you heard there are 12 at the Royal Manchester Children's Hospital

:43:28. > :43:32.alone. We know that the North West Ambulance Service sent 60 ambulances

:43:33. > :43:38.to the scene last night and they dealt with 60 walking wounded in

:43:39. > :43:45.addition to the 59 people who have had to be hospitalised. Well, with

:43:46. > :43:49.me is our health editor, Hugh Pym. Just take you through the specific

:43:50. > :43:55.response here in response to last night 's events. NHS sources are

:43:56. > :43:58.making clear that the response here in greater Manchester went as well

:43:59. > :44:03.as could have been expected in the very tragic circumstances which

:44:04. > :44:08.unfolded. A major incident was declared at 10:46pm last night. Very

:44:09. > :44:12.soon after the incident unfolded, and they declared a major incident

:44:13. > :44:17.in Greater Manchester, a decision made by North West Ambulance Service

:44:18. > :44:21.and the Greater Manchester authorities. It involves calling in

:44:22. > :44:25.help from ambulances all around the region and from other Ambulance

:44:26. > :44:29.Services elsewhere in the North of England. It also involves the

:44:30. > :44:35.coordination of trauma networks, major trauma centres including here

:44:36. > :44:38.at the Manchester Royal Infirmary to coordinate their response and then

:44:39. > :44:42.each of the eight hospitals declared their own major incident and that

:44:43. > :44:46.involves calling in clinicians, doctors, nurses and other staff and

:44:47. > :44:50.that is a well rehearsed procedure by the hospitals. Talk to us about

:44:51. > :44:57.the level of preparedness for incident like this. You have got the

:44:58. > :45:03.hospitals preparing and it was made clear that they do rehearse these

:45:04. > :45:06.scenarios, both on paper in terms of planning, and they do have

:45:07. > :45:11.rehearsals such as can be arranged, so that every member of staff knows

:45:12. > :45:15.how to respond if a major incident is declared and they can call in

:45:16. > :45:20.doctors, nurses and other staff at all times of day. That appears to

:45:21. > :45:25.have happened as effectively as could be expected. OK, thank you

:45:26. > :45:32.very much for that. We've had statement from the NHS Blood and

:45:33. > :45:34.Transplant service. They say their thoughts are with the people

:45:35. > :45:39.affected as a result of last night 's attack and they say there's been

:45:40. > :45:45.an overwhelming response from the public and they are thanking the

:45:46. > :45:50.public for that, but they do have all the blood required for the time

:45:51. > :45:53.being. This is in response to some rather confusing messages perhaps on

:45:54. > :45:58.social media asking people to continue to queue up and donate

:45:59. > :46:01.blood, but the NHS Blood and Transplant service say they do have

:46:02. > :46:04.all the blood they need for the moment. They say if you have an

:46:05. > :46:08.appointment to give blood in the next few days, please do keep that

:46:09. > :46:12.appointment, particularly if your blood group is own negative.

:46:13. > :46:17.However, they don't meet anyone who doesn't have an appointment to queue

:46:18. > :46:21.up at this time. That is the latest here from the Manchester Royal

:46:22. > :46:26.Infirmary, not a lot of detail in terms of the breakdown of who is

:46:27. > :46:29.being treated here or the size nature of the injuries, although

:46:30. > :46:34.clearly some of those injuries are extremely serious indeed. But 59

:46:35. > :46:42.people have been treated at a number of hospitals around the area at the

:46:43. > :46:45.moment. Back to you. Thank you very much indeed. I know you will keep

:46:46. > :46:47.this up to date on the casualties throughout the day. I want to bring

:46:48. > :46:53.your statement we have had just released from the Queen to the Lord

:46:54. > :46:58.Lieutenant of Greater Manchester. I will read it to you, a message from

:46:59. > :47:05.the Queen about the attack last night. "The whole nation has been

:47:06. > :47:08.shocked by the death and injury in Manchester last night of

:47:09. > :47:13.semi-people, adults and children, who had just been enjoying a

:47:14. > :47:18.concert. I know I speak for everyone in expressing my deepest sympathy to

:47:19. > :47:21.all who've been by this dreadful event and especially to the families

:47:22. > :47:28.and friends of those who have died or who were injured. I want to thank

:47:29. > :47:32.all the members of the emergency services who have responded with

:47:33. > :47:37.such professionalism and care and I would like to express my admiration

:47:38. > :47:44.for the way the people of Manchester have responded with humanity and

:47:45. > :47:48.compassion to this act of barbarity." A message from Her

:47:49. > :47:53.Majesty the Queen to the Lord Lieutenant of Greater Manchester.

:47:54. > :47:57.Well, I'm joined here just outside the Manchester Arena, the police

:47:58. > :48:05.cordoned, by the regional director of Northern Rail. Your station,

:48:06. > :48:09.Manchester Victoria, just behind the arena, that was used as a triage

:48:10. > :48:19.centre for the injured. That's right. Firstly I'd like to say a on

:48:20. > :48:23.behalf of everyone here, as it was a banker said, railway staff provide

:48:24. > :48:29.first aid and the station itself was used as a triage centre in the

:48:30. > :48:32.aftermath of the incident. Station staff are trained in first aid?

:48:33. > :48:37.That's right, and even those who went rushed to provide assistance

:48:38. > :48:40.making makeshift stretchers, using part of the uniform as tourniquets

:48:41. > :48:46.to provide assistance to those injured. That is where many of the

:48:47. > :48:50.people, the thousands who had been in the concert went, straight into

:48:51. > :48:53.Manchester Victoria Station. That's right, as soon as the explosion took

:48:54. > :48:58.place, there was an evacuation of the arena and it adjoins the station

:48:59. > :49:03.so many people, many thousands of people were evacuated through the

:49:04. > :49:07.station towards Manchester itself. Do you think the station staff, did

:49:08. > :49:11.they know straightaway what had happened? They knew it was an

:49:12. > :49:17.explosion? They knew they had been casualties? They heard a loud noise.

:49:18. > :49:20.It was different to what they would expect from pyrotechnics. They are

:49:21. > :49:24.used to having concept that and they reacted on instinct with a training

:49:25. > :49:30.to provide help to those who needed it. Just tell us what the situation

:49:31. > :49:37.is at the station? It's a busy station is closed now. Manchester

:49:38. > :49:40.Victoria is a busy station. Today it is closed and will be closed for the

:49:41. > :49:45.foreseeable future, a crime scene, and we await the station to be

:49:46. > :49:49.released to us by the police. It would be unfair to specular when

:49:50. > :49:52.that might be. We are running a good service between Manchester

:49:53. > :49:55.Piccadilly and the other Manchester stations and we are running a

:49:56. > :50:00.service between some of the outer stations towards Manchester but

:50:01. > :50:03.stopping one or two stations short. Normally after a concert here,

:50:04. > :50:08.people get the train home from Victoria? That's right, it's a

:50:09. > :50:13.popular location because the arena is right there. It's easy to get

:50:14. > :50:17.away from their full stop last night unfortunately people were not able

:50:18. > :50:20.to do that and we had a close the station immediately because of the

:50:21. > :50:23.type of incident involved and I want to pay tribute to the great people

:50:24. > :50:26.of Manchester who came out and provided rooms and shelter and

:50:27. > :50:29.accommodation for those who could not get away via Victoria. It is

:50:30. > :50:34.only a few hours after this terrible attack. This is still a city in

:50:35. > :50:41.shock, really, isn't it? Presumably your staff must still be in shock?

:50:42. > :50:45.That's right, number of staff run towards those who were injured and

:50:46. > :50:48.provided first aid. They have been released now and we are providing

:50:49. > :50:53.counselling to them as part of their recovery, so that they can get back

:50:54. > :50:59.to providing a great service to Manchester. Thank you very much for

:51:00. > :51:04.being with us. We're just outside the Manchester Arena. And Manchester

:51:05. > :51:08.Victoria Station. We heard earlier from the Prime Minister. Theresa

:51:09. > :51:13.May. She was speaking after a meeting of the government emergency

:51:14. > :51:20.committee Cobra and saying how the attack, in her words was appalling,

:51:21. > :51:25.sickening against defenceless young people. We can hear now from the

:51:26. > :51:30.leader of the Lib Dems, Tim Farron. The attack on Manchester last night,

:51:31. > :51:34.the terrorist outrage is utterly heartbreaking. It has been made all

:51:35. > :51:39.the more clear to me this morning as they spoke to my kids, all of whom

:51:40. > :51:44.each have a friend or more at the gig last night in Manchester, and we

:51:45. > :51:49.know that every terrorist attack on our country is an attack on every

:51:50. > :51:54.single one of us. But this is of a different order. This was a

:51:55. > :51:58.terrorist attack deliberately targeting children, having the time

:51:59. > :52:04.of their lives. It was cowardly, deliberate, beyond wicked and that's

:52:05. > :52:10.why it is right that we should determine that justice must be done

:52:11. > :52:14.and we continue to stand up to those who wish to harm our society, to

:52:15. > :52:20.take away life, and take away our liberty and our freedom. But, beyond

:52:21. > :52:24.that, it's so important that we recognise that last night and

:52:25. > :52:29.throughout this day we see in Manchester and Britain at their

:52:30. > :52:33.absolute best, our emergency services, whilst people were running

:52:34. > :52:37.away stricken from this outrage, people are putting themselves in

:52:38. > :52:42.harms way, running towards it to help those injured. And we see also

:52:43. > :52:47.the people of Manchester opening their homes, their cars, shops and

:52:48. > :52:56.businesses, Church halls and every thing else to warmly embrace and get

:52:57. > :52:59.alongside those people who are affected and so much today we can be

:53:00. > :53:04.proud of in Manchester 's response to all of this and our emergency

:53:05. > :53:07.services to whom we are immensely grateful. Just as we should be

:53:08. > :53:12.determined justice must be done, we should also remember what it is that

:53:13. > :53:15.the terrorists want to. They want is to be scared. They want to give up

:53:16. > :53:21.liberty, our freedom, they want us to give up our way of life because

:53:22. > :53:24.they hate all of those things and therefore, today, we should be

:53:25. > :53:26.determined to stand shoulder to shoulder with the people of

:53:27. > :53:30.Manchester across the country that we will not give in to terrorists

:53:31. > :53:36.and we will continue our way of life and we will do so with

:53:37. > :53:41.determination. So that was Tim Farron. We are getting a statement

:53:42. > :53:48.from the director general of MI5 who is saying he condemns the attack

:53:49. > :53:54.here of the Manchester Arena as disgusting. He says the security

:53:55. > :53:59.services are relentlessly focused on their current operations, number of

:54:00. > :54:06.current operations, he says, and doing all they can to combat the

:54:07. > :54:11.scourge of terrorism and to keep the country safe. That Andrew Parker,

:54:12. > :54:14.the director-general of MI5 saying they are relentlessly focused on a

:54:15. > :54:18.number of current operations to combat the scourge of terrorism and

:54:19. > :54:23.to keep the country safe. Let's go to the Chief medical correspond and

:54:24. > :54:26.Vicky Young in Downing Street. Vicky, the general election campaign

:54:27. > :54:30.suspended and we had that meeting earlier on today of the government

:54:31. > :54:35.emergency committee Cobra and we gather from Theresa May another

:54:36. > :54:38.meeting of Cobra later on as well? Yes, that's right, the Prime

:54:39. > :54:43.Minister very much dealing with the practicalities in many ways. She was

:54:44. > :54:47.briefed overnight as the attack in Manchester unfolded and of course

:54:48. > :54:52.capped across all of the details. Today she had an emergency meeting

:54:53. > :54:54.with senior Cabinet colleagues but also senior police officers,

:54:55. > :54:58.intelligence services trying to establish the facts. She came out

:54:59. > :55:02.here to Downing Street to tell us that the police thought they did

:55:03. > :55:07.know the identity of the attacker, but they were not going to name them

:55:08. > :55:10.at this point. They will be trying to establish whether it's part of a

:55:11. > :55:15.wider network but the general election campaign has been

:55:16. > :55:20.suspended. We have gone to a very different place from the cut and

:55:21. > :55:24.thrust of the political debate that was hotting up and now this

:55:25. > :55:30.appalling attack in Manchester which, of course, just means that

:55:31. > :55:33.all politicians are saying the same thing and joining together. Theresa

:55:34. > :55:37.May really trying to what occurred that, not just talking about the

:55:38. > :55:39.practicalities of what happens next in the police investigation and

:55:40. > :55:43.transport problems and the rest of it, but trying to sum up how people

:55:44. > :55:47.feel about that and making the point that sadly she's not the first

:55:48. > :55:51.British Prime Minister to stand here and do have to react to this kind of

:55:52. > :55:57.thing, but I think she was also trying to end caps it the horror

:55:58. > :56:01.that people have felt and be in comprehension because, as she says,

:56:02. > :56:04.all terror attacks are cowardly but this seemed to be at a different

:56:05. > :56:07.level because it seemed to target specifically young people and

:56:08. > :56:13.children and we do sadly know already that some have died. We have

:56:14. > :56:17.heard from the Labour leader Jeremy Corbyn who has said this kind of

:56:18. > :56:21.appalling act of violence against innocent people must be totally and

:56:22. > :56:25.unreservedly and completely condemned. Theresa May has now left

:56:26. > :56:28.Downing Street and gone to Manchester where she will meet the

:56:29. > :56:33.emergency services to thank them for what they have been doing and the

:56:34. > :56:35.Mayor of Manchester as well and of course all politicians trying to

:56:36. > :56:39.show they are on the same side in all this and talking about the fact

:56:40. > :56:51.they save British values must prevail. Thank you. The police are

:56:52. > :56:55.saying they do know the identity of the suicide bomber but are not

:56:56. > :57:00.releasing that information at the moment. They have said it was a

:57:01. > :57:03.home-made device and it appears from eyewitnesses, we were talking to one

:57:04. > :57:09.a few minutes ago, that they were nuts and belts packed into that

:57:10. > :57:14.home-made improvised device blown up at the Manchester Arena behind. Some

:57:15. > :57:20.of the injured have been taken to Stepping Hill Hospital and Dominic

:57:21. > :57:28.Hughes is there for us. What is the picture there? Good afternoon. And

:57:29. > :57:35.nine people work admitted to Stepping Hill suffering from major

:57:36. > :57:38.traumas. As we heard earlier, eight hospitals in greater Manchester have

:57:39. > :57:42.been receiving those 59 of the most seriously injured patients, but

:57:43. > :57:48.eight of them were delivered to Stepping Hill and one of those was a

:57:49. > :57:50.child. Early this morning, three of those people were still being

:57:51. > :57:55.operated on, so they are described as still being in a very serious

:57:56. > :58:00.condition. The other six have now been moved to wards, so they are

:58:01. > :58:05.more stable but the picture last night was the NHS rising to meet the

:58:06. > :58:10.challenge and I'm told staff who had heard of the incident rushed into to

:58:11. > :58:13.help in accident and emergency and help the operating theatres as well.

:58:14. > :58:17.So many staff arrived they had to turn some of them away because the

:58:18. > :58:23.next few days will also be very busy I think as hospitals care for the

:58:24. > :58:28.injured. And we know also there were a number of people who managed to

:58:29. > :58:35.leave the arena and drive home to Stockport but then came to the A

:58:36. > :58:40.walk-ins to be treated for cuts and bruises, so it has been very busy

:58:41. > :58:47.for staff but it's fair to say they have met the challenge. Dominic,

:58:48. > :58:53.thank you very much indeed at Stepping Hill Hospital. We were

:58:54. > :58:56.hearing early on from the two younger Prime Minister is coming to

:58:57. > :59:01.Manchester later on today. I'm going to talk to the Sydney peace

:59:02. > :59:07.Commander in the operation. Let's go to please HQ. --

:59:08. > :59:14.Ben, a very fast moving piece investigation happening here in

:59:15. > :59:18.greater Manchester Place headquarters so let's go through

:59:19. > :59:21.what we know so far. Police have arrested a 23 old man with regard to

:59:22. > :59:26.the ongoing investigation in South Manchester. We believe the police

:59:27. > :59:29.know the identity of the attacker who died at the scene and we had the

:59:30. > :59:33.Prime Minister Theresa May say earlier that they believe they know

:59:34. > :59:36.the identity of the attacker, but they are not in a position to

:59:37. > :59:44.release the name of. The first victim of course has also been

:59:45. > :59:46.named, Georgina Callandar, a student of health and social care at

:59:47. > :59:51.Renishaw College. The chief comes to confirmed earlier that there were

:59:52. > :59:55.children among the victims. It's a fast moving police investigation, as

:59:56. > :00:00.heightened police presence in Greater Manchester across Manchester

:00:01. > :00:05.today, people investigating of course what happened but also at

:00:06. > :00:07.high police presence to reassure local people that the police are

:00:08. > :00:21.there being vigilant for them. Andy Burnham was here previously and

:00:22. > :00:24.he had said he had attended the Cobra meeting and when he spoke to

:00:25. > :00:29.journalists outside Greater Manchester Police headquarters here,

:00:30. > :00:32.he said they would not be defeated and it was time for the Greater

:00:33. > :00:36.Manchester area to pull together and he said that the 6pm vigil at Albert

:00:37. > :00:43.Square in Manchester this evening would be important for that to show

:00:44. > :00:46.a sign of solidarity of the community pulling together. Of

:00:47. > :00:49.course, there will be another Cobra meeting later this evening when the

:00:50. > :00:54.Prime Minister Theresa May comes here to meet with the Chief

:00:55. > :00:58.Constable Ian Hopkins and the metropolitan mayor Andy Burnham. The

:00:59. > :01:04.Prime Minister Theresa May will be here later this afternoon we

:01:05. > :01:10.understand. We expect there to be this high police visible presence to

:01:11. > :01:13.be maintained over the coming period to reassure local people and the

:01:14. > :01:17.police are also asking people for their help. They have said if

:01:18. > :01:23.anybody sees anyone acting suspiciously to call the anti-terror

:01:24. > :01:31.hotline. They have a number for that which is only 807 89321. If anybody

:01:32. > :01:34.has any images or footage that the field could be useful to the police

:01:35. > :01:48.from yesterday evening could they please send that to UK police amid

:01:49. > :01:50.appeal. We are expecting updates here from Greater Manchester Police

:01:51. > :01:55.throughout the course of this afternoon.

:01:56. > :02:00.Catriona Renton, thank you very much indeed. Well, last night thousands

:02:01. > :02:05.of fans of Ariana Grande came here to the Manchester Arena to see her

:02:06. > :02:13.in concert. She is an American, 22-year-old singer, actress turned

:02:14. > :02:19.singer, and she has tweeted today, "Broken. From the bottom of my

:02:20. > :02:24.heart, I am so, so sorry. I do not have words." Many of her fans,

:02:25. > :02:28.including young teenage girls, some not even teenagers, when they heard

:02:29. > :02:31.the explosion, at first some of them thought it was the balloons that had

:02:32. > :02:37.been released into the concert that were being popped and some thought

:02:38. > :02:42.it was perhaps a noise in the concert hall or a light that had

:02:43. > :02:46.blown, but of course, it was the suicide bomber and 22 people have

:02:47. > :02:49.been killed and 59 injured. Let us talk about the impact about what

:02:50. > :02:55.happened to these young people and those who survived. Emma is a child

:02:56. > :03:01.psychologist who can join us now from London. Emma, obviously, for

:03:02. > :03:05.young people who have seen and heard this and witnessed the stampede, the

:03:06. > :03:12.panic, the fair, this will be very, ties in for a long time. Yes, it is.

:03:13. > :03:16.I mean, I think the children will be finding out today in school what has

:03:17. > :03:21.happened and they may not have known by breakfast time depending on when

:03:22. > :03:24.families turned on their phones. So the school is likely to have told

:03:25. > :03:28.them the facts and they are likely to come back with lots of questions,

:03:29. > :03:33.and I think the important thing for parents is to be there for their

:03:34. > :03:37.children, to be emotionally available, to stay off of their own

:03:38. > :03:39.phones and to show off of their own phones and visual and interest and

:03:40. > :03:49.understanding as to how these children might be responding. And

:03:50. > :03:52.how do, you know, therapists and psychologist like yourself help

:03:53. > :03:57.people who are particularly, ties by a horrific event like this? We

:03:58. > :04:02.primarily wait and see, we wait and see how the natural support network

:04:03. > :04:06.of the young person, the child, kicks in, family, friends,

:04:07. > :04:11.neighbours, communities, everybody rallying together is a huge source

:04:12. > :04:15.of support. So most people are fine, but obviously, we keep a firm eye

:04:16. > :04:27.and make sure that those children, those teenagers who were unduly

:04:28. > :04:31.distressed, anxious, even though the mood as time goes on, are picked up

:04:32. > :04:34.and helped, taking to the GP perhaps referred to Cannes and such things

:04:35. > :04:38.but we keep an eye and be watched and listen. And for some of them,

:04:39. > :04:42.presumably there is the trauma of what they saw and heard and being

:04:43. > :04:48.separated from their friends and family but there is always after a

:04:49. > :04:53.terrorist atrocity like this or a disaster, there is often for many

:04:54. > :04:58.people a kind of survivor guilt, when you survived and so many others

:04:59. > :05:03.did not. I think the primary things we can expect in some and not all

:05:04. > :05:06.are possible post-traumatic stress disorder in the sun. It is

:05:07. > :05:12.impossible to predict which individuals will be affected in this

:05:13. > :05:16.way, but FA are affected, the new experience flashbacks, nightmares,

:05:17. > :05:21.intrusive thoughts, ruminate array thoughts such as, "It could have

:05:22. > :05:25.happened to me, or if I had been any slightly different place, it might

:05:26. > :05:30.have happened to me," the sort of responses. So we just do not know

:05:31. > :05:37.who is going to be affected in that way. And I suppose sometimes these

:05:38. > :05:42.symptoms manifest themselves not just in the days after what happened

:05:43. > :05:47.here, but maybe months Andy Green years. Yes, indeed. I mean, I would

:05:48. > :05:51.expect to see such symptoms possibly taking in the button two to three

:05:52. > :05:56.weeks and knows that will be affected but we know from the

:05:57. > :06:00.research that until about one month after something like this, it is

:06:01. > :06:05.better to just let things be, not to try and fix, not to try and jump in

:06:06. > :06:09.and make it all right and change anything, but just to give people

:06:10. > :06:14.the space to grieve, to process, that is actually the best response,

:06:15. > :06:22.to be emotionally available to them and to listen to them.

:06:23. > :06:26.Emma, thank you very much indeed. Thank you. Emma, the child

:06:27. > :06:35.psychologist joining us from London. Let us speak to the detective David

:06:36. > :06:41.who joins us now. What are your thoughts after this horrific attack

:06:42. > :06:45.in Manchester? I am just disgusted that they have

:06:46. > :06:55.targeted children and they are the victims. When you think they have

:06:56. > :07:00.specifically gone after children, it gets your hackles up and it has made

:07:01. > :07:04.me very angry. I am very sorry it has happened and that it has

:07:05. > :07:09.happened again, this is the first attack we have had in the UK since

:07:10. > :07:16.2005 and it is another suicide attack and a very difficult time for

:07:17. > :07:19.anybody that was involved back then. You have to think about the families

:07:20. > :07:23.and victims but also the police officers who are having to deal with

:07:24. > :07:28.this and are working very, very hard to try to get to the answer about

:07:29. > :07:34.why this has happened as quickly as possible. And obviously the key

:07:35. > :07:36.question for the police counterterrorism police here in

:07:37. > :07:44.Manchester and in London is, was this attacker acting alone, a lone

:07:45. > :07:50.wolf, was a part of a wider conspiracy, the wider organisation

:07:51. > :07:57.the wider cell? I think the lone wolf attacks are total fallacy in my

:07:58. > :08:01.opinion. Someone has built an explosive device, they are very

:08:02. > :08:05.difficult to obtain in the UK. Somebody has probably got this from

:08:06. > :08:09.scratch using our techs BT was that they have purchased. There is

:08:10. > :08:17.A-level of expertise involved in doing so. To make it so that it does

:08:18. > :08:21.not go off when you are constructing it, to be able to move from one

:08:22. > :08:27.place to another and to have the expertise to detonate that. The

:08:28. > :08:30.level of skill and the level of technical expertise, not many people

:08:31. > :08:33.have and I would suggest it is not the work of one person. This is the

:08:34. > :08:39.work of a group of people and we need to be on top of who they are

:08:40. > :08:44.and then get to them as quickly as possible.

:08:45. > :08:49.And from what we are hearing, this was not just an explosive device,

:08:50. > :08:53.but it was packed, it seems, with nuts and bolts, making it even more

:08:54. > :09:01.deadly, all of that shrapnel flying through the air. Yes, often with an

:09:02. > :09:05.improvised explosive device, the explosion will contain inside some

:09:06. > :09:09.form of either metal or plastic container and then on the outside of

:09:10. > :09:17.that they will Sellotape nails, bolts, nuts and things and attach

:09:18. > :09:26.the bag that contains the device with kneels as well. So the

:09:27. > :09:29.intention is the calzone and the media explosion but after that you

:09:30. > :09:35.have this flying material that will cause extra injuries to others. It

:09:36. > :09:40.is disgusting, a disgusting advice or the way through. -- a disgusting

:09:41. > :09:49.device. We have to establish why they have carried it out. Yes, OK,

:09:50. > :09:51.well, the former Metropolitan Police counterterrorism detective, David,

:09:52. > :09:55.thank you very much for being with others and sharing your thoughts on

:09:56. > :09:59.the attack here. My colleague Robert Hall joins us

:10:00. > :10:03.just outside of the Manchester Arena where the attack happened last

:10:04. > :10:07.night. Robert, such a beautiful day hair, blue sky, but Manchester

:10:08. > :10:12.really, now the city trying to come to terms with this appalling

:10:13. > :10:16.atrocity. Yes, we tend to use that expression but in this case it is

:10:17. > :10:19.such an appalling shock, such an appalling thing to even think about.

:10:20. > :10:23.People arriving for work today, even if they did not know the news would

:10:24. > :10:26.have gleaned that something was wrong with the railway stations

:10:27. > :10:31.having armed police, police patrolling the streets, there is a

:10:32. > :10:36.heightened presence, but I think the shot is tempered by the fact that

:10:37. > :10:40.people... There is great uncertainty in the case of families who are

:10:41. > :10:44.waiting to find out whether the child be sent to that concert are

:10:45. > :10:52.still alive, where are they? Are they missing? The police are doing

:10:53. > :10:55.their level best to find that out, hundreds of officers. But Theresa

:10:56. > :10:58.May touched on it and it happened last night, I was struck by that

:10:59. > :11:00.sense of solidarity, we have seen it before and remarkably, these of

:11:01. > :11:05.events and this is appalling, it does bring people together. Where we

:11:06. > :11:10.are standing here, last night there were thousands of kids pouring out

:11:11. > :11:13.of that arena, the right -- frightens children milling about not

:11:14. > :11:18.knowing where their parents were. People do multiple tells, taxi

:11:19. > :11:21.drivers offered lifts, people took their children to places of safety

:11:22. > :11:25.and help them get home, that happened all night, one of the that

:11:26. > :11:29.arena is getting their casualties out, they had to come down a flight

:11:30. > :11:32.of steps. People were carrying the tragedy is down to help the

:11:33. > :11:35.paramedics get them out and it was that sense, you can see that if you

:11:36. > :11:40.look at the electronic posters in the town which now say, "Pray for

:11:41. > :11:43.Manchester," rather than an advert, and that is an impression of what

:11:44. > :11:49.will happen tonight at the vigil. One thing we have just heard is that

:11:50. > :11:55.we will get a medical update at 1:15pm from the Ambulance Service.

:11:56. > :11:59.We should then hear more about those casualties and again, another set of

:12:00. > :12:02.families waiting anxiously. The tragedy is being treated at a number

:12:03. > :12:07.of hospitals around the city, there are so many casualties. Yes, there

:12:08. > :12:10.have been appeals for bloods, one is for people not to comment was

:12:11. > :12:14.brittle or call the emergency services unless they really have to.

:12:15. > :12:19.That situation still exists, there is a great deal of pressure and a

:12:20. > :12:22.lot of uncertainty about the condition of those casualties which

:12:23. > :12:25.should be resolved within the next hour.

:12:26. > :12:30.In terms of the police investigation, they are saying that

:12:31. > :12:35.they know the identity of the suicide bomber, but they are not

:12:36. > :12:39.giving details. Of course, the question is really, was this person

:12:40. > :12:44.acting alone or was it part of a wider conspiracy and wider terror

:12:45. > :12:48.cell? The activity outside of the cord and seems to suggest that the

:12:49. > :12:53.following up a number of lines of inquiry. We heard about the police

:12:54. > :12:57.activity in South Manchester in the latter half of this morning, that's

:12:58. > :13:00.22-year-old man confirmed by Greater Manchester Police as being arrested

:13:01. > :13:03.in connection with this. But we do not know what that Clinton might or

:13:04. > :13:11.might not be. We will have to follow this up. They have got help from the

:13:12. > :13:16.counterterrorism officers from London, so there is a huge effort

:13:17. > :13:22.going on. -- what that connection might or might not be. Thank you for

:13:23. > :13:25.that update, Robert Hall. We can hear from Karen and Stuart Ford who

:13:26. > :13:29.were at the Arena picking up their daughter after the concert, after

:13:30. > :13:34.the Ariana Grande concert when the bomb went off. This

:13:35. > :13:37.The concert had just finished and Ariana Grande had just left

:13:38. > :13:39.the stage and the lights came up and everybody started to get

:13:40. > :13:42.their bags together and started to walk towards the staircase,

:13:43. > :13:44.when all of a sudden there was this huge,

:13:45. > :13:47.loud bang in the corner, the opposite corner of the stadium.

:13:48. > :13:50.It was just awful, I was trying to tell my daughter to keep calm

:13:51. > :13:54.and obviously we needed to get out safely but at that time we did not

:13:55. > :14:01.But there was no one to direct us anywhere,

:14:02. > :14:03.there were shoes on the floor that people had obviously lost

:14:04. > :14:06.as they were running away and we just followed the masses,

:14:07. > :14:08.we followed everybody out into the street, onto the streets,

:14:09. > :14:14.there was children crying, everybody was on the phone.

:14:15. > :14:27.I think this the reality has sunk in this morning that she has

:14:28. > :14:31.She is just in complete awe of Ariana Grande,

:14:32. > :14:36.We have had these tickets for months and the concert was fantastic

:14:37. > :14:39.and then for that to happen and people of her age have

:14:40. > :14:42.probably died, I think she is realising how serious

:14:43. > :14:49.So she has not gone to school today, neither of my children have,

:14:50. > :14:53.they were just not in a fit state to go.

:14:54. > :14:56.I am going to talk to your husband, Stuart, if I may, Karen.

:14:57. > :15:04.It is unimaginable for most of us, but for you, frantically trying

:15:05. > :15:07.to find your wife and daughter, can you describe what that was like?

:15:08. > :15:20.After the bang, I turned to my son, Nathaniel, we were sat about half

:15:21. > :15:27.a mile up the hill away from the arena, and we heard this

:15:28. > :15:30.bang and I looked at him and I said, "That sounded like a bomb".

:15:31. > :15:33.So I tried phoning Karen and for some reason it just

:15:34. > :15:36.would not connect and it was just ringing out, or the engaged tone,

:15:37. > :15:39.and we were running down the hill and it was frantic,

:15:40. > :15:59.To think of the little children that were there and the sheer panic...

:16:00. > :16:27.that was Karen and Stuart Ford who were picking up their daughter at

:16:28. > :16:30.the Manchester Arena. Some breaking news, so-called

:16:31. > :16:34.Islamic State are claiming responsibility for this attack here

:16:35. > :16:39.in Manchester which has left 22 people dead and 59 injured. Many of

:16:40. > :16:44.them are young people, teenagers, children, many of them girls who

:16:45. > :16:50.were here to see Ariana Grande at the Manchester Arena. So, so-called

:16:51. > :16:55.Islamic State have said that they are claiming responsibility for the

:16:56. > :17:02.attack. We will bring you more on that as it comes into us. We can

:17:03. > :17:08.also hear from Charlotte Campbell, who is one of the very worried and

:17:09. > :17:13.concerned parents who has not heard from Olivia Campbell, her daughter.

:17:14. > :17:15.Let us listen to Charlotte Campbell talking about an appeal really she

:17:16. > :17:56.is making to hear from her daughter. This is my daughter Olivia,

:17:57. > :17:59.I have not seen her since five She was at the Ariana Grande

:18:00. > :18:02.concert with her friend. I am worried sick,

:18:03. > :18:04.if anybody has seen her, please contact the police,

:18:05. > :18:06.contact somebody, let her know Even if you think you have seen her,

:18:07. > :18:11.just let the police know, please. She is in dark clothes,

:18:12. > :18:12.off-the-shoulder top. Please, just somebody

:18:13. > :18:19.get hold of her. I am worried sick,

:18:20. > :18:21.we have not slept. We have got family

:18:22. > :18:22.out looking for her. Please, please, somebody must have

:18:23. > :18:25.seen her at some point. Just let me know you have seen her,

:18:26. > :18:28.let the police know, let anybody know you have

:18:29. > :18:32.seen her, please. That is Charlotte Campbell looking

:18:33. > :18:34.and feeling for her daughter as that concert came to an end around

:18:35. > :18:37.10:30pm. The explosion went off, we now know that it was a suicide

:18:38. > :18:39.bomber and meal that so-called Islamic State are claiming

:18:40. > :18:41.responsibility for the attack here. A 23-year-old man has been arrested

:18:42. > :18:44.in Manchester today in connection with the attack as well. In terms of

:18:45. > :18:46.other families and friends who are worried about loved ones, who are

:18:47. > :18:51.missing after the attack here, but this have set up a help centre in

:18:52. > :18:56.order to help trace those who are missing and that is at the Etihad

:18:57. > :19:00.Stadium, the Manchester City Stadium at Gate 11. Well, we have been

:19:01. > :19:03.talking about the injured, the casualties, many of them with

:19:04. > :19:07.serious injuries, some we have been told by the Prime Minister with

:19:08. > :19:10.life-threatening injuries and many of them, of course, we know our

:19:11. > :19:16.young people as well. They are at a number of hospitals and one of those

:19:17. > :19:20.is the Royal Infirmary. Michael Vick Annita McVey is there

:19:21. > :19:23.for us this afternoon. Yes, Ben, just preparing here at the Royal

:19:24. > :19:28.Manchester infirmary for a news conference and we are expecting it

:19:29. > :19:34.to happen at around one o'clock with it chief executive of the Hospital

:19:35. > :19:38.Association. It was the North West Ambulance Service that deployed 60

:19:39. > :19:44.ambulances and their crews to the scene of the attack last night, they

:19:45. > :19:48.treated around 16 walking wounded and brought 59 people to hospital

:19:49. > :19:52.and they are being treated at eight hospitals, nine of them here at the

:19:53. > :20:02.Manchester Royal Infirmary, the major trauma centre for the region.

:20:03. > :20:07.Six at Salford Royal Hospital and six at Stepping Hill, six at Royal

:20:08. > :20:13.boat and, seven at the Royal Oldham Hospital and five at the North

:20:14. > :20:16.Manchester hospital. The North West Ambulance Service have said in a

:20:17. > :20:24.statement just a short while ago that of course, they and the NHS and

:20:25. > :20:28.the hospitals, they have a huge level of preparedness for a major

:20:29. > :20:30.incident and the practice scenarios, nothing can prepare them for the

:20:31. > :20:33.shock and sadness when it comes to something like this, when something

:20:34. > :20:42.like this occurs and they are dealing with the real victims of, in

:20:43. > :20:45.this case, this terrorist attack. Throughout Manchester, many people

:20:46. > :20:51.are looking for ways to express their sadness, there is sympathy for

:20:52. > :20:58.the people affected and the families affected by last night's events. One

:20:59. > :21:05.of them was speaking to Victoria Derbyshire a little while ago. She

:21:06. > :21:09.had come to lay flowers and to make our feelings known, our expression

:21:10. > :21:14.of sympathy for the victims. I was at my friend 's house just

:21:15. > :21:19.opposite the MEN Arena and we were just about to leave to get a taxi

:21:20. > :21:24.when the heart -- are at a massive bang, we saw people running, we saw

:21:25. > :21:28.people through the windows running in one direction and I had flowers

:21:29. > :21:31.and just got it is just really upsetting because they were so young

:21:32. > :21:36.and you could see them so excited to go to this concert. For something

:21:37. > :21:43.like this to happen, it really does affect you because it is our city.

:21:44. > :21:47.How do you reflect this morning then on what the city has experienced

:21:48. > :21:54.last night? I think everyone is really shocked, I mean, so many of

:21:55. > :21:58.us, we went to have dinner with one another and so many people were

:21:59. > :22:01.about to walk to the station, left only a few minutes beforehand,

:22:02. > :22:04.anything could happen. It is just the shock of it being targeted

:22:05. > :22:11.towards teenagers and children, that has hit about it. But also the

:22:12. > :22:15.resilience and people will come together and really show love, we

:22:16. > :22:19.always have to remember that we have to feel love for everyone. I already

:22:20. > :22:22.hearing about some of my Muslim friends getting attacked in the

:22:23. > :22:25.street. We do not know who the attacker is, people must be aware of

:22:26. > :22:29.that and we should unite and show respect and love for everybody this

:22:30. > :22:35.time. You are already hearing that, are you? From my friends. As it

:22:36. > :22:41.happened to them or are they hearing it about others? My friend said

:22:42. > :22:46.someone spotted someone on the street this morning. We have to

:22:47. > :22:49.remember that this is not what we should be doing, we have to come

:22:50. > :22:54.together, that is what people who do these things want to happen.

:22:55. > :22:58.Political leaders from around the world and at home have been

:22:59. > :23:01.expressing their shop, Hockridge and there is sympathy for the victims.

:23:02. > :23:09.Here is the Labour leader Jeremy Corbyn. -- expressing their shock.

:23:10. > :23:13.Any support needed by any of our services must be given. We must

:23:14. > :23:17.support those people who have suffered so much. Those families

:23:18. > :23:21.that have lost young ones, those families that still do not quite

:23:22. > :23:26.know what is happening with their own children. This is the most

:23:27. > :23:28.terrible and dramatic time. In these circumstances, we must come

:23:29. > :23:33.together. In these circumstances the city and the community comes

:23:34. > :23:36.together with solidarity and in strength, so we will carry on, we do

:23:37. > :23:40.not allow these attacks and these people to divide us prevent us from

:23:41. > :23:47.leading a decent, humble life that we all want to beat. I to the mayor

:23:48. > :23:51.of Manchester, Andy Burnham, and he set up a strong statement saying

:23:52. > :23:56.exactly that. He also thanked cities around the world that said the

:23:57. > :24:02.solidarity to Manchester today as do myself. Your message to the families

:24:03. > :24:06.of those affected? I am terribly sorry and sad for you. You can be

:24:07. > :24:11.nothing worse than losing a child in a situation like this. We have to

:24:12. > :24:18.put our arms around them and support them, not just today, but in a

:24:19. > :24:22.difficult days to come because, like this does not go in a day or two. It

:24:23. > :24:28.is they with them for the rest of their lives. We have to give them

:24:29. > :24:31.all the support we possibly can. And also to make sure that we live in a

:24:32. > :24:35.safe environment in the future and we live in safety together. But that

:24:36. > :24:41.we do not allow our communities to be divided by this kind of polling,

:24:42. > :24:45.atrocious act of violence. And this was the reaction from near

:24:46. > :24:55.Andy Burnham a little earlier today. We want Greater Manchester to pull

:24:56. > :25:00.together and get back together. That is giving in every do not do that,

:25:01. > :25:07.isn't it? Very much so, that is all this message to come out of Greater

:25:08. > :25:11.Manchester. In 1960s -- in 1996, the IRA bomb, the euro 96 game went

:25:12. > :25:19.ahead, we will not be bound by these extremists. They want to divide us,

:25:20. > :25:24.Greater Manchester is a place that police and standing together and be

:25:25. > :25:34.well. The police have said it could be one man or a possible colleague

:25:35. > :25:38.helping him. Is that what you have here? I cannot comment on the

:25:39. > :25:42.ongoing investigations but what I can say is that there is a need for

:25:43. > :25:49.the city to come together, so we are making arrangements for a vigil in

:25:50. > :25:52.the centre of Manchester this evening and Albert Square in front

:25:53. > :25:55.of the town hall because I think it is important that we send out that

:25:56. > :25:59.clear message that we are grieving, we are strong and we are together.

:26:00. > :26:04.Extraordinary unity demonstrated overnight and always across the

:26:05. > :26:09.city. Incredible, Juno, the idea that people would throw open their

:26:10. > :26:12.doors or make their Karrar available to people, it just tells you

:26:13. > :26:18.everything about the people of Greater Manchester, there are

:26:19. > :26:22.natural generosity. In many ways, that is the best response because,

:26:23. > :26:27.you know, it is what beach to miss don't want, to think that people

:26:28. > :26:30.will work with each other and put themselves out in that way. That is

:26:31. > :26:37.what the people here are like. They will never beat us. The Prime

:26:38. > :26:40.Minister Theresa May is on her way to Manchester and earlier she

:26:41. > :26:45.chaired the meeting of the Cobra emergency committee and this is what

:26:46. > :26:49.she had to say afterwards. At terrible moments like these it is

:26:50. > :26:52.customary for leaders, politicians and others to condemn the

:26:53. > :26:56.perpetrators and declare that the terrorists will not win. But the

:26:57. > :27:01.fact that we have been here before and the fact that we need to see

:27:02. > :27:08.this again does not make it any less true. For as so often while the

:27:09. > :27:12.experience the worst of humanity in Manchester last night, we also saw

:27:13. > :27:15.the best. The cowardice of the attacker met the bravery of the

:27:16. > :27:22.emergency services and the people of Manchester. The attempt to divide us

:27:23. > :27:27.met countless acts of kindness that brought people closer together. And

:27:28. > :27:32.in the days ahead, those must be the things we remember. The images we

:27:33. > :27:38.hold in our minds should not be those of senseless slaughter but of

:27:39. > :27:43.the ordinary men and women who put concerns about their own safety to

:27:44. > :27:47.one side and rushed to help. All three men and women of the emergency

:27:48. > :27:53.services who worked tirelessly to bring comfort, to help and to save

:27:54. > :27:59.lives. Of the messages of solidarity and hope of all those who open their

:28:00. > :28:04.homes to the victims. For they are the images that embody the spirit of

:28:05. > :28:07.Manchester and the spirit of Britain, a spirit that through years

:28:08. > :28:16.of conflict and terrorism has never been broken and will never be

:28:17. > :28:20.broken. There will be difficult days ahead, we offer our thoughts and

:28:21. > :28:26.prayers to the family and friends of those affected. We offer our full

:28:27. > :28:30.support to the authorities, the emergency and the Security Services

:28:31. > :28:34.as they go about their work. And we all, every single one of us, stand

:28:35. > :28:41.with the people of Manchester at this terrible time. And, today, let

:28:42. > :28:46.us remember those who died and let us celebrate those who helped, save

:28:47. > :28:52.in the knowledge that the terrorists will never win. And our values, our

:28:53. > :28:59.country and our way of life will always prevail.

:29:00. > :29:04.And the latest the BBC understands, although this has yet to be

:29:05. > :29:05.confirmed, is that the attacker was British or from the UK. Stay with

:29:06. > :29:06.those on BBC
