0:01:37 > 0:01:41global capitals and warnings that the move will destroy any hope of
0:01:41 > 0:01:47progress on peace. Live now to the White House. It is all set up, the
0:01:47 > 0:01:52podium is there, the journalists are there to hear that key announcement
0:01:52 > 0:01:57from the president. He said it was a big decision just a few minutes ago.

0:03:28 > 0:03:32strengthen US ties to Israel, this is seen as an important step. So
0:03:32 > 0:03:38Donald Trump, obviously he faces criticism from abroad but there is a
0:03:38 > 0:03:41large portion of his own party who welcome the development.The
0:03:41 > 0:03:46question is being asked though, you mentioned the campaign trail but why
0:03:46 > 0:03:52now?I think many people suspected or thought that he might make the
0:03:52 > 0:04:00move even earlier. There is a statue -- a statute requiring the president
0:04:00 > 0:04:05to make a decision every six months on relocating the embassy. Why
0:04:05 > 0:04:12particularly now at this time, you could speculate there is a lot of
0:04:12 > 0:04:16possibly bad news going on for Donald Trump and this could be a way
0:04:16 > 0:04:20to change the discussion. As for why now, you need to look at the
0:04:20 > 0:04:24politics and say maybe he just decides that this is fulfilling a
0:04:24 > 0:04:29campaign promise and this is his chance to do it.And we have already
0:04:29 > 0:04:32had confirmation from so many capitals around the world, the
0:04:32 > 0:04:38Reuters news agency saying that the US State Department in a cable to US
0:04:38 > 0:04:45diplomatic post have asked officials to declare non-essential travel to
0:04:45 > 0:04:50Israel until December 20.This is a recognition it seems that there
0:04:50 > 0:04:56could be unrest sparked by this decision. The promise of three days
0:04:56 > 0:04:59of rage, demonstrations in the Palestinian territories. Obviously
0:04:59 > 0:05:04the State Department taking that seriously. The White House, the
0:05:04 > 0:05:08airline is that this move is a reflection of the reality that
0:05:08 > 0:05:17Jerusalem is already the capital of Israel. -- there line. And this is
0:05:17 > 0:05:21long overdue but also acknowledging it is controversial and could be
0:05:21 > 0:05:26repercussions.I'm just being told we are just about two minutes away
0:05:26 > 0:05:30and you can get a sense of that looking at these pictures. Just the

0:06:27 > 0:06:31touches on three religions who regard Jerusalem as the holy site,
0:06:31 > 0:06:36as sacred. It goes to the heart of one of the most contentious and
0:06:36 > 0:06:42emotional issues in the peace process. And it is an issue that
0:06:42 > 0:06:47will not go unnoticed and there will be a response.I'm just waiting now

0:06:51 > 0:06:55helping facilitate a peace agreement but many commentators saying that
0:06:55 > 0:07:00this move will make that so much more difficult if not torpedo the

0:07:05 > 0:07:10programme began saying that other presidents had maybe changed their
0:07:10 > 0:07:14mind or were not brave enough, but he is the man who wants to do the
0:07:14 > 0:07:22deal. Thank you. When I came into office I
0:07:22 > 0:07:29promised to look at the challenges of the world with open eyes and very
0:07:29 > 0:07:37fresh thinking. We cannot solve our problems by making the same failed
0:07:37 > 0:07:45assumptions and repeating the same failed strategies of the past. All
0:07:45 > 0:07:47challenges demand new approaches. My announcement today marks the
0:07:47 > 0:07:58beginning of a new approach to conflict between Israel... To
0:07:58 > 0:08:05relocate the American Embassy to Jerusalem and to recognise that that
0:08:05 > 0:08:12city and so importantly, is Israel's capital. This act passed Congress by
0:08:12 > 0:08:19an overwhelming bipartisan majority. And was reaffirmed by unanimous vote
0:08:19 > 0:08:28of the Senate only six months ago. Yet for over 20 years every previous
0:08:28 > 0:08:36American president has exercised the waiver, refusing to move the US
0:08:36 > 0:08:46Embassy to Jerusalem or to recognise Jerusalem as Israel's capital city.
0:08:46 > 0:08:48Presidents issued these waivers under the belief that delaying the
0:08:48 > 0:08:53recognition of Jerusalem would advance the cause of peace. Some say
0:08:53 > 0:09:00that they lacked courage, but they made their best judgment based on
0:09:00 > 0:09:06facts as they understood them at the time. Nevertheless the record is in.
0:09:06 > 0:09:12After more than two decades of waivers, we are no closer to a
0:09:12 > 0:09:17lasting peace agreement between Israel and the Palestinians. It
0:09:17 > 0:09:22would be folly to assume that repeating the exact same formula
0:09:22 > 0:09:27would now produce a different or better results. Therefore I'm
0:09:27 > 0:09:35determined that it is time to officially recognise Jerusalem as
0:09:35 > 0:09:43the capital of Israel. While previous presidents have made this a
0:09:43 > 0:09:48major campaign promise, they have failed to deliver. Today I am
0:09:48 > 0:09:55delivering. I have judged this course of action to be in the best
0:09:55 > 0:09:59interests of the United States of America. And the pursuit of peace
0:09:59 > 0:10:06between Israel and the Palestinians. This is a long overdue step to
0:10:06 > 0:10:11advance the peace process and to work towards a lasting agreement.
0:10:11 > 0:10:17Israel is a sovereign nation with the right like every other sovereign
0:10:17 > 0:10:24nation to determine its own capital. Acknowledging this is a fact, is a
0:10:24 > 0:10:32necessary condition for achieving peace. It was 70 years ago that the
0:10:32 > 0:10:38United States under President Truman recognised the state of Israel. Ever
0:10:38 > 0:10:45since then Israel has made its capital in the city of Jerusalem.
0:10:45 > 0:10:51The capital the Jewish people established in ancient times. Today
0:10:51 > 0:10:57Jerusalem is the seat of the modern Israeli government. It is the home
0:10:57 > 0:11:05of the Israeli parliament. As well as the Israeli Supreme Court. It is
0:11:05 > 0:11:09the location of the official residence of the Prime Minister and
0:11:09 > 0:11:14the president. It is the headquarters of many government
0:11:14 > 0:11:21ministries. For decades visiting American presidents, secretaries of
0:11:21 > 0:11:28State and military leaders have met their Israeli counterparts in
0:11:28 > 0:11:33Jerusalem. As I did on my trip to Israel earlier this year. Jerusalem
0:11:33 > 0:11:40is not just the heart of three great religions but it is now also the
0:11:40 > 0:11:47heart of one of the most successful democracies in the world. Over the
0:11:47 > 0:11:52past seven decades the Israeli people have built a country where
0:11:52 > 0:11:57Jewish people, Muslims and Christians and people of all faiths
0:11:57 > 0:12:02are free to live and worship according to their conscience and
0:12:02 > 0:12:09according to their beliefs. Jerusalem is today and must remain a
0:12:09 > 0:12:15place where Jewish people pray at the Western Wall, where Christians
0:12:15 > 0:12:24walk the stations of the Cross and where Muslims worship at the mosque.
0:12:24 > 0:12:30However through all of these years presidents of representing the
0:12:30 > 0:12:34United States have declined to officially recognised Jerusalem as
0:12:34 > 0:12:39the Israeli capital. In fact we have declined to acknowledge any Israeli
0:12:39 > 0:12:49capital at all. But today we finally acknowledge that Jerusalem is the
0:12:49 > 0:12:54Israeli capital. This is nothing more or less than a recognition of
0:12:54 > 0:13:00reality. It is also the right thing to do. It is something that has to
0:13:00 > 0:13:11be done. That is why consistent with the Jerusalem Embassy act, I'm also
0:13:11 > 0:13:14directing the State Department to begin preparation to move the
0:13:14 > 0:13:22American Embassy from Tel Aviv to Jerusalem. This will immediately
0:13:22 > 0:13:26begin the process of hiring architects, engineers and planners
0:13:26 > 0:13:33so a new embassy when completed will be a magnificent tribute to peace.
0:13:33 > 0:13:40In making these announcements I also want to make one point very clear.
0:13:40 > 0:13:46This decision is not intended in any way to reflect a departure from our
0:13:46 > 0:13:52strong commitment to facilitate a lasting peace agreement. We want an
0:13:52 > 0:13:56agreement that is a great deal for the Israelis and a great deal for
0:13:56 > 0:14:04the Palestinians. We are not taking a position of any final status
0:14:04 > 0:14:09issues including the specific boundaries of the Israeli
0:14:09 > 0:14:13sovereignty in Jerusalem by the resolution of contested borders.
0:14:13 > 0:14:20Those questions are up to the parties involved. The United States
0:14:20 > 0:14:27remains deeply committed to helping facilitate a peace agreement that is
0:14:27 > 0:14:36acceptable to both sides. I intend to do everything in my power to help
0:14:36 > 0:14:42forge such an agreement. Without question Jerusalem is one of the
0:14:42 > 0:14:47most sensitive issues in those talks. The United States would
0:14:47 > 0:14:55support a two state solution if agreed to by both sides. In the
0:14:55 > 0:15:00meantime I call on all parties to maintain the status quo at the holy
0:15:00 > 0:15:09sites in Jerusalem including the Temple Mount also known as home run
0:15:09 > 0:15:13archery. Above are -- above all our greatest hope is for peace. The
0:15:13 > 0:15:23universal yearning in every human soul. With the actions today I
0:15:23 > 0:15:26reaffirm my administration's long-standing commitment to future
0:15:26 > 0:15:31of peace and security for region. There will of course be disagreement
0:15:31 > 0:15:37and dissent. Regarding this announcement. But we are confident
0:15:37 > 0:15:43that ultimately as we work through these disagreements, we will arrive
0:15:43 > 0:15:50at a piece and a place far greater in understanding and cooperation.
0:15:50 > 0:15:57This sacred city should call forth the best inhumanity, lifting our
0:15:57 > 0:16:03sites to what it is possible, not pulling us back and down to the old
0:16:03 > 0:16:10fights that have become so totally predictable. Peace is never beyond
0:16:10 > 0:16:19the grasp of those willing to reach it. So today we call for calm, for
0:16:19 > 0:16:24moderation and for the voices of tolerance. To prevail over the
0:16:24 > 0:16:32purveyors of hate. Our children should inherit our love and not our
0:16:32 > 0:16:36conflicts. I repeat, the message I deliver at the historic and
0:16:36 > 0:16:43extraordinary summit in Saudi Arabia earlier this year, the Middle East
0:16:43 > 0:16:49is a region rich with culture, spirit and history. Its people are
0:16:49 > 0:16:53brilliant, proud and diverse. Vibrant and strong. But the
0:16:53 > 0:17:00incredible future awaiting this region is held at bay by bloodshed,
0:17:00 > 0:17:06ignorance and terror. Vice President pens will travel to the region in
0:17:06 > 0:17:10the coming days to reaffirm our commitment to work with partners
0:17:10 > 0:17:18throughout the Middle East to defeat radical -- radicalism that threatens

0:19:21 > 0:19:26foreign policy. He then went on in the second half of that statement to
0:19:26 > 0:19:34underline as he said at his commitment to pushing forward and
0:19:34 > 0:19:37advancing the peace process. He said I remain deeply committed to helping
0:19:37 > 0:19:43facilitate a peace agreement acceptable both to the Australians
0:19:43 > 0:19:49and the Palestinians. So there he goes, that of comeback to our
0:19:49 > 0:19:53international correspondent.Your headline thoughts? He said was a
0:19:53 > 0:19:57recognition of reality and in some ways that is correct. The Israelis
0:19:57 > 0:20:01operate their business from Jerusalem, the Prime Minister and
0:20:01 > 0:20:04president live there, the Israeli parliament. But everyone will focus
0:20:04 > 0:20:09on the language and it will be looked at differently from the
0:20:09 > 0:20:14Israeli and Palestinian side. When Russia recognised Jerusalem as the
0:20:14 > 0:20:20capital earlier this year they said West Jerusalem, not Jerusalem as a
0:20:20 > 0:20:24whole. President Trump talked about Jerusalem, the capital city but did
0:20:24 > 0:20:32not use the Israeli words which is eternal, undivided. The Palestinians
0:20:32 > 0:20:35will seize a pub in that, the recognition that some parts of
0:20:35 > 0:20:38Jerusalem could be theirs in the capital and President Trump careful
0:20:38 > 0:20:42to say this does not presuppose any discussions in the final status
0:20:42 > 0:20:46talks about the boundaries of Jerusalem. He did not even hint
0:20:46 > 0:20:50however that the Palestinians wanted East Jerusalem as the capital and
0:20:50 > 0:20:56when he came to that mantra at the two state solution, he did not say
0:20:56 > 0:21:01that I believe in the two state solution, he said the two state
0:21:01 > 0:21:06solution if both sides agree to it. So he stepped back from that. So for
0:21:06 > 0:21:10some Israelis he may not have said enough but for Palestinians and
0:21:10 > 0:21:13Arabs he certainly said nothing that would satisfy them. There was
0:21:13 > 0:21:19nothing sweetened in for them aside to his commitment to a process but
0:21:19 > 0:21:23that will not be enough, that appeal for calm. There was nothing in his
0:21:23 > 0:21:28language that will bring about that calm.And in the build-up to this
0:21:28 > 0:21:31announcement we have seen condemnation from so many different
0:21:31 > 0:21:34places in the world, as you go through it and you have been looking
0:21:34 > 0:21:38at all of it to the day, which were the most significant voices that
0:21:38 > 0:21:42stood out for you.All the voices, what will matter most is what is
0:21:42 > 0:21:48happening on the ground. We will hear from Mahmoud Abbas but we know
0:21:48 > 0:21:51I think what he will say, he will see it as a challenge to him, to his
0:21:51 > 0:21:57leadership. Never mind that this is a history of failed is making but he
0:21:57 > 0:22:00knows there will be anger on the streets and in some ways he must
0:22:00 > 0:22:05respond to that. We heard from Hamas in the Gaza Strip, calling for a day
0:22:05 > 0:22:10of rage and Friday and all Arab leaders have always tried to be
0:22:10 > 0:22:14standard-bearers for the Palestinian cause, the Palestinians will say
0:22:14 > 0:22:17they've never done enough to help. But today they are all standing up
0:22:17 > 0:22:22and that includes Arabs, Turkish and Iranian leaders and of course
0:22:22 > 0:22:26European leaders as well. In saying that this is something that will
0:22:26 > 0:22:31damage the peace process. We will have a different view from the
0:22:31 > 0:22:37Israelis, President Trump is right, all the way from President Clinton
0:22:37 > 0:22:43on, they're not help the peace process. So in some senses he is
0:22:43 > 0:22:47correct that there needs to be new thinking but this new thinking may
0:22:47 > 0:22:55not be the right one.Thank you very much for that. Now we are going to

0:22:58 > 0:23:01televised address after being from Donald Trump and we will play that

0:23:24 > 0:23:29region as a whole. It has been so long that this unnatural idea of

0:23:34 > 0:23:41eternal capital, would somehow bring peace upon us. And President Trump
0:23:41 > 0:23:45is right, by putting that aside, by understanding and solidifying the

0:24:20 > 0:24:24would expect they recognise our capital that has incidentally been
0:24:24 > 0:24:30that way for 3020 years now. So not as if we are inventing a new
0:24:30 > 0:24:34situation, it has always been our capital long before London was even
0:24:34 > 0:24:40in existence. We think that is the natural way that the leaders should
0:24:40 > 0:24:45go.And do you think this move brings peace poster or move that
0:24:45 > 0:24:50further away?In the short term there might be some friction but in
0:24:50 > 0:24:54the long term this definitely will bring peace closer because never
0:24:54 > 0:25:00could peace be predicated on dividing Jerusalem, never will there
0:25:00 > 0:25:02be peace with a wall in the middle of Jerusalem and you cannot profit
0:25:02 > 0:25:07up. In the long run this will advance peace and the prose is that
0:25:07 > 0:25:14for so many years dividing Jerusalem, that never brought peace.
0:25:14 > 0:25:17Your settlements in East Jerusalem are seen internationally as illegal
0:25:17 > 0:25:22under international law, does this in any way in your opinion
0:25:22 > 0:25:25legitimised these settlements?We do not have settlements in East
0:25:25 > 0:25:30Jerusalem, we have Jewish communities living in our capital.
0:25:30 > 0:25:34The death we are legitimate regardless of what the international
0:25:34 > 0:25:39community thinks because I said we live there and we our own language,
0:25:39 > 0:25:48in our own homeland. But we think it is high time capital around the
0:25:48 > 0:25:52world accept Jerusalem as our capital.Do you still believe in a
0:25:52 > 0:25:59two state solution?We have to be creative. President Trump talked
0:25:59 > 0:26:05about new ideas, I have a new idea of building peace bottom-up through

0:27:13 > 0:27:21annexation of Jerusalem and that accommodation and support for
0:27:21 > 0:27:25occupation and full force and military violence. And at the same
0:27:25 > 0:27:29time it says we recognise reality but what is reality. The law should
0:27:29 > 0:27:33be the basis of any recognition, international law as well as the
0:27:33 > 0:27:39imperatives of peace. What he's doing is saying we're going to do
0:27:39 > 0:27:42everything to scuttle the chances of peace, to destroy the chances of

0:40:51 > 0:40:55exercised the laws waver, refusing to move the US Embassy to Jerusalem,
0:40:55 > 0:41:03or to recognise Jerusalem as Israel's capital city. Residents
0:41:03 > 0:41:08issued these waivers under the belief that delaying the recognition
0:41:08 > 0:41:14of Jerusalem would advance the cause of peace. Some say they lacked
0:41:14 > 0:41:19courage, but they made their best judgment. Based on facts, as they
0:41:19 > 0:41:25understood them at the time. Nevertheless, the record is in.
0:41:25 > 0:41:30After more than two decades of waivers, we are now closer to a
0:41:30 > 0:41:34lasting peace agreement between Israel and the Palestinians. It
0:41:34 > 0:41:39would be folly to assume that repeating the exact same formula
0:41:39 > 0:41:46would now produce a different for better result. Therefore, I have
0:41:46 > 0:41:53determined that it is time to officially recognise Jerusalem as
0:41:53 > 0:42:00the capital of Israel. While previous presidents have made this a
0:42:00 > 0:42:09major campaign promise, they failed to deliver. Today, I am delivering.
0:42:09 > 0:42:14I have judged this course of action to be in the best interests of the
0:42:14 > 0:42:19United States of America, and the pursuit of peace between Israel and
0:42:19 > 0:42:26the Palestinians. This is a long overdue step to advance the peace

0:42:34 > 0:42:38president in the last half an hour. More reaction, and Emmanuel Macron
0:42:38 > 0:42:42has said this decision is regrettable, and France does not
0:42:42 > 0:42:45approve of and goes against international law, and all the
0:42:45 > 0:42:49resolutions of UN security council. He has just said that to reporters
0:42:49 > 0:42:55in Paris. Turkey's Foreign Minister has described the move from the
0:42:55 > 0:42:58American president as irresponsible. Let's go to the White House and
0:42:58 > 0:43:02Barbara Platt usher who was there for us. Listening there to the
0:43:02 > 0:43:05president described why he is making this move, what is in it for Donald
0:43:05 > 0:43:13Trump?Well, I think the key line of that speech was previous presidents
0:43:13 > 0:43:16failed to deliver on campaign promises, I am delivering. I think
0:43:16 > 0:43:22that is what this is all about, he had promised during his campaign to
0:43:22 > 0:43:28his pro-Israel voters that he would move on Embassy to Jerusalem and he
0:43:28 > 0:43:31would recognise Jerusalem as the capital, and now he's doing it. It
0:43:31 > 0:43:35was notable how many times he said during a speech that other
0:43:35 > 0:43:38presidents had also made that promise but they never did it. But
0:43:38 > 0:43:45he was doing it. That is the main impetus here. He also went to some
0:43:45 > 0:43:49lengths to say this did not mean that the US on-the-job
0:43:49 > 0:43:54administration was departing from the peace process, all from its
0:43:54 > 0:43:59plans to mediate the peace deal. He went on at some length about how the
0:43:59 > 0:44:05US was deeply committed to that, and he made a point of saying that the
0:44:05 > 0:44:08final status of Jerusalem is not affected by this announcement. The
0:44:08 > 0:44:13US was not taking any position on that. And that it would accept a two
0:44:13 > 0:44:18state solution if that's what both sides wanted. He made that very
0:44:18 > 0:44:21clear. Then he said this could even advance the peace process, though
0:44:21 > 0:44:26frankly he did not say how it could, other than that recognising Israel
0:44:26 > 0:44:29had sovereignty on the right to choose its capital was a necessary
0:44:29 > 0:44:34step. Then Prime Minister Netanyahu chimed in to say there is no peace
0:44:34 > 0:44:36that doesn't include Jerusalem as the capital of the state of Israel.
0:44:36 > 0:44:42The reaction that has come that you were quoting there is quite
0:44:42 > 0:44:46predictable, because the concern of critics, which involves most if not
0:44:46 > 0:44:51all of the US allies, is that the fact of doing this, making this
0:44:51 > 0:44:55statement, is disruptive enough to the peace process, never mind how
0:44:55 > 0:45:03the presidents couched it.That move of the US embassy as well, that has
0:45:03 > 0:45:11been announced, but how likely is that to take?US officials have said
0:45:11 > 0:45:14it is years, not months, and it will take at least three or four years
0:45:14 > 0:45:19because they are planning to build a new building. That has to meet
0:45:19 > 0:45:21security requirements uncertain if you are moving a US embassy to
0:45:21 > 0:45:25Jerusalem that will have to meet security requirements, so what Mr
0:45:25 > 0:45:29Trump talked about was action, there were going to start hiring engineers
0:45:29 > 0:45:32and architects in that sort of thing. He wants to make sure he
0:45:32 > 0:45:36gives the message that movement is going to happen. In actual fact, you
0:45:36 > 0:45:40probably won't see much change on the ground for a while. The
0:45:40 > 0:45:43administration officials are banking on that for this too may blow over,
0:45:43 > 0:45:48there will be, they were expecting opposition, but if no building an
0:45:48 > 0:45:52actual change on the ground happens for while, perhaps things will
0:45:52 > 0:45:56settle down. There is not actually a peace plan to produce at this
0:45:56 > 0:46:00moment. It would have made more sense, many here in Washington feel,
0:46:00 > 0:46:03if Trump had made this announcement as part of a peace plan but he did
0:46:03 > 0:46:08not. There is not want to present, so if the Palestinians say, that's
0:46:08 > 0:46:12it, we're not taking part, there is nothing for them to drop out of.
0:46:12 > 0:46:15Perhaps the peace plan comes they will have changed their minds. That
0:46:15 > 0:46:21is part of the calculation as well. It is a pretty classic trumped
0:46:21 > 0:46:24political move, how much support do you think there was saved, in the
0:46:24 > 0:46:31State Department for this?Not very much, I don't think. It was the
0:46:31 > 0:46:33state department responsible for staffing, maintaining and securing
0:46:33 > 0:46:41the emphases. We understand that the Secretary of State and officials
0:46:41 > 0:46:45within the Department express their opposition to this move largely on
0:46:45 > 0:46:48security grounds because they were concerned, as others have expressed,
0:46:48 > 0:46:53that this would trigger a backlash. They of course responsible for
0:46:53 > 0:46:56protecting US citizens and diplomats, and that was a concern to
0:46:56 > 0:47:02them. In the State Department, they had contacts and dealings on the
0:47:02 > 0:47:06peace process for many years, who are acutely aware of just how
0:47:06 > 0:47:10sensitive issue this is. There was opposition from that department.
0:47:10 > 0:47:14Stay there, I will be back to you in a moment or two, I just want to
0:47:14 > 0:47:18update viewers because reactions coming in all of the time since we
0:47:18 > 0:47:24have had that announcement. Hamas has just been speaking, and saying
0:47:24 > 0:47:27that Donald Trump's decision to recognise Jerusalem as Israel's
0:47:27 > 0:47:33capital would open the gates of hell on US interests in the region,
0:47:33 > 0:47:39making that announcement, calling on Arab and Islamic states to cut off
0:47:39 > 0:47:43economic and political ties with the US embassy and expel American
0:47:43 > 0:47:47ambassadors to cripple this decision. Those on their quotes, in
0:47:47 > 0:47:54keeping with what you would expect from Hamas. You have a sense of it
0:47:54 > 0:47:58towards the end of Donald Trump's speech, where he was urging calm. He
0:47:58 > 0:48:04knew there would be a backlash.He knew there would be, and we heard
0:48:04 > 0:48:07from the education minister of Israel who said they expect
0:48:07 > 0:48:10friction, was the word used in the short-term, but that he hoped in the
0:48:10 > 0:48:15long term this would move the region closer to peace. Tonight a lot of
0:48:15 > 0:48:18people are expressing doubt about that, that it moves even further
0:48:18 > 0:48:25away. There is no peace process, just this idea that President
0:48:25 > 0:48:28Trump's team including his son-in-law Jared Kushner and the
0:48:28 > 0:48:34prominent real estate lawyer are making progress. We are hearing from
0:48:34 > 0:48:38Palestinians and Jordanians that they felt there were some slow
0:48:38 > 0:48:41progress, that Trump was listening, they knew it would be a slow process
0:48:41 > 0:48:44but I thought at least there was an effort to try to listen to all
0:48:44 > 0:48:52sides. -- they thought. Announcing today that Jerusalem is the capital
0:48:52 > 0:48:56of Israel, that the embassy will be moving to Jerusalem, will be seen by
0:48:56 > 0:49:01the Palestinians, Arabs and allies of the US, that President Trump is
0:49:01 > 0:49:05only listening to one side. You cannot be seen as the peacemaker if
0:49:05 > 0:49:11you are not listening to all sides. Since we heard from the president,
0:49:11 > 0:49:17it's worth re-capping, because it is difficult to exaggerate the
0:49:17 > 0:49:23significance of what he has just announced.We have to keep reminding
0:49:23 > 0:49:26ourselves, Jerusalem is not just a city, it's not a piece of land, this
0:49:26 > 0:49:32is not just an embassy building. Jerusalem is invested with so much
0:49:32 > 0:49:36significance, sacred significance, not just to the three faiths who

0:50:00 > 0:50:03this eternal city which brings people together, but tonight it is
0:50:03 > 0:50:10being seen as a city which is people apart.Bringing it back to the White
0:50:10 > 0:50:16House, when we were talking earlier with a various contributors to the
0:50:16 > 0:50:20programme, people have tried to make the point that perhaps Donald Trump
0:50:20 > 0:50:24will change his mind, that is most unlikely given what we have seen
0:50:24 > 0:50:32with this announcement, isn't it? Well, he has recognised Israel,
0:50:32 > 0:50:36Jerusalem, as the capital of Israel, that in itself is a significant
0:50:36 > 0:50:41decision. Whether the embassy gets moved there or not, that is maybe
0:50:41 > 0:50:45just as disturbing to the Palestinians and Arab leaders as if
0:50:45 > 0:50:52there was a transfer or a building being made. He has basically said
0:50:52 > 0:50:59that the US has overturned decades of policy, and in the view of the
0:50:59 > 0:51:06Palestinians, taken at unbalanced approach to their holy city for
0:51:06 > 0:51:10territorial sovereignty over part of it. Even if the embassy is not
0:51:10 > 0:51:14moved, and that will take a couple of years, there will not be much
0:51:14 > 0:51:19action on the ground, and it may not happen perhaps, but he has made this
0:51:19 > 0:51:22declaration and come out with a statement that recognises Jerusalem
0:51:22 > 0:51:30as the capital for Israel, and that in itself is enough of a provocation
0:51:30 > 0:51:33or disappointment to the Arabs and Palestinians, even if the building
0:51:33 > 0:51:39does not happen. I should say, US officials were saying yesterday that
0:51:39 > 0:51:42once the process starts, once the building starts to be constructive,
0:51:42 > 0:51:47it continues. It is not as if they get things going in a concrete way,

0:53:03 > 0:53:07pushed on that, and recoiled. Today we heard the words he used, how
0:53:07 > 0:53:11committed do you think the Americans after that?People may remember that
0:53:11 > 0:53:14when Donald Trump the candidate started campaigning, people noticed
0:53:14 > 0:53:18that when he first started campaigning he seemed measured, he
0:53:18 > 0:53:25spoke about Israeli interests and aspirations, Palestinian interests
0:53:25 > 0:53:28and aspirations, then within a short time he's started talking about
0:53:28 > 0:53:32commitment to Israel as the most important partner to the US,
0:53:32 > 0:53:35strategic ally, defending the rights of Israelis, and he started tilting
0:53:35 > 0:53:42more towards, let's say, attachment to Israel and the use of what should
0:53:42 > 0:53:45happen for the peace process. What we've been hearing senses become
0:53:45 > 0:53:50president is that he has not really come out and given his own personal
0:53:50 > 0:53:53commitment of his administration to a two state solution. It has to be
0:53:53 > 0:53:57said, it is more than 20 years now since the Oslo peace process which
0:53:57 > 0:54:01was very much enshrining the idea of a two state solution, which has led
0:54:01 > 0:54:05some Palestinians to even say it's not going to work, let's look at a
0:54:05 > 0:54:10one state solution. There are different ideas being talked about,
0:54:10 > 0:54:15but as Antonio Cotan is reminded all of us tonight, and there are many
0:54:15 > 0:54:20who say really the only alternative, the only just alternative is a two
0:54:20 > 0:54:26state solution. A state for the Palestinians, side by side, to use
0:54:26 > 0:54:29the language, side by side living in peace and security and Israeli
0:54:29 > 0:54:37state. Some watching what happened today might think, given Trump sees
0:54:37 > 0:54:41himself as the ultimate deal-maker, why was this not done as part of a
0:54:41 > 0:54:45deal? Saying, but I have also agreed with the Israelis they will do this
0:54:45 > 0:54:50or that, there has been an agreement that this will happen. Barbara
0:54:50 > 0:54:53suggested they want to keep the peace process separates the
0:54:53 > 0:54:56Palestinians could not pull out of it. There could be something given
0:54:56 > 0:55:01to both sides to make it a more measured response, if you like.
0:55:01 > 0:55:05Given all of what you have just said, a final thought as to where
0:55:05 > 0:55:12you think we are this evening after that major announcement.One thing
0:55:12 > 0:55:18bears mentioning, this is like the Iran deal, something the president
0:55:18 > 0:55:22had to give a decision on, had to give a waiver, in times of the Iran
0:55:22 > 0:55:25deal every quarter he had to say around was complying with this
0:55:25 > 0:55:29waiver, and it was irritating him for every time. It was the same with
0:55:29 > 0:55:33the waiver on moving the embassy to Jerusalem, a get irritating him that
0:55:33 > 0:55:39he had to give the wave every time alike Presidents before him. Tonight
0:55:39 > 0:55:45he has said he wants to bring about the deal but in capitals around the
0:55:45 > 0:55:49world tonight, I think that deal-making is now in doubt.Thanks
