:01:40. > :01:43.the heart of Barcelona is placid Catalonia, Catalonia Square, just at
:01:44. > :01:48.the end of Las Ramblas. This is where the van driver began his
:01:49. > :01:51.attack, he drove down Las Ramblas, swerving and weaving left and right
:01:52. > :01:57.and leaving 13 people dead and dozens injured from more than 20
:01:58. > :02:01.different countries. Three people, according to Spanish police, have
:02:02. > :02:05.been arrested in connection with the attack. It seems that a fully
:02:06. > :02:10.fledged terror network has been operating here in Catalonia, in the
:02:11. > :02:14.early hours of this morning in the town of Cambrils, about 100
:02:15. > :02:18.kilometres south-west of here, there was another incident in which a car
:02:19. > :02:23.was driven at pedestrians, seven people injured, including a police
:02:24. > :02:28.officer. This time the vehicle overturned, police opened fire very
:02:29. > :02:36.quickly and shot dead five suspected terrorists. They were reportedly
:02:37. > :02:40.wearing explosive belts, there was then a series of controlled
:02:41. > :02:42.explosions. Let's get this report from Sarah Corker.
:02:43. > :02:45.In the early hours of Friday morning, a dramatic shoot out
:02:46. > :02:58.The authorities say five suspected terrorists were shot dead by police.
:02:59. > :03:00.Officers opened fire after the attackers drove
:03:01. > :03:07.The next thing, police were right there, it was really quick.
:03:08. > :03:11.Then they started shouting at the guy and the next thing,
:03:12. > :03:19.The incident in Cambrils is being linked to the deadly van
:03:20. > :03:26.attack in the centre of Barcelona, less than 100 miles away.
:03:27. > :03:31.Hundreds of holiday-makers, locals, shoppers ran for their lives.
:03:32. > :03:34.This white van was used as a weapon to kill.
:03:35. > :03:36.For half a kilometre, the vehicle ploughed
:03:37. > :03:41.into pedestrians on Spain's most famous boulevard.
:03:42. > :03:46.I saw a white van with the side door open.
:03:47. > :03:51.Whether it was police or from the van, I don't know,
:03:52. > :03:58.We ran into the Burger King to get shelter.
:03:59. > :04:00.Police released this photo of Driss Oukabir, born in Morroco,
:04:01. > :04:03.whose documents were used to rent the van, but latest reports
:04:04. > :04:10.suggest he told police his passport was stolen.
:04:11. > :04:14.The so-called Islamic State group said it was behind the attack.

:14:58. > :15:01.source with knowledge of the investigation. There was an incident
:15:02. > :15:07.on Wednesday at a place around 100 miles or so from Barcelona where it
:15:08. > :15:10.has exploded, a huge explosion, the house completely destroyed. Police
:15:11. > :15:15.investigating that found canisters inside the home and they believe
:15:16. > :15:20.there was perhaps an intention to build a bomb back, but we now hear
:15:21. > :15:25.that the Spanish authorities believe that butane gas canisters were
:15:26. > :15:30.planned to have some involvement in the attack in Barcelona on Thursday

:17:50. > :17:53.behind me, one of the most popular tourist destination is not just here
:17:54. > :17:57.in Barcelona but in all of Europe, people come from all over the
:17:58. > :18:01.continent, all over the world, to walk up and down this famous Las
:18:02. > :18:05.Ramblas, this van was driven at high speed for half a kilometre,
:18:06. > :18:10.ploughing into pedestrians. Richard Gregg is from Dartford, Kent, you
:18:11. > :18:15.witnessed some of the aftermath, tell us what you saw. We were
:18:16. > :18:19.walking back onto Las Ramblas, immediately after the van had hit,
:18:20. > :18:23.did not really know, it was surreal and chaotic at the time, all we
:18:24. > :18:27.heard was a couple of tourists shouting that people had been hit
:18:28. > :18:31.and there was blood everywhere. We got onto Las Ramblas and people were
:18:32. > :18:35.running everywhere, we could not get anywhere near our apartment, which
:18:36. > :18:39.is literally parallel with where the van ended up, so we made our way
:18:40. > :18:44.through the back streets, which were filled with people at that time,
:18:45. > :18:47.panicking, really, the police also were in the back streets very
:18:48. > :18:52.quickly. Las Ramblas has numerous side alley ways, all the way up and
:18:53. > :18:56.down, literally flooded with police, on foot, on motorcycles, getting us
:18:57. > :19:02.off the street and clearly looking for someone, we now know... When we
:19:03. > :19:06.got back to our street we could see where the van had ended, bodies on
:19:07. > :19:10.the floor, we made our way back to our apartment as quickly as we
:19:11. > :19:13.could, we ended up within the police called in and could not leave the
:19:14. > :19:18.building, because the market place where a lot of the armed police were
:19:19. > :19:22.was literally behind our building. We were in this sort of track
:19:23. > :19:28.position. How long were you trapped there for? Have you been able to go
:19:29. > :19:32.back? We stayed in the apartment for two or three hours, until we got the
:19:33. > :19:37.international news, nothing on the news for about 20 minutes, half an
:19:38. > :19:40.hour, we did not know the severity of what had happened apart from
:19:41. > :19:43.judging by the numbers of people running through the streets and the
:19:44. > :19:48.volume of police and helicopters overhead, so we knew it was fairly
:19:49. > :19:52.serious. We left the apartment at 9:30pm, to meet friends on the other
:19:53. > :19:58.side of Barcelona, check they were all OK, the whole city was fairly
:19:59. > :20:01.quiet, fairly subdued, normally you would expect Barcelona to be buzzing
:20:02. > :20:07.at this time of year. Obviously everyone is now very on edge. If you
:20:08. > :20:10.had been walking down Las Ramblas a fume and is earlier, you could have
:20:11. > :20:15.been caught up in the attack. We would have been where the van ended
:20:16. > :20:20.up had we been two minutes earlier, that is where we were headed. We are
:20:21. > :20:28.really grateful that we were just two minutes behind where the attack
:20:29. > :20:32.happened. You are on holiday here, are you staying, despite what
:20:33. > :20:38.happened question mark we are staying until Monday, taking it day
:20:39. > :20:42.by day, seeing how things go. It was fiercely... We were freaked out last
:20:43. > :20:46.night, and on edge, we feel a little bit calmer today, as you have
:20:47. > :20:50.mentioned, Las Ramblas is getting back to some semblance of normality,
:20:51. > :20:56.as lots of people down there, stalls opening back up, we feel fairly
:20:57. > :21:02.reassured by the volume of police, and the security service response.
:21:03. > :21:08.We are intending to stay. You are a bit shaken? A little bit shocked and
:21:09. > :21:12.on edge, has not really sunk in, the first, sort of ten minutes after the
:21:13. > :21:16.attack it was all fairly surreal, half the crowd were running and
:21:17. > :21:20.screaming away, the other half had no clue what was happening at all,
:21:21. > :21:25.just standing around, looking, wondering what is going on. So it
:21:26. > :21:29.was all a bit surreal for the first bit, and then once it became clear
:21:30. > :21:32.what was happening, that is when it starts to sink in. When we saw
:21:33. > :21:37.people on the floor being tended to by emergency services we suddenly
:21:38. > :21:42.realise the severity of the situation. We were very concerned
:21:43. > :21:45.last night, until they had arrested anyone, because we did not know
:21:46. > :21:52.where anybody was, now, we hear that the driver is probably still not
:21:53. > :21:55.apprehended. That leaves a little bit of apprehension, worried, about
:21:56. > :22:01.where we are going to go tonight, what we are going to do today, we
:22:02. > :22:05.want to stay insecure places. There has been a string of these vehicle
:22:06. > :22:09.attacks across Europe, including London, did you realise pretty
:22:10. > :22:16.quickly that that is probably what it was, when you saw everybody
:22:17. > :22:19.running? We realised, when the first tourist was shouting out that people
:22:20. > :22:23.had been hit, we thought perhaps it was just a tragic car accident, by
:22:24. > :22:26.the time we saw the volume of police and we could see that there was the
:22:27. > :22:31.van there and bodies on the floor, we guessed pretty quickly that this
:22:32. > :22:35.was some form of deliberate attack. Especially knowing Las Ramblas as
:22:36. > :22:40.well, it is a prime target for that sort of attack because you have
:22:41. > :22:44.concentrated pedestrians in a small area, literally nowhere to run. As
:22:45. > :22:48.the van was going down, those people had nowhere to go because traffic
:22:49. > :22:53.either side of you, literally a complete mess of people in the
:22:54. > :22:58.middle. Nowhere to escape. We guessed exactly what was going on.

:24:55. > :24:58.running past us, and whatever, and one of the guys said, run. We came
:24:59. > :25:06.out of the bar, I was standing on the street, and I got my phone out,
:25:07. > :25:11.because I saw this guy come running towards me, and I started filming.
:25:12. > :25:18.First Humvee said, call the police, within 30 seconds, the police turned
:25:19. > :25:21.up, and then, they drew their guns, there were shouting, shouting
:25:22. > :25:28.something to the guy, and then next thing I know, shots fired, he went
:25:29. > :25:34.down. And then within two seconds, stood back up, then he hopped over a
:25:35. > :25:39.fence, then he came walking to the police, smiling, laughing at them,
:25:40. > :25:49.and then they shot him again. And then he fell down. People might be
:25:50. > :25:53.amazed that you were just filming that, were you aware of what was
:25:54. > :25:59.going to unfold as she started filming? Not until the police turned
:26:00. > :26:04.up. It was only when the police turned up with guns drawn that I
:26:05. > :26:13.realised, this is serious. And then, when the first shots was fired, in
:26:14. > :26:17.one mind, people were shouting, come on, and go, but in the other mind,
:26:18. > :26:23.the adrenaline was there and I thought, I will carry on filming, so
:26:24. > :26:27.that is what I did full top tell us what you are doing daring Cambrils,
:26:28. > :26:33.one of the people you are there with was hit with a bit of shrapnel, is
:26:34. > :26:39.that right? Yes, he has gone to hospital now, having him checked
:26:40. > :26:46.out. It is like a burn on his leg. He is OK. But we made sure that he
:26:47. > :26:52.went to the hospital. We are at a judo camp, first time we have been
:26:53. > :27:04.here. It puts a bit of a dampener on it. We had a good camp, it has put a
:27:05. > :27:09.bit of a dampener on it, but hopefully, this afternoon, we can
:27:10. > :27:13.get everybody's spirits back up, get straight into the camp. The camp is
:27:14. > :27:18.still going on, a few people have gone to the camp, but a couple of my
:27:19. > :27:19.youngsters have not gone to the camp, they did not feel like they
:27:20. > :27:36.wanted to go to the camp. Horrific events, are people trying
:27:37. > :27:42.to get on with life as normal despite what happened? We are about
:27:43. > :27:47.one mile away from the actual where it was, and so I can't tell you
:27:48. > :27:53.exactly what is happening down there, but where we are is normal
:27:54. > :27:56.people, walking, going to the shop, doing the normal things, and
:27:57. > :27:58.whatever, it is the judo, quite a few people going to the judo, and a

:28:51. > :28:55.people from more than 20 countries, 20 countries were casualties of
:28:56. > :29:00.that, many of them from France, we are hearing, about 20 French people
:29:01. > :29:05.injured in that attack. There will be a minutes silence Elizabeth later
:29:06. > :29:10.on today in the heart of Barcelona as people remember and pay respects
:29:11. > :29:13.to the dead, and injured, and three days now of national mourning
:29:14. > :29:15.declared by the Spanish government. That is the latest from here,
:29:16. > :29:22.back to the studio in London. STUDIO: We will be back with more
:29:23. > :29:25.from Barcelona in a little while. Right now, we will focus on the
:29:26. > :29:30.security issues around these vehicle attacks because there has been those
:29:31. > :29:34.two attacks in Barcelona and nearby, in Cambrils, but there has been
:29:35. > :29:39.several attacks over the course of the past year, the question asked,
:29:40. > :29:43.can vehicle attacks be prevented? In just over a year, Europe has seen
:29:44. > :29:50.seven attacks were vehicles have been used as weapons.
:29:51. > :29:52.A threat, but he talked of buying guns...
:29:53. > :29:55.And this is where it ended up, in flames after...
:29:56. > :30:10.Here at Westminster Bridge, they have installed these barriers
:30:11. > :30:14.to stop vehicles running into pedestrians on the bridge.
:30:15. > :30:19.But an attacker could just pick a different crowded place.
:30:20. > :30:22.The authorities are also looking at things like more checks on people
:30:23. > :30:25.making short notice rentals of vans, but the problem is, these attacks
:30:26. > :30:33.And with so little planning required, it can be hard
:30:34. > :30:42.New shock absorbing barriers like this one shown in a test may
:30:43. > :30:46.But counterterrorism experts caution they cannot stop
:30:47. > :30:57.So could this attack have been prevented?
:30:58. > :31:00.What's the state of radicalism in Spain, and how are
:31:01. > :31:03.To give us an insight into these questions and more I'm
:31:04. > :31:05.joined by Eduardo Saldana, am expert in radicalism
:31:06. > :31:07.and security in Madrid and here in the studio
:31:08. > :31:09.by Lee Dodgeridge, a director at Covenant Security
:31:10. > :31:12.and Risk Management and a former member of the UK's National Counter
:31:13. > :31:22.-- kerb does not join us, it is Frank Gardner.
:31:23. > :31:29.The authorities believe eight people were in Bolt in a cell which carried
:31:30. > :31:34.out the attack in Barcelona, what are you hearing? It is not a little
:31:35. > :31:39.wolf, as originally thought. The line the Spanish investigators are
:31:40. > :31:42.going down is a network, they are linking all three incidents. The
:31:43. > :31:48.attack on Las Ramblas with a vehicle which mowed down and killed 13
:31:49. > :31:53.people and injured over 100, the other attack on the port 60
:31:54. > :31:56.kilometres south of their where the Tom Okker five attackers were shot
:31:57. > :32:00.and killed, and on Wednesday evening before those there was an explosion
:32:01. > :32:04.on a flat which did not seem suspicious at the time but they now
:32:05. > :32:08.think it was some form of preparation or test for explosives.
:32:09. > :32:13.They think there was a network planning to use gas explosives.
:32:14. > :32:18.Clearly this is happening right under the noses of the Spanish
:32:19. > :32:22.authorities. They had a tip-off, a warning from the CAA, almost
:32:23. > :32:26.certainly be more -- Moroccan authorities would have tipped them
:32:27. > :32:30.off as well. One of the alleged perpetrators came through from the
:32:31. > :32:33.Spanish enclave on the north African coast.
:32:34. > :32:38.In terms of the potential scale of any network they are talking about a
:32:39. > :32:42.cell of eight. What has been going on in Spain in terms of
:32:43. > :32:49.radicalisation and terror networks? Eight is quite an unusually large
:32:50. > :32:51.number. These days. Because Western intelligence agencies and the
:32:52. > :32:58.Russians and Chinese, for that matter, have got infinitely better
:32:59. > :33:04.surveillance and interception, but working against there is encryption.
:33:05. > :33:06.Generally people are tending to keep their number is small, because the
:33:07. > :33:10.more people you have on the network, the greater the risk that somebody
:33:11. > :33:13.will be caught and turned witness or that they will be intercepted and
:33:14. > :33:22.give the game away. That is quite big. Spain is a target for a number
:33:23. > :33:25.of reasons. It has got a very large Moroccan population, most of whom
:33:26. > :33:29.are completely peaceful and law-abiding, but it is a fertile
:33:30. > :33:35.pool for jihadis to hunt in because some of them have spent time in
:33:36. > :33:39.Morocco with Al-Qaeda supporters, some have gone to so-called Islamic
:33:40. > :33:43.State. That is in no way to prejudice against the peaceful
:33:44. > :33:50.majority. There was also the fact that hard-core jihadists have never
:33:51. > :33:53.given up trying to reclaim Spain and Portugal and Andalusia for the
:33:54. > :33:58.caliphate, it was ruled by over 500 years as part of the Islamic empire
:33:59. > :34:03.and they want it back. The last attack in Spain was in Madrid in
:34:04. > :34:10.2004, what has gone on since in terms of counterterrorism methods?
:34:11. > :34:12.Lots of arrests. Spain already had a very effective counterterrorism
:34:13. > :34:15.programme because they had to deal for decades with the Basque
:34:16. > :34:21.separatist group at which is now lay down its arms. They have been pretty
:34:22. > :34:27.good on counterterrorism. -- the Basque separatist group ET a. When
:34:28. > :34:35.the Madrid attacks happened in 2004, MI5 originally thought it would be
:34:36. > :34:39.ETA, because that is what the Spanish government told them. They
:34:40. > :34:43.have never eradicated all the jihadis cells and there are people
:34:44. > :34:48.coming up from North Africa and certain factors that lead to people
:34:49. > :34:52.becoming vulnerable to recruitment such as unemployment, a feeling of
:34:53. > :34:59.exclusion from Spanish society, a certain degree of Rachel prejudice
:35:00. > :35:03.showing and profiling. -- racial prejudice and profiling. There are
:35:04. > :35:08.certain areas of cities where there is a class that feels excluded from
:35:09. > :35:13.normal society. These are the people preyed upon by ices recruiters. And
:35:14. > :35:17.the authorities are working to try to find the driver of the van, who
:35:18. > :35:23.escaped from the scene? Unless he was one of the five shot in the
:35:24. > :35:28.second attack, they are not certain. It is very suspicious because
:35:29. > :35:33.everybody initially said it is this guy Driss Oukabir, he said my
:35:34. > :35:37.brother stole my ID papers, it was not me, so they are trying to
:35:38. > :35:43.investigate and pin it down at the moment. Leader Dredge, you have been
:35:44. > :35:47.looking at protecting pedestrians on the streets of London in particular
:35:48. > :35:52.with this new threat of car tax -- Lee, you have been looking. Whatever
:35:53. > :35:56.you been looking at in particular? About the latest attacks over the
:35:57. > :36:01.last two McRee years or so, how easy it is for a vehicle to be used to
:36:02. > :36:05.cause devastating injuries and fatalities like we sadly saw
:36:06. > :36:12.yesterday. We are working on a current project where the initial
:36:13. > :36:15.design for renewing the streetscape of a high-profile retailer in London
:36:16. > :36:20.was designed to prevent the mopeds style attacks we have seen almost
:36:21. > :36:24.weekly. We have now been brought in to assist and say is there any more
:36:25. > :36:30.we can do to maybe safeguard pedestrians from this form of attack
:36:31. > :36:36.as well? So we are working closely with the architects to say how can
:36:37. > :36:40.we put in long-lasting measures, redesigned the streetscape? We have
:36:41. > :36:43.seen immediate measures put in place in places like Westminster Bridge in
:36:44. > :36:47.London but they are restricted by how much weight they can put on them
:36:48. > :36:51.and the temporary measures. When we had the opportunity to look at a
:36:52. > :36:55.large retail area on an iconic street in London, we are doing a
:36:56. > :37:00.number of things with them. Even if that ultimately becomes a template
:37:01. > :37:05.for other areas it is not always possible to do it everywhere. And
:37:06. > :37:09.how quick terrorists are changing the way they operate, once one
:37:10. > :37:14.threat is effectively protected against they will look for something
:37:15. > :37:18.else? History has told us they are very adapted a change in various
:37:19. > :37:25.tactics. The first indications of a vehicle being used to attack people
:37:26. > :37:28.was promoted by Al-Qaeda in their Inspire Magazine back in 2010. We
:37:29. > :37:32.have not seen those in mainland Europe until the last couple of you
:37:33. > :37:40.is, but Hammers has used that tactic in Israel for quite some time. --
:37:41. > :37:42.but Hamas has. It is early an investigation but it would maybe
:37:43. > :37:49.indicate they were planning a different of attack, maybe explosion
:37:50. > :37:53.on Wednesday has made them change plans. It is easy to selected
:37:54. > :38:01.vehicle and carry out those sorts of attacks. Eduardo Saldana joins us
:38:02. > :38:12.from Madrid. Thank you for joining us. Hello. How much of a hobo 's
:38:13. > :38:22.Barcelona for radicalisation? -- how much of a hub is Barcelona? There is
:38:23. > :38:26.the North of Morocco, Barcelona, Madrid and another time. Barcelona
:38:27. > :38:32.is probably the second largest city in radicalisation in Spain. In these
:38:33. > :38:36.last years we have been suffering a huge amount of special forces
:38:37. > :38:45.operations, counterterrorism operations in the city. And one of
:38:46. > :38:53.the arrested individuals comes from a particular city, but we could see
:38:54. > :38:59.Dann say that Barcelona is the second-largest area for in Spain --
:39:00. > :39:02.but we could say that Barcelona is the second largest area for
:39:03. > :39:06.radicalisation in Spain. There was a warning from the CIA that Las
:39:07. > :39:10.Ramblas was potentially a target. What has been going on to try to
:39:11. > :39:23.prevent attacks? Exactly. From last year to this year there have been
:39:24. > :39:28.seven operations. We can see any increase in the operation is done by
:39:29. > :39:32.the police. However, they have not managed to focus on the
:39:33. > :39:36.radicalisation in the cities. Spain is one of the biggest countries with
:39:37. > :39:44.Muslim populations, so it difficult to focus on all those neighbourhoods
:39:45. > :39:50.on the periphery of Barcelona. What are the suspicions around how
:39:51. > :39:57.individuals are radicalised, how it may be operating? The special forces
:39:58. > :40:02.are focused on three main environments where we can find these
:40:03. > :40:09.radicalisation processes, especially in Spain. We had to bear in two
:40:10. > :40:18.factors that play a very important role in the radicalisation process.
:40:19. > :40:22.One is the links with some familiar fronts all religious chiefs that
:40:23. > :40:33.radicalised these individuals, the others are the connections with
:40:34. > :40:37.social patterns. There is the focus following the radicalisation
:40:38. > :40:41.process. On an external level, the foreign fighters crossed through
:40:42. > :40:45.Madrid and Barcelona, they usually stop in all of those hubs and are
:40:46. > :40:50.part of the process we are suffering. Finally and probably most
:40:51. > :41:06.the online radicalisation, the cyberspace. In Barcelona yesterday
:41:07. > :41:15.we saw fake explosives that they were reading. You can find
:41:16. > :41:21.information online about those areas. Frank, IS claimed
:41:22. > :41:27.responsibility within hours for the attack, saying it was carried out by
:41:28. > :41:35.Islamic State soldiers. The question is how joint is it? Was it ordered
:41:36. > :41:39.at a higher level or inspired? So-called Islamic State has offered
:41:40. > :41:43.no proof that they did this. It is perfectly possible that they did,
:41:44. > :41:51.almost certainly it is a follow-on, a long-term response to the call by
:41:52. > :41:56.someone who was their chief spokesman and foreign planning
:41:57. > :42:00.specialist who in September 2014 gave a speech calling on IS
:42:01. > :42:04.followers around the world, particularly in Europe, to basically
:42:05. > :42:09.carry out crude attacks, low impact... Sorry, low tech, high
:42:10. > :42:12.impact, rather they could. I will not list the methods, let's not give
:42:13. > :42:19.people ideas. This would fall into that category. This is why we have
:42:20. > :42:26.seen a succession of vehicle running attacks in Stockholm, Nice, London,
:42:27. > :42:30.Barcelona and Berlin. I think it is becoming quite difficult for them
:42:31. > :42:37.now in what remains of their caliphate to operationally direct
:42:38. > :42:40.attacks like this. They can inspire, they can long-distance give some
:42:41. > :42:46.guidance, perhaps even arrange for some money to be passed through
:42:47. > :42:50.their traces banking system, but it is very hard for them to
:42:51. > :42:54.operationally direct these things in the way that Al-Qaeda did, for
:42:55. > :42:59.example with 9/11 or some of the earlier attacks in the early part of
:43:00. > :43:03.the century. How difficult is it to intercept what is going on with
:43:04. > :43:07.encrypted weight of communication being used and the fact that these
:43:08. > :43:11.attacks can easily be carried out with little planning? It is very
:43:12. > :43:15.difficult for the intelligence services and the police, especially
:43:16. > :43:19.the levels of encryption we are seeing on day-to-day apps like
:43:20. > :43:23.Whatsapp, people use that all the time. There is a good purpose for
:43:24. > :43:28.having them but it is very difficult. As we mentioned earlier,
:43:29. > :43:33.demented people involved in this at the moment is quite surprising, as
:43:34. > :43:35.Frank mentioned, about the exposure they have given themselves, there
:43:36. > :43:42.are eight people and there is more chance that one will slip up. It is
:43:43. > :43:48.very difficult to intercede on some of that. It will be interesting to
:43:49. > :43:53.draw on some parallels with Paris. If it was a coordinated cell working
:43:54. > :43:59.there, is this the final cell we have? In Paris there was the second
:44:00. > :44:03.cell. IS were in a totally different place at the time of the Paris
:44:04. > :44:06.attack to where we are now with their level of disruption. It would
:44:07. > :44:11.be interesting to see how the pieces are linked together.
:44:12. > :44:16.When the investigations into the network and folds it becomes clear
:44:17. > :44:18.that there are links across borders, different countries will be involved
:44:19. > :44:23.behind the scenes are trying to piece together the different parts?
:44:24. > :44:26.It does not necessarily become clear, that is part of the problem,
:44:27. > :44:32.continental European countries have been quite slow to show the
:44:33. > :44:38.day-to-day need. They had to improve, and they are improving.
:44:39. > :44:41.Britain is far from perfect, Britain had four terrorist attacks this
:44:42. > :44:47.year, nobody is patting themselves on the back in this country at all,
:44:48. > :44:51.but one of the problems has been that people, particularly jeering
:44:52. > :44:57.the surge of migrants coming from Turkey, certain terrorist elements
:44:58. > :45:00.could hide in that and cross borders. Because there is no
:45:01. > :45:06.biometric checking, in other words an iris scan or fingerprint, people
:45:07. > :45:10.were able to assume different names. In the case of IS they will burn
:45:11. > :45:15.their passports and get brand-new ones, possibly faked and forged,
:45:16. > :45:21.sometimes borrowed from somebody who is dead. They are able to slip back
:45:22. > :45:24.into Europe. That is proving a mountainous task to try and track
:45:25. > :45:30.everybody and share the information in real-time. Germany and France and
:45:31. > :45:35.Spain are getting much, much better at it. How this will pan out post
:45:36. > :45:38.Brexit for Britain I do not know. What is the sense of how these
:45:39. > :45:44.attacks unfolded, and what could have happened, because there was
:45:45. > :45:47.that explosion at a house, gas canisters, it is now suspected that
:45:48. > :45:51.happened on Wednesday, it is now suspected that the gas canisters
:45:52. > :45:52.were intended for involvement in some way in what happened in
:45:53. > :46:03.Barcelona what could have happened in Cambrils
:46:04. > :46:07.could have been worse except that the police managed to kill the
:46:08. > :46:14.attackers pretty quickly. After all the attacks, there were different
:46:15. > :46:19.events, and now they are finding collections among these lotions may
:46:20. > :46:29.reveal that the terrorists were planning a bigger attack. This is
:46:30. > :46:34.uncovering what we have seen before. Also, the rental of three Vans and
:46:35. > :46:39.what happened yesterday night, shows that there was... It is not
:46:40. > :46:44.official, but we will probably find out that they were connected in some
:46:45. > :46:46.way. Also, there was a murder in a car, yesterday morning, and now they
:46:47. > :47:07.are relating that. We may have a bigger problem than
:47:08. > :47:17.what we expected. And probably the political parties should consider
:47:18. > :47:22.terrorism more. How well-planned would this scenario have been, a van
:47:23. > :47:26.attack, any vehicle attacks, is an easy thing to carried out, but the
:47:27. > :47:31.police are now potentially talking about eight members of the cell, we
:47:32. > :47:47.see the house with the canisters in, sounds like there was planning over
:47:48. > :47:51.a period of time. It reveals to things that they were preparing an
:47:52. > :47:55.attack and also they did not know how to manage and work with these
:47:56. > :48:02.explosives, because you will have had a real good organised terrorist
:48:03. > :48:07.cell, they would not have committed these mistakes, that maybe lead them
:48:08. > :48:17.to take the van and go on through Las Ramblas, and last night in
:48:18. > :48:21.Cambrils. I don't know how to say exactly in English, but they were
:48:22. > :48:31.not as prepared as we had seen in terror plots in 2004 and years
:48:32. > :48:35.after. Ian was talking about the Al-Qaeda manual in 2010 which talked
:48:36. > :48:44.about using vehicles as weapons, it took some time for that to filter
:48:45. > :48:48.through, in terms of current thinking on terror organisations,
:48:49. > :48:53.what is the latest tracking and monitoring? Depressing news, they
:48:54. > :49:00.are not necessarily always that far ahead of us, we are often, the news
:49:01. > :49:06.media, are their primary source, for something like this, there will be
:49:07. > :49:11.watching, they will be watching BBC, sky, CNN, other good networks exist,
:49:12. > :49:15.for the latest news. In terms of what comes out for what the
:49:16. > :49:21.jihadistss are planning, when they put out their magazine, online, the
:49:22. > :49:25.authorities cannot stop it, and unfortunately, there is a wealth of
:49:26. > :49:29.very dangerous information in there. Anybody in this country who
:49:30. > :49:33.downloads it can expect a knock on the door from the Metropolitan
:49:34. > :49:39.Police. Famously a few years ago there was one aimed at an American
:49:40. > :49:44.audience, American jihadistss, how to make a bomb in your mother's
:49:45. > :49:47.kitchen, these contain practical advice, particularly alarming one
:49:48. > :49:53.that has come out the last three days, that is talking about
:49:54. > :50:00.targeting Britain, France, and the US, certain transport networks, with
:50:01. > :50:03.certain methods, which are viable. This is very worrying indeed.
:50:04. > :50:08.Frankly when that stuff comes out, they do not have advanced warning,
:50:09. > :50:10.unless they have a human agent placed upstream inside the
:50:11. > :50:16.organisation, given the state of collapse that Isis is in at the
:50:17. > :50:21.moment, is quite difficult. Thank you all very much, Eduardo, Frank,

:52:54. > :52:58.were panicking. A shopkeeper was speaking, saying something, I spoke
:52:59. > :53:03.with him, tried to ask him, he said he thought he had seen a van drive
:53:04. > :53:08.into the crowd, five or six people very seriously injured. At that
:53:09. > :53:12.point, the ambulance, the fire brigade, the police officers were on
:53:13. > :53:15.the scene with machine guns and guns, very quickly, people were
:53:16. > :53:20.panicking, then we were pushed back again. Then pushed further back and
:53:21. > :53:22.pushed further back. Police absolutely everywhere. People are in
:53:23. > :53:33.shock. That was one eyewitness, the flags

:01:59. > :02:04.local time yesterday afternoon. A white van set off from here,
:02:05. > :02:09.Catalonia Square, Placa de Catalunya, drove at high speeds and
:02:10. > :02:12.Las Ramblas, veering from side to side, left to right, swerving
:02:13. > :02:18.deliberately at pedestrians, leaving 13 dead, injuring dozens more, many
:02:19. > :02:20.of them seriously injured and still in hospital, some critically
:02:21. > :02:24.injured. We're hearing there are casualties
:02:25. > :02:27.from some 24 different countries. Three people have been arrested in
:02:28. > :02:34.connection with the attack in Barcelona. Police say there may have
:02:35. > :02:39.been a terror cell other 28 people behind the plot to attack this
:02:40. > :02:45.tourist destination right in the heart of Barcelona -- a terror cell
:02:46. > :02:49.of eight people. This destination attracts tourists from right around
:02:50. > :02:52.the world and it was packed with people when the van drove into
:02:53. > :02:55.pedestrians. In the early hours of this morning a
:02:56. > :03:00.second attack, this time in the seaside town of Cambrils around 100
:03:01. > :03:04.kilometres from here. There, a car was used to drive into pedestrians.

:03:51. > :03:53.at the guy and the next thing, The incident in Cambrils

:04:10. > :04:11.shoppers ran for their lives. This white van was used
:04:12. > :04:14.as a weapon to kill. For half a kilometre,
:04:15. > :04:17.the vehicle ploughed into pedestrians on Spain's
:04:18. > :04:23.most famous boulevard. I saw a white van with
:04:24. > :04:28.the side door open. Whether it was police
:04:29. > :04:35.or from the van, I don't know, We ran into the Burger
:04:36. > :04:39.King to get shelter. Police released this photo
:04:40. > :04:41.of Driss Oukabir, born in Morroco, whose documents were used to rent
:04:42. > :04:48.the van, but latest reports suggest he told police his
:04:49. > :04:52.passport was stolen. The so-called Islamic State group
:04:53. > :04:59.said it was behind the attack. TRANSLATION: I want to express
:05:00. > :05:03.the solidarity of the whole of Spain with Barcelona,
:05:04. > :05:06.today hit by jihadist terrorism, like other cities around

:05:12. > :05:16.on Wednesday in the town of Alcanar. Police believe suspects at the house
:05:17. > :05:22.were preparing explosives. And, as people anxiously wait
:05:23. > :05:25.for news of loved ones, the authorities have warned
:05:26. > :05:43.the number of dead may rise. Lets tell you more about the
:05:44. > :05:47.dramatic shoot out in Cambrils, around 100 kilometres from here,

:05:50. > :05:55.including a police officer. Armed police opened fire and shot dead
:05:56. > :06:01.five terror suspects. A man from Wolverhampton in Britain was
:06:02. > :06:08.actually filming at the time of the police action on his camera phone,
:06:09. > :06:09.this is what he filmed. This was Fitzroy Davis, who filmed some of
:06:10. > :06:57.the police action in Cambrils. That is what happened overnight in
:06:58. > :07:07.Cambrils. Let's focus on what happened in Barcelona, is Las
:07:08. > :07:11.Ramblas. I can speak to one eyewitness, Eneko De Marcus. What
:07:12. > :07:16.happened? I was having a coffee, minority. It was about 4:30pm, I
:07:17. > :07:20.waited for a while. At around five minutes to five there was a noise,
:07:21. > :07:24.the next thing you know from the bottom of that street there was a
:07:25. > :07:27.stampede of thousands of people running and running and running. It
:07:28. > :07:32.was a dead giveaway that something was wrong, so we turned the corner
:07:33. > :07:37.where the restaurant is and we ran inside the restaurant, they locked
:07:38. > :07:41.us in, we were locked in for around three and a half hours, no one gave
:07:42. > :07:46.this any information. Things were filtering through about taking
:07:47. > :07:50.hostages in a restaurant and Las Ramblas, but we were just inside, it
:07:51. > :07:55.was chaos, children and women crying. I was quite relaxed because
:07:56. > :08:00.I had not seen the van. But after three and a half hours they letters
:08:01. > :08:09.go and the police Major 's walk up the street -- made us walk up the
:08:10. > :08:13.street, then there was another bank, a noise, police started running in
:08:14. > :08:17.and everyone panicked. There was another stampede, I was not going to
:08:18. > :08:23.stick around, I ran for my wife. It was chaos. How long was it before
:08:24. > :08:28.you realised it was a terror attack, a vehicle had been used and people
:08:29. > :08:32.were killed? We did not know if it was terrorism or just someone who
:08:33. > :08:36.was crazy or something, it took about half an hour to figure out
:08:37. > :08:40.what was going on. We were asking people who run into the restaurant
:08:41. > :08:47.what was happening, they did not know, they were in shock, crying. It
:08:48. > :08:51.was quite harrowing, to be honest. People terrified, running for their
:08:52. > :08:56.lives? Yes, pandemonium on the streets. The police cordoned off
:08:57. > :09:02.everything, it was impossible to get home. People who live in this area
:09:03. > :09:07.were just stuck. If you wanted to get to your safe place at home you
:09:08. > :09:10.had to stick around and hope the suspects or whatever were
:09:11. > :09:15.apprehended without problems. You were born and raised in Britain but
:09:16. > :09:19.live in Barcelona now, what has an attack like that is done to
:09:20. > :09:23.Barcelona? It seems to be people getting back to life as normal now?
:09:24. > :09:29.I went through the ones in London when I was young. Yeah, it is very
:09:30. > :09:34.important we get back to the normal routine, people going back to doing
:09:35. > :09:38.what they do. It is quite sad for me, honestly, this is an isolated
:09:39. > :09:44.incident. In other places around the world it is happening daily. We need
:09:45. > :09:48.to help them all, you know? It happens once you, it is small scale
:09:49. > :09:53.and we are all panicking. It is happening in places around the world
:09:54. > :09:58.at ten or 20 times the scale. It is important we get back to normal
:09:59. > :10:02.routine, do the things we do, go to places we go. Barcelona is an
:10:03. > :10:07.amazing city, please come and visit, it is beautiful. Las Ramblas is such
:10:08. > :10:12.a tourist destination, anybody who comes to Barcelona comes here?
:10:13. > :10:16.Everyone and anyone. My fronts were here two days ago, they left on
:10:17. > :10:23.Sunday and I am so glad they ROK -- my fronts were here. It is the place
:10:24. > :10:28.to be, iconic streets, people selling, vibrant and alive. It is a
:10:29. > :10:32.shock it has happened. We're hearing there might have been a terror cell
:10:33. > :10:35.of maybe eight people who planned this, it was obviously an attack on
:10:36. > :10:39.tourists, people not only from this part of the world the right around
:10:40. > :10:45.the world to come to Barcelona and see what a beautiful city it is? It
:10:46. > :10:51.is just an attack on freedom and people who want to live happy lives,
:10:52. > :10:55.I guess. It is important we have compassion for people around the
:10:56. > :11:00.world. Not everyone is bad. It is important we carry on and keep on
:11:01. > :11:04.living the way we live. 13 killed, dozens injured, what are your
:11:05. > :11:08.feelings about the people who did this? Devastating. How are you going
:11:09. > :11:14.to feel? It is on my street, where I live. I walk the street every day, I
:11:15. > :11:20.feel happy, vibrant. It is devastating. Very sad. And you will
:11:21. > :11:26.just be carrying on with life as normal? Of course. It is a bit of a
:11:27. > :11:31.shock, you don't expect it on your doorstep, but if you don't, what are
:11:32. > :11:35.you going to do? Stay at home all day like a recluse? You had to keep

:12:00. > :12:05.the main Placa de Catalunya. We came out from a large department store to
:12:06. > :12:11.be greeted by police sirens. We were heading towards Las Ramblas to then
:12:12. > :12:16.catch bus back, at which point we suddenly noticed lots of people
:12:17. > :12:20.running in the opposite direction. Then police were pushing us away,
:12:21. > :12:26.pushing people into shops and trying to close the doors behind them. We
:12:27. > :12:30.were tied into the large department store that we were originally in.
:12:31. > :12:34.That is where from our point of view we did not know what was going on at
:12:35. > :12:38.that point, once we got back into the shop, shortly after that we had
:12:39. > :12:42.our scariest moment. We were on the second floor of the shop and people
:12:43. > :12:45.came running through the shop, we later found that there was a rumour
:12:46. > :12:49.that had been gunfire and potentially a terrorist in the shop,
:12:50. > :12:51.which turned out to be false but they did not know that at that
:12:52. > :12:57.point. We did not really understand what was happening because we did
:12:58. > :13:00.not speak Spanish, which is probably a blessing in hindsight. The panic
:13:01. > :13:06.was quite infectious, we were driven back to the back of the shop. We
:13:07. > :13:09.went into a hairdressing salon and were put into a small storage
:13:10. > :13:13.cupboard at the end, many people were crammed in. It was very
:13:14. > :13:18.frightening, lots of people crying and upset. We were very confused. We
:13:19. > :13:24.had two young children, it was very frightening for them.
:13:25. > :13:29.How long was it before you realised exactly what was unfolding, that
:13:30. > :13:35.this was a terror attack? We did not know at that point, we obviously had
:13:36. > :13:38.strong suspicions. At that time we knew it must be some sort of
:13:39. > :13:43.terrorist attack but we did not have details. We were let out of the
:13:44. > :13:48.room, that was still confusion, we were assured out of an emergency ex
:13:49. > :13:52.back in an emergency exit, then they locked the shop down. At that point
:13:53. > :13:55.we could use our phones to get onto social media etc and had a better
:13:56. > :14:00.understanding of what was going on, but as you can appreciate even at
:14:01. > :14:05.that point the details were sketchy and false details were coming
:14:06. > :14:12.through as well. Obviously all the people around you
:14:13. > :14:15.were absolutely terrified? Yes, initially particularly after the
:14:16. > :14:19.incident in the shop lots of very upset people were crying, things
:14:20. > :14:22.calm down. To be fair to the people in the shop they were very good at
:14:23. > :14:28.trying to calm people and reassure them, they had locked down the shop,
:14:29. > :14:31.but it was still a very tense and setting environment. Looking out of
:14:32. > :14:34.the windows there was nobody in the street about point, just police. We
:14:35. > :14:38.did not have enough information to know what was going on at that
:14:39. > :14:42.point, especially as we did not speak Spanish. We went to look at
:14:43. > :14:46.the television, there were lots of pictures and we started to
:14:47. > :14:50.understand what was going on. What was worrying was that at that point
:14:51. > :14:54.there was potentially a news announcement that there were two
:14:55. > :14:57.gunman that had stormed a restaurant, so you were really
:14:58. > :15:00.worried about how many potential terrorists were still milling around
:15:01. > :15:06.and whatever additional attacks might happen.
:15:07. > :15:13.What are your plans? What would you do? Are you staying in Barcelona?
:15:14. > :15:18.Yes. After we were let out of the hotel we were ushered away by police
:15:19. > :15:22.quite quickly away from the main zone. The problem for us is that we
:15:23. > :15:26.did not know where we were. There were lots of people milling around,
:15:27. > :15:30.it took a good number of hours to eventually get into a taxi and get
:15:31. > :15:34.back to our hotel. Things very much calm down when we were at the hotel,
:15:35. > :15:38.they were very good and laid on extra restaurant space because lots
:15:39. > :15:42.of people were not staying in the hotel. As this morning we have been
:15:43. > :15:46.looking at the new -- news and seen that have been further attacks and
:15:47. > :15:51.more going on. Police are still finding stuff. That said, life seems
:15:52. > :15:54.to be returning to normal, I think people are fairly resilient. These
:15:55. > :15:58.sorts of attacks, people do not want them to get the better of them, they
:15:59. > :16:02.are trying to go on. We will be taking advice but our plans are to
:16:03. > :16:07.do pretty much what we were going to do yesterday, albeit we will be much
:16:08. > :16:12.more aware. And the thing is where we are now there is a large police
:16:13. > :16:18.attendance so we are hoping if anything it should make it more

:16:35. > :16:39.eyewitness, Richard Greg, from Dartford, in England, he was here,
:16:40. > :16:56.and he was caught up in the effort of what happened at Las Ramblas.
:16:57. > :17:00.People were running everywhere, we could not get anywhere near the
:17:01. > :17:04.apartment, which is parallel with where the van ended up, so we made
:17:05. > :17:16.our way through the back streets, filled with people at that time.
:17:17. > :17:19.We got onto Las Ramblas and people were running everywhere,
:17:20. > :17:21.we could not get anywhere near our apartment,
:17:22. > :17:23.which is literally parallel with where the van ended up,
:17:24. > :17:26.so we made our way through the back streets, which were filled
:17:27. > :17:28.with people at that time, panicking, really, the police
:17:29. > :17:30.also were in the back streets very quickly.
:17:31. > :17:33.Las Ramblas has numerous side alley ways, all the way up and down,
:17:34. > :17:35.literally flooded with police, on foot, on motorcycles,
:17:36. > :17:37.getting us off the street and clearly looking for someone,
:17:38. > :17:42.When we got back to our street we could see where the van had
:17:43. > :17:45.ended, bodies on the floor, we made our way back to our
:17:46. > :17:48.apartment as quickly as we could, we ended up within the police called
:17:49. > :17:51.in and could not leave the building, because the market place
:17:52. > :17:53.where a lot of the armed police were was literally
:17:54. > :18:03.We stayed in the apartment for two or three hours,
:18:04. > :18:06.until we got the international news, nothing on the news for about 20
:18:07. > :18:08.minutes, half an hour, we did not know the severity
:18:09. > :18:11.of what had happened apart from judging by the numbers of people
:18:12. > :18:13.running through the streets and the volume of police
:18:14. > :18:21.and helicopters overhead, so we knew it was fairly serious.
:18:22. > :18:24.We left the apartment at 9:30pm, to meet friends on the other
:18:25. > :18:26.side of Barcelona, check they were all OK, the whole city
:18:27. > :18:29.was fairly quiet, fairly subdued, normally you would expect Barcelona
:18:30. > :18:33.Obviously everyone is now very on edge.
:18:34. > :18:36.I spose, if you had been walking down Las Ramblas
:18:37. > :18:38.a few minutes earlier, you could have been
:18:39. > :18:42.We would have been where the van ended up had we been
:18:43. > :18:44.two minutes earlier, that is where we were headed.
:18:45. > :18:47.We are really grateful that we were just two minutes behind
:18:48. > :18:55.are you staying, despite what happened?
:18:56. > :18:58.We are staying until Monday, taking it day by day,
:18:59. > :19:08.We were freaked out last night, and on edge, we feel
:19:09. > :19:10.a little bit calmer today, as you have mentioned,
:19:11. > :19:13.Las Ramblas is getting back to some semblance of normality,
:19:14. > :19:15.as lots of people down there, stalls opening back up,
:19:16. > :19:17.we feel fairly reassured by the volume of police,
:19:18. > :19:35.A little bit shocked, a little bit on edge,
:19:36. > :19:37.has not really sunk in, the first, sort of ten
:19:38. > :19:39.minutes after the attack it was all fairly surreal,
:19:40. > :19:42.half the crowds were running and screaming away, the other half
:19:43. > :19:45.had no clue what was happening at all, just standing around,
:19:46. > :19:49.So it was all a bit surreal for the first bit,
:19:50. > :19:51.and then once it became clear what was happening,
:19:52. > :19:56.When we saw people on the floor being tended to by emergency
:19:57. > :19:58.services we suddenly realise the severity of the situation.
:19:59. > :20:01.We were very concerned last night, until they had arrested anyone,
:20:02. > :20:03.because we did not know where anybody was, now,
:20:04. > :20:11.we hear that the driver is probably still not apprehended.
:20:12. > :20:13.That leaves a little bit of apprehension, worried,
:20:14. > :20:16.about where we are going to go tonight, what we are going
:20:17. > :20:27.to do today, we want to stay insecure places.
:20:28. > :20:31.There has been a string of these vehicle attacks across Europe,
:20:32. > :20:33.including London, did you realise pretty quickly that
:20:34. > :20:36.that is probably what it was, when you saw everybody running?
:20:37. > :20:38.We realised, when the first tourist was shouting out that
:20:39. > :20:41.people had been hit, we thought perhaps it was just
:20:42. > :20:43.a tragic car accident, by the time we saw the volume
:20:44. > :20:46.of police and we could see that there was the van
:20:47. > :20:49.there and bodies on the floor, we guessed pretty quickly that this

:24:41. > :24:45.be found? That would be part of the initial thing, do we have everybody
:24:46. > :24:51.caught up in this. At the same time running alongside this, discussing
:24:52. > :24:54.with colleagues from other countries, information sharing,
:24:55. > :24:58.trying to get as much information about these individuals as possible,
:24:59. > :25:01.possibly even confirming their identities, they may not have
:25:02. > :25:07.paperwork with them, fair bit of work to be going on. As well as
:25:08. > :25:11.that, looking at overall security within Barcelona and the surviving
:25:12. > :25:15.areas but also, the frenzied recovery at the seams... Not just
:25:16. > :25:20.the collection of the vehicles but where it took place, especially with
:25:21. > :25:26.the second attack, fiercely firearms involved as well. A number of
:25:27. > :25:33.immediate action. -- obviously firearms involved as well. A name
:25:34. > :25:37.and a face was put out there pretty quickly, they may have been

:26:18. > :26:22.undertake, identified at the time as stolen documents, or fiercely, the
:26:23. > :26:27.plan is there and then, that leads me to think, the incident on
:26:28. > :26:32.Thursday night disrupted whatever plans they had in place. --
:26:33. > :26:40.obviously. And this is Plan B. The incident at the house, and this is
:26:41. > :26:44.Plan B, looking at a vehicle, and looking at Las Ramblas at that time
:26:45. > :26:48.in the evening. For them, in their eyes, it is a good choice of timing.
:26:49. > :26:54.What does not quite fit in yet is the timing, 1am, for the second
:26:55. > :26:59.attack, or was it that they were travelling through to someone else,
:27:00. > :27:04.1am, using a vehicle, there is not really many around at that time of
:27:05. > :27:08.day. On that, the Cambrils attack, there was a report that what
:27:09. > :27:12.happened was that the car was stopped at a police checkpoint, the
:27:13. > :27:16.police realised there were armed men inside the car, they gave chase, the
:27:17. > :27:21.car overturned, and presumably in the chase, people were hit, when the
:27:22. > :27:27.men got out of the car, that was when they were shot dead. But the
:27:28. > :27:30.reports are also that it was not that way, that there was an attack
:27:31. > :27:36.underway and the police got involved quite quickly. It is still unclear
:27:37. > :27:41.exactly what happened, it was an unusual time, early hours of the
:27:42. > :27:46.morning. Things not quite adding up with the second incident still. The
:27:47. > :27:54.checkpoint story, would make more sense, in terms of the actual police
:27:55. > :27:57.response and their timing to it. Obviously, the other account, pure
:27:58. > :28:01.coincidence Paps, that they happen to attack that area and the police
:28:02. > :28:04.happened to be there, also significant, when we look at the
:28:05. > :28:11.footage, the controlled shots fired by the police, not a sporadic
:28:12. > :28:15.exchange of gunfire, obviously clear time shots in there, completely
:28:16. > :28:18.different scenario, I would not be surprised if they did appear at a
:28:19. > :28:23.checkpoint and tried to rush through, hence the immediate
:28:24. > :28:26.pursuit. Reported that the CIA warned the Spanish authorities two
:28:27. > :28:31.months ago that Las Ramblas was a target, we don't know how they
:28:32. > :28:35.responded to the warning but in terms of protecting somewhere like
:28:36. > :28:42.Las Ramblas, popular areas in any other cities, what can be done? A
:28:43. > :28:45.couple of interesting points, the CIA sharing information would add up
:28:46. > :28:49.to some of the initial report, local saying that there had been an
:28:50. > :28:52.increase in police presence in Las Ramblas over the last week or so,
:28:53. > :28:56.that adds weight to that account, what is also interesting, on the map
:28:57. > :29:02.of Las Ramblas, where you see the vehicle enter, in the pedestrian I
:29:03. > :29:08.would be interested to see what measures are in place to stop
:29:09. > :29:12.vehicles entering a pedestrian zone. There are plans in place for places
:29:13. > :29:17.like Oxford Street, do we make it pedestrianised at certain times of
:29:18. > :29:21.the day, when we have a high volume of footfall. We will never be able
:29:22. > :29:27.to roll out completely the use of vehicles to attack people, there are
:29:28. > :29:29.ways to mitigate it but how do we respond, we saw an effective
:29:30. > :29:36.response yesterday as we did on London Bridge. Thank you very much,

:30:04. > :30:07.advice, four travelling to and from Barcelona and Cambrils, they say

:30:21. > :30:24.media rather than the helpline that has been issued by Spanish

:30:33. > :30:36.than 12 million British visit Spain throughout the year and because it
:30:37. > :30:40.is mid-August and summertime, more than a million British people are in
:30:41. > :30:43.Spain on holiday, most of them in the results around the
:30:44. > :30:49.Mediterranean, some of them would be in Barcelona or Cambrils.
:30:50. > :30:55.Is there any updated travel guidance? We have a statement from

:32:26. > :32:29.have lost their lives. Also on Las Ramblas, flowers being laid in
:32:30. > :32:36.memory of the dead, candles being lit, reefs have been laid. Very much
:32:37. > :32:39.a sombre mood, as you would expect, but the president of Catalonia has
:32:40. > :32:44.said life is to return to normal to show that terrorism will not be
:32:45. > :32:49.allowed to succeed and that the terrorists will not win. According
:32:50. > :32:54.to the authorities here a terror cell odds are made people was behind
:32:55. > :32:59.the van attack in which the white van was driven from this square half
:33:00. > :33:03.a kilometre down Las Ramblas at high speed. Weaving in and out of
:33:04. > :33:08.pedestrians, deliberately swerving into them on the pavements, killing

:33:13. > :33:17.Overnight in the town of Cambrils around 100 kilometres from here, a
:33:18. > :33:24.popular seaside town, there was a second vehicle attack in which a car
:33:25. > :33:28.was driven up pedestrians as well. Seven were injured. Fitzroy Davis is
:33:29. > :33:29.a British man from Wolverhampton who was there at the time, this is what
:33:30. > :33:32.he told me. We were sitting in a bar
:33:33. > :33:35.by the front, and some girls just ran in, scared,
:33:36. > :33:38.and then fear on their faces, and so one of the guys
:33:39. > :33:41.jumped up and had a look, see what was going on, and then
:33:42. > :33:50.people started running past us, and then one of the guys said,
:33:51. > :33:52."Run!" And we came out of the bar
:33:53. > :33:57.and I was standing on the street, and I got my phone out,
:33:58. > :34:00.because I saw this guy First, somebody said,
:34:01. > :34:07."Call the police." Within 20, 30 seconds,
:34:08. > :34:10.the police turned up, then they drew their guns,
:34:11. > :34:15.shouting something to the guy. And then next thing I know
:34:16. > :34:20.there were shots fired. He went down, and within two
:34:21. > :34:23.seconds he stood back up, then he stepped over a fence,
:34:24. > :34:26.then he came walking to the police, he was smiling,
:34:27. > :34:30.he was laughing at them, and they shot him again
:34:31. > :34:37.and then he fell down. And people might be amazed that
:34:38. > :34:40.you would just film that. Were you aware of what was going
:34:41. > :34:47.to unfold as you started filming? Not until the police turned up,
:34:48. > :34:50.and it was only when the police turned up with their guns drawn then
:34:51. > :34:53.I realised, this is serious. And then when the first shots
:34:54. > :34:56.were fired, in one mind people were shouting me to come on and go,
:34:57. > :35:05.and in the other mind, the adrenaline was in there
:35:06. > :35:26.and I thought, I'll just carry Life here in Barcelona, this is the
:35:27. > :35:32.scene you can see behind me, people in their droves wanting to come to
:35:33. > :35:36.Placa de Catalunya where the attack began, this is where there would be
:35:37. > :35:42.a minute's silence in 20 odd minutes' time. A chance for people
:35:43. > :35:47.to pay their respects, to remember those who lost their lives here
:35:48. > :35:51.yesterday. Many innocent tourists looking at one of the great tourist
:35:52. > :35:54.attractions of Barcelona, one of the great tourist attractions of the
:35:55. > :35:58.world. Anybody who comes to Barcelona wants to come to Las
:35:59. > :36:02.Ramblas, it was packed yesterday afternoon just before 5pm local time
:36:03. > :36:08.when the van swerved down Las Ramblas at high speed for about half
:36:09. > :36:13.a kilometre, ploughing into people. We have been hearing from various
:36:14. > :36:16.senior politicians in Catalonia and Spain saying life has to return to
:36:17. > :36:21.normal, terrorism cannot be allowed to win.
:36:22. > :36:26.We have heard from Francesco Marcus Vasquez, a member of Congress here.
:36:27. > :36:31.If we are looking for absolute security, it is very difficult to
:36:32. > :36:36.achieve that. We try to protect ourselves, not only in Spain but in
:36:37. > :36:40.all of our European countries we have very professional law
:36:41. > :36:43.enforcement agencies and very professional police officers. And we
:36:44. > :36:49.cannot get something like absolute security.
:36:50. > :36:54.It appears that the terror cell, if that's what was, behind this attack
:36:55. > :36:59.on Las Ramblas, according to the authorities, may have been eight
:37:00. > :37:05.strong. Eight people in that cell. And another in Cambrils, where there
:37:06. > :37:09.was a police shoot out yesterday after another vehicle attack, those
:37:10. > :37:15.five terror suspects killed. If there were a network, if you like,
:37:16. > :37:20.of one terror cell in Barcelona, another in Cambrils, it seems they
:37:21. > :37:23.were not at all on the radar of the authorities of the police, and that
:37:24. > :37:27.will be very worrying. We know there have been three arrests in
:37:28. > :37:32.connection with the van attack, although the driver of the van that
:37:33. > :37:38.killed so many people here in Las Ramblas got out of the van and fled
:37:39. > :37:40.on foot, people hunting for him very hard indeed. Back to you in the

:37:49. > :37:54.spoke to an eyewitness who said he was caught up in the stampede of
:37:55. > :37:58.people. I was having a coffee, as is my normal routine. It was about
:37:59. > :38:02.4:30pm, I waited a while. At five minutes to five there was a noise,
:38:03. > :38:06.the next thing you know, coming from the bottom of the street, a stampede
:38:07. > :38:10.of thousands of people just running and running and running. Of course,
:38:11. > :38:18.it was a dead giveaway that something was wrong. We turned the
:38:19. > :38:22.corner where the restaurant cafe is. We were locked into another cafe for
:38:23. > :38:27.about three others, no one gave this information. Things were filtering
:38:28. > :38:32.through about they have taken hostages at another restaurant in
:38:33. > :38:37.Las Ramblas, it was chaos, children crying, women crying. I was quite

:39:15. > :39:17.terrorism or somebody who is crazy or something. It took about half an
:39:18. > :39:20.hour to figure out what was going on. We were asking people who ran
:39:21. > :39:25.into the restaurant we were locked in what was happening, they did not
:39:26. > :39:31.know, they were in shock and crying. It was quite harrowing, to be
:39:32. > :39:38.honest. People absolutely terrified, running for their lives? Yes, it was
:39:39. > :39:43.pandemonium. The police cordoned off everything, it was impossible to get
:39:44. > :39:47.home. People who lived in this area were just stuck. If you wanted to
:39:48. > :39:50.get to your safe place at home you had to stick around and hope that
:39:51. > :39:57.the suspect or whatever were apprehended without problems. I went
:39:58. > :40:01.to -- I went to the ones in London when I was young, it is important to
:40:02. > :40:06.get back to the normal routine, people going back to doing what they
:40:07. > :40:10.do. It is sad for me, honestly, it is an isolated incident but in other
:40:11. > :40:15.places around the world it happens on a daily basis and we need to help
:40:16. > :40:19.them more. It happens once here, it is small scale and we are all
:40:20. > :40:24.panicking, it happens places around the world at ten or 20 times the
:40:25. > :40:29.scale. It is important to get back to normal routine, keep doing the
:40:30. > :40:34.things we do, go to the places we go to. Barcelona is an amazing city,
:40:35. > :40:37.please come and visit, it is beautiful. Las Ramblas is such a

:46:18. > :46:25.radicalism and security in Madrid. I asked him how much of a hub
:46:26. > :46:33.Barcelona is for radicalisation? The main four points, there is a place
:46:34. > :46:35.in the north of Morocco, Barcelona, Madrid and another city. Barcelona
:46:36. > :46:43.is properly the second largest city in radicalisation in Spain and in
:46:44. > :46:52.these last two years we have been suffering a huge amount of
:46:53. > :46:57.counterterrorism operations. And now one of the rested individuals might
:46:58. > :47:02.be from one of the cities. We could say that Barcelona is the second
:47:03. > :47:07.city in radicalisation, probably one of the biggest in the Catalan areas.
:47:08. > :47:13.Tell us more about the operations in the city. We know that in advance of
:47:14. > :47:16.this attack there was a warning from the CIA backed Las Ramblas was
:47:17. > :47:23.potentially a target? What has been going on to try to prevent attacks?
:47:24. > :47:33.Exactly, from last year, there has been seven operations in the first
:47:34. > :47:39.half of 2017. We can see an increase in operations by the police,
:47:40. > :47:42.however, we have not managed to focus on all the radicalisation pubs
:47:43. > :47:44.in the cities. It is one of the biggest places with Muslim
:47:45. > :48:00.population. What are the suspicions around how
:48:01. > :48:06.individuals are radicalised, how it may be operating? Bestial forces are
:48:07. > :48:13.focused on three main environments, where we can find the radicalisation
:48:14. > :48:18.processes in Spain, one is the local one, you have to bear in mind, two
:48:19. > :48:25.factors, that play a very important role in the radicalisation process,
:48:26. > :48:33.one is the links with family and friends, or religious chief, that
:48:34. > :48:33.radicalised is, and the other ones are connections with social
:48:34. > :48:57.patterns. Many of these people travel through
:48:58. > :49:06.those hubs, Madrid, Barcelona. Most importantly, these cases, online
:49:07. > :49:13.radicalisation, cyberspace. As we saw yesterday, in Barcelona, and the
:49:14. > :49:22.attacks, fake explosives that they are wearing, it is something that
:49:23. > :49:23.you read on Islamist web pages. Message boards. Taking information
:49:24. > :49:32.from all of those areas. Let's take you live to the Placa de
:49:33. > :49:41.Catalunya, in Barcelona, it is where a minute 's silence is going to be
:49:42. > :49:46.held at midday local time, and large number of people gathered to mark
:49:47. > :49:59.the minute silence, king Philip -- King Philippe and others will be
:50:00. > :50:10.marking it. And the second incident, in which is five gunmen were shot
:50:11. > :50:17.dead by the authorities, happened overnight in Cambrils, a town, south
:50:18. > :50:20.of Barcelona. -- King Felipe. It is thought that a second attack,
:50:21. > :50:27.potentially along the lines of the Barcelona attack, was aborted.
:50:28. > :50:33.Security forces intercepted a car that had armed men in it, also
:50:34. > :50:39.wearing fake suicide belts, it seems, seven injured, seven injured
:50:40. > :50:44.when that car was driven into them. The car overturned in a police chase
:50:45. > :50:51.and police shot dead five men from inside that car, also separately
:50:52. > :50:56.three men in custody after the attack on Barcelona, these attacks
:50:57. > :51:04.separate but linked. Investigators now trying to work out how many
:51:05. > :51:10.people were behind these attacks. Eight involved, that is the scene

:51:33. > :51:38.ended up on Las Ramblas as the attack began, and he spoke with us a
:51:39. > :51:42.little earlier. We were in Placa de Catalunya, we came out from a large
:51:43. > :51:50.department store, to be greeted by police sirens, we were heading
:51:51. > :51:56.towards us Rambus, to catch the bus back, at which point we noticed lots
:51:57. > :52:00.of people running in the opposite direction, and then police were
:52:01. > :52:06.pushing us away, pushing people into shops, trying to close the doors. We
:52:07. > :52:12.retired into the large department store that we were originally in. We
:52:13. > :52:16.did not know what was going on at that point, but once we got back
:52:17. > :52:20.into the shop, shortly after that is where we had the scariest moment, on
:52:21. > :52:24.the seventh floor of the shop, people came running through the
:52:25. > :52:33.shop, we later found out there was a rumour that there had been gunfire
:52:34. > :52:37.in a shop, turned out to be full. We did not speak Spanish, that was
:52:38. > :52:43.probably a blessing in hindsight, the panic was quite infectious. We
:52:44. > :52:50.were driven to the back of the shop, then the hairdressing salon, and we
:52:51. > :52:55.were put into a small hairdressing closet, a lot of people crying, lots
:52:56. > :53:00.of people very upset, we were very upset because we did not know what
:53:01. > :53:04.was going on, it was very frightening for the children we were
:53:05. > :53:08.with. How long before you realise what was unfolding and this was a
:53:09. > :53:12.terror attack. We did not know at that point, we had strong
:53:13. > :53:16.suspicions, after that incident we knew there must be some sort of
:53:17. > :53:22.terror attack but we did not have any details. There was still

:54:33. > :54:38.two gunmen. Potential terrorists milling around, additional attacks

:54:51. > :54:54.quite quickly, away from the main zone, the problem was, we did not
:54:55. > :54:59.know where we were, a lot of people milling around, took us a good
:55:00. > :55:05.number of hours, to eventually get into a taxi and get back to a hotel.
:55:06. > :55:08.Then things calmed down, the hotel was very good, laying on extra
:55:09. > :55:14.restaurant space, because a lot of people were staying in the hotel. As
:55:15. > :55:17.of this morning, we have been looking on the news, further
:55:18. > :55:23.attacks, police still finding stuff, that said, looking out at this
:55:24. > :55:26.stage, life seems to be returning to normal, people are fairly resilient,
:55:27. > :55:32.this sort of attack, people do not want them to get the better of them.

:55:37. > :55:43.going to do yesterday, albeit, we will be much more aware. The thing

:56:36. > :56:43.else but subsequently, the Barcelona attack happening yesterday, in which
:56:44. > :56:48.13 people were killed in a van attack, that was then believed to be
:56:49. > :56:52.linked, potentially to what happened in Alcanar because the authorities
:56:53. > :56:56.now believe they were planning some sort of devices, that may have been
:56:57. > :57:01.used, intended to be used in Barcelona. 13 dead in Barcelona,
:57:02. > :57:06.dozens injured, three arrested after the attack, and separately, in
:57:07. > :57:12.Cambrils, which is around 50 miles from Barcelona, a coastal town,
:57:13. > :57:17.several people injured after a car was driven into them. -- seven
:57:18. > :57:22.injured. Five men wearing fake suicide belts and arm were shot
:57:23. > :57:28.dead. We are awaiting the minutes silence in Barcelona, injures the
