0:07:43 > 0:07:46was here at Welsh government HQ in the centre of Cardiff on Friday
0:07:46 > 0:07:51morning, as Carwyn Jones again the latest reshuffle of his eight year
0:07:51 > 0:07:55reign as First Minister, and brought to an end the 10-year government
0:07:55 > 0:08:00career of his close colleague and friend, Carl Sargeant. Just after
0:08:00 > 0:08:051:50pm, that afternoon, Carl Sargeant tweeted a personal
0:08:05 > 0:08:08statement, saying he was shocked and distressed that allegations had been
0:08:08 > 0:08:12made about his personal conduct, he said he was not told detail and
0:08:12 > 0:08:15called for an independent investigation, he said that he would
0:08:15 > 0:08:20clear his name. Minutes later, Welsh Labour confirmed he had been
0:08:20 > 0:08:25suspended from the party. Then, at 2:30pm, a spokesman for the First
0:08:25 > 0:08:29Minister confirmed the allegations were the reason Carl Sargeant had
0:08:29 > 0:08:33been removed from the cabinet. Sources later told BBC News whales
0:08:33 > 0:08:39that he had been sacked. Later on that Friday afternoon, his lawyer
0:08:39 > 0:08:44was told by a Labour Party that the allegations fell into the category
0:08:44 > 0:08:49of unwanted attention, inappropriate touching, or groping. And no further
0:08:49 > 0:08:54detail was given. -- BBC Wales. It is an approach that today drew
0:08:54 > 0:08:57criticism from a barrister.Nothing was said about when it was alleged
0:08:57 > 0:09:02to have happened, nothing was said, for example, as to whether or not he
0:09:02 > 0:09:08was asked, do you access or deny this? In most cases, whether you
0:09:08 > 0:09:11work as an elected, senior politician, or you were proverbially
0:09:11 > 0:09:17in the corner shop, you deserve the same care and attention and the same
0:09:17 > 0:09:22duty of care.Over the weekend, Carl Sargeant remained in the dark about
0:09:22 > 0:09:25the details of the allegations, his family said this afternoon that this
0:09:25 > 0:09:30was despite West and warnings regarding his mental welfare.
0:09:30 > 0:09:33Friends and former colleagues say that he was not offered support by
0:09:33 > 0:09:38Labour, one former Labour worker said that the Handling had put the
0:09:38 > 0:09:41emphasis on the smack of firm government, rather than a duty of
0:09:41 > 0:09:47care to a colleague. Then on Monday, the First Minister gave more detail,
0:09:47 > 0:09:52publicly.I became aware of a number of incidents, at the beginning of
0:09:52 > 0:09:56last week, as a result of being aware of the incidents, I asked my
0:09:56 > 0:10:04office to speak to those women involved that provided detail, and
0:10:04 > 0:10:07as a result of those conversations, I felt I had no choice but to refer
0:10:07 > 0:10:12the matter to the party. By Monday night, concern was beginning to
0:10:12 > 0:10:17emerge about the way the situation had been handled.The sexual
0:10:17 > 0:10:21harassment story that has engulfed politics was the main talking point
0:10:21 > 0:10:25as members of Parliament returned to Cardiff Bay yesterday following the
0:10:25 > 0:10:28half term break, the party leaders were intending to meet to discuss
0:10:28 > 0:10:34the matter and yesterday morning Carwyn Jones called a meeting of
0:10:34 > 0:10:37Labour's AMs and support staff to discuss the way that the party
0:10:37 > 0:10:41listens to concerns. The people in the room have told us that towards
0:10:41 > 0:10:45the end of the meeting, Carwyn Jones was approached by his cabinet
0:10:45 > 0:10:48colleague, Lesley Griffiths, who informed him that Carl Sargeant had
0:10:48 > 0:10:54been found dead. The news broke at lunchtime.A former Welsh government
0:10:54 > 0:10:59secretary Carl Sargeant has died. Gradually, yesterday, amid the
0:10:59 > 0:11:04shocked and upset for politicians and staffers, questions began to
0:11:04 > 0:11:06crystallise, why hadn't Carl Sargeant been given more detail
0:11:06 > 0:11:10about the allegations, why had he been sacked from government before
0:11:10 > 0:11:14an investigation was conducted, and just how much support at the Labour
0:11:14 > 0:11:21Party given him over the weekend? This afternoon, Carl Sargeant's
0:11:21 > 0:11:24family released copies of correspondence that his solicitors
0:11:24 > 0:11:28sent to labour on Monday, asking for more detail on the allegations. In a
0:11:28 > 0:11:33statement, the family said there would be -- there had been no
0:11:33 > 0:11:37natural justice. The area's MP visited them this afternoon.They
0:11:37 > 0:11:42are angry because they have questions about the process and how
0:11:42 > 0:11:47it has ended up with this. But I think they need some space, to
0:11:47 > 0:11:54really try as best they can to come to terms with what has happened.
0:11:54 > 0:11:59This evening, Labour tried to clarify the process it had followed,
0:11:59 > 0:12:01the procedure was to initially outlined the nature of the
0:12:01 > 0:12:05allegations, giving the detail would have formed the next part of the
0:12:05 > 0:12:10investigation. Carwyn Jones appeared in public today, but was not doing
0:12:10 > 0:12:15any interviews. His spokesman said the First Minister is deeply upset
0:12:15 > 0:12:21by the death of his friend.First Minister, BBC Wales, have you got
0:12:21 > 0:12:25anything to say?Back at home in Bridgend tonight, he told BBC Wales
0:12:25 > 0:12:32he will give a statement tomorrow, when he will also meet Labour AMs,
0:12:32 > 0:12:36AMs they want answers to big questions.

0:12:44 > 0:12:50a difficult time. You have lost a dear friend and colleague, it must
0:12:50 > 0:12:53have been devastating news.It was devastating, it is still devastating
0:12:53 > 0:12:59for Carl's family and friends, people in the late family, people
0:12:59 > 0:13:04who are part of this... Carl was loved.You said yesterday now is not
0:13:04 > 0:13:08the time to talk about how things have been handled, have you had any
0:13:08 > 0:13:12thoughts, following a statement from the family, this afternoon, saying
0:13:12 > 0:13:17that he was not afforded common courtesy, decency, natural justice,
0:13:17 > 0:13:22is that how you see it?A lot of questions to be asked, some of which
0:13:22 > 0:13:25have been mentioned in the programme. If you look at the
0:13:25 > 0:13:30situation, on Friday, we were told that the First Minister was handing
0:13:30 > 0:13:34this over to the Labour Party, and it was going to be a Labour Party
0:13:34 > 0:13:37enquiry. My understanding with a process like that, I worked in the
0:13:37 > 0:13:42BBC, there would be a process, conducted behind closed doors.
0:13:42 > 0:13:46Statements would be taken, people would be interviewed. Materials
0:13:46 > 0:13:51would be gathered and documented. And yet, and yet, you know, having
0:13:51 > 0:13:56passed this over on Friday, to the Labour Party, on Monday, the First
0:13:56 > 0:14:01Minister is doing interviews with the BBC, and with ITV as well, in
0:14:01 > 0:14:06which he is collaborating on the story, and commenting on the story.
0:14:06 > 0:14:11That is not due process. If there is due process, that should be
0:14:11 > 0:14:16conducted behind closed doors, with proper interviews, proper
0:14:16 > 0:14:21documentation, and people should not be freelancing in interviews, making
0:14:21 > 0:14:25further comments, whether they are the First Minister or not.You are
0:14:25 > 0:14:29clearly angry with the way Carwyn Jones has handled this.Very angry
0:14:29 > 0:14:33with the interviews on Monday and the anger within the Labour Party
0:14:33 > 0:14:38across Wales, and beyond the Labour Party, in Carl's local community,
0:14:38 > 0:14:43people of no political party, evil do not think Carl Sargeant has been
0:14:43 > 0:14:48treated fairly.Are you agreeing with those people then who are
0:14:48 > 0:14:54calling for him to stand down, can he carry on, given this?I'm not
0:14:54 > 0:14:59here to call for scalps anything else.I'm here to support Carl's
0:14:59 > 0:15:08memory and his family.What we want to see is justice for Carl. We want
0:15:08 > 0:15:11proper due process to be followed, we want the situation now to be
0:15:11 > 0:15:16investigated. I also think there is a big issue about Judy of care to
0:15:16 > 0:15:21Carl, I don't believe there was sufficient attention to Carl's
0:15:21 > 0:15:27mental state over the weekend, or in the days after that. I think that is
0:15:27 > 0:15:31a very big issue for the Labour Party. And it is a very big issue in
0:15:31 > 0:15:32politics more widely.
0:15:38 > 0:15:43I am sure that everybody watching can understand how emotional you
0:15:43 > 0:15:48feel. Take a moment. Good evening. Is this the sort of story, the
0:15:48 > 0:15:54people that you have spoken to over the last 24-48 hours, the sort of
0:15:54 > 0:15:57thing that could possibly see the end of Carwyn Jones as First
0:15:57 > 0:16:03Minister?Very possibly. I would caution against saying it is going
0:16:03 > 0:16:09to be some sort of huge explosion to him being thrown out. This hastens
0:16:09 > 0:16:18the end. People think that he has exercised very poor judgment, about
0:16:18 > 0:16:25following the party rules. On the one hand, it should have been a
0:16:25 > 0:16:28matter for the panel of the executive committee in London, not
0:16:28 > 0:16:38Carwyn Jones. I think there will be real questions asked. We were
0:16:38 > 0:16:41expecting Carwyn Jones to depart at some stage during this assembly
0:16:41 > 0:16:46term, it is if that is going to be brought forward. Attempts for him to
0:16:46 > 0:16:55part with dignity, but his hold severely beaten.You have been
0:16:55 > 0:17:00covering Welsh politics. They talked about the duty of care. What do you
0:17:00 > 0:17:07think happened?By handing the process to the party, Carwyn Jones
0:17:07 > 0:17:13was handing a duty of care to the party. It could be that things feel
0:17:13 > 0:17:21between two stools. Somebody thought someone else was doing something. In
0:17:21 > 0:17:32any organisation, you have a named HR officer, keeping an eye out for
0:17:32 > 0:17:39welfare. It does not seem to me that that happened. Carl Sergeant was an
0:17:39 > 0:17:44assembly member, Carwyn Jones could have asked for standards to
0:17:44 > 0:17:49investigate. The Commissioner for standards would have had a set of
0:17:49 > 0:17:52procedures to be followed. What appears to have happened, I have not
0:17:52 > 0:17:58talked to the families so I do not want to say that I have got a full
0:17:58 > 0:18:04understanding but it seems that what has happened, no-one has phoned up
0:18:04 > 0:18:09Carl Sergeant and asked how are you feeling. This is what is happening.
0:18:09 > 0:18:15I've got any questions about the process? What do we need to do to
0:18:15 > 0:18:20help see you through the process? But does not seem to have happened.
0:18:20 > 0:18:26We were hoping for Carwyn Jones potentially or a minister here,
0:18:26 > 0:18:30perhaps they would say that process was being followed and the detail
0:18:30 > 0:18:39was to follow. What would you say to that?I am sure that Carwyn himself
0:18:39 > 0:18:51is traumatised either Spurs miss. No monopoly over grief. But this was a
0:18:51 > 0:18:57question that clearly required delicate handling, and fair process.
0:18:57 > 0:19:02The trade union colleagues in the labour movement would not recognise
0:19:02 > 0:19:09this process, a process that you would expect in a corporation, third
0:19:09 > 0:19:16sector setting. Proper rules. People would understand them. And Carl with
0:19:16 > 0:19:21have been told the details. The barrister has made that point. Even
0:19:21 > 0:19:27as late as Tuesday morning, he did know the details of what he was
0:19:27 > 0:19:32being accused of.And the balance of protecting anonymity, safeguarding
0:19:32 > 0:19:37the well-being of the accused who clearly do not think that was
0:19:37 > 0:19:48struck.Of course it was not. It has to be due respect and attention to
0:19:48 > 0:19:50those who have raised the complaints. But equally the person
0:19:50 > 0:19:58being complained of has the right to a fair procedure.Final question.
0:19:58 > 0:20:02Investigation is being carried out at Westminster, all sorts of other
0:20:02 > 0:20:07allegations, do you think this changes anything?I think it might.
0:20:07 > 0:20:15What we have seen, I do not know who any of these complainants are not
0:20:15 > 0:20:17one suspects that they would feel dreadful. None of this would have
0:20:17 > 0:20:27wanted this to end this way. I think people will say we need to be less
0:20:27 > 0:20:31cavalier about some of these accusations, the way that they have
0:20:31 > 0:20:37been treated, but one thing that I resent, people have said this is
0:20:37 > 0:20:44trial by media. The media covered none of this until the Welsh
0:20:44 > 0:20:47government, Carwyn Jones reached a decision. All that we have done,
0:20:47 > 0:20:54covered the decisions they made. This is not trial by media.I am
0:20:54 > 0:20:57sure we will be discussing that again. Thank you both very much for

0:21:37 > 0:21:40unusual for a couple of different reasons. We are accustomed to
0:21:40 > 0:21:45learning about Brits who have been radicalised, fighting for so-called
0:21:45 > 0:21:51Islamic State. 850 people from Britain have done that. This is
0:21:51 > 0:22:02unusual, far fewer light Josh who have joined militia fighting against
0:22:02 > 0:22:08Islamic State. When Josh returned he was up in court. Facing terror
0:22:08 > 0:22:14charges. Nothing to do with the fact that he had been to Syria, that is
0:22:14 > 0:22:24something that his mum is very critical of. This is what she had to
0:22:24 > 0:22:33say.Josh is idealist, passionate. When he was growing up I took him on
0:22:33 > 0:22:37a number of marchers, so if you believe in something, do something
0:22:37 > 0:22:45about it. Not just lip service.Josh went to the local Welsh medium
0:22:45 > 0:22:50school, studying International politics and strategy at university.
0:22:50 > 0:22:57Last summer he told his mum, a secondary school teacher, he was
0:22:57 > 0:23:06going to Turkey to help refugees.As he left, he gave me a massive hug, I
0:23:06 > 0:23:13really love you. But he looked at me, I really love you. I thought
0:23:13 > 0:23:18what is wrong with him? I just thought he was being particularly
0:23:18 > 0:23:26sweet.What Josh was not seeing, against Foreign Office advice, he
0:23:26 > 0:23:30was on his way to Syria, joining a militia fighting against Islamic
0:23:30 > 0:23:42State. His main role was as a translator but he was also trained
0:23:42 > 0:23:45to use a gun. He said he fired it once when a suicide car was driven
0:23:45 > 0:23:49at him. Had she known what he was planning, Adele said she would never
0:23:49 > 0:23:53have let him leave the country.He said I would probably have stopped
0:23:53 > 0:23:59him, and they would have physically wrestled him to the ground and take
0:23:59 > 0:24:05in the passport. Josh knows that. The only way that I knew he was OK,
