:00:31. > :00:37.already hurting has now had the heart ripped out of it. Emergency

:00:37. > :00:43.talks are held tonight about the debt crisis in the eurozone, amid

:00:43. > :00:53.anxiety about how the morning's markets will react. And - the come-

:00:53. > :01:06.

:01:06. > :01:09.back kings as Manchester United Hello. Police, politicians and

:01:09. > :01:14.local people have united in condemning the overnight violence

:01:14. > :01:18.in Tottenham in North London, which injured 29 people, most of them

:01:18. > :01:23.police officers. Rioters set billings on fire, looted shops and

:01:23. > :01:26.attacked the police. 55 people were arrested. The violence broke out

:01:26. > :01:31.following an earlier peaceful protest about the fatal shooting of

:01:31. > :01:38.a local man by police a few days ago. Tonight the Metropolitan force

:01:38. > :01:45.said it has put extra police on the streets of Tottenham.

:01:45. > :01:55.This was Tottenham High Road late last night. At one end, officers in

:01:55. > :01:56.

:01:56. > :01:59.riot gear. At the other, the young men they are trying to police.

:01:59. > :02:06.This was the main shopping street - the commercial heart of the

:02:06. > :02:11.community, turned into a battle zone.

:02:11. > :02:19.Bricks, firecrackers and flames filled the Knight Air.

:02:19. > :02:24.-- the night air. Homes and shops were destroyed. More than two dozen

:02:24. > :02:34.police officers were hurt. From a vantage point high in a

:02:34. > :02:37.

:02:37. > :02:40.building, running battles could be seen on the street below.

:02:40. > :02:45.This followed a peaceful protest at the death of a man in a police

:02:45. > :02:53.shooting last week. There's no question, the police were targets

:02:53. > :03:00.last night. Here, an empty squad car was attacked before being set

:03:00. > :03:04.ablaze. But there was vandalism and looting too. Targets, seemingly

:03:04. > :03:10.chosen at random. Even several hours after the violence began, at

:03:10. > :03:14.first light the looting went on, apparently unhindered. Here people

:03:14. > :03:19.made off with clothing. Today, police rejected claims they had

:03:19. > :03:22.been slow to catch up we vents and had not been prepared enough for

:03:22. > :03:28.the earlier protest. We kept a dignified response to that, to

:03:28. > :03:33.allow that protest to take place. However, once that extreme violence,

:03:33. > :03:37.and it was violence that could not be anticipated on that scale,

:03:37. > :03:40.occurred, we moved the appropriate level of resource s in.

:03:40. > :03:43.residents picked through the wreckage of their neighbourhood,

:03:43. > :03:50.the Government today praised the police and said the rioters would

:03:50. > :03:58.feel the full force of the law. The looting and vandalism drew anger

:03:58. > :04:02.from the local MP. The vast majority of people in

:04:02. > :04:06.Tottenham reject what has happened here last night. A community that

:04:06. > :04:10.was already hurting has now had the heart ripped out of it. And some

:04:10. > :04:14.members of the community have been left homeless too. When you look at

:04:14. > :04:20.the building now, there's no floors in there. It's like three levels

:04:20. > :04:26.and there's no floors. All my stuff has gone. Electrical goods can be

:04:26. > :04:31.replaced. I have my kid's stuff in there, photos of my girls and my

:04:31. > :04:37.boys. I don't know what to say. Last night, Tottenham paid a heavy

:04:37. > :04:43.price. It is one of London's poorest areas and can ill afford

:04:43. > :04:47.the damage this has done. This evening, the family of the man

:04:47. > :04:51.shot by police on Thursday, Mark Duggan, said they did not condone

:04:51. > :04:54.the rioting. The circumstances surrounding his death are being

:04:54. > :04:58.investigated by the Independent Police Complaints Commission. Our

:04:58. > :05:04.home affairs correspondent looks at how that shooting led to last

:05:04. > :05:09.night's riots. The scene at the fatal shooting which led to a

:05:09. > :05:16.protest march, which led to a riot. On Thursday, a man travelling in a

:05:16. > :05:18.minicab was shot in an arrest operation. An unpolice firearm was

:05:19. > :05:24.recovered from the scene. For police to open fire they must

:05:24. > :05:31.believe there is an imminent threat. The man they shot is Mark Duggan.

:05:31. > :05:37.His death is being investigated by the Independent Police Complaints

:05:37. > :05:42.Commission. Speculation that Mark Duggan was executed in an execution

:05:42. > :05:47.style, involving shots to the head are uncategorically untrue. The

:05:47. > :05:50.IPCC is not only investigating the actions of the officer firing the

:05:50. > :05:56.shots, but the planning, decision- making and implementation of the

:05:56. > :06:00.police operation. It was from the Broadwater Farm

:06:00. > :06:05.estate in Tottenham that yesterday's protest march set off.

:06:05. > :06:10.Many here knew Mark Duggan. They killed him, you know. Because they

:06:10. > :06:14.are a law unto themselves they could say all this in the paper,

:06:14. > :06:19.saying he was this, he was that. I don't see my friend being in a car

:06:19. > :06:24.and being surrounded by armed police and he's going to jump out

:06:24. > :06:27.and open fire on armed police. How does that make sense? 26 years ago,

:06:27. > :06:33.Broadwater Farm became the most infamous estate in the country.

:06:33. > :06:38.Then, as now, it was a death which led to disturbances. This woman

:06:38. > :06:44.died as police who had arrested her son searched her home N the riots

:06:44. > :06:48.that followed a Metropolitan police officer, Constable Keith Blakelock,

:06:48. > :06:52.was murdered. People who have lived here a long time are upset that now

:06:53. > :06:57.it is back in the news again for negative reasons. Most won't go on

:06:57. > :06:59.camera. Events of the past few days have sparked a debate about the

:06:59. > :07:07.wider issues here. Like relationships between locals and

:07:07. > :07:11.The police have not communicated directly with the youth here. It

:07:11. > :07:18.has caused the problem today. They feel they have no word, no voice.

:07:19. > :07:24.The voice they think that is good is smashing up things. So they see

:07:24. > :07:27.their voice get heard. There is anger at outsiders who are said to

:07:28. > :07:34.have come in for mob violence. There are people I have never seen

:07:34. > :07:39.in my life. I believe there were anarchists in there as well.

:07:39. > :07:45.family of the dead man say they do not condone what happened last

:07:45. > :07:51.night in his name. They have appealed for an end to the violence.

:07:51. > :07:55.Our correspondent is in Tottenham. What is the scene there tonight?

:07:55. > :07:59.Well, a very subdued atmosphere here in Tottenham tonight.

:07:59. > :08:03.Residents still coming to terms with the rioting which caused such

:08:03. > :08:09.devastation to the high street. That high street is still sealed

:08:09. > :08:14.off. Half a mile of it is a crime scene. You can see the burnt-out

:08:14. > :08:18.police cars which were attacked last night in the background there.

:08:19. > :08:23.There has been disturbances in Enfield, with altercations between

:08:23. > :08:28.protestors and riot police. A number of arrests made, although

:08:29. > :08:35.nothing on the scale of last night. Now, we don't know that's anything

:08:35. > :08:39.to do with the Mark Duggan incident or copycat violence. Meanwhile,

:08:39. > :08:46.investigations continuing here. The question for community leaders and

:08:46. > :08:49.politicians is, was this a case of a peaceful protest being hijacked

:08:49. > :08:53.by fundamental elements? It is something which will take weeks,

:08:53. > :08:57.days, months of calm reflection to answer.

:08:57. > :09:01.Now, the rest of the day's news. And in the last few hours,

:09:01. > :09:04.emergency talks have been held in advance of the opening of the

:09:04. > :09:08.financial markets T discussions follow the downgrading of America's

:09:08. > :09:12.credit rating on Friday and the continuing instability in the

:09:12. > :09:17.eurozone. We can get the latest from our business correspondent.

:09:17. > :09:21.Not long since that ECB meeting. One of the key meeting, I think,

:09:21. > :09:27.broke up? A lot happening. Let's start with the meeting. There was a

:09:27. > :09:30.conference call to discuss Italy and Spain. The cost of borrowing

:09:30. > :09:34.for Italy and Spain rose to dangerous levels. They are very

:09:34. > :09:40.concerned that due to the size of Italy and Spain they need to get it

:09:40. > :09:43.down. That is why they want to buy up Italian and Spanish bonds. That

:09:43. > :09:48.was resisted by Germany. What we are learning in the past half an

:09:48. > :09:52.hour is indeed the ECB will intervene in the markets and buy up

:09:52. > :09:57.Spanish and Italian bonds. That is according to sources. It does

:09:57. > :10:03.appear to be a change for ECB stance. The other big thing is

:10:03. > :10:08.there will be a conference called G7 Finance Ministers, that includes

:10:08. > :10:13.George Osborne. He is eight hours behind us. The Japanese Finance

:10:13. > :10:22.Minister is a few hours ahead of it thaism are meeting to discuss not -

:10:22. > :10:28.- they are meeting to discuss the downgrading of triple-A.

:10:28. > :10:31.The first markets are open, any suggestions? Last week �1.5

:10:31. > :10:36.trillion was wiped off shares. A lot of people have beated breath to

:11:04. > :11:07.protestors. In Deir al-Zour n the north-east of the country, it is

:11:13. > :11:17.dawn. Amateur video, which cannot be verified, shows plumes of smoke

:11:17. > :11:20.and the sound of explosions. The Government denies shelling the city.

:11:20. > :11:24.The NATO-led forces in Afghanistan say four of their soldiers have

:11:24. > :11:28.been killed in two separate attacks. Two French soldiers died and five

:11:28. > :11:32.were wounded when they came under fire from insurgents north of Kabul.

:11:32. > :11:37.The two others were killed in the south of the country. Their

:11:37. > :11:41.nationalities have not been disclosed. An investigation is

:11:41. > :11:44.underway in Afghanistan, into the crash yesterday of a US Chinook

:11:44. > :11:50.helicopter, which the Taliban claims to have shot down. 38 people

:11:50. > :11:55.were killed. More than half of them were members of an elite Special

:11:55. > :12:00.Forces unit, the Navy SEALs. It is reported they were called in to

:12:00. > :12:04.help other troops who were under fire. It is likely to increase the

:12:04. > :12:09.pressure on President Obama on his Afghanistan policy.

:12:10. > :12:14.The first pictures of some of the 22 elite Navy SEALs killed in

:12:14. > :12:18.Saturday's helicopter crash. They volunteered to fight, but in their

:12:18. > :12:22.home communities there's a mood of shock and disbelief. It's the

:12:22. > :12:28.biggest single loss of life in the history of US Special Forces.

:12:28. > :12:35.loss of any one of those is tragic, but for such a large group together,

:12:35. > :12:39.that's a tough one to take. It's horrible. It is. It is... You cry.

:12:39. > :12:44.I don't know what else to do. It is sad. It is thought their helicopter,

:12:44. > :12:48.like this one, was brought down by a Taliban rocket during a raid on

:12:48. > :12:54.insurgents in these mountains. This is an area where Afghan forces were

:12:54. > :12:57.supposed to have taken over. The Americans are already beginning to

:12:57. > :13:02.head home. With 10,000 troops ordered to leave by President Obama

:13:02. > :13:07.before the end of this year. We are going to have to address the

:13:07. > :13:11.problem that is created. Out there is the perception Afghanistan and

:13:11. > :13:16.other parts of that part of the world, that America is withdrawing.

:13:16. > :13:21.That can't be good. That is a minority view. Most Americans want

:13:21. > :13:26.their troops out now. Returning to the White House, with his family,

:13:26. > :13:31.Barack Obama was trying his best to look relaxed. The week ahead could

:13:31. > :13:35.be one of his most challenging yet. Bracing himself for the fallout

:13:35. > :13:41.after the downgrade the last thing he needs is more bad news from

:13:41. > :13:44.Afghanistan. The fact it is members of the US Navy sales, the same unit

:13:44. > :13:50.which killed Osama Bin Laden has taken some of the shine off what

:13:50. > :13:59.Americans see one of the few successes of his presidency.
