:00:07. > :00:15.Continuing tensions between police chiefs and the Government over how

:00:16. > :00:20.the riots in England were handled. As raids continue to arrest

:00:20. > :00:25.suspects, the Home Secretary says the public wanted tough action.

:00:25. > :00:33.Thousands attend a peace rally in Birmingham. Relatives of three men

:00:33. > :00:38.who died during the disturbances address the crowd. The three boys

:00:38. > :00:40.died for this community. I hope this community will remember them.

:00:40. > :00:42.Six people, including two children, are killed after a stabbing

:00:42. > :00:45.incident in Jersey. Police reconstruction. The Norwegian

:00:45. > :00:50.gunman, Anders Breivik, is taken back to the island where he shot

:00:50. > :01:00.dead 69 people. And on top of the world. But can England's cricketers

:01:00. > :01:13.

:01:13. > :01:16.Good evening. The Home Secretary has defended the Government's

:01:16. > :01:20.criticism of the initial police response to last week's riots in

:01:20. > :01:24.England. Theresa May insisted that it was her job to tell the police

:01:24. > :01:27.what the public wanted them to do. It comes as senior police officers

:01:27. > :01:30.have also questioned the Prime Minister's plan to ask a former

:01:30. > :01:40.American police chief to advise ministers on tackling gang violence,

:01:40. > :01:45.

:01:45. > :01:48.as our correspondent, Danny Savage, Open the door! In areas where

:01:48. > :01:51.rioting took place, like here in London, police have been getting on

:01:51. > :01:54.with the business of tracking down those suspected of being involved

:01:54. > :01:58.in the trouble. There is a growing chorus of concern about the

:01:58. > :02:02.Government seeking the advice of a US police chief. To avoid more of

:02:02. > :02:06.this, Bill Bratton is coming to the UK to give some tips on how to deal

:02:06. > :02:11.with gangs. Sir Hugh Orde, the President of the Association of

:02:11. > :02:15.Chief Police Officers, he is not impressed. He told a Sunday

:02:15. > :02:19.newspaper, I am not sure I want to learn about gangs from an area of

:02:19. > :02:24.America that has 400 of them. It seems to me if you have 400 gangs,

:02:24. > :02:31.you're not being very effective. A former officer can see the benefits

:02:31. > :02:35.of the visitor from the States. British police forces have to

:02:35. > :02:39.accept that their style of policing has not worked. That is what we are

:02:39. > :02:42.talking about. You can put 6,000 police officers on the beat or you

:02:42. > :02:49.can put 16,000, it matters not. What matters is the style of

:02:49. > :02:54.policing. That is not the only thing the Government and police

:02:54. > :02:56.seem unable to agree on at the moment. The acting chief here has

:02:57. > :03:03.accused politicians of sending out mixed messages when it comes to

:03:03. > :03:06.dealing with public disorder. of the things I did discuss with

:03:06. > :03:16.the Prime Minister was the fact there is often inconsistency of

:03:16. > :03:16.

:03:16. > :03:19.feedback in terms of how policing public order. We are accused of

:03:19. > :03:22.excessive force and we are accused of not being forceful enough. The

:03:22. > :03:25.Home Secretary says she will not shy away from telling the police

:03:25. > :03:35.what the public think. The police had to make operational decisions

:03:35. > :03:37.

:03:37. > :03:41.on any incident at the time. The public was clear and I was clear

:03:41. > :03:44.that there had to be a change in tactics to ensure we had that tough

:03:44. > :03:47.policing. The opposition says, in the last week, the Government has

:03:47. > :03:50.overstepped the mark. Where you get the Home Secretary saying she has

:03:50. > :03:53.ordered the police to do certain things and the Prime Minister has

:03:53. > :03:56.said she has ordered them to do certain things when they have no

:03:56. > :03:59.power to do it, that is why the police felt frustrated. The Home

:03:59. > :04:04.Secretary has reiterated that police budgets will still be cut.

:04:04. > :04:06.It underlines another contentious issue between the two camps. A

:04:06. > :04:11.peace rally has taken place in Birmingham, where three people men

:04:11. > :04:15.were run over and killed during last week's riots. Haroon Jahan,

:04:15. > :04:19.Shazad Ali and Abdul Musavir died as they tried to protect their

:04:19. > :04:29.local shops from looters. A third man has tonight been charged with

:04:29. > :04:32.

:04:32. > :04:40.their murders. Our correspondent, They fell silent for of Haroon

:04:40. > :04:49.Jahan and, Abdul Musavir and Shahzad Ali. And then their

:04:49. > :04:57.families, raw with grief, took to the stage. Thank you everyone for

:04:57. > :05:02.coming. Ought I can ask is, forget about me. I am nobody. Try to

:05:02. > :05:08.remember the three men who sacrificed their lives for the

:05:08. > :05:18.community. We are not the best but we can try to be good. We have lost

:05:18. > :05:20.

:05:20. > :05:24.three brothers who were martyred. In this Park, central for one of

:05:24. > :05:31.Birmingham'as porous, people of all faiths wanted to show they had more

:05:31. > :05:36.to offer than the violent scenes this week. I do not think anyone

:05:36. > :05:40.could have imagined, during the height of those troubles, people

:05:40. > :05:48.would be standing en masse together to demonstrate for peace and to

:05:48. > :05:52.answer very robustly those who came to the streets to try to tear them

:05:52. > :05:57.apart. This largely spontaneous event, put together in just 48

:05:57. > :06:02.hours, was an opportunity for the community to unite rather than

:06:02. > :06:05.divide. The challenge will be to keep it that way. Police in Croydon

:06:05. > :06:08.have charged a 33-year-old local man with starting a fire during the

:06:08. > :06:12.riots there that destroyed a local furniture store. The Reeves store

:06:12. > :06:14.had been run by the same family in Croydon for more than 140 years. It

:06:14. > :06:19.was set alight during the widespread trouble in the capital

:06:19. > :06:22.last Monday night. A British soldier has died in an explosion in

:06:22. > :06:25.Afghanistan. The Ministry of Defence said the serviceman, from

:06:25. > :06:30.First Battalion, the Rifles, was killed by a bomb while he was on

:06:30. > :06:33.patrol in Helmand Province on Friday. His family has been told.

:06:33. > :06:38.Further north, at least 19 people died in an attack by militants on

:06:38. > :06:43.offices used by the governor of Parwan province. Six people,

:06:43. > :06:47.including two children, have died after a knife attack in Jersey. A

:06:47. > :06:50.30-year-old man has been arrested. Police were called to a flat in St

:06:50. > :06:52.Helier this afternoon where all six victims were found with stab wounds.

:06:52. > :07:02.From Jersey, our special correspondent, Razia Iqbal, sent

:07:02. > :07:03.

:07:03. > :07:08.A sunny afternoon in an ordinary residential neighbour head

:07:08. > :07:14.transformed into a major crime scene. Six people have lost their

:07:14. > :07:19.lives. Two men, two women and two children. The incident started

:07:19. > :07:23.inside a flat and spilled out into this garden area outside. The

:07:23. > :07:27.police have not released any identities. A neighbour heard

:07:27. > :07:32.something of the incident before he knew what had happened. There were

:07:32. > :07:36.children screaming but really in terror as opposed to a playful

:07:36. > :07:40.scream. As the gravity of the incident became clear, the

:07:40. > :07:45.emergency department at the hospital was briefly closed. The

:07:45. > :07:50.killings had taken place in an area which is far from the affluence

:07:50. > :07:54.that Jersey is known for. Multiple stabbings like this would shock

:07:54. > :08:01.anywhere, particularly when they include young children. In Jersey

:08:01. > :08:06.they are extremely rare. Josie is a really safe place. The last murder

:08:06. > :08:13.was in 2004, seven years ago. Crime is incredibly low. It is probably

:08:13. > :08:17.one of the safest places in the Western world. The police admitted

:08:17. > :08:22.the uniqueness of this event in this place has shot up not just

:08:22. > :08:26.local press the -- residence but the police and emergency services.

:08:26. > :08:29.The Norwegian gunman, who shot dead 69 people on the island of Utoeya

:08:29. > :08:31.three weeks ago, has been taken back to the island for a police

:08:31. > :08:34.reconstruction. 32-year-old Anders Breivik was guarded by armed

:08:34. > :08:37.officers and tethered on a rope as he led investigators around the

:08:37. > :08:47.island in an eight hour visit. Emily Buchanan's report contains

:08:47. > :08:47.

:08:47. > :08:52.flash photography. They took Anders Behring Breivik back to the scene

:08:52. > :08:54.of his crime. He arrived dressed in a red T-shirt on the same ferry he

:08:55. > :09:01.had ridden on the day he systematically killed so many

:09:01. > :09:06.innocent people. He described his actions to police, including here,

:09:06. > :09:11.simulating the firing of his gun at the water. He was heavily harnessed

:09:11. > :09:18.to guards and wore a bullet-proof vest in case of revenge attacks.

:09:18. > :09:21.The visit has provoked heated debate in Norway. Police say it was

:09:21. > :09:25.necessary. TRANSLATION: Our presumption that

:09:25. > :09:30.his presence on the island would help his memory were totally right.

:09:30. > :09:35.We got a lot of new information about what happened. Norway is

:09:35. > :09:40.still reeling from the shock of 77 Lions lost - most young people

:09:40. > :09:44.enjoying a Labour Party summer camp. The rest in a bomb attack in the

:09:45. > :09:54.centre of Oslo. Anders Behring Breivik has admitted the attacks

:09:55. > :09:57.

:09:57. > :10:00.but denies criminal guilt. Police Libyan rebel forces say they have

:10:00. > :10:04.taken control of part of the strategic coastal town of tsar

:10:04. > :10:07.white -- is a we up, around 30 miles from Tripoli. Opposition

:10:07. > :10:12.fighters have been seen in the centre of the town although it is

:10:12. > :10:18.believed that pro-Gaddafi troops are still in the area. This report

:10:18. > :10:28.from Orla Guerin. Rebel supporters on the streets of

:10:28. > :10:32.

:10:33. > :10:36.Sao we are, welcoming the fighters to Colonel Gaddafi's backyard. --

:10:36. > :10:41.Zawiyah. It is unclear how much of the city

:10:41. > :10:47.the control if they have been able to stay. They were met with

:10:47. > :10:53.shelling and gunfire. The regime has crushed opposition here before.

:10:53. > :11:03.But the rebels believe their push for freedom is gaining momentum

:11:03. > :11:04.

:11:04. > :11:08.after months of deadlock. They say Colonel Gaddafi's days are numbered.

:11:08. > :11:13.The circle is tightening on the tyrant, Muhammad told us. We are

:11:13. > :11:17.cutting his supply lines from the south and the West. The fighters

:11:17. > :11:22.here believe the tide is turning their way. They have made gains on

:11:22. > :11:28.several fronts in recent days but they are still facing opposition.

:11:28. > :11:32.The key issue is Colonel Gaddafi's troops - how long and how hard will

:11:32. > :11:39.they be willing to fight? We ask the senior officer in Gaddafi's

:11:39. > :11:46.army, a brigadier captured last month. We cannot reveal his

:11:46. > :11:50.identity or independently verified his testimony. TRANSLATION: There

:11:50. > :11:55.are a group of officers who are still willing to die. The majority

:11:55. > :11:58.support him. I know that from the battlefield and from talking to

:11:58. > :12:03.them. Do you think that Gaddafi will ever agree to give up power?

:12:03. > :12:08.TRANSLATION: That is up to him, but I think that, if he was going to

:12:08. > :12:12.relinquish power, he would have done it before now. From what I

:12:12. > :12:16.have seen, this war will last a long time because neither side will

:12:16. > :12:21.give an inch. The rebels may still finish -- face

:12:21. > :12:28.a long fight but they are now closer than ever to their enemy,

:12:28. > :12:33.and the regime is facing at critical test of strength. -- a

:12:33. > :12:39.critical test. Michele Bachmann has won the first

:12:39. > :12:45.major test for candidates hoping to run for president next year. She

:12:45. > :12:54.narrowly topped the Iowa straw poll. The Governor of Texas, Rick Perry,

:12:54. > :12:58.has thrown his hat into the ring. Michele Bachmann - the first big

:12:58. > :13:02.test of the presidential campaign. The tea Party juggernaut has just

:13:02. > :13:05.shifted up a gear. Its favoured candidate, Michele Bachmann,

:13:05. > :13:11.dominated the airwaves after an early victory over Republican

:13:11. > :13:17.rivals. The winner of the 2011 Iowa straw poll is used -- is Michele

:13:17. > :13:27.Bachmann. Just a small straw poll, but a big

:13:27. > :13:27.

:13:27. > :13:33.spotlight for her fiery rhetoric. Some wonder if she can appeal to

:13:33. > :13:42.moderate Republicans and at the same time they ask Nick run the,

:13:42. > :13:47.the front-runner, is tough enough on important issues. A new

:13:47. > :13:55.challenger has just emerged. He is the Governor of Texas, like

:13:55. > :13:59.President Bush was. Now Rick Perry wants the same high office. He lost

:13:59. > :14:06.his campaign in South Carolina. will not sit back and accept the

:14:06. > :14:13.part that America is on. A great country requires a better direction.

:14:13. > :14:18.A renewed nation needs a new president. He combines an economic

:14:18. > :14:21.track record with socially conservative views. Could he unite

:14:21. > :14:31.Republicans in the race for the White House? It is still 15 months

:14:31. > :14:35.

:14:35. > :14:40.before the election and President of Lama -- President Obama knows

:14:40. > :14:50.that is reckoned on the economy is on the question.

:14:50. > :14:56.

:14:56. > :14:58.All the goals or on Match Of The Day 2 after the news. Turn away now

:14:58. > :15:06.if you do not want to know the results.

:15:06. > :15:11.Ashley Young forced an own goal in the last ten minutes for a 2-1 win

:15:11. > :15:17.for Manchester United. Andre Vilas-Boas had a frustrating

:15:17. > :15:21.introduction to the Premier League. His side drew 0-0 at Stoke.

:15:21. > :15:28.Kilmarnock won 4-1 against the burning. It is their first victory

:15:28. > :15:32.under Kenny Shiels since he took back -- took over back in April.

:15:32. > :15:38.Mark Cavendish has laid down his marker for next year's Olympics by

:15:38. > :15:43.winning today's Road Cycling test event. The route took the riders

:15:43. > :15:50.from the more light to Boxhill in Surrey and back again. He was the

:15:50. > :15:53.top sprinter in this year's Tour de France.

:15:53. > :15:57.England's cricketers were out celebrating last night. After

:15:57. > :16:00.beating India, they became the number one Test team in the world.

:16:00. > :16:06.The challenge now is the in there. It is not that long ago since they

:16:06. > :16:16.were officially the worst side in the world. So what has changed?

:16:16. > :16:16.

:16:16. > :16:25.No, you were not dreaming - England are officially the best. But how

:16:25. > :16:31.did they actually get there? Just two years ago, they were ranked 6th.

:16:31. > :16:35.Enter coach Andy Flower, who instantly galvanise things. He sets

:16:35. > :16:39.very high standards, he expects high standards, and he demonstrates

:16:39. > :16:43.those standards himself. He is an excellent role model for the team,

:16:43. > :16:51.he is a very fit guy, he is a tough guy, and that is what we are

:16:51. > :16:57.looking for. And with what results. England have now won their last

:16:57. > :17:03.Test series. Are they the best England ever? They might not have

:17:03. > :17:08.an individual style like Ian Botham. That has gone straight into the

:17:08. > :17:13.confectionery stall and out again. The England set-up was very

:17:13. > :17:21.different in the 50s. Is it the Ashes? Yes, England have won back

:17:21. > :17:24.the Ashes. They have a main course, a back-up coach, and batting coach,

:17:24. > :17:29.a fielding coach, at trick cyclist and all the rest of it. All we had

:17:29. > :17:34.was a manager. The investment seems to be paying

:17:34. > :17:39.off. England did slump after the Ashes euphoria of 2005, but this

:17:39. > :17:46.time there is no danger of complacency. The challenge is to

:17:46. > :17:50.state where they are. Andy Flower said they want to win a World Cup.

:17:50. > :18:00.He has the ambition to say, we have take that box but now we need to

:18:00. > :18:04.

:18:04. > :18:07.Getting to the top is one thing, but now they want is the there.
