:00:22. > :00:25.Good afternoon. Police in the West Midlands have released video
:00:25. > :00:27.showing rioters firing what's believed to be live rounds at
:00:27. > :00:30.officers during the violence in Birmingham earlier this month.
:00:30. > :00:33.Shots were also directed at a police helicopter in the Newtown
:00:33. > :00:43.area on August 9th. Police say a minimum of four handguns were used.
:00:43. > :00:44.
:00:44. > :00:49.Jane-Frances Kelly reports. This dramatic new CCTV footage shows a
:00:49. > :00:55.masked man among a group of 30 to 40 you this. He carefully observes
:00:55. > :00:58.have surroundings before taking a man firing. They say a minimum of
:00:59. > :01:03.four hand guns were used and 11 shots fired at officers and also at
:01:03. > :01:06.the force helicopter which took these black-and-white shots. West
:01:06. > :01:12.Midlands police say they have taken the unusual decision to release the
:01:12. > :01:16.footage because of its disturbing nature. I look at that footage and
:01:16. > :01:20.think the only motive can have been to maximise the harm that they
:01:20. > :01:25.could cause to police officers and potentially other members of the
:01:25. > :01:29.public. Earlier, the group caused damage to a pub while staff were
:01:29. > :01:33.still inside. The crowd threw chairs into the road. A small
:01:33. > :01:37.amount of money was stolen. Officers say petrol bombs were also
:01:38. > :01:41.thrown at a police car. They say the use of alcohol and petrol leads
:01:41. > :01:47.them to believe there was the intention to set the part the like.
:01:47. > :01:51.It was clear they intended to cause damage to those premises. We know
:01:51. > :01:56.they were in possession of petrol bombs and there was a concerted
:01:56. > :02:00.effort to build -- the Bernath building down. It presented a risk
:02:00. > :02:05.to the lives of people inside. violence has been particularly
:02:05. > :02:09.tragic. During the week thousands turned out for the funerals of
:02:09. > :02:14.three men hit by a car during the riots that should the country a
:02:14. > :02:18.fortnight ago. The father of one of the victims has been praised for
:02:18. > :02:21.bringing the community together in the aftermath. Now police are
:02:21. > :02:31.investigating a major incident in which they say it was lucky nobody
:02:31. > :02:31.
:02:32. > :02:34.lost their lives. Rebel fighters in Libya appear to be closing in on
:02:34. > :02:38.the capital, Tripoli. They've been engaged in fierce battles with
:02:38. > :02:41.troops loyal to Colonel Gaddafi. Rebels claim to have seized most of
:02:41. > :02:45.the city of Zlitan to the east. In Zawiya, street battles ended with
:02:45. > :02:48.the rebels in control of the city centre. Plans are being put in
:02:48. > :02:50.place to get those foreign nationals who wish to leave out of
:02:50. > :03:00.Tripoli. Live now to Tripoli and our Correspondent there, Matthew
:03:00. > :03:02.
:03:02. > :03:10.Price. What is the latest situation? That city is now in
:03:10. > :03:16.rebel hands. They have pushed out the authorities. It represents that
:03:16. > :03:21.the Libyan army has clearly had its capacity to fight badly affected by
:03:21. > :03:27.the NATO airstrikes against it in recent weeks in that area. Those
:03:27. > :03:34.claims of rebel against to the east are less hard to -- are less easy
:03:34. > :03:38.to verify. We have to be cautious. But if they turn out to be true
:03:38. > :03:42.then it is very significant because it would mean either the Libyan
:03:42. > :03:48.army is pulling back from its positions in order to defend
:03:48. > :03:53.Tripoli, or it is losing the will and indeed the capacity to fight.
:03:53. > :03:56.There are many rumours going around at the moment. Colonel Gaddafi and
:03:57. > :04:04.his family possibly about to leave the country, whether that is
:04:04. > :04:08.wishful thinking or based on reality, it is impossible to know.
:04:08. > :04:12.The government here is calling for a ceasefire. It is well recognised
:04:12. > :04:16.amongst diplomats that I have spoken to that if the fight get to
:04:16. > :04:22.Tripoli it will be a bloody urban warfare. There is a lot of
:04:22. > :04:24.diplomacy in the background trying to avoid that.
:04:24. > :04:26.The foreign office minister Alastair Burt has indicated that
:04:27. > :04:29.Britain will back further sanctions against the Syrian government this
:04:29. > :04:31.week. Syrian activists say 40 people were killed yesterday by
:04:31. > :04:38.security forces despite official assurances that all military action
:04:38. > :04:41.against civilians had stopped. The Scottish government says it stands
:04:41. > :04:44.by the decision two years ago today to release the Libyan man convicted
:04:44. > :04:47.of the Lockerbie bombing. Abdelbasset al Megrahi, who has
:04:47. > :04:51.cancer, was freed on compassionate grounds after doctors advised that
:04:51. > :05:01.he had just months to live. 270 people were killed when Pan Am
:05:01. > :05:02.
:05:02. > :05:08.flight 103 exploded in 1988. Raymond Buchanan reports. This was
:05:08. > :05:14.the last time the Lockerbie bomber was seen in public. He recently
:05:14. > :05:19.appeared at a prayer Gaddafi rally in Tripoli. It is now two years
:05:19. > :05:22.since the last -- since he left his jail cell, sent home to die with a
:05:23. > :05:27.life expectancy of three months. That decision by ministers in
:05:27. > :05:32.Edinburgh has been criticised. But the First Minister in Scotland
:05:32. > :05:38.still insists it was the right thing to do. The key thing for us,
:05:38. > :05:42.this has survived through the cabinet secretary and WikiLeaks
:05:42. > :05:47.release of information, after two years every inquiry and piece of
:05:47. > :05:54.information demonstrates that the Scottish government made a decision
:05:54. > :05:57.based on Scottish justice and in good faith. But Labour have called
:05:57. > :06:01.on Mr Salmon to apologise and the Conservatives are urged him to
:06:01. > :06:06.publish or medical evidence on which the decision was made.
:06:07. > :06:10.Neither is likely to happen. Even with the recent turmoil in Libya,
:06:10. > :06:15.al-Megrahi has been maintained contact with criminal-justice
:06:15. > :06:18.officials here. It was a condition of the deal which saw him released
:06:18. > :06:25.from prison. If he broke those conditions then technically he
:06:25. > :06:31.could be returned to a Scottish jail. Most of the 270 victims of
:06:31. > :06:36.the Lockerbie bombing were from the US. Now senators want any new
:06:36. > :06:44.Libyan regime to send him across the Atlantic to face justice. They
:06:44. > :06:47.say he remains a terrorist with American blood on his hands.
:06:47. > :06:50.Norwegians are holding a weekend of remembrance for the 77 people who
:06:50. > :06:53.were killed by Anders Breivik in bomb and gun attacks last month.
