:00:25. > :00:29.3,000 lives. Ceremonies are taking place around the world to mark the

:00:30. > :00:38.day. In the United States, acts of remembrance are being held at each

:00:38. > :00:44.of the locations hit by the four hijacked passenger planes. Laura

:00:44. > :00:50.Trevelyan is at Ground Zero for us. It is a Sunday in New York, and

:00:50. > :00:57.relatives of those killed in 9/11 have been preparing to take part in

:00:57. > :01:03.a ceremony of remembrance. As darkness fell on a ground zero,

:01:03. > :01:09.they kept coming. New Yorkers, tourists, those in uniform, all

:01:10. > :01:15.drawn here by the almost magnetic pull of this place. Shining above

:01:15. > :01:19.them 10 years on, Twin Towers Of Light. It is amazing that 10 years

:01:19. > :01:22.later there is a building that has already been erected, we are

:01:22. > :01:28.celebrating that we have been strong and people are very

:01:28. > :01:32.emotional. It is tough, it really is, but Americans, you can't break

:01:32. > :01:37.their spirit. The anniversary will play out amid the tightest of

:01:37. > :01:42.security, following an intelligence tip that suggest Al-Qaeda intends

:01:42. > :01:51.to attack New York using a vehicle bomb. The Americans still don't

:01:51. > :01:57.know if a plot is active. Then 9/11 attacks lasted two hours. Planes

:01:57. > :02:02.used as missiles, almost 3000 lives lost. The effects of what happened

:02:02. > :02:09.here are still reverberating both in America and a world away, in

:02:09. > :02:14.Iraq and Afghanistan. The cemetery was covered in debris. It was an

:02:14. > :02:20.alien landscape in many respects. To end years ago, this man was a

:02:20. > :02:25.priest at this chapel facing ground zero. Now, as then, the Church has

:02:25. > :02:30.become a focus for those seeking meaning. I believe in love, hope

:02:30. > :02:36.and resurrection. I know that somehow in the mercy of God, even

:02:36. > :02:40.this tragedy is being healed. the giant cranes rebuilding Ground

:02:40. > :02:49.Zero have fallen silent as America pauses. Later, President Obama will

:02:49. > :02:57.join a simple ceremony next to two reflecting swimming pools, erected

:02:57. > :03:03.near where the twin towers stud. As you can see, the crowds are

:03:03. > :03:08.growing before the ceremony brings. The security has been strengthened,

:03:08. > :03:11.a continuing reminder of the threat of Al-Qaeda.

:03:11. > :03:14.Services to remember the victims of 9/11 are taking place in Britain.

:03:14. > :03:16.In London the families of some of the 67 British victims joined

:03:16. > :03:26.representatives from the emergency services at St Paul's Cathedral.

:04:27. > :04:32.clothing, signs that human remains might be nearby. In the services

:04:32. > :04:37.here in Britain, as in the United States, the emphasis is on

:04:37. > :04:41.remembering those who were lost and celebrating the collective will of

:04:41. > :04:44.communities in standing firm against those who attacked them.

:04:45. > :04:50.Firefighters from across the United Kingdom have come together to

:04:50. > :04:55.remember their colleagues who gave their lives on duty, and in

:04:55. > :04:59.particular the victims of 9/11, among whom there were 300 members

:04:59. > :05:03.of the Fire Department of New York. Later, amid the tranquillity of the

:05:03. > :05:13.memorial garden in Grosvenor Square, the main ceremony here in Britain

:05:13. > :05:19.

:05:19. > :05:22.will take place attended by national leaders.

:05:22. > :05:25.In other news, trade unions have urged the Government not to be

:05:25. > :05:28.swayed by pressure from the big banks ahead of a report out

:05:28. > :05:31.tomorrow into banking reform. The TUC boss Brendan Barber called for

:05:31. > :05:33.a banking system that works for everybody. The Labour leader, Ed

:05:33. > :05:35.Miliband, has also called for reforms that would allow

:05:35. > :05:39.irresponsible bankers to be struck off. Our business correspondent Joe

:05:39. > :05:43.Lynam reports. Hours before we know what the Commission on banking

:05:43. > :05:53.reform will say, the Labour leader has upped the ante saying banks had

:05:53. > :06:05.

:06:05. > :06:13.still not mended their ways. Ed His concerns on banking refer --

:06:13. > :06:17.reform were echoed by this trade union. We think government needs to

:06:17. > :06:22.resist any special pleading for the banking sector, which has to take

:06:22. > :06:29.action to make sure banks are safer if we ever faced this sort of

:06:29. > :06:31.financial crisis for ordinary people across the UK. The key

:06:31. > :06:36.findings in tomorrow's Vickers Report are expected to suggest

:06:37. > :06:41.thanks partially ring-fence high- street banking from riskier

:06:41. > :06:45.investment banking. If things go wrong on one side, the retail side

:06:45. > :06:50.at least would be protected. But would that prevent another

:06:50. > :06:55.financial crisis? The primary cause of the last financial crisis was

:06:55. > :06:59.lending money to people who could not pay it back, whether that was

:06:59. > :07:04.sub-prime mortgages in the US, or wait too much lending to people

:07:04. > :07:07.doing deals in the city. Ring- fencing will not change that.

:07:07. > :07:12.have seen substantial change since the financial crisis three years

:07:12. > :07:18.ago, they now have to hold more reserves than they did back then.

:07:18. > :07:24.How much they pay their bankers is now heavily scrutinised and they

:07:24. > :07:29.pay a bank levy worth �2.5 million to taxpayers. But the cost will not
