:00:22. > :00:27.Good afternoon. Investigators are trying to discover what caused the

:00:27. > :00:31.Adam Mynott to flood in the Swansea valley, trapping and killing four

:00:31. > :00:36.miners below ground. Our Welsh correspondent is close to the mine

:00:36. > :00:40.and joins us now. I am outside of the entrance to the

:00:40. > :00:49.mine where the four men were killed. This morning an appeal fund was set

:00:49. > :00:55.up to support their families. As a community grieves, the

:00:55. > :00:58.investigation into how the four miners died begins.

:00:59. > :01:03.South Wales Police and a team from the Health and Safety Executive

:01:03. > :01:08.began work at the mine early this morning. Their task, to find out

:01:08. > :01:12.how the tragedy happened. This entrance leads to a maize of

:01:12. > :01:18.tunnels inside the mine. The bodies of the four were found close

:01:18. > :01:22.together after the shaft flooded. Flee other miners managed to escape,

:01:22. > :01:25.one is still seriously ill. What the survivors remember of what

:01:25. > :01:30.happened on Thursday could prove crucial to the investigation team.

:01:30. > :01:33.What will happen now is that the mines inspectorate in the UK will

:01:33. > :01:37.take charge of it with the police. They will investigate the plans,

:01:37. > :01:40.work to the individuals that worked there previously and who are

:01:41. > :01:44.working there now. So they will investigate as a crime scenes if

:01:45. > :01:51.you like. This is the first fatal accident in

:01:51. > :01:56.a Welsh mine for more than three decades. The pit had been inspected

:01:56. > :02:00.as erecently at May last year. I spoke to a miner who escaped and

:02:00. > :02:03.to the families. None of them reported any safety concerns, but

:02:03. > :02:07.the investigation which has begun up in the pit now will establish

:02:07. > :02:17.what has happened. As this community prepares for the

:02:17. > :02:17.

:02:17. > :02:21.funerals of the four miners, it could face a long wait for answers.

:02:21. > :02:25.The Health and Safety Executive has just issued a statement in which he

:02:25. > :02:28.says it is too early to speculate on the possible causes of this

:02:28. > :02:31.incident. It says that a full report on what

:02:31. > :02:36.happened will be published in due course.

:02:36. > :02:40.Thank you very much. Now, the Liberal Democrats'

:02:40. > :02:46.conference is getting under way in Birmingham. Deputy Prime Minister

:02:46. > :02:51.and party leader k Nick Clegg has promised to block moves to scrap

:02:51. > :02:55.the 50 pence top income rate of tax. We are joined live now.

:02:55. > :03:01.Nick Clegg is trying to accentuate the positive, Norman, but it has

:03:01. > :03:04.been a terrible year for him and his party, hasn't it? Yes, Nick

:03:05. > :03:10.Clegg's task is to settle his party down after a difficult year with

:03:10. > :03:16.the shattering defeat in the AV referendum. Losss in the local

:03:16. > :03:20.council elections and U-turns on tuition fees and VAT. Nick Clegg's

:03:20. > :03:25.approach seems to point to what he regards as conspicuous Lib Dem

:03:25. > :03:30.gains in Government. To that end he points to things like watering down

:03:30. > :03:35.the Tory changes to the NHS and raises the tax threshold for lower

:03:35. > :03:40.income earners, but he wants to talk about what he regards as key

:03:40. > :03:45.differences with the Conservative Party. That is why in the run-up to

:03:45. > :03:49.the conference, we have heard Nick Clegg talking about vetoing the

:03:49. > :03:54.move to scrap the top rate of tax. We have heard other Lib Dems

:03:54. > :03:58.stressing if there was a move to do that, they would expect first rises

:03:58. > :04:01.in the tax threshold for those on the bottom of the pile and a new

:04:01. > :04:06.tax on the rich, such as a mansion tax.

:04:06. > :04:11.The Government say it is wants to legalise same-sex marriages before

:04:11. > :04:17.the next general election. Consultation a-- is to start next

:04:17. > :04:23.year to allow gay and lesbian couples to marry in civil

:04:23. > :04:25.ceremonies. A vintage fighter plane as crashed

:04:25. > :04:29.in Reno National Championship Air Races. A p15 Mustang went out of

:04:29. > :04:35.control and plunged to the ground. Forces loyal to Colonel Muammar

:04:35. > :04:40.Gaddafi continue to hold out in two of their strongholds in the towns

:04:40. > :04:49.there have been fired rockets and mortars, forcing them to retreat.

:04:49. > :04:53.There have been fierce clashes around Sert. -- Sirte.

:04:53. > :04:59.Our correspondent is following the opposition forces. He has sent this

:04:59. > :05:04.report from the front line. In the desert of central Libya, a

:05:04. > :05:13.war is still very much being fought for Sirte, the birthplace of

:05:13. > :05:17.Colonel Muammar Gaddafi. There's been a lot of heavy

:05:17. > :05:23.fighting today with rockets coming in from the pro-Colonel Gaddafi

:05:23. > :05:29.positions. They are turning -- returning fire now with the long-

:05:29. > :05:34.range rockets. The target is the pro-Colonel

:05:35. > :05:38.Gaddafi defensive line. It is 50 kilometres outside of Sirte, making

:05:38. > :05:46.the calculations is the calm amid the fire.

:05:46. > :05:51.This colonel is making those. TRANSLATION: I'm asking all of

:05:51. > :05:57.those fighting for Colonel Muammar Gaddafi to put their guns down. The

:05:57. > :06:02.war is over, it is not necessary for more bloodshed.

:06:02. > :06:07.It is how the Second World War was fought, in the same desert with

:06:07. > :06:10.artillery, tanks and ground troops. The pro-Colonel Gaddafi troops are

:06:10. > :06:18.fighting back. The injured are brought to a field hospital for

:06:18. > :06:25.treatment. They counterattack this oil

:06:30. > :06:36.this man who escaped but saw what they did to those captured. They

:06:36. > :06:40.held them in three groups along the road, he told me, and then they

:06:40. > :06:44.were excuted one by one, civilians and soldiers alike. He said that

:06:44. > :06:48.the blood stains were still on the tarmac.

:06:48. > :06:52.The rag-tag rebels have come a long way to get here, but the war is

:06:52. > :07:00.still not over. Clearly, this is something or

:07:00. > :07:05.someone in Sirte is worth the defending.

:07:05. > :07:10.Now at the rugby World Cup there has been a major upset after a
