:01:11. > :01:13.Manchester United entertain Chelsea Good evening. Tax cuts are still

:01:13. > :01:17.dominating the Liberal Democrats' conference in Birmingham, with

:01:17. > :01:20.senior figures insisting that the 50 pence rate must not be scrapped

:01:20. > :01:23.without an alternative tax on the wealthy. The deputy prime minister

:01:23. > :01:27.Nick Clegg also made a renewed appeal to Middle England, saying

:01:27. > :01:37.his was the party of those who worked hard, paid their taxes and

:01:37. > :01:40.followed the rules. This report contains flash photography.

:01:40. > :01:45.His party is scoring low in the opinion polls, but Nick Clegg's

:01:45. > :01:49.target is clear. He wants the Liberal Democrats at the centre

:01:50. > :01:54.ground of British politics, a party, he says, of the head as well as the

:01:54. > :01:58.heart, that offers voters not just a fair society, but also a strong

:01:58. > :02:03.economy. It is a pitch he hopes will resonate not just with party

:02:03. > :02:07.members, but with voters outside as well. My focus is on what happens

:02:07. > :02:12.to those millions on low and middle incomes. They are often overlooked

:02:13. > :02:16.in this debate. He said the wealthiest should continue to pay

:02:16. > :02:20.the 50 pence top rate of tax unless it were replaced by another tax on

:02:20. > :02:23.the rich that raised the same amount of cash, a figure of the

:02:23. > :02:27.Treasury estimated of more than �2 billion. We should look at other

:02:27. > :02:32.ways in which the wealthiest pay the amount we expected through the

:02:32. > :02:37.50 pence rate. But Mr Clegg's price of fairness, alongside a new

:02:37. > :02:39.crackdown on tax evasion and a �500 million Growth Fund, cut little ice

:02:39. > :02:44.with public sector workers demonstrating in Birmingham against

:02:44. > :02:48.the spending cuts. At do not trust him. He made so many promises

:02:48. > :02:53.before he was voted in, and he has gone back on them. I am judging

:02:53. > :02:56.them on what they are doing, not what Nick Clegg is saying. But the

:02:56. > :02:59.Lib Dem President insisted that the party was making a difference.

:02:59. > :03:02.Liberal Democrat ministers are the guarantors of fairness in a

:03:02. > :03:05.government that would be a nightmare without them. So support

:03:05. > :03:09.from his party President and tonight, support from his wife, who

:03:09. > :03:13.joined him as he prepared for the week ahead.

:03:13. > :03:17.Let's go live now to our political editor Nick Robinson, who is also

:03:17. > :03:21.in Birmingham. How important is it to the Lib Dems to emphasise these

:03:21. > :03:25.distinctive areas that make them different from the Conservatives?

:03:25. > :03:30.They are desperate to do it. They are at half the rating in the polls

:03:30. > :03:32.that they once were. It is a curious sight in many ways. You

:03:32. > :03:35.just had departed President claiming this Government would be a

:03:36. > :03:40.nightmare if it were not for the presence of Liberal Democrats in it.

:03:40. > :03:45.Here are some other things he said. He compared the coalition to a

:03:45. > :03:48.marriage. Imagine you said this about your marriage or anyone

:03:48. > :03:52.else's. He said they only got involved in this unpleasant

:03:52. > :03:56.marriage because the alternative was utterly appalling. He said the

:03:56. > :04:00.Tories were whipless as well as it been a nightmare if they had not

:04:00. > :04:04.been there. He said divorce was inevitable in three or four years.

:04:04. > :04:08.You would not be chuffed if your partner said that about you, but it

:04:08. > :04:12.is all part of the Liberal Democrats saying "we are not Tories,

:04:12. > :04:16.we are different". That is why there is this slightly synthetic

:04:16. > :04:20.row about cutting the 50 pence rate, because it does not seem to be on

:04:20. > :04:23.the government agenda at the moment. Tomorrow, Business Secretary Vince

:04:23. > :04:28.Cable will insist that he is determined to curb pay at the top,

:04:28. > :04:34.not just in the public sector, but the private sector as well. So the

:04:34. > :04:36.emphasis remains on the economy? The curiosity is that there is no

:04:36. > :04:45.division on that, the most contentious issue between the

:04:45. > :04:48.government and opposition. They are all still committed to the deficit

:04:48. > :04:51.reduction strategy, despite the anxiety about the state of the

:04:51. > :04:55.global economy. There is an effort to find other things to get the

:04:55. > :05:00.economy growing which will not involve spending more money. The

:05:00. > :05:03.chief secretary of the Treasury today spoke of speeding up into a

:05:03. > :05:07.structure projects and spending more on housing and the like.

:05:08. > :05:10.Tomorrow, we will see the deputy prime minister and the Business

:05:10. > :05:14.Secretary hoping to hail new jobs being created here in the West

:05:14. > :05:20.Midlands by Jaguar and Land Rover. But the odd thing about this

:05:20. > :05:25.conference is that despite all that economic anxiety, it is not the

:05:26. > :05:29.central question in debate here. A suspected burglar has been killed

:05:29. > :05:32.following an incident in Greater Manchester. Police were called to

:05:32. > :05:36.their house in Bramhall near Stockport last night and discovered

:05:36. > :05:39.a man with a knife injuries. A 39- year-old man was arrested on

:05:39. > :05:42.suspicion of murder. A second suspected intruder has been

:05:42. > :05:47.arrested. Church services across South Wales

:05:47. > :05:51.have remembered the four miners who died in last week's accident in the

:05:51. > :05:54.Swansea Valley. All four died in the flooded Gleision Colliery near

:05:54. > :06:00.Pontardawe. Their bodies were discovered after a massive search

:06:00. > :06:03.and rescue effort. In Libya, a BBC investigation has

:06:03. > :06:06.uncovered allegations that African migrant workers have been abused by

:06:06. > :06:10.fighters allied to the new government. Hundreds of African men

:06:10. > :06:13.have been imprisoned, accused of being mercenaries for Colonel

:06:13. > :06:22.Gaddafi. There are also allegations that women and girls have been

:06:22. > :06:26.beaten and raped. This is a story of abuse, detention

:06:26. > :06:34.and intimidation. Of what happened when the rebels swept into Tripoli

:06:34. > :06:38.and the hunt for their enemies began. We met an African migrant

:06:38. > :06:43.worker who has lived in Libya for nearly 20 years. Like everyone we

:06:43. > :06:53.spoke to, he was too afraid to show his face, but so angry at what has

:06:53. > :07:13.

:07:13. > :07:16.happened that he feels compelled to Two weeks ago, a gang of rebel

:07:16. > :07:21.fighters burst into another house, looking for mercenaries. They

:07:21. > :07:24.ransacked and looted the place, Holden the couple who live here at

:07:24. > :07:34.gunpoint. Imagine the terror as the men then turned on their 16-year-

:07:34. > :07:35.

:07:35. > :07:41.old daughter. Six of them, they raped me. They hit my father with a

:07:41. > :07:49.gun and carried him away. Since that day, I have not heard from my

:07:49. > :07:52.father. He is nowhere to be found. Hundreds of black Africans have

:07:53. > :08:02.been rounded up. We watched one group being made to count anti-

:08:03. > :08:03.

:08:03. > :08:07.Gaddafi slogans before being put to work. The transitional council has

:08:07. > :08:12.told its fighters to avoid revenge attacks, and there has been less

:08:12. > :08:15.violence than many feared. But the city's jails are still full of men

:08:15. > :08:20.detained with little or no evidence, no access to lawyers or their

:08:20. > :08:27.families. There is no communication. We spoke to a woman whose husband

:08:27. > :08:34.was dragged off last month. She has not seen him since. I am scared of

:08:34. > :08:44.everything that is happening in this country. My husband is

:08:44. > :08:55.

:08:55. > :08:59.innocent. He did not join the Army. Libya's new leaders must

:08:59. > :09:02.distinguish themselves in many ways, not least how they treat the

:09:02. > :09:07.poorest and most vulnerable. The last six months has been a battle

:09:07. > :09:15.for freedom, dignity and justice. If it is to mean anything, it must

:09:15. > :09:17.apply to all. Fighting has resumed in one of the

:09:17. > :09:21.last remaining parts of Libya still loyal to Colonel Gaddafi.

:09:21. > :09:26.Opposition forces have reached the East Gate of Sirte and are

:09:26. > :09:29.continuing to advance on the former leader's birthplace. Our

:09:30. > :09:36.correspondent joined them in the newly captured town of Herawa, the

:09:36. > :09:41.last main settlement on the road to Sirte.

:09:41. > :09:51.Sorry, Gaddafi, they mock. The advance on Sirte is gathering pace

:09:51. > :09:53.

:09:53. > :09:56.and energy. This is the forces of the National Transitional Council

:09:56. > :10:00.moving forward again. You can hear the celebratory gunfire as they go

:10:01. > :10:09.through another village they have taken on the way to Sirte, which is

:10:09. > :10:13.getting increasingly closer, just up the road. When in Herawa did not

:10:13. > :10:19.come easily or cheaply, but they have now taken every village on

:10:19. > :10:24.this long road to Sirte. The town's elders now have new military

:10:24. > :10:29.masters to manoeuvre in order to keep their people safe. Some took

:10:29. > :10:35.the chance to flee back east and away from the fighting. Do you

:10:35. > :10:41.agree with what the rebels are doing? Yeah, because it is the

:10:41. > :10:45.future for all the people in Libya. Then suddenly, a reminder of how

:10:45. > :10:49.costly this drawn-out war has been. Every day, dead and injured have

:10:49. > :10:57.been brought back from the front. Gaddafi loyalists are retreating,

:10:57. > :11:05.but still fighting. The troops in front of us are shattered and very

:11:05. > :11:11.weakened. But we are taking steps one by one to try to safeguard our

:11:11. > :11:19.people. Still, the guns move forward. For now, they have

:11:19. > :11:23.momentum, but no there will be more battles to come.

:11:23. > :11:27.Here, travellers facing eviction from a site in Essex are making

:11:27. > :11:31.last-minute preparations tonight, with bailiffs due to arrive in the

:11:31. > :11:34.morning. Around 80 families living on their farm are due to be evicted

:11:34. > :11:37.following a decade long row with Basildon council over a number of

:11:37. > :11:44.unauthorised plots. They say they will lock themselves on to their

:11:44. > :11:49.property and stay there for as long as it takes.

:11:49. > :11:53.Final preparations for a last stand. After months, years of legal

:11:53. > :11:58.wrangling, this is the eleventh hour for the travellers' community

:11:58. > :12:05.in Dale Farm. There is anger and defiance. Tomorrow morning, we are

:12:37. > :12:42.people homeless. So we will engage in non-violence to stop the

:12:42. > :12:46.eviction. Some people have left today, but for the bailiffs and

:12:46. > :12:50.police, this is looking like a complicated, difficult and possibly

:12:50. > :12:56.dangerous task. Still, the council insists that this is an illegal

:12:56. > :13:00.site which will be closed down. operation will commence on schedule.

:13:00. > :13:05.We said 68 o'clock tomorrow morning will be the first steps we take. We

:13:05. > :13:09.are optimistic that things are moving away. We have seen a number

:13:09. > :13:13.of additional caravans move off the side today. We hope that trend will

:13:14. > :13:16.speed up and continue through the evening. Tonight, the residents of

:13:16. > :13:21.Belfast are settling down, knowing that the bailiffs will be at these

:13:21. > :13:29.gates in a few hours' time. There is a spirit of defiance in the air.
