:00:43. > :00:48.Wales. This report from our Wales Correspondent, Hywell Griffith.

:00:48. > :00:57.Player and manager as well a family man. Gary Speed was described today

:00:57. > :01:02.as the ultimate professional. In a career spanning 23 years, he'd won

:01:02. > :01:06.a reputation as a hard-working, combative sportsman, whose life off

:01:06. > :01:10.the pitch was untinged by controversy. Today the Football

:01:10. > :01:15.Association of Wales announced, it was shocked and saddened by the

:01:15. > :01:22.tragic news of his death, described it as a huge loss, not only for his

:01:22. > :01:26.family and friends, but a nation as a whole. That shock reverberated

:01:26. > :01:36.amongst players and fans at this afternoon's Premier League match at

:01:36. > :01:37.

:01:37. > :01:42.Swansea. A minute's silence turning, Aston Villa goalkeeper Shay Given

:01:43. > :01:46.was in tears, ahead of the game. A friend of Speed's they played

:01:46. > :01:51.together for Newcastle. He's a hero. People idolised him. You wanted to

:01:51. > :01:54.run through a brick wall for him. That's what he means to people, his

:01:54. > :01:58.spirit, everything about him. You know, Wales were on a role. They

:01:58. > :02:01.were going to, I believe, under Gary, they would have qualified for

:02:01. > :02:05.the first major tournament for years. Sadly, that's no longer

:02:05. > :02:09.going to be. After inspiring so much respeck as a player, last year

:02:09. > :02:13.Gary Speed returned to Wales as the national team manager. Within just

:02:13. > :02:19.seven games, he seemed to transform their fortunes and create a real

:02:19. > :02:25.belief here that Wales could qualify for the next World Cup. For

:02:25. > :02:29.many fans, today's news, seemed unreal. He's a legend to Wales and

:02:29. > :02:33.to football in general, especially on the European scale, so I mean,

:02:33. > :02:37.obviously the football world is deprived of one of its ambassadors.

:02:37. > :02:43.It's very sad, isn't it, for somebody so young to go so sudden

:02:43. > :02:48.too. Tonight, tributes from former team-mates and many outside

:02:48. > :02:55.football, all resonate with the sense of tragedy and disbelief. --

:02:55. > :02:57.disbelief, at a death which has left all who knew him stunned.

:02:57. > :03:01.The Chancellor has confirmed that the Treasury is ready to

:03:01. > :03:04.underwrites up to �40 billion in banking lending to small and

:03:04. > :03:06.medium-sized businesses. The details will be unveiled in the

:03:06. > :03:12.Chancellor's Autumn Statement on Tuesday. Our Business Correspondent,

:03:12. > :03:15.Joe Lynam, reports. Number 11 Downing Street is a hive of

:03:15. > :03:18.activity these days, as the Chancellor tries to show that the

:03:18. > :03:23.Government is doing everything in its power to prevent Britain

:03:23. > :03:26.sliding back into recession. Despite bleak economic forecasts,

:03:26. > :03:30.both here and abroad, George Osborne was still confident that

:03:31. > :03:34.his spending cuts were going to work in the long run. We have got a

:03:34. > :03:38.deficit reduction plan that has brought us record low interest

:03:38. > :03:41.rates, that has earned us that triple-A credit rating. We are

:03:41. > :03:44.going to stick to that plan, because that is what is helping

:03:44. > :03:49.Britain weather this international debt storm and is also helping us

:03:49. > :03:53.lay the foundations of a stronger economy. Currently firms complain

:03:53. > :03:55.that they either can't get credit from banks or that it's too

:03:55. > :04:00.expensive. While banks say companies simply aren't asking for

:04:00. > :04:05.money. But the Government's new guarantee enables banks to borrow

:04:05. > :04:09.money at cheaper rates and pass that saving onto firms. In theory,

:04:09. > :04:15.because loans would be cheaper, companies would borrow Monday and

:04:15. > :04:20.the economy would benefit. Aspect is a lnd-based property maintenance

:04:20. > :04:23.company. The boss is sceptical that the banks will lend, even with

:04:23. > :04:29.credit easing. It's having a major impact on his firm. For a

:04:29. > :04:33.progressive and profitible business, like ours, not having that funding

:04:33. > :04:37.available has meant that any plan that's we had for growth,

:04:37. > :04:42.development and national expansion have been seriously thwarted.

:04:42. > :04:45.Although the Treasury said that these schemes won't affect the

:04:45. > :04:50.deficit, Ed Balls said it still wouldn't be enough to boost growth.

:04:50. > :04:56.There was a big choice a year ago, we were out on a limb in advocating

:04:56. > :04:58.a different approach, actually increasingly, the IMF, the OECD,

:04:58. > :05:01.business organisations and Conservative MPs are seeing that

:05:01. > :05:07.the George Osborne plan hasn't worked. It's led to more borrowing.

:05:07. > :05:11.We need a different course and a long-term reform of our economy too.

:05:11. > :05:14.Last year George Osborne set up the independent forecaster, the Office

:05:14. > :05:20.for Budget Responsibility. He may regret that as they are set to

:05:20. > :05:24.paint a groomy economic picture on Tuesday, which may overshadow the

:05:24. > :05:27.Chancellor's own statement. Alongside that statement, the

:05:27. > :05:29.Government is preparing for the public sector strike on Wednesday,

:05:29. > :05:33.with neither side showing signs of backing down. Let's join James

:05:33. > :05:38.Landale now in Downing Street. So how much is at stake for the

:05:38. > :05:42.Government this week? I think much of next week is predictable. There

:05:42. > :05:45.will be strikes, bad economic growth and a growth plan from the

:05:45. > :05:50.Government. What's less clear is what people think about it. Who's

:05:50. > :05:53.to blame for these strikes? Who's right on the economy? It's around

:05:53. > :05:57.those questions Thane tense battles are being waged. The Government

:05:57. > :06:00.saying that its plans over credit easing, over unemployment, youth

:06:00. > :06:05.unemployment, housing reform they will grow the economy. Labour

:06:05. > :06:08.saying, no, it's not enough, the Government has to change tack on

:06:08. > :06:12.deficit plans. At the same time, the Government says pension reforms

:06:12. > :06:17.are right and fair, the unions are being irresponsible, no new deals

:06:17. > :06:21.on the table. The unions saying, no, we thit reforms are unjust and we

:06:21. > :06:25.think the Government is being inflexible. At stake next week is

:06:25. > :06:30.the Government's competence, to run the economy, competence to handle

:06:30. > :06:37.these strikes. The view that voters reach, either way, will cast a

:06:37. > :06:39.pretty long shadow. Thank you. A soldier from 5th Battalion The

:06:40. > :06:43.Rifles has been killed in Afghanistan. The Ministry of

:06:43. > :06:49.Defence says that the man was on foot patrol in Helmand province

:06:49. > :06:52.when he was caught in an explosion caused by an improvoized device.

:06:52. > :06:56.His family has been told. Six people are now feared dead,

:06:56. > :07:00.after a cargo ship ran into trouble in the Irish Sea. Two of the crew

:07:00. > :07:04.were rescued in the early hours of the morning and a body was

:07:04. > :07:08.recovered earlier today. But five people are still missing. The

:07:08. > :07:11.search in North Wales has been called off for the night. It's been

:07:11. > :07:17.confirmed that Prince William was the co-pilot of one of the rescue

:07:17. > :07:20.helicopters. Colette Hume reports. This was the moment two of the

:07:20. > :07:25.eight Russian crewmen were spotted by an RAF Search and Rescue
