:00:23. > :00:29.Good afternoon. In the past few minutes, the BBC
:00:29. > :00:34.has learned that the Royal Bank of Scotland chairman, Sir Philip
:00:34. > :00:38.Hampton has given up a 1.4 million share award he was due it follows
:00:38. > :00:43.the controversy over the company's chief executive, Stephen Hester,
:00:43. > :00:48.being awarded a bonus of 963,000. Our business correspondent is with
:00:48. > :00:52.me. Joe, what do we know about this? Aappears that the chairman of
:00:53. > :00:57.Royal Bank of Scotland approached the remuneration Committee and said
:00:57. > :01:02.he was entitled to a restricted share award, but would not take it.
:01:02. > :01:06.It is slightly unusual to get the kind of bonuses that the executives
:01:06. > :01:12.get, but he felt in line of the public pressure, he would not
:01:12. > :01:15.accept 5 .1 million shares that works out at 1.4 million.
:01:15. > :01:20.This puts pressure on Stephen Hester and the Government? Yes, it
:01:20. > :01:24.does. He is due to receive a bonus of about 1 million worth of shares.
:01:24. > :01:27.We have learned this morning that George Osbourne told our colleague,
:01:27. > :01:31.Stephanie Flanders, that George Osbourne, the Chancellor, would not
:01:31. > :01:36.vote against the share award in Royal Bank of Scotland forthcoming
:01:36. > :01:38.AGM. So it looks as though the Government will not block it. If he
:01:38. > :01:43.does not accept it, it is his decision.
:01:43. > :01:45.A serving police officer and three other men have been arrested by
:01:45. > :01:50.detectives investigating corrupt payments to the police. It is part
:01:50. > :01:53.of elve elve, which is a long- running operation linked to the
:01:53. > :01:58.phone hacking inquiry. Our Home Affairs Correspondent Danny Shaw
:01:58. > :02:03.has this report. It is a year since Scotland Yard
:02:03. > :02:07.launched a fresh inquiry into phone hacking, today, a major development.
:02:07. > :02:10.This morning, four arrests were made. They are part of a link to
:02:11. > :02:13.Scotland Yard inquiries into allegationss that police received
:02:14. > :02:19.illegal payments providing information.
:02:19. > :02:22.One of those arrested is a 29-year- old serving policeman based in
:02:22. > :02:28.Central London. He is being questioned on suspicion of
:02:28. > :02:33.corruption, misconduct in a public office and conspiracy in relation
:02:33. > :02:38.to both offences. Had is -- he is the second officer arrested. The
:02:38. > :02:43.three other men have never worked for the police. Two are aged 38,
:02:43. > :02:46.one is aged of a. Their homes in Essex in north London are being
:02:46. > :02:50.searched. Last year as the police
:02:50. > :02:55.investigation into phone hacking aalleged corruption gathered pace,
:02:55. > :02:59.the News of the World was closed down. Among the 27 people arrested
:02:59. > :03:04.was the former chief executive of News International, Rebekah Brookes.
:03:04. > :03:09.Andy Coulson, the paper's former editor and David Cameron's former
:03:09. > :03:15.communications chief and Glen Mulcaire. Jailed for hacking phones
:03:15. > :03:19.five years ago. All are on police bail. Scotland Yard said that the
:03:19. > :03:23.arrest s today followed information from News International. Police are
:03:23. > :03:27.now searching their offices. The Government is insisting it will
:03:27. > :03:31.not back down over planned changes to the Child Support Agency.
:03:31. > :03:35.Despite being defeated in the House of Lords this week. Under the
:03:35. > :03:40.proposals, parents will be charged for help in tracking down payments
:03:41. > :03:46.from former partners. That's a good one.
:03:46. > :03:50.That's not so good. Mark Manuel separated from his wife
:03:50. > :03:54.after 20 years ago together, but despite their differences they
:03:54. > :03:58.manage to sort out child maintenance payments with the help
:03:58. > :04:03.of the mediation service. It is better to agree about what
:04:03. > :04:07.you can and can't do. It works out so much better. That way you know
:04:07. > :04:11.that the money goes directly to that person's bank account.
:04:11. > :04:16.But parents who can't agree may soon have to pay to use the Child
:04:17. > :04:24.Support Agency. The Government is proposing an upfront application
:04:24. > :04:29.fee of about 100. For parents on benefits it would be about 50. If
:04:29. > :04:32.the CSA administers the maintenance it would charge between 7% and 20%
:04:32. > :04:37.of that money. The charity Gingerbread says that these changes
:04:37. > :04:41.are unfair. These proposals mean that lot of
:04:41. > :04:44.parents may not access the Child Support Agency. That means they
:04:45. > :04:49.will not get vitally needed child maintenance flowing. Families are
:04:49. > :04:52.really struggling at the moment. Ultimately it is the children who
:04:52. > :04:57.will suffer. The Government insists that the
:04:57. > :05:01.system must change as it costs too much and does not work.
:05:01. > :05:06.Most people who are out there listening to this today will know
:05:06. > :05:09.that they need to reform child maintenance. That half of children
:05:09. > :05:12.living in separated families don't get any financial support. System
:05:12. > :05:17.is broken. Ministers are insisting that they
:05:17. > :05:21.will try to reinstate the proposals in the House of Commons next week.
:05:21. > :05:28.Nick Clegg has already hinted, though, that perhaps some changes
:05:28. > :05:31.may be made. Extra security checks are taking
:05:31. > :05:36.place at Queens Park Rangers home ground, following an allegations to
:05:36. > :05:43.the police that a threatening letter had been sent to the
:05:43. > :05:52.defender, Anton Ferdinand. Fans arriving for the FA Cup tie with
:05:52. > :05:56.Chelsea are being searched by the police. Let's speak now to Ben Ando.
:05:56. > :06:01.What is the background to this? Well it was last October when the
:06:01. > :06:05.teams met in the league. There was an altercation between John Terry
:06:05. > :06:09.and Anton Ferdinand, the QPR defender. Something was said, after
:06:10. > :06:14.the game, John Terry was charged with rairb ale abusing Anton
:06:14. > :06:17.Ferdinand, a charge that he denies. When it became clear that the teams
:06:17. > :06:21.were to meat in the FA Cup, there were concerns about the security.
:06:21. > :06:25.These were heightened during the week when something was sent to the
:06:25. > :06:30.club addressed to Anton Ferdinand, said by the police to be a
:06:30. > :06:35.malicious communication, believed to be a bullet or a pellet. There
:06:35. > :06:39.is speculation that the two players may refuse to shake hands. On that
:06:39. > :06:43.basis the FA have abandoned the traditional shand shake before the
