:01:21. > :01:25.Olympics were brought to Government attention in a police report seen

:01:25. > :01:28.by ministers last September. The Home Office insists the issues

:01:28. > :01:33.raised were dealt with long before the current concerns about G4S's

:01:33. > :01:37.workforce. The company now says its working around the clock to provide

:01:37. > :01:47.as many of the promised 10,000 staff as possible. Here's our

:01:47. > :01:52.Political Correspondent Robin Brant. Have a good games, sir. In the race

:01:52. > :01:55.to be ready for the Games, G4S is playing catch-up. Students, a

:01:55. > :02:01.former policeman, the unemployed, they were among hundreds of

:02:01. > :02:05.recruits being trained at a special Sunday session. Meanwhile, soldiers

:02:05. > :02:09.have arrived at the Olympic venues. They are part of a 3,500 strong

:02:09. > :02:13.force needed to plug the gap. The minister in charge of the Olympics

:02:13. > :02:18.said it is to be expected. We of course have been monitoring the

:02:18. > :02:22.situation with G4S and their management told us right up until

:02:22. > :02:26.last week that everything was on track. And the moment that they

:02:26. > :02:31.didn't, we put in place a contingency plan, but we have had

:02:31. > :02:39.that plan for many months. The boss of G4S admitted that he found out

:02:39. > :02:44.how bad the recruitment crisis was 10 days ago. But the numbers have

:02:44. > :02:50.not been the only problem. Mohammed is one of the recruits and G4S

:02:50. > :02:58.asked him to talk to us. What are you going to be doing at

:02:58. > :03:08.the Games? I am going to be a team leader here. Just patrolling. Back

:03:08. > :03:08.

:03:08. > :03:13.in house. And a car parking. has faced criticism over the

:03:13. > :03:16.recruit hers communication skills. They told us he will not be dealing

:03:16. > :03:19.face-to-face with the public. Others were better prepared. It is

:03:48. > :03:52.were resolved earlier this year. But last week, G4S admitted it

:03:52. > :03:56.couldn't deliver on time. Now there are big questions for the

:03:56. > :04:00.Government about this oversight. is not just about G4S, everyone is

:04:00. > :04:04.working to deliver the Olympics and the fantastic work that has gone on

:04:04. > :04:08.with venues, and so on, it is not just about G4S letting the country

:04:08. > :04:12.down, why did the Home Office not know what was happening? London

:04:12. > :04:16.will be ready when the flame arrives but to ensure the games are

:04:16. > :04:20.safe and secure, the Government has had to rely on the public sector to

:04:20. > :04:28.make up for private sector failings. Robin is in Westminster for us now.

:04:28. > :04:31.How much other issue is this for the Government that -- how much of

:04:31. > :04:34.an issue? I think there is pressure on the

:04:34. > :04:37.Home Secretary to come here to Parliament and explain tomorrow and

:04:37. > :04:41.the quick -- key question from Labour is about oversight. They are

:04:41. > :04:44.not looking to spoil the party but they want to know the extent to

:04:44. > :04:49.which Home Office officials and ministers were really keeping an

:04:49. > :04:55.eye on his contract that we know it has turned into a disaster. -- his

:04:55. > :04:58.contract. There was an anomaly about what she knew and when she

:04:58. > :05:02.knew it. The Home Secretary said she found out on Wednesday that

:05:02. > :05:05.things were going badly but G4S had insisted that their officials were

:05:05. > :05:10.meeting with Herr officials every day for the past few weeks and had

:05:10. > :05:14.given them total visibility over what the recruitment plan was. I

:05:14. > :05:20.have also been told that G4S Meite as a senior Home Office official

:05:20. > :05:23.would have known how bad things have got before and Theresa May did

:05:23. > :05:27.on Wednesday, and yet she didn't know. That is what they will try to

:05:27. > :05:29.get to the bottom of tomorrow. The Syrian Government has denied

:05:29. > :05:32.accusations by United Nations observers that heavy weaponry was

:05:32. > :05:37.used in an attack on the village of Tremseh, where opposition groups

:05:37. > :05:40.say there was a massacre last Thursday. This evening, there are

:05:40. > :05:43.fresh reports that heavy fighting has broken out on the southern

:05:43. > :05:47.edges of the capital, Damascus. Activists claim more than 120

:05:47. > :05:57.people have been killed across the country in the last 48 hours. Jim

:05:57. > :06:01.Muir reports from Beirut. Des two of the UN observer's

:06:01. > :06:04.investigation in Tremseh and more details emerging. They saw around

:06:04. > :06:10.50 houses which had been burned or destroyed and in some, the gory

:06:10. > :06:14.evidence of bloodshed. This man described how three others, one of

:06:14. > :06:18.them an army deserter, the others just villagers, were summarily

:06:18. > :06:22.executed and their bodies burnt, taken away, he said. There is

:06:22. > :06:26.clearly much grief and anger here. The observers have yet to conclude

:06:26. > :06:31.just how much -- how many people died, but they have no doubt that

:06:31. > :06:36.heavy weapons were used. The evidence is clear, with unexploded

:06:36. > :06:41.mortars still there and impact marks in many places. But team

:06:41. > :06:45.observed homes that were full of blood, with blood splatters in the

:06:45. > :06:52.room, as well as empty bullet cases. There were a wide range of weapons

:06:52. > :06:55.used, including heavy weapons and artillery shells and small arms.

:06:55. > :07:01.But the Syrian government flatly denies that its troops used

:07:01. > :07:07.anything other than light weapons. TRANSLATION: The Government forces

:07:07. > :07:11.did not use planes, helicopters, tanks or artillery. The row over

:07:12. > :07:16.heavy weapons is important. The special envoy Kofi Annan has said

:07:16. > :07:18.it was a blatant violation of his peace plan. He has asked the

:07:18. > :07:24.Security Council to consider threatening sanctions when it meets

:07:24. > :07:31.this week. Whatever happened at Tremseh, Syrian forces are clearly

:07:31. > :07:37.using attack helicopters elsewhere. Like here, just north of Homs. And

:07:37. > :07:41.part of Homs itself, under heavy bombardment Bailey. Fighting is

:07:41. > :07:46.intensified in many other places too. And tonight, signs that the

:07:46. > :07:51.trouble is creeping ever closer to the capital, Damascus. There have

:07:51. > :07:55.been shelling in the city limits on the southern side. Freeways were

:07:55. > :07:59.blocked with burning tyres in protest. The International Red

:07:59. > :08:06.Cross has now formally classified the situation as an internal armed

:08:06. > :08:08.conflict, to all intents and purposes that means a civil war.

:08:08. > :08:11.Health trusts in south-west England are considering pay cuts for

:08:11. > :08:16.thousands of doctors and nurses to ease financial pressures on NHS

:08:16. > :08:19.budgets. The plans are revealed in leaked documents seen by the BBC

:08:19. > :08:26.which talk of pay cuts of up to 5%. Here's our health Correspondent

:08:30. > :08:34.England is facing intense financial pressure, having to make savings

:08:34. > :08:40.worth �20 billion over the next few years. And with staff salaries

:08:48. > :08:54.poorly played, that poorly-paid, is one other group of trusts that have

:08:54. > :09:00.come up with radical proposals to reduce the pay bill. Leaked

:09:00. > :09:06.documents show a change. 19 trusts and the south-west want to cut pay

:09:06. > :09:10.by up to nine -- 5% for staff earning over �21,000. The measures

:09:10. > :09:15.include reducing holiday and making staff work longer hours. Those who

:09:15. > :09:19.disagree could be dismissed and then re engaged under new terms.

:09:19. > :09:24.The way that you manage cost and do transition in any good organisation

:09:24. > :09:28.is you re engage the staff. This is not about engaging staff, this is

:09:28. > :09:32.about imposing draconian cuts on staff in those hospital trusts.

:09:56. > :10:01.policy was withdrawn. 19 Trust and the south-west of England believe

:10:01. > :10:04.that by acting together, they will be better placed to resist that

:10:05. > :10:08.union activity. On the eve of a Commons debate about the health

:10:08. > :10:14.service, the shadow Health Secretary says the NHS is now

:10:14. > :10:19.showing signs of financial distress. This move by 19 Trusts to move away

:10:19. > :10:23.from national pay it is a drastic step, to talk about cutting staff

:10:23. > :10:27.pay of making them redundant, it is an insult to staff who are working

:10:27. > :10:31.hard. While NHS managers ponder ways to bring down their salary

:10:31. > :10:36.bills, it has emerged that some trusts are spending thousands of

:10:36. > :10:41.pounds on agency nurses to cover gaps in their nurses. The pressure

:10:41. > :10:44.on health service budget is unrelenting.
