:00:49. > :00:54.Bennett was murdered and ever since then, his mother has made it her
:00:54. > :00:59.life's work to find his body up on Saddleworth moor. Ian Brady and his
:00:59. > :01:04.accomplice, Myra Hindley, murdered five children in the 1960s but the
:01:04. > :01:07.bodies of just four have been found. Keith Bennett's is the only one
:01:07. > :01:11.still missing. Winnie Johnson has always said she wanted to find her
:01:11. > :01:18.son before he'd it -- before she died but recently, she has suffered
:01:18. > :01:22.from cancer. He got away with the other ones, they found the others.

:03:23. > :03:27.criticise the Bank itself, saying the board presided over a deeply
:03:27. > :03:31.flawed culture, with management flawed culture, with management
:03:32. > :03:36.turning a blind eye. But why didn't regulators act sooner? The report
:03:36. > :03:38.suggests the manipulation was spotted neither by the financial
:03:38. > :03:44.services authority nor the Bank of England. They were too focused, it
:03:44. > :03:48.says, on ticking boxes. They must devote more thought to where the
:03:48. > :03:53.rest really lies. Mr Diamond and Marcus Agius quit following the
:03:53. > :03:56.scandal. A criminal investigation has now been launched but the
:03:56. > :04:00.report makes recommendations for report makes recommendations for
:04:00. > :04:04.reforms. It says there should be bigger fines to deter wrongdoing, a
:04:04. > :04:08.new criminal laws to prosecute those found guilty, Better

:04:30. > :04:33.England and the Financial Services Authority, the regulators. It says
:04:33. > :04:39.that they did not spot this wrongdoing and even when they did,
:04:39. > :04:45.they were too slow to act. This will reinforce calls for reform,
:04:45. > :04:48.not only for the way that the rate is calculated but also for a reform
:04:48. > :04:51.of the financial services industry. There is currently a Bill before
:04:51. > :04:55.Parliament that will actually scrap the Financial Services Authority
:04:55. > :04:59.and replace it with three other watchdogs designed to prevent a
:04:59. > :05:03.repeat of this happening in future. Of course, this is the first
:05:03. > :05:06.investigation but not the only one. The Serious Fraud Office has
:05:06. > :05:09.launched an investigation and that has the power to bring criminal
:05:09. > :05:13.proceedings against those found guilty, and in the United States,
:05:14. > :05:18.just this week, the authorities that issued a subpoena to seven
:05:18. > :05:22.banks to provide evidence in its investigation into the crisis.
:05:22. > :05:26.Whilst we have some clarity from this report, it is unlikely that
:05:26. > :05:32.the full scale of the problems in the rate rigging scandal will
:05:32. > :05:36.really become known for many weeks, months or years. Thank you. It has
