:01:03. > :01:07.Good evening. The Chancellor George Osborne is promising to reform the

:01:07. > :01:10.planning system to speed up development and boost the economy.

:01:10. > :01:14.He has told the BBC that the country cannot afford to wait years

:01:14. > :01:19.for new building and infrastructure projects. Labour says the

:01:19. > :01:23.Government has displayed only delay and indecision. Our political

:01:23. > :01:28.correspondent reports. Britain can deliver, that is the

:01:28. > :01:31.message from the successful staging of the Olympic and Paralympic Games.

:01:31. > :01:36.So the Government is going to back more major projects, hoping to

:01:36. > :01:40.drive the economy out of the doldrums to a golden future. The

:01:40. > :01:45.Chancellor insisted today that the economy was healing but there was

:01:45. > :01:48.no easy route to a magical recovery. We have to up the tempo of

:01:48. > :01:51.development and activity in this country and I think this country

:01:51. > :01:55.faces a big question about its future in the world and whether it

:01:55. > :01:58.is about our school system, our welfare system and the

:01:58. > :02:08.infrastructure we have, have we got the appetite as a country to make

:02:08. > :02:10.

:02:10. > :02:13.the changes to make the -- to provide jobs? So the Government

:02:13. > :02:16.will guarantee infrastructure investment using low interest rates

:02:16. > :02:21.which will guarantee the construction of new homes, with

:02:21. > :02:24.guarantees worth up to �10 billion. And there will be a new Bill on

:02:24. > :02:27.planning to relax the rules even further. David Cameron has

:02:27. > :02:31.expressed frustration with the planning system and says he is

:02:31. > :02:36.determined to cut through the dither that holds the country back.

:02:36. > :02:41.It is short to worry campaigners concerned that there will be given

:02:41. > :02:46.the go-ahead to concrete over the green belt. The Government accuses

:02:46. > :02:48.Labour of creating uncertainty over planning rules. They published a

:02:48. > :02:52.national policy framework back in March which local authorities have

:02:52. > :02:55.been working to ensure they are compliant with by April. And now we

:02:55. > :03:00.are going to sue them throwing all the chips up in the air again and

:03:00. > :03:05.that makes it impossible to plan when you want to make investment. -

:03:07. > :03:11.terms of infrastructure it is welcomed but we are concerned that

:03:11. > :03:19.it will not have any impact in the short term. Shovel-ready projects

:04:05. > :04:10.think there will be a new chairman possibly of the Conservative Party,

:04:13. > :04:16.the junior ranks that we will see new talent being brought in and it

:04:16. > :04:22.is certainly a nervous time for those that have jobs and those that

:07:02. > :07:06.in Tidworth in Wiltshire. Paramedics discovered the two boys

:07:07. > :07:09.aged three and 11 in one room and the man's body in another. Police

:07:09. > :07:14.are treating the deaths as suspicious but are not looking for

:07:14. > :07:18.anyone else. The children's mother has been informed.

:07:18. > :07:22.Throughout the day, small gestures of affection have been brought to

:07:22. > :07:27.the block of flats in Tidworth where the awful discovery was made.

:07:27. > :07:30.The body of the two boys aged three and 11 and the 36 year-old man

:07:30. > :07:33.believed to be their father were found yesterday. Police have

:07:33. > :07:37.confirmed that he had separated from his partner. He had been

:07:37. > :07:41.renting a flat here for several months and he was due to move out

:07:41. > :07:46.very soon. In fact it was the landlord to came round to inspect

:07:46. > :07:51.the property he made the grim discovery. The police are treating

:07:51. > :07:55.the deaths as suspicious but are not looking for anyone else. Their

:11:27. > :11:31.Suddenly people are accused. Sometimes I feel helpless.

:11:31. > :11:35.their prayers might be answered. There is increasing hope that

:11:35. > :11:43.Rimsha Masih will be freed. But there are real concerns for her

:11:43. > :11:52.safety. At least 16 pilot whales have died

:11:52. > :11:57.after becoming stranded off the coast of Fife. The rest have been

:11:57. > :12:01.saved. They have been refloated and sent back out to sea. Our

:12:01. > :12:05.correspondent is at Anstruther now. The good news is that 10 whales

:12:05. > :12:08.have been rescued here this afternoon. There was a further

:12:09. > :12:12.rescue effort and a real worry within the last hour because of a

:12:12. > :12:16.female was stranded in a nearby harbour. But the pot worked

:12:16. > :12:21.together and they are now heading out into the North Sea. There is a

:12:21. > :12:25.real question as to whether they will stay there. This rescue effort

:12:25. > :12:31.was a race against time. The emergency services and the real-

:12:31. > :12:34.life experts had only 12 hours to get the whales back into the water

:12:34. > :12:38.before their internal organs started to fail. Hundreds of people

:12:38. > :12:44.gathered to try to help. Sadly it was too late for some, including

:12:44. > :12:48.three young whales. For those left alive, rescuers knew they had a

:12:48. > :12:53.window at high tide. They gathered the whales together in a shallow

:12:53. > :12:58.waters. Unfortunately one thrashed 3. The others finally managed to

:12:58. > :13:03.set off together. Because so many have died, it could be that some

:13:03. > :13:07.have them have been on too long but the clinical signs are good. We

:13:07. > :13:13.have not seen any that were not fit to be released. It is really up to

:13:13. > :13:18.them. Marine experts are not sure why it the whales are here. They

:13:18. > :13:23.can only guess that they followed a sick or dying member of their group.

:13:23. > :13:26.The fear is that they will not stay out in the depths of the North Sea.

:13:54. > :13:57.join together and work together, it is hoped that they will stay safe.
