:01:22. > :01:25.Conservative Party conference, which was getting under way in

:01:25. > :01:30.Birmingham, David Cameron said the rich would have to make more of a

:01:30. > :01:34.contribution but he ruled out a mansion tax. We report from

:01:34. > :01:38.Birmingham. David Cameron is on a mission to

:01:38. > :01:41.convince the country that his plan will work. He has come to

:01:41. > :01:46.Birmingham with a tough message. The economy needs to be sorted out,

:01:46. > :01:50.which means more welfare cuts are coming. In the end, those that work

:01:50. > :01:53.hard will be rewarded. Today David Cameron offered a glimmer of hope

:01:53. > :01:58.in the economic doom. He said the deficit had been cut by a quarter

:01:58. > :02:04.but he admitted more pain was inevitable. I want us to be the

:02:04. > :02:08.party that levels with the British public and talks plainly and

:02:08. > :02:12.strictly about what needs to be done. We have to find spending

:02:12. > :02:16.reductions. If we want to provide services in things like schools and

:02:16. > :02:20.hospitals then we need to look at things like the welfare budget.

:02:20. > :02:25.Tories made no secret of the fact that they want big cuts to that

:02:25. > :02:28.benefits bill. David Cameron is about to get involved in tricky

:02:28. > :02:32.negotiations with the Liberal Democrats about how to find extra

:02:32. > :02:36.savings of �16 billion to kick in after the next election. Today the

:02:36. > :02:41.BBC has learnt that ministers are actively considering curbing

:02:41. > :02:45.housing benefit for people under 25. With David Cameron on the back food,

:02:45. > :02:49.that kind of thing goes down well here. He insisted that things would

:02:49. > :02:54.be fair. He ruled out the possibility of a mansion tax on

:02:54. > :03:04.expensive properties but he did so the wealthy would pay more.

:03:54. > :03:56.political parties rise to the changing needs of their times. It

:03:57. > :04:01.is thanks to our Prime Minister that we have the strength to take

:04:01. > :04:05.the tough decisions that this country needs to succeed. There is

:04:05. > :04:09.plenty of debate here about which way David Cameron should take the

:04:09. > :04:13.party if it is to broaden its appeal. The challenge is to keep

:04:13. > :04:18.traditional Tories on board while attracting new support. Nick

:04:54. > :04:56.inflation. Medium term, they will change the rules on housing benefit

:04:56. > :05:01.so that there is no automatic right to that benefit for people under

:05:01. > :05:04.the age of 25. There will be a change in the rules so that those

:05:04. > :05:07.people with more than a certain number of children will not get an

:05:07. > :05:12.increase in benefit. You can see the Prime Minister arriving behind

:05:12. > :05:17.me. His message to the conference is that it is time for them to talk

:05:17. > :05:24.about the big and serious issues. He says the country is in a swing
