:01:13. > :01:19.crisis has deepened, as security forces clashed with protestors who

:01:19. > :01:25.tried to storm Government buildings. Those attending the funeral of the

:01:25. > :01:29.security chief took to the streets demanding the resignation of the

:01:29. > :01:33.Government. Oppositions have blamed Syria for the attacks, which

:01:33. > :01:40.followed months of rising tensions in the country. Our correspondent

:01:40. > :01:48.has just sent this report. The Lebanese know too much about

:01:48. > :01:53.public funerals and violent death. Their shared memory of civil war

:01:53. > :01:57.has helped keep this fragmented, weak country together, but the

:01:57. > :02:01.assassination of General Wissam al- Hassan, given full military honours

:02:01. > :02:05.next totd the driver who died with him, is more than a personal

:02:05. > :02:09.tragedy for his family. They saw him last in Paris, where he had

:02:09. > :02:15.settled them for their own safety. Hours later, after he returned to

:02:15. > :02:20.Beirut, he was killed. His assassination is the most serious

:02:20. > :02:24.sign yet that Syria's civil war posed not just to Lebanon but to

:02:24. > :02:33.all its neighbours. Lebanon's President said there should be no

:02:33. > :02:36.cover-up. That comment matters, because Lebanon's Government has a

:02:36. > :02:41.majority to supports the Syrian regime.

:02:41. > :02:45.The funeral became a rally for the side of Lebanon that opposes it.

:02:45. > :02:51.They believe General al-Hassan was killed because he was investigated

:02:51. > :02:56.plots to destabilise Lebanon. They linked his death to other

:02:56. > :02:59.assassinations of prominent Lebanese opponents of the al-

:02:59. > :03:03.Assad's. We demonstrate here against the terror which is going

:03:03. > :03:12.on against the Lebanese people for the past seven years from the

:03:12. > :03:16.Syrian regime. You hold Syria response for the death of General

:03:16. > :03:23.al-Hassan? We are here to show solidarity and protest. Our leaders

:03:23. > :03:27.are being killed, one after the other. We want the Government to

:03:27. > :03:30.step back. Lebanon has too many religious and political links with

:03:30. > :03:35.Syria to isolate itself from what is happening over the border.

:03:35. > :03:41.Lebanon's Prime Minister has been saying for months that this country

:03:41. > :03:46.should stay immune from the war in Syria. It was more than an

:03:47. > :03:49.aspiration than a strategy. Steadily Lebanon is being pulled in.

:03:49. > :03:54.After the funeral, demonstrators marched on the Prime Minister's

:03:54. > :03:59.office to try and force the resignation of the Government with

:03:59. > :04:04.its pro-Syrian majority. This was the local MP, from a prominent

:04:04. > :04:14.Christian family. REPORTER: How does Lebanon avoid getting pulled

:04:14. > :04:18.into the Syrian war? Around half a mile away, soldiers were fired into

:04:18. > :04:22.the air and using tear gas to stop the demonstrators. Like the MP,

:04:22. > :04:27.many blame not just Syria for the assassination, but also its

:04:27. > :04:35.Lebanese allies for planting the bomb.

:04:35. > :04:41.The MP's bodyguards took him to an alleyway. My brother was

:04:41. > :04:46.assassinated, my sister, my cousin. Of course, we're all in the list of

:04:46. > :04:49.what can be thes a sas nation of Hezbollah here.

:04:49. > :04:56.The tragedy for the Lebanese is once again their fate depends as

:04:56. > :05:02.much on others as it does on themselves.

:05:02. > :05:06.Jeremy joins us now from Beirut. Jeremy, just how fragile is the

:05:06. > :05:11.situation in Lebanon? It's more fragile than for some time, that is

:05:11. > :05:14.because of the civil war in Syria next door. I am outside the Prime

:05:14. > :05:18.Minister's office. There is a lot of barbed wire around here and

:05:18. > :05:23.troops in case the demonstrators try and get in again. Lebanon is

:05:23. > :05:27.fragile because of a 15-year civil war and because of the way power is

:05:27. > :05:32.split in this country, which is between the different religious

:05:32. > :05:36.groups. At the moment, Lebanon's problem is it is at the mercy of

:05:36. > :05:39.events, at the mercy of things it cannot control, not by any means

:05:40. > :05:45.for the first time in its history. That makes the Lebanese people

:05:45. > :05:48.nervous. They know that with the crisis of the size of one in Syria

:05:48. > :05:53.going on, across the border, they are very vulnerable and they feel

:05:53. > :06:00.it tonight. Thank you. The BBC's Panorama programme says

:06:00. > :06:04.it has fresh evidence of what the corporation knew about the decades

:06:04. > :06:09.of child abuse carried out by Jimmy Savile N a special programme, to be

:06:09. > :06:13.broadcast on BBC One tomorrow night, it reveals details of e-mail

:06:13. > :06:20.exchanges within the Newsnight programme team, as to why their

:06:20. > :06:26.investigation was dropped. Panorama, a BBC programme now

:06:26. > :06:31.investigating another BBC programme. How are you, ladies? The central

:06:31. > :06:35.question is why did Newsnight, last year, stop its investigation into

:06:35. > :06:39.Jimmy Savile? Panorama has been finding out the Inside Story. And

:06:39. > :06:44.it reveals especially the degree of anger within Newsnight, both about

:06:44. > :06:49.the decision to drop the report and also the words used by the BBC to

:06:49. > :06:54.justify that decision. E-mails from the Newsnight reporter say she felt

:06:54. > :07:04.a duty to the women who had come forward, saying:

:07:04. > :07:12.

:07:12. > :07:16."I was very unhappy the story Welcome. Another decision of Top of

:07:16. > :07:20.the Pops. The decision to halt the investigation was editorial. Claims

:07:20. > :07:24.the women had been let down by the Crown Prosecution Service did not

:07:24. > :07:34.stand up. The reporting team said stand up. The reporting team said

:07:37. > :07:42.this was not the focus at the Panorama says there is no evidence

:07:42. > :07:46.that the change in tone was down to a worry about the tribute programme,

:07:46. > :07:52.a claim that a former head of the BBC feels is unlikely. I would be

:07:52. > :07:56.very surprised if it was anyone other than the editor of Newsnight.

:07:56. > :08:04.The conspiracy therp ri is someone at the top said, -- theory is that

:08:04. > :08:07.someone at the top said, "Don't do it." The BBC says an independent

:08:07. > :08:11.inquiry is under way and it will not comment further. There's not

:08:11. > :08:16.yet been a response from the individuals who took the decision.

:08:16. > :08:21.With the Director-General due to meet MPs this week, there is some

:08:21. > :08:25.fuel for some challenging questions. And you can see the Panorama

:08:25. > :08:28.investigation on BBC One tomorrow evening, starting at 10.35pm. In

:08:28. > :08:33.the last few minutes, the police have said a man has been charged

:08:33. > :08:36.with the murder of Karina Menzies, who died in Cardiff on Friday. The

:08:36. > :08:41.32-year-old was killed and 13 others were injured after being hit

:08:41. > :08:46.by a van. Earlier, a special church service had been held in support of

:08:46. > :08:54.the victims. This report from our Wales correspondent.

:09:00. > :09:05.silent to honour all 14 people struck down in Friday's attacks.

:09:05. > :09:13.They include 32-year-old Karina Menzies, a mother, killed as she

:09:13. > :09:18.walked with her children. In the midst of its grief, her family

:09:18. > :09:26.wanted to pay tribbuert to her family. I spoke to -- Tribute to

:09:26. > :09:32.her family. I spoke to my niece. She threw them out of the way. She

:09:32. > :09:36.threw her kids to each side of her. These CCTV images show the white

:09:36. > :09:39.van on its chaotic journey around Cardiff. More than 70 officers are

:09:39. > :09:45.working on the investigation. This evening, hundreds have gathered

:09:45. > :09:49.here at aure nch the heart of the Ely community -- at a church at the

:09:49. > :09:53.heart of the Ely community, only five metres away from where a hit-

:09:53. > :09:57.and-run took place. The vicar called on people to show

:09:57. > :10:06.love at a time when they feel anger and grief.

:10:06. > :10:14.This grief has broken the heart of our community. And the healing work

:10:14. > :10:18.that is now to be done will take a very, very long time.

:10:18. > :10:24.In the most difficult circumstances, people came to show support for one

:10:52. > :10:56.Prestatyn in North Wales. Charlie Timbrell died this afternoon in

:10:56. > :11:00.hospital. His mother, Lee-Anna Shiers, and his cousins Bailey and

:11:01. > :11:05.Skye were killed in the blaze which broke out on Friday. Two of their

:11:05. > :11:08.neighbours are being questioned on suspicion of murder. The Prime

:11:08. > :11:11.Minister will say in a speech tomorrow that Britain needs a tough,

:11:11. > :11:16.but intelligent approach to tackling crime. David Cameron will

:11:16. > :11:19.try and put law and order policy in the public spotlight, arguing that

:11:19. > :11:25.tougher sentencing can be combined with a compassionate approach to

:11:25. > :11:29.stopping re-offending. Crime is falling across Britain,

:11:29. > :11:34.but it is rising up the political agenda. In a speech tomorrow, David

:11:34. > :11:38.Cameron is expected to say tougher sentences need to be matched with

:11:38. > :11:41.better rehabilitation of offenders. He will hope that can come from

:11:41. > :11:46.extending the use of payment by results from private companies

:11:46. > :11:52.working in prisons. He is expected to say community sentences should

:11:52. > :11:55.be tougher and today the Home Secretary said people who illegally

:11:55. > :11:58.keep guns intending to supply others would get a life sentence.

:11:58. > :12:02.There is not at the moment an offence for somebody to possess a

:12:02. > :12:07.firearm with the intent to supply to it somebody else. It is right we

:12:07. > :12:14.introduce that offence. Those supplying the firearms are as

:12:14. > :12:19.guilty as those using them. years ago David Cameron's so-called

:12:19. > :12:25."hug a hood" speech, aimed to show his would be a compassionate party.

:12:25. > :12:31.When you see a child walking down a street, hoodie up, head down, moody,

:12:31. > :12:37.swaggering, dominating the pavement, think what has brought that child

:12:37. > :12:39.to that moment. Critics called it "soft." The man who wrote that

:12:39. > :12:43.speech said the Prime Minister should resist calls to be too tough

:12:43. > :12:49.on crime. I understand that he has to speak

:12:49. > :12:52.to a public who are concerned about crime levels and deeply frustrated

:12:52. > :12:56.at antisocial behaviour and high crime. However, it would be

:12:56. > :13:00.disappointing if he abandoned the much more intelligent and

:13:00. > :13:04.sophisticated rhetoric about the causes of crime. Labour criticised

:13:04. > :13:09.the Government's approach. What is clear is David Cameron is doing

:13:09. > :13:13.what Tory leaders do when the going gets tough, they lurch to the right.

:13:13. > :13:17.He has to explain why he has been reducing police officers over the

:13:17. > :13:21.past 29 months, taking away powers from the judges and high he's been

:13:21. > :13:24.letting victims down. After losing Andrew Mitchell last week, the man

:13:24. > :13:27.charged with keeping order among Tory MPs, David Cameron will hope

:13:27. > :13:31.his speech on law and order will move politics on to policies that

:13:31. > :13:40.will calm his party and prove popular to the voters the Tories

:13:40. > :13:43.are trying to win over. The former Met Police chief Lord

:13:43. > :13:48.Blair has advised people not to vote in next months elections for

:13:48. > :13:58.law and crime commissioners. He described it as a disaster that

:13:58. > :14:00.
