:01:17. > :01:19.members of the UK Independence Party. Rotherham Borough Council

:01:19. > :01:24.said it was concerned about the party's immigration policy and its

:01:24. > :01:28.opposition to multiculturalism. The Education Secretary, Michael Gove,

:01:28. > :01:34.described the move as arbitrary and indefensible. Daniel Boettcher

:01:34. > :01:37.reports. Local authorities face difficult

:01:37. > :01:42.decisions on foster placements. They're told they have to be

:01:42. > :01:44.sensitive to a child's background and needs. In this case, Rotherham

:01:44. > :01:48.Metropolitan Borough Council removed three children who were

:01:48. > :01:51.from an eastern European background from their foster parents when they

:01:51. > :01:57.were told the couple were members of the UK Independence Party. It

:01:57. > :02:00.said there was no issue about the caught -- quality of care provided

:02:00. > :02:03.but UKIP's stance on immigration had to be taken into account.

:02:45. > :02:49.by-election, said the decision to remove the children was appalling.

:02:49. > :02:53.They were giving those children love and stability and all the

:02:53. > :02:56.things they need so they can go on and proceed in life and they have

:02:56. > :02:59.been discriminated against by a Labour-run council on the basis

:02:59. > :03:02.that they support a party that says we shouldn't be part of the

:03:02. > :03:07.European Union and we should control our borders. And that is

:03:07. > :03:10.the most appalling prejudice. Education Secretary, Michael Gove,

:03:10. > :03:13.whose department is also responsible for children's services,

:03:13. > :03:19.described the decision as indefensible. We need to encourage

:03:19. > :03:23.more parents to come forward to adopt and to foster. If we say that

:03:23. > :03:26.you cannot foster children because you are a member of a mainstream

:03:26. > :03:29.political party or you have views on multiculturism that's utterly

:03:29. > :03:35.wrong. The council says it's to hold an investigation into the

:03:35. > :03:38.decision to see that all the correct procedures were carried out.

:03:38. > :03:41.Our political correspondent Robin Brant is here. As we heard, there

:03:41. > :03:45.was swift criticism of the council from the Government and also from

:03:46. > :03:50.the Labour Party. Yes, they were quick to judge and I think many,

:03:50. > :03:54.like Ed Miliband and Michael Gove, think this is an open and shut case.

:03:54. > :03:57.Of course, Rotherham Council's inquiry is not running yet, but one

:03:57. > :04:01.of the key elements here is there is a by-election in Rotherham in a

:04:01. > :04:06.few days. UKIP have a candidate standing, they fancy their chances.

:04:06. > :04:10.Labour are defending a sizable majority. Labour know that locally

:04:10. > :04:13.in cities and the Conservatives know nationally that UKIP is a

:04:13. > :04:16.threat. One of the most significant elements to this case actually is

:04:16. > :04:20.that this party is now entering the mainstream. We heard from Ed

:04:20. > :04:23.Miliband refer to UKIP as a mainstream party, Michael Gove did

:04:23. > :04:26.the same there. Tonight, Downing Street has been forced to thraoeu

:04:26. > :04:31.and clarify -- try and clarify what the Prime Minister thinks. They got

:04:31. > :04:35.themselves in knots over it. He said years ago they were a partied

:04:35. > :04:39.made -- party made up of fruitcakes. They are saying the Prime Minister

:04:39. > :04:42.doesn't think that all members of UKIP are racists but what is clear

:04:42. > :04:45.is the sensitivities, particularly at the top of the Conservative

:04:45. > :04:48.Party about the rise of UKIP because the reality is for Tories

:04:49. > :04:56.and for Labour their supporters, their members are people that they
