:00:12. > :00:16.A Government inquiry after three children are removed from Foster

:00:16. > :00:18.parents because they're members of the United Kingdom Independence

:00:19. > :00:24.Party. Rotherham Borough Council said it was protecting the cultural

:00:24. > :00:27.and ethnic needs of the children. Strong winds and heavy rain across

:00:27. > :00:37.England and Wales bring dozens more flood warnings tonight.

:00:37. > :00:49.

:00:49. > :00:53.And Larry Hagman, best known for Good afternoon. The Government has

:00:53. > :00:56.strongly criticised the decision by a Labour-run Council to remove

:00:56. > :01:00.three children from their Foster parents because the couple are

:01:00. > :01:04.members of the UK Independence Party. Rotherham Borough Council

:01:04. > :01:10.said it was concerned about the party's imbraigs policy and

:01:10. > :01:15.opposition to multiculturalism. Michael Gove described the move as

:01:15. > :01:19.arbitrary and indefensible. Daniel Boettcher reports. The three

:01:19. > :01:23.children, described as being from an EU migrant background, were

:01:23. > :01:26.placed in Foster care with the unnamed couple by Rotherham

:01:26. > :01:29.metropolitan Borough Council. It's now looking into how, within eight

:01:29. > :01:32.weeks, that placement was stopped. The couple, experienced Foster

:01:32. > :01:38.parents, say a social worker came to tell them the children were

:01:38. > :01:42.being removed because the couple were members of the UK Independence

:01:42. > :01:46.Party. The Council says there was no issue about the quality of care

:01:46. > :01:52.but that UKIP's view on immigration had to be taken into account.

:01:52. > :01:55.needs sts children are paramount. The children were EU migrant

:01:55. > :01:59.children. We have been severely criticised in the past for not

:01:59. > :02:03.meeting their cultural and ethnic needs. I had to take that into

:02:03. > :02:06.consideration. The couple are reported to be upset at being told

:02:06. > :02:09.that their party's views made them that their party's views made them

:02:09. > :02:12.unsuitable as carers. They said: "We feel we were meeting the

:02:12. > :02:15.cultural needs of these children. We were actively encouraging these

:02:15. > :02:18.children to speak their own language and teach us their

:02:18. > :02:21.language." The leader of UKIP, Nigel Farage,

:02:21. > :02:23.in Rotherham ahead of next week's by-election said the decision to

:02:23. > :02:26.by-election said the decision to remove the children was appalling.

:02:26. > :02:30.They were giving those children love and stability and all the

:02:30. > :02:34.things they need so that they can go on and proceed in life and they

:02:34. > :02:39.have been discriminated against by a Labour-run Council on the basis

:02:39. > :02:42.that they support a party that says we shouldn't be part of the

:02:42. > :02:45.European Union and we should control our bordz. That's the most

:02:46. > :02:49.appalling prejudice. The Labour leader Ed Miliband said being a

:02:49. > :02:51.member of a political party like UKIP should not be a bar to

:02:51. > :02:55.fostering children and the Education Secretary, Michael Gove,

:02:55. > :02:59.said the Council had made the wrong decision in the wrong way for the

:02:59. > :03:03.wrong reasons. We need to encourage more parents to come forward to

:03:03. > :03:07.adopt and Foster. If we say that you cannot Foster children because

:03:07. > :03:12.you're a member of a mainstream political party or because you have

:03:12. > :03:14.views on multiculturalism, that's utterly wrong. Council says it is

:03:15. > :03:21.to hold an investigation into the decision to see the correct

:03:21. > :03:24.procedures were carried out. Heavy rain and strong winds are

:03:24. > :03:27.expected to bring more flooding across England and Wales tonight.

:03:27. > :03:34.Dozens of flood warnings are in place. Robert Hall is at Langport

:03:34. > :03:38.in Somerset. The latest we have is that this weather system is

:03:38. > :03:41.proching on track and on time. It's going to affect all the south-

:03:41. > :03:45.western England, central England, the West Midlands and North West

:03:45. > :03:49.England and pretty well the whole of Wales. People in this area are

:03:49. > :03:54.used to flooding. But they've been doing what they can to prepare for

:03:54. > :04:02.what's coming. It's raining again and along the roads of Somerset the

:04:02. > :04:06.water is creeping forward once more. At Langport the flood plain is

:04:06. > :04:09.saturated and slowly reaching towards the town. Every vulnerable

:04:09. > :04:14.home and property along the High Street is as ready as it can be.

:04:14. > :04:20.it comes over, that's it. You're never going to stop it. You have to

:04:20. > :04:23.do damage limitation. This area has been devastated with the water.

:04:23. > :04:26.Near Taunton, Fiona Scot showed me the damage to her pub, ruined by

:04:26. > :04:29.two floods this year and now threatened by a third.

:04:29. > :04:33.extremely worried. I know what's going to happen and we will

:04:33. > :04:39.probably be as we are now under water again. These are pictures of

:04:39. > :04:43.what it was like on Wednesday. Neighbour Mark Chadley told me the

:04:43. > :04:46.speed of the last flood was unprecedented. Quite a surprise.

:04:47. > :04:53.We've seen it on the corner. It's never filled the garden or the

:04:53. > :04:56.garage or anything. It was a surprise. As I left, the situation

:04:56. > :05:00.across Somerset was worsening. What's changing now is another

:05:00. > :05:03.heavy band of rain coming across tonight. The rivers are going to

:05:03. > :05:08.respond incredibly quickly. The flood plains are filling up. That's

:05:08. > :05:14.the change for us now. We need to get prepared. The storm is

:05:14. > :05:18.approaching, in areas like this, it will bring a long and testing night.

:05:18. > :05:21.This is a natural flood plain. The Environment Agency norblly would be

:05:21. > :05:26.able to pump water around to decrease the risk of flooding. But

:05:26. > :05:30.the rivers can't do as much of that work as they would like. A 90-year-

:05:30. > :05:33.old lady has been rescued from a house, from the first floor, by

:05:33. > :05:38.boat, from a village just down the road from here. Really all we can

:05:38. > :05:41.do is wait now. The situation is deteriorating. The wind is also

:05:41. > :05:48.increasing. That too could cause extra headaches for the emergency

:05:48. > :05:52.services in this area. Northern Ireland's First Minister

:05:52. > :05:57.has dismissed calls by Sinn Fein for a Scotland-style referendum on

:05:57. > :06:00.the future of the union. Speaking at the Democratic Unionist Party's

:06:00. > :06:04.annual conference, Peter Robinson said the peace process had secured

:06:04. > :06:07.Northern Ireland's place in the United Kingdom. And he said a

:06:08. > :06:11.majority of Catholics wish to remain in the UK.

:06:11. > :06:14.Rugby and England have lost to South Africa at Twickenham this

:06:14. > :06:17.afternoon. In the other Autumn international there was a loss for

:06:17. > :06:22.Scotland, but a win for Ireland. Wales are still playing against New

:06:22. > :06:27.Zealand. Here's Rob Heath. England's pursuit of a top four

:06:27. > :06:30.world ranking ahead of the 2015 World Cup draw was throne off

:06:30. > :06:35.course by Australia last weekend. Initially they matched South Africa

:06:35. > :06:39.here in a first half dominated by the boots. Toby Flood scored two

:06:39. > :06:43.penalties and also missed two. Patrick Lambie's kicking was

:06:43. > :06:46.flawless. South Africa led 9-6 at the break. The rugby was hardly

:06:46. > :06:50.free flowing. The only try of the match owed more to luck than

:06:50. > :06:54.judgment. A spell of pin ball and then the Springboks Willem Alberts

:06:54. > :07:00.touched down. It turned from messy to ugly soon after. No such thing

:07:00. > :07:03.as a friendly international these days. With time running out, 12-16

:07:03. > :07:09.down, England kicked through the posts rather than go for the corner

:07:09. > :07:15.and the chance for a match-winning try. They needed to be brave. The

:07:15. > :07:22.captain's decision might have cost them the match. Ireland produced a

:07:22. > :07:27.commanding performance. They ran in seven tries in a 46-24 win over

:07:27. > :07:30.Argentina. There were two each for Tommy Bowe and Jonathan Sexton.

:07:30. > :07:38.Scotland's dismal form continued though. They slumped to a first

:07:38. > :07:41.defeat against Tonga, going down 21-15 in Aberdeen.

:07:41. > :07:44.Football and Queens Park Rangers have confirmed the appointment of

:07:44. > :07:48.Harry Redknapp as their new manager. The former Tottenham manager was in

:07:48. > :07:51.the stands to watch his new club lose to Manchester United in the

:07:51. > :07:56.Barclays Premier League. He replaced Mark Hughes, who was

:07:56. > :08:00.dismissed yesterday. The club are currently bottom of the league.

:08:00. > :08:06.Tributes are being paid to the actor, Larry Hagman, who has died

:08:06. > :08:10.at the age of 81 after suffering from cancer. He was best known for

:08:10. > :08:14.playing JR Ewing in the hit TV series Dallas. Linda Gray, who

:08:14. > :08:20.played his on-screen wife described him as an original, who lived life

:08:20. > :08:26.to the full. Lizo Mzimba looks back at his career. In one of the

:08:26. > :08:30.biggest shows of the 80s he was the undoubted star, playing the

:08:30. > :08:33.cheating JR Ewing, a man who constantly mistreated those around

:08:33. > :08:38.him. I don't have anything to apologise for. You gambled and you

:08:38. > :08:43.lost. You think you're going to blackmail me? You're out of your

:08:43. > :08:47.league. None month so than his long suffering wife. You're a drunk. An

:08:47. > :08:52.unfit mother. The sooner we have you put away the better off you're

:08:52. > :08:58.going to be. Don't leave me here. I'll do anything you say. Take care

:08:59. > :09:02.of her now. Who Shot JR? Story line made him a global star. With the

:09:02. > :09:06.tapes revealing the killer's identity being delivered to the UK

:09:07. > :09:11.under heavy security. This is my son. When the series was revived

:09:11. > :09:16.earlier this year, he reprised his famous role. In an interview just

:09:16. > :09:24.three months ago, he reflected on JR's long-stand ago peel. Everyone

:09:24. > :09:31.in the world has a jerk like JR in the family. Everybody can identify

:09:31. > :09:35.with that. Audiences certainly did relate, watching for years in their

:09:35. > :09:38.millions, a character who was hated as much as the actor who played him
