:00:19. > :00:26.Good afternoon. The United States and Russia have agreed a deal for

:00:26. > :00:29.the destruction of Syria's chemical weapons. A short while ago US

:00:29. > :00:31.Secretary of State John Kerry and Russian Foreign Minister Sergey

:00:31. > :00:34.Lavrov attended a joint press conference in Geneva where they

:00:34. > :00:45.outlined steps to secure the weapons in the region. Providing this

:00:45. > :00:49.framework is implemented, it cannen end the threat that the weapons

:00:49. > :00:56.pose, not only to the Syrian people but also to their neighbours, to the

:00:56. > :00:59.region and because of the threat of proliferation, this framework can

:00:59. > :01:06.provide greater protection and security to the world.

:01:06. > :01:10.John Kerry speaking a Mohammed ago. -- a moment ago.

:01:10. > :01:17.Our World Affairs Correspondent Paul Adams is in Geneva. What is the

:01:17. > :01:23.timetable we are looking at? This is an ambitious plan. Syria is to hand

:01:23. > :01:27.over a list of chemical weapons in one week. Inspectors are supposed to

:01:27. > :01:31.be on the ground by November with the aim of removal or the

:01:31. > :01:36.destruction of all of Syria's chemical weapons by the middle of

:01:36. > :01:41.next year. A tight timetable. What happens, Paul, if the Syrians

:01:41. > :01:44.do not comply with that? All of the violations, by any party, will be

:01:44. > :01:52.referred back to the UN Security Council for a possible Chapter 7

:01:52. > :01:56.resolution. That could imply the use of force, but both Sergey Lavrov and

:01:56. > :02:01.John Kerry, said that sanctions applied by the international

:02:01. > :02:06.community would be commensurate with the violations. Clearly a wide scope

:02:06. > :02:10.for debate as the process unfolds. Thank you very much.

:02:10. > :02:12.Shoppers in England will be charged 5p for plastic bags in supermarkets

:02:12. > :02:14.Shoppers in England will be charged and large stores from 2015. The

:02:14. > :02:17.Deputy Prime Minister, Nick Clegg, will make the announcement at the

:02:17. > :02:21.Liberal Democrat Conference in Glasgow, which gets under way today.

:02:21. > :02:23.The levy is already in force in Wales and Northern Ireland, and

:02:23. > :02:32.Scotland is introducing the charge next year. Our Political

:02:32. > :02:37.Correspondent Robin Brant reports. Some shops do it already, charging

:02:37. > :02:43.for a bag. Soon, though, you will be asked to pay for five pence a go,

:02:43. > :02:45.whether it is paper or plastic at all check-outs. Nick Clegg is to

:02:45. > :02:49.whether it is paper or plastic at announce the bag tax this weekend,

:02:49. > :02:52.but this is very much a coalition proposal, agreed after the

:02:52. > :02:58.Chancellor, set aside his concerns about a new tax. Both sides hope it

:02:58. > :03:05.will bolster the green credentials. We are not trying to tax people but

:03:05. > :03:08.to change people's behaviour, to encourage more environmental

:03:08. > :03:12.friendly behaviour. The guarantee that we are not trying to tax

:03:12. > :03:17.people, is we will not get the money, it goes to charity.

:03:17. > :03:23.More than 8 billion plastic bags were used by supermarket shoppers in

:03:23. > :03:28.2012. Charges for the bags are in place in Northern Ireland and

:03:28. > :03:32.Scotland and Wales. I think that they should be free. What is the

:03:32. > :03:36.point of the charge for the environment? I think that the charge

:03:36. > :03:43.is great but five pence is a lot of money. If it is something that takes

:03:43. > :03:49.-- makes people take their own bags in, though, that is a good thing.

:03:49. > :03:55.What is not clear if the five pence charge will apply to the nonfood

:03:55. > :04:02.retailers like this one. The new charge comes in at 2015, but to

:04:02. > :04:07.some, the idea of charging is wrong. It should be about educating and

:04:07. > :04:12.encouraging. Not about imposing and legislating. It is not the amount of

:04:12. > :04:16.money but the imposition of the tax at all.

:04:16. > :04:20.Will England and the rest of the UK follow countries like Rwanda where

:04:20. > :04:26.the plastic bags are banned completely? A Government tax

:04:26. > :04:29.adviser, who was secretly filmed giving tips on how to keep money

:04:29. > :04:32."out of the Chancellor's grubby mitts", has resigned. David Heaton

:04:32. > :04:35.made the comments before he joined a panel that advises Revenue and

:04:35. > :04:37.Customs on tackling aggressive tax avoidance. The remarks were recorded

:04:37. > :04:44.by Panorama in a joint investigation with Private Eye. Police in Northern

:04:44. > :04:47.Ireland have launched a major investigation into the sexual abuse

:04:47. > :04:55.of children, many of them in residential care homes. More than 20

:04:55. > :04:58.young people are thought to have been abused by gangs of men. Police

:04:58. > :05:00.say they've become increasingly concerned for the safety of the

:05:00. > :05:06.children, some of whom are understood to have gone missing over

:05:06. > :05:09.the last year and a half. Police in Leicester say there's no evidence

:05:09. > :05:13.that the victims of a house fire had anything to do with a murder in the

:05:13. > :05:16.city a few hours earlier. A woman and her three children died in the

:05:16. > :05:19.blaze early yesterday. Three people have been arrested in connection

:05:19. > :05:22.with a fatal stabbing in the city centre. Four people have been killed

:05:22. > :05:25.and at least 80 people are missing after flash floods hit the US state

:05:25. > :05:28.of Colorado. Authorities have ordered thousands of residents in

:05:28. > :05:31.the city of Boulder and nearby areas to leave their homes. More than 15

:05:31. > :05:34.inches of rain, nearly half the region's annual average, has fallen

:05:34. > :05:45.in a single week. Alastair Leithead reports. Rivers became raging tor

:05:45. > :05:50.epts, canyons overwhelmed by half a year's worth of rain, falling in a

:05:51. > :05:56.matter of hours. A unique weather system stranded monsoon-sized storms

:05:56. > :06:04.over the Rocky Mountains. After days of rain, flash-floods washed away

:06:04. > :06:09.roads and destroyed buildings. Drivers were caught unaware,

:06:09. > :06:13.rescuers used a lull in the storm to try to bring people to safety.

:06:13. > :06:18.We got a call that there was a lot of water coming out. We went

:06:18. > :06:23.outside, we heard a roar. That is probably when it came down.

:06:23. > :06:28.But it is not just small mountain town, cities like Boulder in

:06:28. > :06:35.Colorado have been flooded. Towns cut off by rivers busting their

:06:35. > :06:39.banks. A vast area has been hit by flooding, breaking all-time records,

:06:39. > :06:44.cutting communications and stretching the rescue teams.

:06:44. > :06:49.Communities are isolated. There is no road access, no telephone

:06:49. > :06:53.information, no power, no water, no sentic, no sewer. So, we have our

:06:53. > :06:57.hands full. Thousands more people have been told

:06:57. > :07:03.to leave their homes and to get to higher ground as more rain is

:07:03. > :07:05.forecast. That's all from me, the next news on

:07:05. > :07:05.BBC1 is
