:01:04. > :01:07.Russia have agreed a plan to remove and destroy Syria's chemical weapons

:01:07. > :01:10.by the middle of next year. To avoid military intervention, Syria must

:01:10. > :01:13.submit a comprehensive list of its banned weapons within a week and

:01:13. > :01:16.allow unfettered access to inspectors. President Obama said if

:01:16. > :01:27.diplomacy failed, America remained prepared to act. Our diplomatic

:01:27. > :01:31.editor James Robbins reports. The Russians clearly feel this is

:01:31. > :01:35.their moment, Russia's Foreign Minister upstaged the Americans by

:01:35. > :01:38.chatting to journalists ahead of a joint news conference to announce

:01:38. > :01:43.agreement. America's Secretary of State was kept waiting until they

:01:43. > :01:46.finally set out together what they call extraordinary procedures for

:01:46. > :01:49.the destruction of the of the Syrian chemical weapons programme. Made

:01:49. > :01:55.necessary, in their words, by the prior use of these weapons in Syria

:01:55. > :02:00.and the volatility of the civil war. The world will now expect the Assad

:02:00. > :02:05.regime to live up to its public commitments and as I said at the

:02:05. > :02:11.outset of these negotiations, there can be no games, no room for

:02:11. > :02:17.avoidance, or anything less than full compliance by the Assad regime.

:02:17. > :02:21.But Russia's Foreign Minister stressed the deal doesn't include

:02:21. > :02:28.any automatic use of force if Syria fails to comply.

:02:28. > :02:32.TRANSLATION: In the event these requirements are not implemented or

:02:32. > :02:36.the event anyone uses chemical weapons the Security Council will

:02:36. > :02:41.take measures under Article VII of the Charter of the United Nations.

:02:41. > :02:43.Of course, this does not mean that every violation that is reported to

:02:43. > :02:47.Of course, this does not mean that the Security Council will be taken

:02:48. > :02:52.at face value. We will investigate every case. Immediately this does

:02:53. > :02:55.feel like a major breakthrough, both Ministers have made very clear

:02:55. > :03:02.actions will be more important than words and the road ahead remains

:03:02. > :03:05.difficult and hard. The US-Russia agreement allows President Assad

:03:06. > :03:09.seven days to declare a complete list of Syria's entire chemical

:03:09. > :03:13.weapons stockpile. International inspectors are to be on the ground

:03:14. > :03:17.in Syria by November. All stockpiles are to be removed or destroyed by

:03:17. > :03:21.mid-2014. And there will be a new UN

:03:21. > :03:28.resolution to enforce all of this. Although the two sides differ about

:03:28. > :03:31.what that could mean in practise. With American missiles at the ready,

:03:31. > :03:36.President Obama is still reserving his right to use force. But the new

:03:36. > :03:42.reality is that American-led military strikes are now only a

:03:42. > :03:45.remote possibility. Many of the weapons inspectors who collected

:03:45. > :03:51.evidence after last month's attacks will return to Syria with some form

:03:51. > :03:55.of protection force. But will any of this relieve the suffering of

:03:55. > :03:59.Syria's people? The Americans and Russians hope it will. Now they want

:03:59. > :04:03.to attempt something even more difficult - by trying to open peace

:04:03. > :04:11.talks with all parties in the civil war next month.

:04:11. > :04:19.Our correspondent David Willis is in Washington. How strong is the threat

:04:19. > :04:23.now of a military strike? Well, little mention of the threat of

:04:23. > :04:28.military action in this agreement. No doubt at the insistence of the

:04:28. > :04:33.Russians. President Obama remains deeply sceptical of the ability and

:04:33. > :04:37.willingness of the Assad regime to give up its chemical weapons

:04:37. > :04:41.stockpile, particularly within this rather ambitious timetable. It also

:04:41. > :04:46.makes the point that it has got to this place by using the threat of

:04:46. > :04:50.military action to force the regime to the negotiating table, if you

:04:50. > :04:53.like. So, the White House tonight welcoming this agreement, but also

:04:53. > :04:59.making the point that it reserves the right to take unilateral

:04:59. > :05:03.military action if necessary and that would unravel this agreement

:05:03. > :05:07.quickly indeed because Russia continues to insist that it was the

:05:07. > :05:13.rebels and not the Government that used chemical weapons in Syria. As

:05:13. > :05:21.John Kerry himself said, a long, hard road lies ahead. Thank you.

:05:21. > :05:25.Police in Leicester have arrested five people in connection with the

:05:25. > :05:28.deaths of a woman and her three children in a house fire in

:05:28. > :05:32.Leicester. It comes as the husband and father - Dr Muhammad Taufiq Al

:05:32. > :05:36.Sattar - spoke for the first time of his grief, saying how much he missed

:05:36. > :05:47.his family. From Leicester, Jo Black sent this report.

:05:47. > :05:53.Surrounded by friends, Dr Taufiq had been working away from home. I

:05:53. > :05:58.deeply miss my beautiful wife and three beautiful children. What has

:05:58. > :06:07.happened has happened, and nothing can be reversed. But I hope justice

:06:07. > :06:15.prevail. What was once a family home is now a murder scene. Shehnila, her

:06:15. > :06:19.19-year-old daughter and two sons all died. This evening the police

:06:19. > :06:23.have confirmed that five people have been arrested in connection with the

:06:23. > :06:28.fire. Three women and two men are now in custody.

:06:28. > :06:33.Half a mile away another murder scene. Hours before the blaze a man

:06:33. > :06:39.in his 20s was attacked here. He died later in hospital. He's been

:06:39. > :06:41.named locally as Antoin Akpom as a local football coach. Police are

:06:42. > :06:46.thought to be investigating the possibility that the family who died

:06:46. > :06:50.in the fire were mistakenly targeted in a revenge attack.

:06:50. > :06:56.I understand there's a lot of speculation, quite rightly, quite to

:06:56. > :07:00.be expected over what's happened and who's been involved. It is fair to

:07:00. > :07:06.say there is an ongoing line of inquiry to establish exactly whether

:07:06. > :07:14.or not the incidents are linked and if so, how. Today at MrAkpom's club

:07:14. > :07:24.a minute's silence. He was happy, he was always on a positive vibe. And

:07:24. > :07:31.ambitious and loving and he had this laugh. He lit up the room and I know

:07:31. > :07:35.that sounds cliched, but it's true. Three people have been arrested on

:07:35. > :07:46.suspicion of the murder. Tonight, MrBelieve the answers could lie in

:07:46. > :07:50.the community. From 2015 there will be a 5p charge

:07:50. > :07:53.on plastic bags in supermarkets and large stores for shoppers in

:07:53. > :07:56.England. The Deputy Prime Minister, Nick Clegg, announced the change at

:07:56. > :07:59.the Liberal Democrat conference in Glasgow. Charges are already imposed

:07:59. > :08:02.in Wales and Northern Ireland and will be introduced in Scotland next

:08:08. > :08:12.Nick Clegg came to a nature reserve today outside Glasgow on the first

:08:12. > :08:16.day of his party conference. His focus, not the economy or the cost

:08:16. > :08:22.of living, but plastic bags. On average, each of us use 200 every

:08:22. > :08:27.year and he said that had to stop. This is absolutely not about seeking

:08:27. > :08:32.to somehow raise costs for shoppers. Quite the reverse. It's to encourage

:08:32. > :08:37.all of us to use those plastic bags yes less and to reuse reusable

:08:37. > :08:41.plastic bags more. Although there is a charge in Wales and Northern

:08:41. > :08:46.Ireland, and soon to be one here in Scotland, an astonishing 8 billion

:08:46. > :08:54.are still used across the UK each year. So, from 2015 there will be a

:08:54. > :08:57.5p charge for bags in England, in supermarkets, and large stores with

:08:57. > :09:00.more than 250 staff with the Government encouraging but not

:09:00. > :09:04.forcing shops to give any cash raised to green charities. With the

:09:04. > :09:08.cost of living rising, shd the Government be adding to shopping

:09:08. > :09:11.bills? They should be free if you are buying a produce or goods from a

:09:11. > :09:16.shop. I live in France where we have to pay for plastic carrier bags and

:09:16. > :09:19.it works and there is less rubbish. People wouldn't buy things and

:09:19. > :09:24.expect to pay for the packaging. The Lib Dems are not just trying to

:09:24. > :09:29.burnish their green credentials, they're also trying to show they can

:09:29. > :09:32.make a difference in Government. They say they had to work hard to

:09:32. > :09:34.get the Tories to support a charge because of fear it is could hit

:09:34. > :09:38.business. Nick Clegg doesn't want to spend the week attacking the Tories.

:09:38. > :09:44.He wants to highlight the success of the coalition. But not everyone's

:09:44. > :09:49.got the message. David Cameron, call me soft, but am I the only Liberal

:09:49. > :09:55.Democrat who just wants him to be a bit better? If he wants to be a

:09:55. > :09:59.statesman, a bit of consistency would be absolutely brilliant. So a

:09:59. > :10:01.bit of policy and a bit of politics on this first day of conference.

:10:08. > :10:12.James joins us from Glasgow now. What are the main aims for the Lib

:10:12. > :10:17.Dems this week, what do they want to achieve? Well, it's straightforward,

:10:17. > :10:19.they want to get across to voters what they think they've achieved in

:10:20. > :10:22.Government. They think they've a good story to tell about the

:10:22. > :10:26.coalition. It's just that the problem is people they think don't

:10:26. > :10:31.know enough about it. We are going to hear them try to claim credit for

:10:31. > :10:34.the growing economic recovery tonight, at a rally they were

:10:34. > :10:39.emphasising how many private sector jobs had been created. They were

:10:39. > :10:43.going to tell us what they think they've persuaded the Conservatives

:10:43. > :10:48.to do, but also what they've persuaded the Conservatives not to

:10:48. > :10:54.do. But there are one or two storm clouds on the horizon. Two surveys

:10:54. > :10:57.out tonight that suggest that Liberal Democrat councillors and

:10:57. > :10:59.members pretty much overwhelmingly would rather have a coalition with

:10:59. > :11:08.Labour after the next general election. There are also signs... I

:11:15. > :11:18.A leading tax adviser to the British Government has resigned after being

:11:18. > :11:22.secretly filmed giving tips at a conference on how to pay less tax

:11:22. > :11:25.and in his words, "keep money out of the Chancellor's grubby mits". An

:11:25. > :11:28.investigation by the BBC's Panorama programme and Private Eye filmed

:11:28. > :11:31.David Heaton before he joined the Government as an advisor on how to

:11:31. > :11:41.clamp down on aggressive tax avoidance. Richard Bilton reports.

:11:41. > :11:45.The conference was called 101 tips for personal tax and David Heaton

:11:45. > :11:46.was one of the star speakers. He delivered a series of tax ideas and

:11:46. > :11:59.spelled out the advantages of one. As part of his speech he advised on

:11:59. > :12:02.how to use the rules on maternity pay to cut tax bills, he called it

:12:03. > :12:21.his bump plan. The scheme he recommended would

:12:21. > :12:30.effectively reduce the tax on a bonus from about 42%, to around 8.

:12:30. > :12:33.5%. When we described the scheme to Her Majesty's Revenue and Customs

:12:33. > :12:37.they told tips would be an abuse and -- they told us it would be an

:12:37. > :12:40.abuse. The problem is Mr Heaton has been working for them. Two months

:12:40. > :12:47.after that conference he joined a panel advising HMRC and the courts

:12:47. > :12:50.on what is acceptable tax avoidance. The chairwoman of the parliamentary

:12:50. > :12:53.on what is acceptable tax avoidance. spending watchdog says it shows

:12:53. > :13:00.flaws in the system. I am shocked by what you have told me. This is an

:13:00. > :13:07.absolutely classic example of where Government passes a law with a

:13:07. > :13:14.particular intent and the tax advisers then abuse that. I told the

:13:14. > :13:21.tax Minister about MrHeaton's comments. The advisory panel there

:13:22. > :13:25.is to identify the aggressive artificial behaviour, we wouldn't

:13:25. > :13:29.expect them to be coming forward with proposals that were very

:13:29. > :13:34.aggressive and artificial. MrHeaton says he doesn't sell abusive schemes

:13:34. > :13:37.and he hasn't done anything wrong. But his resignation was announced

:13:37. > :13:42.last night and welcomed by the Treasury.
