:00:46. > :00:51.Good Evening. The authorities in Kenya say as few as four gunmen were

:00:51. > :00:58.responsible for the Nairobi shopping centre siege, which claimed the

:00:58. > :01:01.lives of 67 people. CCTV footage has emerged of the gunmen in the

:01:01. > :01:07.Westgate Mall during last month's attack. But Kenya's military now say

:01:07. > :01:09.the wanted British terror suspect, Samantha Lewthwaite, was not

:01:09. > :01:15.involved. Live now to our correspondent Gabriel Gatehouse in

:01:15. > :01:19.Nairobi. It's two weeks today since Westgate

:01:19. > :01:22.began and until today we had no official information about what took

:01:22. > :01:26.place during that four-day siege. The military has come under quite

:01:26. > :01:31.heavy criticism for its handling of the response and today's release of

:01:31. > :01:36.names and pictures may, in part, be designed to dampen some of that

:01:36. > :01:42.criticism. CCTV footage shows one of the men in

:01:42. > :01:45.what appears to be a storeroom. He beckons to his associate and three

:01:45. > :01:52.others follow him. They look relaxed as they search the area. One man has

:01:52. > :01:57.been identified as Omar Nabhan, said to be a Kenyan national. Little is

:01:57. > :02:14.known about a second man, named only as Umayr. Two others are named as

:02:14. > :02:17.Abu Braara Al Sudani and Khattab Al Kene. Two names come out

:02:17. > :02:24.prominently, names that have been known to the security forces for

:02:24. > :02:28.cite time. -- for quite sometime. They've been on wanted lists for a

:02:28. > :02:32.while now. The release of of the names is the first significant bit

:02:32. > :02:37.of information to come out of the ongoing investigation into what

:02:37. > :02:41.happened at Westgate. Even as Nairobi returns to some sort of

:02:41. > :02:45.normality Kenyans still have many more questions than they have

:02:45. > :02:49.answers. Investigators are still working their way through hours more

:02:49. > :02:53.CCTV footage and forensic work is being carried out on some of the

:02:53. > :02:57.bodies taken from Westgate. Information that will help provide a

:02:57. > :03:02.more complete picture on how a small number of attackers managed to cause

:03:02. > :03:06.so much carnage. One other thing to mention, the New

:03:06. > :03:09.York Times is reporting tonight that in response to the attack a team of

:03:09. > :03:15.US Navy Seals carried out a predawn in response to the attack a team of

:03:15. > :03:18.raid on an Al-Shabab stronghold inside Somalia to capture one of

:03:18. > :03:23.their senior leaders. Al-Shabab have confirmed to the BBC that a raid did

:03:23. > :03:26.take place although they say they repulsed the attack. It's not clear

:03:27. > :03:29.who the target of the raid was but an interesting detail is that the

:03:29. > :03:35.last time the Americans conducted an operation of this kind inside

:03:35. > :03:41.Somalia they killed a man who was implicated in the Embassy bombings

:03:41. > :03:45.here in 1998. Now we understand he is the cousin of one of the four men

:03:45. > :03:54.mentioned today by the Kenyan military in connection with

:03:54. > :03:58.Westgate. The Health Secretary, Jeremy Hunt,

:03:58. > :04:02.says the NHS can't afford to give staff a 1% pay rise which was due

:04:02. > :04:04.next year. He's recommended to two independent pay review bodies that

:04:04. > :04:08.health service staff don't receive their annual pay increase - although

:04:08. > :04:10.many may still get a rise linked to their length of service. Our health

:04:10. > :04:15.correspondent Dominic Hughes reports.

:04:16. > :04:20.Staff pay is the biggest single cost for the National Health Service. It

:04:20. > :04:25.accounts for about two-thirds of what trusts spend. Every year the

:04:25. > :04:31.NHS pay review bodies considers what salary increase the 1.3 million

:04:31. > :04:37.staff should receive. Long-serving nurses like Mike are counting on a

:04:37. > :04:41.pay rise. I have been a pediatric nurse for 33 years now T will mean

:04:41. > :04:48.that I won't get a pay rise again this year. What MrHunt is doing, he

:04:48. > :04:53.is taking a club to our pay scales and doesn't really understand the

:04:53. > :04:58.damage that he will inflict on ordinary working nurses like me.

:04:58. > :05:02.Like other public sector workers NHS staff had been expecting a 1%

:05:02. > :05:06.increase next April which would cost the health service in England around

:05:06. > :05:11.500 million. But the Government says this is on top of annual increments,

:05:11. > :05:16.rises linked to length of service which Ministers say will cost an

:05:16. > :05:21.additional 900 million and the NHS can't afford it. This is about

:05:21. > :05:24.making sure that we pay our NHS staff well and we reward people when

:05:24. > :05:27.they improve their performance, when they improve their skills. That's

:05:27. > :05:31.what it should be about. That's how it works in the private sector. And

:05:31. > :05:36.indeed in other parts of of the public sector. It's really about

:05:36. > :05:39.making sure that is what we get. The NHS budget is under extreme

:05:39. > :05:43.pressure. The health service is being expected to do more for less.

:05:44. > :05:49.And ministers are now clearly targeting the wage bill. Halting the

:05:49. > :05:53.pay rise for staff has already sparked outrage protests from both

:05:53. > :05:58.unions and the opposition who accuse ministers of using bullying tactics.

:05:58. > :06:02.It was a promise made to them and I don't think it's acceptable for the

:06:02. > :06:04.Secretary of State as a result of his own incompetence to come along

:06:04. > :06:07.Secretary of State as a result of and say you are not getting that

:06:07. > :06:12.after all. It really is a kick in the teeth for staff who are giving

:06:12. > :06:16.their all to keep the NHS going in difficult times. This is the

:06:16. > :06:20.Department of Health's opening negotiating position on pay. The Pay

:06:20. > :06:28.Review Body won't report until early next year.
