:00:20. > :00:26.Good afternoon. The Conservatives have been accused

:00:27. > :00:32.of making a determined effort to put tour supporters in charge of public

:00:33. > :00:41.bodies. The claim is made by the Labour peer, Baroness Morgan after

:00:42. > :00:46.being told she would be not be the head of the body of Ofsted.

:00:47. > :00:52.Ofsted peers into classrooms across England on a dail which basis, ing

:00:53. > :00:57.schools and standards of care. The website proudly declare it is is

:00:58. > :01:01.independent and impartial, but the outgoing boss claims that the

:01:02. > :01:06.Conservatives are playing politics. I am the latest of a long list of

:01:07. > :01:11.people who are non-Conservative supporters who are not reappointed.

:01:12. > :01:15.There is a pattern. I think it is worrying. I think, you know, one

:01:16. > :01:19.important thing about public appointments is that they are made

:01:20. > :01:24.on the basis of merit. Morgan Tsvangirai knows about

:01:25. > :01:30.politics, once a senior aide to Tony Blair, but still, Michael Gove

:01:31. > :01:35.appointed her and now he is relaying her. See -- replacing her. She

:01:36. > :01:41.pointed her angry finger at Downing Street, claiming a determined effort

:01:42. > :01:45.to recruit Tory sympathisers. No so so says this minister.

:01:46. > :01:48.We have to ensure we have the right people in place to deliver

:01:49. > :01:52.Government policy. The reaction from mm number ten was

:01:53. > :01:57.stronger. The senior source, livid, calling the claims baseless. Some

:01:58. > :02:02.have made no secret of their desire to bring in outsiders to the civil

:02:03. > :02:07.service and let the politicians hire and fire them, but the Labour

:02:08. > :02:12.leading head of Ofsted says a campaign is underway and she has

:02:13. > :02:16.fallen victim to it. Don't all political parties accuse

:02:17. > :02:21.each other of doing this? Yes, they do. That is it. The special advisors

:02:22. > :02:24.packed into the Government. The people around them. It goes back to

:02:25. > :02:30.the days of Thatcher. It continues in the coalition, but what Morgan

:02:31. > :02:35.Tsvangirai is saying is that there is something more going on here. She

:02:36. > :02:40.believe there is a campaign and she is a victim of it. There are two

:02:41. > :02:44.groups of angry people, Morgan Tsvangirai has lost her job. Downing

:02:45. > :02:49.Street, one source there, livid, saying that this is baseless. They

:02:50. > :02:53.believe she has given no evidence for the accusations, that she is

:02:54. > :02:57.pointing the finger at the Prime Minister, unfairly, but some on the

:02:58. > :03:02.Conservative side who have made no secret of bringing outsiders in,

:03:03. > :03:06.some with a political tinge, perhaps, as they believe if they are

:03:07. > :03:10.doing big things, look at what they are doing for the department of

:03:11. > :03:14.education, they need people who believe in that to push it forward,

:03:15. > :03:19.but that is a policy that is being considered. Morgan Tsvangirai

:03:20. > :03:23.believes she is the Sally Morgan believes she is the latest in a line

:03:24. > :03:30.of victims, pushed out in a nuanced way as they do not believe with the

:03:31. > :03:34.political line -- Sally Morgan. The Labour leader, Ed Miliband is to

:03:35. > :03:39.give details on how he wants to change his party's links with the

:03:40. > :03:48.truancy. Switching to a one member, one vote system. The plans are being

:03:49. > :03:53.scrapped for the equatorial college between the union, party members,

:03:54. > :03:58.MPs and MEPs. Three people have been arrested

:03:59. > :04:02.after a seven week old baby died of head injuries. The child came from

:04:03. > :04:07.the Clarksfield area of Oldham. He died in hospital. One arrested is

:04:08. > :04:11.believed to be the child's mother. Has told the security summit in

:04:12. > :04:16.Munich, that America will stand by the people of Ukraine in the fight

:04:17. > :04:20.for a democratic future in Europe. There have been protests in the yub

:04:21. > :04:24.crane, after the Government decided not to sign an aassociation with the

:04:25. > :04:29.EU, while strengthening ties with Russia.

:04:30. > :04:34.-- Ukraine. Here five severe flood warnings have

:04:35. > :04:39.been issued by the Environment Agency. Meaning a danger to life.

:04:40. > :04:44.High tides and gale-force winds could cause water levels to rice yet

:04:45. > :04:50.further. Let's go live to our correspondent Duncan Kennedy, who

:04:51. > :04:55.joins us now from Somerset. Just as you join us, this latest

:04:56. > :05:00.band of wind and rain has come in here. Just as the weather forecast

:05:01. > :05:03.was predicting. It means more preparations for these people in

:05:04. > :05:09.this part of the world. More pumping to get the levels down to stop the

:05:10. > :05:14.flooding as the bad weather surges again across the United Kingdom. The

:05:15. > :05:18.weather keeps on coming. This was Aberystwyth this morning, taking

:05:19. > :05:22.another pounding, just a month after the promenade was battered by a

:05:23. > :05:28.separate storm. It has not packed the same punch here yet. Anybody on

:05:29. > :05:34.the coastline at this time of year with the high tides must be

:05:35. > :05:39.cautious. Especially if you are not accustomed to the waves.

:05:40. > :05:46.In Bristol, it was pop-up barriers keeping this street dry. Some still

:05:47. > :05:51.managed to get through. In Somerset the massive pumps were spewing the

:05:52. > :05:56.excess water out of harm's way. The aim is to get the levels down before

:05:57. > :05:59.the next surge of high tides and rain, but it is not just the

:06:00. > :06:03.industrial pumping going on. A lot of ordinary people, fed up of

:06:04. > :06:07.waiting for the authorities to take action are installing their own

:06:08. > :06:11.pumps, going it alone. To try to keep some of the water away from

:06:12. > :06:17.their homes. The Prime Minister told a local newspaper it was not

:06:18. > :06:21.acceptable for people to live this niece -- in these conditions, but

:06:22. > :06:25.for many it is too late, that I land, crops and income submerged by

:06:26. > :06:29.the water. My farm has been under water for

:06:30. > :06:38.four weeks, with more bad weather to come. It is heartbreaking.

:06:39. > :06:44.The famous Severn Bore made an appearance with surfers, deeifying

:06:45. > :06:49.the waters to keep off. Unstoppable, unbelievable. Just like the weather

:06:50. > :06:54.of this winter. So the key areas to watch out for is Cornwall, north

:06:55. > :06:58.defendant op, Somerset, the Gloucestershire area and where we

:06:59. > :07:03.are in Somerset, the flood warnings are in place. Also the matter this

:07:04. > :07:06.weekend of the high tides. There is another one of those later on. The

:07:07. > :07:11.message is to keep watching on television. To listen on the local

:07:12. > :07:15.radio bulletins and follow the advice of the experts, when they say

:07:16. > :07:19.you have to treat this carefully and heed the warnings of those saying

:07:20. > :07:24.that this could cause floods and damage to homes and people's lives

:07:25. > :07:28.if the warnings are not treated seriously.

:07:29. > :07:30.Thank you very much. That is it from us. It is time
