:00:12. > :00:15.Malaysia Airlines flight continues. Prayers for the missing as it's

:00:16. > :00:18.revealed the plane may have tried to turn back as it crossed the South

:00:19. > :00:20.China Sea. As rallies take place across

:00:21. > :00:26.Ukraine, Foreign Secretary William Hague calls Russia's occupation of

:00:27. > :00:29.Crimea a big miscalculation. Nick Clegg makes the case for

:00:30. > :00:34.staying in Europe at the Liberal Democrat spring conference.

:00:35. > :00:35.And fixing a hole - the Government pledges more money to improve roads

:00:36. > :01:02.after the recent rain and floods. Good afternoon. The families of the

:01:03. > :01:04.239 people on board a Malaysia Airlines flight which disappeared

:01:05. > :01:09.yesterday have been told to expect the worst. A day and a half after

:01:10. > :01:13.the plane disappeared off radar over the South China Sea, more than 20

:01:14. > :01:15.aircraft and 40 ships are still searching for wreckage.

:01:16. > :01:19.Investigators are also looking at the details of two passengers who

:01:20. > :01:22.appear to have been travelling on stolen passports. I should warn you

:01:23. > :01:25.the following report contains flash photography. It comes from John

:01:26. > :01:32.Sudworth in Beijing, where anxious relatives are waiting for any news.

:01:33. > :01:37.There is little hope left. It's now more than 40 hours since Flight

:01:38. > :01:44.MH370 disappeared. This woman's sister-in-law was on board. We're

:01:45. > :01:49.praying for America, she tells me. 40 ships and 20 planes from seven

:01:50. > :01:53.different countries are involved in the search. The only possible clue

:01:54. > :01:59.so far is this oil slick lying far out in the South China Sea. This

:02:00. > :02:01.morning, the Malaysia and government confirmed that two of the passengers

:02:02. > :02:08.appear to have used stolen passports. I am in touch with the

:02:09. > :02:13.international intelligence agencies. At the same time, our own

:02:14. > :02:21.intelligence has been activated and, of course, the counterterrorism

:02:22. > :02:25.unit. The concern is focused on the Malaysia airlines passenger list

:02:26. > :02:30.which shows two men as being on board, an Austrian and an Italian.

:02:31. > :02:34.In fact, neither man was on the plane. And, it's been discovered,

:02:35. > :02:40.both have their passports stolen in Thailand. China is treating the

:02:41. > :02:45.search as a national emergency and sending two warships to help. 154 of

:02:46. > :02:50.the passengers were Chinese citizens. There is a growing sense

:02:51. > :02:55.of frustration from the families gathered at this hotel about the

:02:56. > :02:59.lack of information. But the truth is, there appears to be very little

:03:00. > :03:04.to give them. It also emerged today that officials believe to be bowing

:03:05. > :03:09.777 may have turned back before it disappeared from radar screens but

:03:10. > :03:16.given the fact that no distress signal was sent, that only deepens

:03:17. > :03:19.the mystery. While they wait for answers, family members have been

:03:20. > :03:23.told by the airline to prepare for the worst.

:03:24. > :03:26.Well, we can speak to our correspondent Jonathan Head in Kuala

:03:27. > :03:29.Lumpur, where the authorities have been speaking in the last hour.

:03:30. > :03:35.Jonathan, what have they been saying?

:03:36. > :03:39.Well, this is the room where they've been holding the press conference.

:03:40. > :03:45.There have been three today. There were no major updates. There were no

:03:46. > :03:49.confirmed signs of any wreckage of this plane despite two days of

:03:50. > :03:53.searching with a massive flotilla of ships. Some reports of some day bree

:03:54. > :03:57.have come through but they say none of these is connected to the plane.

:03:58. > :04:02.They can't even confirm that that oil slick is from an aircraft

:04:03. > :04:06.either. They are as baffled and arrest of information as anybody

:04:07. > :04:10.else and all they can say is they're exploring all angles, all

:04:11. > :04:14.possibilities. The spread of the search is quite extraordinary.

:04:15. > :04:18.They're not just searching in the South China Sea but telling us the

:04:19. > :04:22.search has spread to the other side of the Malaysia and Peninsula. That

:04:23. > :04:27.suggests that the plane may have gone very badly off course. But

:04:28. > :04:30.there is so little information, they are still in the woods as to what

:04:31. > :04:32.could have gone wrong with this aircraft.

:04:33. > :04:35.The Foreign Secretary, William Hague, has said he believed Russia's

:04:36. > :04:38.occupation of Crimea will prove to be a big miscalculation and warned

:04:39. > :04:40.again there will be further significant consequences if

:04:41. > :04:47.President Putin refuses to enter talks with Ukraine. Rallies are

:04:48. > :04:51.taking place across the country there. We can speak to Ben Brown,

:04:52. > :04:54.who's in the Crimean city of Sevastapol - where a pro-Ukrainian

:04:55. > :05:00.rally is being held. Then, it has got violent at times.

:05:01. > :05:05.Yes, we were at this pro-Ukrainian rally where they were singing songs

:05:06. > :05:09.and waving the Ukrainian flag, then some young Russian demonstrators

:05:10. > :05:12.turned up and it got quite ugly. Some of the Russians chased some of

:05:13. > :05:18.the Ukrainians into a car park and started beating them up. One man in

:05:19. > :05:23.a car - they smashed his windscreen. Another man was set upon

:05:24. > :05:29.in some bushes and beaten and hit and whipped with a Cossack's whip.

:05:30. > :05:32.There is a growing air of menace and a sense that the Russians are

:05:33. > :05:38.tightening a military grip on Crimea. We can see these aerial

:05:39. > :05:43.pictures of the Russians digging in their positions in a town on the

:05:44. > :05:47.Crimean border, where unarmed monitors try to get across to see

:05:48. > :05:53.what's going on here in Crimea and have been turned back for three days

:05:54. > :05:54.in a row. A real sense of continuing tension.

:05:55. > :05:57.Thank you. A senior High Court judge has denied

:05:58. > :06:00.ever supporting or condoning paedophiles after being linked to

:06:01. > :06:05.the 1970s campaign group the Paedophile Information Exchange by a

:06:06. > :06:10.newspaper. The Mail on Sunday claims Lord Justice Fulford offered legal

:06:11. > :06:19.advice and support to PIE. Our legal affairs correspondent Clive Coleman

:06:20. > :06:23.is here. Clive, tell us who Lord Justice Fulford is and what is being

:06:24. > :06:28.claimed in the newspapers. He's a very senior judge and was made a

:06:29. > :06:31.High Court judge in 2002. He presided over a very high profile

:06:32. > :06:35.criminal cases, including the trial of the men convicted of the plot to

:06:36. > :06:41.bomb London on the 21st of July 2005. He became a Court of Appeal

:06:42. > :06:45.judge last year. The claims include that he was a founder member of a

:06:46. > :06:48.campaign to defend the Paedophile Information Exchange when it was

:06:49. > :06:55.campaigning to reduce the age of consent. He claims -- it claims he

:06:56. > :06:58.planned demonstrations outside a court where PIE members were on

:06:59. > :07:05.trial and had meetings to discuss tactics with its chairman. Also that

:07:06. > :07:07.he wrote an article saying that PIE was way for paedophiles to make

:07:08. > :07:12.friends and offer each other support. He says he has no memory of

:07:13. > :07:16.being involved in the foundation or detailed work of his campaign. He

:07:17. > :07:20.says the only work he would have done was directed against a criminal

:07:21. > :07:25.charge of outraging public morals. He said it was a vague charge and at

:07:26. > :07:29.the time he was concerned it was being used against individuals and

:07:30. > :07:34.groups in inappropriate ways. He says he was never a supporter of

:07:35. > :07:36.PIE's objectives, the abuse of children, which he considers wholly

:07:37. > :07:39.wrong. Thank you. In the last hour, the Deputy Prime

:07:40. > :07:43.Minister, Nick Clegg, has been laying out the argument for Britain

:07:44. > :07:46.staying in Europe in his speech at the party's Spring Conference in

:07:47. > :07:51.York. Let's speak to Vicki Young, who's in York for us this lunchtime.

:07:52. > :07:55.Vicki, what's he been saying? Well, Nick Clegg believes that the

:07:56. > :07:59.political debate has become very negative, particularly around the EU

:08:00. > :08:04.and emigration. So this is his appeal to those who want a

:08:05. > :08:09.tolerant, liberal, open society. In the run-up to the euro elections in

:08:10. > :08:13.May, he is pitching himself and the Lib Dems up against UKIP and their

:08:14. > :08:18.leader Nigel Farage. Though he didn't name him, it was very clear

:08:19. > :08:22.who he was talking about. And ungenerous, backwards looking

:08:23. > :08:26.politics has emerged in Britain. The politics of blame has found an

:08:27. > :08:31.acceptable face. It wears a big smile, looks like someone you could

:08:32. > :08:37.have a pint with down the pub. So I'm drawing a line in the sand. I'm

:08:38. > :08:40.going to defend the tolerant and modern Britain we love and I'm going

:08:41. > :08:46.to start by showing people what is at stake in the upcoming European

:08:47. > :08:52.elections. There was also an appeal to activists here, really saying, "

:08:53. > :08:57.be proud of your achievements, of the things the Lib Dems have done a

:08:58. > :09:00.coalition". He knows many of them are unhappy about being in that

:09:01. > :09:03.coalition with the Conservatives but he believes that's the only way they

:09:04. > :09:04.have a chance of getting back into power after the next general

:09:05. > :09:08.election. The Co-operative Group is set to

:09:09. > :09:11.give pay rises and bonuses to its senior staff, despite the near

:09:12. > :09:14.collapse of its banking division. The group is recommending its new

:09:15. > :09:17.chief executive should get a package worth ?3.6 million. The Co-op claims

:09:18. > :09:21.these rises reflect the greater experience of its new top team.

:09:22. > :09:25.However, the group chief executive recently said that 2013 had been

:09:26. > :09:37."perhaps the worst year" in the Co-op's 150-year history. Councils

:09:38. > :09:40.in England are to get a share of an extra ?140 million of Government

:09:41. > :09:44.money to help repair roads damaged by this winter's rain and floods.

:09:45. > :09:50.Local authorities have welcomed the money but say it won't cover the

:09:51. > :09:55.full cost of repairs. They were soaked by relentless rain

:09:56. > :09:59.and battered by storms. Many local roads are now ravaged by potholes.

:10:00. > :10:03.The crumbling services are giving drivers and increasingly dangerous

:10:04. > :10:07.and bumpy ride. Councils say they've been trying to patch up the damaged

:10:08. > :10:11.network but complain of a serious long-term issue. Authorities say

:10:12. > :10:15.they've been starved of road maintenance funding for many years.

:10:16. > :10:20.Today the government has accepted the extent of the problem. Ministers

:10:21. > :10:24.have set aside an additional ?36 million for the council is most

:10:25. > :10:28.affected by the severe weather. On top of this, ?103 million extra will

:10:29. > :10:34.be made available to all councils across England. A loss of areas have

:10:35. > :10:37.had very severe damage and we've made a lot of money available to

:10:38. > :10:42.those areas. Other authorities have been saying they need more money for

:10:43. > :10:46.road repairs so, as it comes to the end of the year, we looked at the

:10:47. > :10:51.department's underspend and are allocating that local authorities to

:10:52. > :10:55.get on and do the job this summer. But the Local Government Association

:10:56. > :10:58.said councils were already facing a road maintenance shortfall of over

:10:59. > :11:04.?10 billion. They've welcomed the new money but say con system and

:11:05. > :11:09.funding over a number of years will be needed if the road network is to

:11:10. > :11:12.recover. The next news on BBC One is at

:11:13. > :11:31.6:05pm. Have a good afternoon. Good afternoon. Whilst we have got

:11:32. > :11:36.some warm sunshine, 18 degrees for some, others are not so fortunate.

:11:37. > :11:40.Whilst the next couple of hours will not bring a huge change, we will

:11:41. > :11:41.continue to see the
