:02:54. > :02:55.investigate the reports of warning but the allegations have already
:02:56. > :03:00.increased the sense of frustration felt by the families, who are
:03:01. > :03:03.waiting and desperately hoping for some good news.

:03:29. > :03:33.was this scheme supposed to do? Officially, what the Rangers of the
:03:34. > :03:41.scheme said was this was about harnessing the tax relief that has
:03:42. > :03:44.been designed to encourage creative industries, so in theory it is their
:03:45. > :03:52.to promote bands, exploit their rights, but what it was found to be
:03:53. > :04:00.is a tax avoidance scheme. Back in 2010, three members of the band and
:04:01. > :04:10.their former manager put money into a scheme arranged, and it suddenly
:04:11. > :04:16.lost money, it lost ?25 million as soon is they put the money on. The
:04:17. > :04:21.reason that happened is it generated losses, which could then be offset
:04:22. > :04:26.against tax in other places, so they would pay less tax. They have argued
:04:27. > :04:30.vociferously that it was not a tax avoidance scheme but now a judge has
:04:31. > :04:34.concluded fairly definitively that it was, it was understood by all
:04:35. > :04:37.concerned to be a tax avoidance scheme. They have the option to
:04:38. > :04:43.appeal, we have not had word from them yet. The BBC has learned that
:04:44. > :04:45.senior council officials in Birmingham have seen no evidence of
:04:46. > :04:48.an alleged plot by Islamic extremists to take control of
:04:49. > :04:51.schools in the city. They told teachers and governors at a meeting
:04:52. > :04:56.that the problems were more to do with governance and leadership. The
:04:57. > :04:58.education watchdog, Ofsted, is due to publish an inquiry next month
:04:59. > :05:06.into the so-called 'Trojan Horse' allegations investigating more than
:05:07. > :05:11.20 schools. Patients are at risk of harm if a nurse has to care for more
:05:12. > :05:17.than eight people on a ward during the day. That's according to the
:05:18. > :05:19.National Institute for Health and Care Excellence which is setting out
:05:20. > :05:25.draft guidelines for hospitals in England. Here's our health
:05:26. > :05:30.correspondent Branwen Jeffreys. How many nurses should there be on our
:05:31. > :05:35.hospital wards? Experts say that depends on how ill or frail the
:05:36. > :05:39.patient is, but if each nurse is looking after more than eight
:05:40. > :05:44.patients the risks are higher. Today's report says there are other
:05:45. > :05:48.warning signs as well. Nurses too busy to help patients to the
:05:49. > :05:51.bathroom, delay in giving out medicine. Hospitals do not need to
:05:52. > :05:56.meet minimum staffing levels. This advice tells them when they should
:05:57. > :05:59.be concerned. They should look at what is happening in terms of the
:06:00. > :06:04.care being delivered, whether there are any red flag markers of things
:06:05. > :06:09.going wrong, because it does not necessarily mean things will be a
:06:10. > :06:12.problem, so we don't think it is appropriate to set it as a minimum
:06:13. > :06:18.level, but they appropriate to set it as a minimum

:06:46. > :06:50.number of staff needed and to publish that and to be compelled to
:06:51. > :06:55.stick with that. The government says these guidelines are a major step
:06:56. > :07:04.forward, the real test will be the experience of care on the ward. That
