:00:52. > :00:56.Good afternoon. The Governor of the Bank of England, Mark Carney, has

:00:57. > :00:59.given his strongest warning yet about the risks posed to Britain's

:01:00. > :01:03.economy by the booming housing market. He said the market had what

:01:04. > :01:10.he called "deep structural problems", with not enough houses

:01:11. > :01:13.being built. The Deputy Prime Minister, Nick Clegg, says the

:01:14. > :01:17.Government may have to scale back its Help to Buy scheme, to help

:01:18. > :01:18.dampen down rising house prices. Here's our business correspondent,

:01:19. > :01:28.Emma Simpson. House prices - they are something of

:01:29. > :01:33.an obsession in the UK, and on the whole, they are going up. But are

:01:34. > :01:36.there dangers ahead? The Governor of the Bank of England thinks there

:01:37. > :01:41.could be, saying this is a market which has deep structural problems.

:01:42. > :01:46.There are not sufficient houses built in the UK. We are not going to

:01:47. > :01:49.build a single house at the Bank of England, we cannot influence that.

:01:52. > :01:57.do this as appropriate, is, whether the banks are strong enough, do they

:01:58. > :02:00.have enough capital, are the standards for

:02:45. > :02:48.government schemes, like Help to Buy, then I think we should do so.

:02:49. > :02:51.And he is certainly right when he says, the bigger long-term problem

:02:52. > :02:55.is we simply do not build enough homes in this country. But with

:02:56. > :03:00.house prices varying hugely across the UK, the Bank of England has a

:03:01. > :03:06.difficult balancing act. House prices in London may be 40% above

:03:07. > :03:10.where they were in 2007, but house prices in Northern Ireland are still

:03:11. > :03:16.on balance 30% below where they were at that time. It is a very difficult

:03:17. > :03:21.juggling act for the Bank of England and for politicians. Will the

:03:22. > :03:22.Governor step in to cool things down? He is certainly watching this

:03:23. > :03:29.market very closely. There are fears that floods which

:03:30. > :03:32.have already claimed more than 20 lives and forced tens of thousands

:03:33. > :03:36.out of their homes in the Balkans are about to get worse. The Bosnia

:03:37. > :03:38.city of Doboj and the Serbian capital, Belgrade, have been

:03:39. > :03:48.worst-affected. Our world affairs correspondent Paul Adams reports. 20

:04:19. > :04:24.is just as bad. Close to Belgrade, one vast power plant is marooned. It

:04:25. > :04:28.supplies electricity to half the country, but capacity was cut when a

:04:29. > :04:33.nearby coal mine was flooded. With river rivals rising, pumps are being

:04:34. > :04:37.used to minimise the damage. The government is urging people to save

:04:38. > :04:41.energy. Volunteers have arrived from all over the country, answering a

:04:42. > :04:46.call to build up flood defences along the swollen Sava river.

:04:47. > :04:53.TRANSLATION: We can only hope, we have done everything we could, now,

:04:54. > :04:57.we can only pray to God. Overnight, in one town, rescue teams were

:04:58. > :05:01.scouring inundated neighbourhoods amid scenes of devastation.

:05:02. > :05:05.Thousands of people have already been evacuated. Many others, elderly

:05:06. > :05:12.and the infirm, have yet to be rescued. This emergency now affects

:05:13. > :05:15.a broad swathe of Serbia, Grozny and Croatia. Rescue teams have started

:05:16. > :05:24.to arrive from across Europe, including Britain. -- Serbia, Bosnia

:05:25. > :05:27.and Croatia. But the worst may now be over, with the weather forecast

:05:28. > :05:34.good. Live now to our correspondent Guy Delauney, who is in Belgrade.

:05:35. > :05:38.What is the latest? As you can see, the weather is superb. You can see

:05:39. > :05:45.these volunteers putting in sandbags along the banks of the Sava river,

:05:46. > :05:50.and they are expecting the floodwaters to come down from Bosnia

:05:51. > :05:53.around Sunday evening, this evening, and that could raise the level of

:05:54. > :06:00.the river to the point that it bursts its banks again. That will be

:06:01. > :06:06.a problem here in Belgrade, but also particularly where the power station

:06:07. > :06:07.is. If that floods, in Obrenovac, it could be a problem for the whole

:06:08. > :06:12.country. It is reported that police in Turkey

:06:13. > :06:15.have detained 18 people for questioning following the mining

:06:16. > :06:18.disaster in the town of Soma that has now claimed more than 300 lives.

:06:19. > :06:22.It is believed that executives from the company which owns the mine are

:06:23. > :06:25.among those being questioned. The disaster has led to widespread

:06:26. > :06:26.protests across Turkey over concerns about safety in the country's mining

:06:27. > :06:33.industry. Arsenal are holding an open-top bus

:06:34. > :06:38.parade to celebrate their FA Cup victory over Hull City. Yesterday's

:06:39. > :06:42.win saw the team lift their first trophy in nearly a decade. Thousands
