:00:43. > :00:45.resources to allow doctors to spend more time with patients.

:00:46. > :00:51.Our correspondent, Nick Beak, reports.

:00:52. > :00:58.Cancer detection rates in Britain are below the European average. The

:00:59. > :01:01.Health Secretary thinks shining a light on how well GPs are diagnosing

:01:02. > :01:08.the disease will improve the picture. A survey for the NHS last

:01:09. > :01:11.year suggested more than one in four people eventually diagnosed with

:01:12. > :01:17.cancer had seen their GP at least three times before being sent to a

:01:18. > :01:22.specialist. One in four cases, that is 80,000 people, were diagnosed by

:01:23. > :01:25.staff in A after the patients or their GPs had missed the symptoms.

:01:26. > :01:30.Now the government is considering giving a red flag on an NHS website

:01:31. > :01:33.to surgeries which are missing too many cases. Those with quick

:01:34. > :01:38.referral times would be given a green rating. The British Medical

:01:39. > :01:40.Association said it would be a crude system which could mean cancer

:01:41. > :01:47.specialists were overwhelmed with patients. It may lead to GPs

:01:48. > :01:52.referring every patient to hospital. That would clog up clinics, it would

:01:53. > :01:56.delay patients in genuine need, if that occurred. This isn't the way to

:01:57. > :02:03.improve care for patients with early cancer. There are wider criticisms

:02:04. > :02:10.today of the government's overall policy on the NHS from within the

:02:11. > :02:14.coalition's own ranks. Stephen Dorrell fears with an ageing and

:02:15. > :02:18.growing population, the NHS could collapse within five years unless it

:02:19. > :02:24.receives a boost in funding. We will not cut spending on the NHS, we will

:02:25. > :02:29.increase it. The coalition has ring fence spending on the NHS but now

:02:30. > :02:33.some Tory and Lib Dem MPs are arguing NHS funding should be

:02:34. > :02:38.increased above inflation, so that doctors can't cope with the extra

:02:39. > :02:41.pressure on the system. Nick big is at the Department of

:02:42. > :02:46.Health, what is the department saying?

:02:47. > :02:50.The government says it has had to take tough decisions to be able to

:02:51. > :02:56.ring fence the NHS budget but at the same time it has improved access to

:02:57. > :02:59.GPs for more than 7.5 million people, and the billions of pounds

:03:00. > :03:09.it has saved is being reinvested in front line services which has helped

:03:10. > :03:13.with the increased burden. Recently we have heard from the likes of

:03:14. > :03:17.Doctor Liam Fox, a former Conservative minister. He is saying

:03:18. > :03:23.that in the future the NHS budget should not be ring fenced. Labour

:03:24. > :03:27.says it is wrong and that at a time when the economy is picking up, the

:03:28. > :03:28.NHS is a department which should receive an above inflation rise in

:03:29. > :03:32.its funding. Thank you. There are reports

:03:33. > :03:34.of fierce fighting around the Iraqi city of Tikrit - which has been

:03:35. > :03:37.captured by Sunni rebels. Government troops have launched

:03:38. > :03:56.an offensive to re-take the city. There are reports of many casualties

:03:57. > :03:59.on both sides. Saddam Hussein's old hometown of Tikrit, government

:04:00. > :04:02.forces mounted a four pronged attack. State media said they

:04:03. > :04:09.completely overrun the strategic city. But they produced no evidence

:04:10. > :04:13.to back their claim. A spokesman for the rebels said it was completely

:04:14. > :04:16.untrue. He said their fighters are still in complete control of Tikrit,

:04:17. > :04:21.after defeating the government assault. Local sources said the

:04:22. > :04:27.troops had pulled back well south of the city. This is what the embattled

:04:28. > :04:31.Shia Prime Minister Nouri al-Maliki is hoping will turn the tide. Five

:04:32. > :04:37.Russian jets have arrived, the first of about a dozen he has bought. They

:04:38. > :04:39.will still need assembling but military officials said they could

:04:40. > :04:45.be in action in just a couple of days. Nouri al-Maliki is fighting

:04:46. > :04:48.for his political life, too. Many Iraqi leaders think he is not the

:04:49. > :04:52.man to pull the country together. William Hague met him last week. He

:04:53. > :04:57.seems to think so, too, though he can't say so bluntly. There has been

:04:58. > :05:03.a failure in recent years to bring together Iraqi leaders and people

:05:04. > :05:06.out of their sectarian divisions. No one has succeeded in doing that in a

:05:07. > :05:14.rock over the last eight years or so. Clearly -- doing that in Iraq.

:05:15. > :05:19.They need a government where people have a sense of genuine partnership.

:05:20. > :05:24.They are facing a lethal threat. It is a threat that is poised to tear

:05:25. > :05:32.Iraq apart because at that Isis and its Sunni allies get to Baghdad.

:05:33. > :05:37.Given the recent offences by the government side, is there any sense

:05:38. > :05:42.at all that they are gaining ground? It is really hard to say overall. I

:05:43. > :05:46.would say they have put a lot into this offensive in Tikrit, precisely

:05:47. > :05:50.to give a symbolic sense that they are on the march back and ready to

:05:51. > :05:58.push the rebels all the way back to where they came from, through the

:05:59. > :06:01.country's second city which fell without much of a struggle. Since

:06:02. > :06:06.then the rebels have taken large amounts of territory between that

:06:07. > :06:11.city and almost to the gates of Baghdad to the North. They have also

:06:12. > :06:15.taken the most of a province to the West and border crossings there and

:06:16. > :06:19.so on. You could say that all of the Sunni parts of the country, not all

:06:20. > :06:25.of them, there is still some fighting going on, have been taken,

:06:26. > :06:27.and the rebels are slowly nibbling their way towards Baghdad,

:06:28. > :06:31.especially in places we don't talk about Bury much, including a

:06:32. > :06:37.province around the north-eastern parts of the country -- very much.

:06:38. > :06:45.It is close to the Iranian border. The general impression is that the

:06:46. > :06:48.rebel side is coming in, it has been pushed back here and there but the

:06:49. > :06:51.government is yet to make a counter offensive which looks like

:06:52. > :06:55.strategically pushing them back all of the way they came and taking over

:06:56. > :06:59.the Sunni areas. Many people are asking, what with victory mean? A

:07:00. > :07:05.lot of Sunni people have thrown in their lot with the rebels because

:07:06. > :07:08.they have deep-seated grievances and crushing them all will have huge

:07:09. > :07:12.consequences for this country's future. Thank you.

:07:13. > :07:14.The Shadow Chancellor, Ed Balls, has played down suggestions that

:07:15. > :07:17.Labour's policy review co-ordinator, Jon Cruddas, is frustrated with

:07:18. > :07:21.In a speech that was secretly recorded, Mr Cruddas said that

:07:22. > :07:24.innovation and creativity were losing out in favour of small policy

:07:25. > :07:34.Prince Charles is said to have tried to influenced the last

:07:35. > :07:36.Labour Government's policies by pushing for more grammar schools

:07:37. > :07:39.and expressing opinions on other pressing political issues, according

:08:09. > :08:13.controversial issue. David Blunkett would explain it was not holiday to

:08:14. > :08:16.expand grammar schools and Prince Charles said he did not support that

:08:17. > :08:23.and thought they should go back to a different time put up it is not just

:08:24. > :08:26.David Bunker, another two former ministers have said that Prince

:08:27. > :08:30.Charles spoke to them about issues he was interested in, whether it

:08:31. > :08:36.was, entry or GM crops. They said he tried to give his personal opinion

:08:37. > :08:43.-- whether it was complimentary medicine. I think it is

:08:44. > :08:47.interesting, because we know he sent letters to some of Tony Blair's

:08:48. > :08:51.former minister 's, we don't know the contents of them, they have not

:08:52. > :08:55.been published. Critics question whether the future King of England

:08:56. > :08:59.should be giving his opinion on personal issues, and there is a fine

:09:00. > :09:01.line between personal opinion and political lobbying. Louise, thank
