:00:21. > :00:25.The Chancellor has told the BBC that more powers to tax

:00:26. > :00:30.and spend will be given to Scotland if people vote no to independence.

:00:31. > :00:33.He said this would give Scotland the best of both worlds, by

:00:34. > :00:36.avoiding what he called "the risks of separation" but having "more

:00:37. > :00:43.His comments come after one poll put the Yes Campaign

:00:44. > :00:54.Our Scotland Correspondent Lorna Gordon reports.

:00:55. > :01:00.It is now 11 days until voters in Scotland decide the country 's

:01:01. > :01:04.future, and for the first time one poll has predicted that the union is

:01:05. > :01:10.about to end. Another has pointed to a lead for the no campaign. But one

:01:11. > :01:15.survey suggesting support for independence is ahead is being taken

:01:16. > :01:18.seriously by both sides. The political sands are shifting fast.

:01:19. > :01:23.George Osborne this morning warning again that there will be no currency

:01:24. > :01:28.union if people vote yes and offering much more to Scotland if

:01:29. > :01:33.people vote no. In the next few days you will see a plan of action to

:01:34. > :01:37.give more powers to Scotland, more tax and spending powers and plans

:01:38. > :01:42.and powers over the welfare state. And that will be put into effect,

:01:43. > :01:49.the timetable for delivering that will be put into effect the moment

:01:50. > :01:53.there is a no vote. Nicola Sturgeon, talking to undecided voters, said

:01:54. > :01:57.the unionist campaign was out of tune and warned against the

:01:58. > :02:01.last-minute offer from Westminster. People will not have the wool pulled

:02:02. > :02:05.over their eyes in the last few days of the campaign, if there was a

:02:06. > :02:07.serious intention to give substantial new powers to Scotland

:02:08. > :02:12.we would have seen a package put forward before now. We would have

:02:13. > :02:17.seen them willing to put it on the ballot paper. With so much at stake

:02:18. > :02:21.we are likely to see a huge push from both sides trying to bring

:02:22. > :02:25.people into the fold. There will be more town hall meetings, leaflets

:02:26. > :02:29.through letter boxes and canvassing on the streets and claims and

:02:30. > :02:34.counterclaims from both pro-independence politicians. For

:02:35. > :02:43.both sides, there is no time to waste. In this referendum every vote

:02:44. > :02:44.will count. -- from the pro-independence, and the

:02:45. > :02:48.pro-unionist cause. In Ukraine, government forces and

:02:49. > :02:50.pro-Russia rebels have exchanged mortar fire threatening a ceasefire

:02:51. > :02:53.that was agreed on Friday. The fighting has been

:02:54. > :02:55.centred around Donetsk airport Meanwhile local officials in the

:02:56. > :03:00.port of Mariupol say a woman has been killed and three people injured

:03:01. > :03:02.after heavy shelling overnight. From Donetsk,

:03:03. > :03:16.Richard Galpin sent this report. The no man's land around Donetsk

:03:17. > :03:21.airport. Which is still held by the Ukrainian government troops. The

:03:22. > :03:27.scene of fierce fighting in recent months. GUNFIRE

:03:28. > :03:34.Now, despite the cease-fire, fighting has once again erupted

:03:35. > :03:39.here. EXPLOSIONS We have taken cover because we have

:03:40. > :03:43.heard the sound of quite a number of mortars being fired. Certainly some

:03:44. > :03:47.coming towards the airport here and some outgoing as well. It is clear

:03:48. > :03:52.there is fighting going on here at the airport. In the midst of the

:03:53. > :03:58.explosions, these children appeared. Clearly quite used to life

:03:59. > :04:01.on the front line. But despite the outbreak of fighting here, this

:04:02. > :04:07.international observer told me it would not in itself destroy the

:04:08. > :04:10.cease-fire. It is always serious because the risk is that civilians,

:04:11. > :04:15.innocent people could be killed, we have seen a lot of that and it has

:04:16. > :04:24.to stop. If I compare with the days before the cease-fire, started,

:04:25. > :04:28.then, it is quite calm. At least. But overnight there was even more

:04:29. > :04:33.serious fighting around the port city of Ariel poll. Artillery

:04:34. > :04:41.barrage is fired by pro-Russian rebels -- around Mariupol. This was

:04:42. > :04:45.the aftermath, the target was government positions on the

:04:46. > :04:46.outskirts of the city, people who are increasingly questioning if the

:04:47. > :04:53.cease-fire has any meaning. The United States has carried out

:04:54. > :04:56.air strikes near a dam in western Iraq which was under attack

:04:57. > :04:58.from Islamic State militants. The US strikes,

:04:59. > :05:01.the first in the area, were to protect the Iraqi forces and Sunni

:05:02. > :05:04.tribesmen in control of the dam. The dam is an important source

:05:05. > :05:07.of water and electrical power Annual increases in the price

:05:08. > :05:12.of regulated rail fares in England are to be capped at the rate

:05:13. > :05:15.of inflation. It means the fares,

:05:16. > :05:17.including season tickets and 'anytime' singles, will be frozen

:05:18. > :05:23.in real terms for another year. MPs' should get

:05:24. > :05:25.a 9% pay rise next year as planned, the body overseeing their salaries

:05:26. > :05:33.and expenses has said. The Independent Parliamentary

:05:34. > :05:35.Standards Authority said MPs did an important job and should not be

:05:36. > :05:38.paid a "miserly amount". Their pay will go up from ?67,000

:05:39. > :05:44.to ?74,000 under the plan. Detectives in West London searching

:05:45. > :05:46.for a missing schoolgirl have arrested a 25-year-old man

:05:47. > :05:50.on suspicion of murder. Alice Gross, who's 14,

:05:51. > :06:06.was last seen ten days ago An exceptionally gifted student,

:06:07. > :06:10.with a good sense of humour. Alice Gross's disappearance is said to be

:06:11. > :06:14.out of character. She was last seen by her family ten days ago, when she

:06:15. > :06:20.went out at lunch time saying she would be back by the evening. The

:06:21. > :06:24.police divers have been drafted into the search for the teenager which

:06:25. > :06:29.has also involves scanning hundreds of hours of CCTV pictures. The

:06:30. > :06:32.schoolgirl was spotted on a tow path in some of the footage on the day

:06:33. > :06:37.she vanished but there have been no further sightings. The Metropolitan

:06:38. > :06:42.Police have released a new images of cyclists, who officers are trying to

:06:43. > :06:46.identify although the pictures are difficult to decipher. Her Facebook

:06:47. > :06:50.page, set up to raise awareness of the case, has more than 13,000

:06:51. > :06:53.followers. More than one week after she went missing, it is still not

:06:54. > :06:59.clear what has happened to the 14-year-old girl who did not come

:07:00. > :07:04.home. The arrest of a 25 you rob man on suspicion of murder, who was

:07:05. > :07:09.taken into custody followed information given to detectives only

:07:10. > :07:13.yesterday -- 25-year-old man. It is early stages and for that reason it

:07:14. > :07:20.remains a missing persons enquiry. Please continue to -- the police

:07:21. > :07:23.continued to appeal for witnesses. The search goes on.
