:00:59. > :01:04.Workers on the ground have said that people cannot get in or out of this

:01:05. > :01:09.town, 100 people have already been evacuated today, and the river has

:01:10. > :01:16.not yet peaked. The focus now is on the flood defences of the town,

:01:17. > :01:19.which have already been breached, and the safety of a bridge nearby.

:01:20. > :01:25.VOICEOVER: This is why people in Keswick are worried, somewhere below

:01:26. > :01:29.the water, flood defences. They had to be reinforced a few years ago,

:01:30. > :01:35.tonight, they are powerless to stop the force of this water. It is a bit

:01:36. > :01:40.scary, like, the houses are so high, but this has never been this high,

:01:41. > :01:45.either. I live out of Keswick, I am stuck in Keswick at the moment, I am

:01:46. > :01:48.very scared. We are meant to be protected against a 1 in a hundred

:01:49. > :01:54.year flood, six years after they did the design. I'm wondering how money

:01:55. > :01:59.times this is going to happen! The river has torn its way through this

:02:00. > :02:03.town... In the run-up to Christmas, this car park would normally be

:02:04. > :02:09.filled with shoppers. Now, it is at the centre of a major incident. The

:02:10. > :02:16.events today appear unprecedented, even surpassing 2005 and 2009, the

:02:17. > :02:19.amount of rainfall we have seen is vast, we are working very hard to

:02:20. > :02:24.protect the properties and the life risk that there is in the flood risk

:02:25. > :02:30.areas. As was the scene in Appleby, earlier today, five people had to be

:02:31. > :02:36.evacuated from their home. On the M6 motorway, gusts of up to 70 mph made

:02:37. > :02:39.driving conditions treacherous. In Keswick, more than 100 people have

:02:40. > :02:46.already been evacuated from properties here. Further north, in

:02:47. > :02:51.the border town, the river is close to bursting its banks. Here and

:02:52. > :02:52.elsewhere, it is yet to reach its peak, and still the rain continues

:02:53. > :03:01.to fall. STUDIO: For the latest on the rising

:03:02. > :03:04.flood water in Scotland, we can go to Katrina Renton, there is a severe

:03:05. > :03:15.weather warning in place. The weather here in Hawick has

:03:16. > :03:21.really deteriorated, you can see how strong winds are, the river behind

:03:22. > :03:27.me, it is getting very angry, very swollen. Further down, where we are

:03:28. > :03:31.not allowed to go, the river has burst its banks. Around 100

:03:32. > :03:36.properties have been evacuated along the banks of the River Teviot and

:03:37. > :03:40.people have gone to a sports centre for shelter, we have also heard that

:03:41. > :03:45.people in year by Newcastleton have been evacuated as well. The Scottish

:03:46. > :03:50.Government has held a meeting of its resilience committee today because

:03:51. > :03:55.of the flooding, the river tea, has seen the most flooding it has had in

:03:56. > :03:57.the last few years, and the advice is not to drive if you can possibly

:03:58. > :04:02.avoid it. -- River Tee. The Defence Secretary Michael Fallon

:04:03. > :04:04.has been visiting the RAF base in Cyprus from where planes are

:04:05. > :04:07.launching raids in eastern Syria against self-styled Islamic State,

:04:08. > :04:13.also known as Daesh. Mr Fallon's trip came

:04:14. > :04:16.as the Ministry of Defence released the first

:04:30. > :04:34.typhoons joined in the fight against Islamic State. Not just loaded with

:04:35. > :04:39.pave way bombs but also white tipped air to air missiles. An extra

:04:40. > :04:45.precaution now flying in Syrian airspace. They left with another two

:04:53. > :04:58.images of an RAF air strike inside Syria, bombing the same oilfields as

:04:59. > :05:02.two nights ago, an attempt to cut off the supplies which help to fund

:05:03. > :05:06.the extremists. This morning, in Cyprus, the Defence Secretary met

:05:07. > :05:12.the air and ground crews involved, his message, this will take time.

:05:13. > :05:16.This campaign is not going to be short, it is not going to be simple.

:05:17. > :05:22.But they did now have the backing of Parliament. What we are doing is

:05:23. > :05:28.upping the tempo, and the RAF, which had one hand tied behind its back

:05:29. > :05:33.until now, is now able to hit Daesh harder where it hurts. Only the

:05:34. > :05:36.second set of air strikes by the RAF over Syria, the first time that

:05:37. > :05:40.Typhoon jets have been used, these are still early days, and even the

:05:41. > :05:46.Defence Secretary does not know how long this will last. There will be

:05:47. > :05:52.many more missions, before this is over.

:06:18. > :06:23.the FBI admits that they know very little about her. She lived in a

:06:24. > :06:27.quiet of urban California, raising a 6 -month-old daughter, and yet yards

:06:28. > :06:30.away, she and her husband were stockpiling an arsenal of weapons

:06:31. > :06:37.and bombs. Her family knew her as... She was soft-spoken, very

:06:38. > :06:42.basic information, what they have seen of her. Typical housewife. Much

:06:43. > :06:45.more is known about Syed Rizwan Farook, who worked alongside the men

:06:46. > :06:49.and women he shot and killed at the office Christmas party. The

:06:50. > :06:52.so-called Islamic State declared in a radio broadcast this morning that

:06:53. > :06:56.the shooting was carried out by two of its followers, there is no

:06:57. > :07:00.evidence linking the couple to a further terrorist network, or that

:07:01. > :07:06.this attack was ordered by Isis, but Barack Obama believes the best way

:07:07. > :07:10.to keep America safe would be to tighten the gun laws of the country.

:07:11. > :07:16.People on the no-fly list can walk into a store and buy a gun. That is

:07:17. > :07:20.insane! If you are too dangerous to board an aeroplane, you are too

:07:21. > :07:25.dangerous, by definition, to buy a gun! I'm calling on Congress to

:07:26. > :07:30.close this loophole. Critics say the president has been slow to deal with

:07:31. > :07:34.the terror threat, and with Isis, the horror here may have raised a

:07:35. > :07:42.wider debate, but the motivation of this couple is still not clear.

:07:43. > :07:49.STUDIO: Here, police in the West Midlands say they are supporting

:07:50. > :07:51.French police, investigating possible British links to the

:07:52. > :07:55.extremists who attacked Paris last month. It's reported that the Paris

:07:56. > :07:57.ringleader, Abdelhamid Abaaoud, had connections with people in

:07:58. > :07:58.Birmingham, and that another of the gunmen visited Birmingham and London

:07:59. > :08:01.earlier this year. The Home Office is

:08:02. > :08:02.considering plans to introduce a new court order to tackle stalking

:08:03. > :08:05.in England and Wales. It's aimed at protecting victims who

:08:06. > :08:08.are targeted by strangers or people they barely know,

:08:09. > :08:10.amid fears that the internet is fuelling an increase in such

:08:11. > :08:18.cases. VOICEOVER: Stalking can take many

:08:19. > :08:22.forms, all of them are terrifying for the victim, some have been

:08:23. > :08:25.followed on the street, others tracked online by people they may

:08:26. > :08:30.know intimately or who they had never even met. Crime survey figures

:08:31. > :08:36.suggest one in five women and one in ten men will be victims of stalking.

:08:37. > :08:40.Jane Clough was stalked by her ex-boyfriend, for eight months,

:08:41. > :08:46.before he killed her five years ago. He would stalk her, by means of

:08:47. > :08:53.social media, by means of following her whereabouts using her telephone,

:08:54. > :08:57.constantly sending text messages... The police knew the extreme risk

:08:58. > :09:02.Jane was at, even so, she was still left without protection. Stalking

:09:03. > :09:07.appears to be on the increase, in the past year, it has led to more

:09:08. > :09:12.than 1100 prosecutions, that is a 50% rise on the year before. Victims

:09:13. > :09:17.report more than half of stalkers are people they either barely know

:09:18. > :09:21.or are total strangers. And it is spoken by strangers that is the main

:09:22. > :09:23.focus of this Home Office plan, ministers at knowledge there is far

:09:24. > :09:27.more help available for victims who know their abusers, and that

:09:28. > :09:33.stalking protection orders could help those at longer term risk. If

:09:34. > :09:36.we can intervene earlier, and we can intervene on the perpetrator

:09:37. > :09:40.earlier, we believe we will be able to protect victims but also stop the

:09:41. > :09:44.behaviour escalating into that very fixated, very serious behaviour.

:09:45. > :09:49.Social media has made stalking by relative strangers easier than ever,

:09:50. > :09:54.victims say that the government must also do more to keep them safe

:09:55. > :09:58.online. We have real issues with the digital aspect of stalking, with

:09:59. > :10:02.Facebook and Twitter, victims are told, if you are being stalked, come

:10:03. > :10:07.off-line, come off Facebook, Twitter... That is not the response

:10:08. > :10:10.anyone should be getting. It has never been easier for stalkers to

:10:11. > :10:14.track our movements, pressure groups say that treating the compulsions of

:10:15. > :10:20.the stalkers is also key to keeping the victim safe.
