:00:16. > :00:23.A final draft agreement on tackling global climate change has been

:00:24. > :00:26.presented to delegates after two weeks of talks at a UN

:00:27. > :00:30.The proposed deal includes a target to keep global temperature rises

:00:31. > :00:33.to well below the two degrees Celsius mark.

:00:34. > :00:38.Further negotiations will take place this afternoon.

:00:39. > :00:50.Live to Paris in a moment, but first Daniel Boettcher reports.

:00:51. > :00:57.Exhausted delegates applaud as the French Foreign Minister who has

:00:58. > :01:01.presided over the talks arrives with Francois Hollande and Ban Ki-Moon.

:01:02. > :01:04.Everyone in the conference hall knows what is at stake. They have

:01:05. > :01:09.been negotiating for two weeks and talks again went on late into the

:01:10. > :01:13.night. Officials and ministers from almost 200 countries trying to come

:01:14. > :01:17.up with a global deal to tackle climate change. Negotiators were

:01:18. > :01:24.told if the final draft was adopted it would be a hisseric turning

:01:25. > :01:28.point. TRANSLATION: It is my deep

:01:29. > :01:32.conviction that we have come up with an ambitious and balanced agreement

:01:33. > :01:38.which reflects the position of the parties. This will be distributed to

:01:39. > :01:46.you in a few moments. Outlining some of the key

:01:47. > :01:49.principles, he said it would include a limit temperatures to below two

:01:50. > :01:52.Celsius. It was well received by countries that fought hard for the

:01:53. > :01:57.goal which has been one of the key sticking points in the talks. At the

:01:58. > :02:00.start of the conference, world leaders pledged their support for

:02:01. > :02:04.the process. Their negotiating teams had to look for ways of shaping a

:02:05. > :02:07.deal that can be accepted by all, but that also matches their own

:02:08. > :02:12.national priorities. One of the most difficult issues has

:02:13. > :02:15.been how responsibility should be shared between developed nations and

:02:16. > :02:19.the bigger emerging countries like India and China whose carbon

:02:20. > :02:23.emissions have gone up sharply as their economies have grownment then

:02:24. > :02:27.money. Who should pay, how much, to help developing countries adapt

:02:28. > :02:31.toically mate change and get clean technology and there have been deep

:02:32. > :02:36.divisions over how ambitious a deal should be, what long-term targets

:02:37. > :02:40.should be set and how to reach them? As he urged del gots to adopt the

:02:41. > :02:46.text, Ban Ki-Moon said the whole world was watching. The issues are

:02:47. > :02:53.many and complex. But we must now let the quest for perfection to

:02:54. > :03:01.become the enemy of the public good. Today, I ask you, I tell you to

:03:02. > :03:04.continue in the same good spirit of compromise that has characterised

:03:05. > :03:09.the discussions over the past two weeks.

:03:10. > :03:12.Everyone at the table has had to make compromises as negotiators

:03:13. > :03:14.looked for common ground. For the text to become a deal, all countries

:03:15. > :03:17.will now have to agree to it. Live to Paris and our

:03:18. > :03:26.correspondent Rebecca Morelle. Rebecca, clearly there is a lot more

:03:27. > :03:34.work to be done. Where are we now? Hopefully this is the last few

:03:35. > :03:38.critical few hours after a marathon two weeks of negotiations. They are

:03:39. > :03:42.looking for a deal that's firm, balanced and ambitious, but

:03:43. > :03:46.realistic, but we haven't had the document through yet. That's coming

:03:47. > :03:51.in the next half an hour and the devil will be in the detail. The

:03:52. > :03:56.deal isn't going to be perfect for every single country. But will it be

:03:57. > :04:01.good enough? At any point this deal could be off the table. Everyone has

:04:02. > :04:04.to reach a consensus on this, 195 countries plus the EU so we are

:04:05. > :04:06.going to have to wait and see if it is passed through later on. Rebecca,

:04:07. > :04:09.thank you very much. Women are voting in elections

:04:10. > :04:11.in Saudi Arabia for the first time. Women are also standing

:04:12. > :04:14.as candidates in another first despite Saudi Arabia being the only

:04:15. > :04:16.country where women are not But restrictions have been

:04:17. > :04:19.imposed on campaigning. Female candidates have not

:04:20. > :04:21.been allowed to talk It's a week since floods brought

:04:22. > :04:29.devastation to Cumbria. River levels in the country remain

:04:30. > :04:32.high and more wet weather But communities are once more

:04:33. > :04:34.showing their resilience. Olivia Richwald is in Cockermouth

:04:35. > :04:46.where the town's Christmas festival Well, this is main street in

:04:47. > :04:50.Cockermouth and seven days ago there was a different scene here. Where

:04:51. > :04:53.I'm standing was thigh deep in floodwater. And dozens of businesses

:04:54. > :04:57.flooded and hundreds of homes, but the word they are using is

:04:58. > :05:00.resilience. After the 2009 floods, they launched the taste of Cumbria

:05:01. > :05:03.food festival. So there was no way they were going to cancel this

:05:04. > :05:08.weekend's Christmas fair. Instead, they doubled it in size. Inviting

:05:09. > :05:11.businesses from across Cumbria, that have had been flooded to the town

:05:12. > :05:16.today to hold their stalls. As you can see, it has been really well

:05:17. > :05:19.supported. People have come from across the north to be here. There

:05:20. > :05:23.is a jovial atmosphere, but it doesn't mean the clean-up is over

:05:24. > :05:26.and the misery is over. The clean-up continues and it will go on for at

:05:27. > :05:30.least six months. Olivia, thank you very much.

:05:31. > :05:32.The Euro 2016 draw takes place this afternoon.

:05:33. > :05:34.England, Wales, Northern Ireland and the Republic of Ireland

:05:35. > :05:36.will all find out who they'll face in next year's competition.

:05:37. > :05:39.Richard, some bullish words from the Chairman

:05:40. > :05:51.Yes, that's right. I caught up with Greg Dyke last night ahead of the

:05:52. > :05:54.Euro 2016 draw. A confident assessment from him. He believes

:05:55. > :05:55.England could surprise a few people next summer.

:05:56. > :06:00.I'm looking forward to the draw, but I'm looking forward

:06:01. > :06:05.to the tournament even more because we're going to win.

:06:06. > :06:12.Not everyone will agree with that assessment. Wales appearing in their

:06:13. > :06:17.first major championships since 1958 and Northern Ireland appearing in

:06:18. > :06:21.their first ever European Championships. Security is tight.

:06:22. > :06:25.There are helicopters overhead, but it gets underway when everyone will

:06:26. > :06:26.find out who the 24 teams are playing and where they will be

:06:27. > :06:30.based. Richard, thank you very much. You can see more on all of today's

:06:31. > :06:34.stories on the BBC News Channel. The next news on BBC

:06:35. > :06:51.One is at 5.45pm. Good afternoon. Thankfully nothing

:06:52. > :06:55.like the downpours of last week, but the weather is capable of causing a

:06:56. > :06:58.few problems and raising a few eyebrows. A beautiful scene in

:06:59. > :07:02.Northern Ireland this morning with the snow here, but there is more

:07:03. > :07:06.rain as well as snow to come through the rest of Saturday. This mass of

:07:07. > :07:10.cloud has moved its way across the UK, making for a grey and many soggy

:07:11. > :07:13.Saturday, particularly wet over Wales, the Midlands and Northern

:07:14. > :07:17.England and Southern Scotland. Yes, that is snow there. Chiefly over the

:07:18. > :07:21.hills for the rest of today, but it could cause some problems. For sun

:07:22. > :07:25.sheurpb well Northern Scotland not a bad bet, a few showers drifting in

:07:26. > :07:28.here, however it is cold. Brightening up now across south-west

:07:29. > :07:33.Scotland and brighter and drier in Northern Ireland, but it is still

:07:34. > :07:36.chilly. Cold, wet, grey, not pleasant across Northern England and

:07:37. > :07:40.North Wales for the rest of today. Yes, there will be more snow on the

:07:41. > :07:42.higher routes as the rain starts to build up across North Wales, that

:07:43. > :07:46.could cause some problems too. Further south, it is about the

:07:47. > :07:51.temperatures. Another mild and blustery day. It stays breezy in the

:07:52. > :07:54.south overnight as the rain clears from northern England and Southern

:07:55. > :07:58.Scotland and the Midlands. It might turn icy, but no hint of any ice as

:07:59. > :08:02.the rain band lingers across the south. Temperatures really mild in

:08:03. > :08:06.the south-west. We stay in double figures. Further north, look at the

:08:07. > :08:09.contrast, a widespread hard frost across Northern England and

:08:10. > :08:13.Scotland. Well below freezing here and there could be freezing fog

:08:14. > :08:19.patches too. Once they have cleared away, much of

:08:20. > :08:23.Scotland and Northern England dry and bright.

:08:24. > :08:27.The mild air continues across the south. Temperatures 11 or 12 Celsius

:08:28. > :08:30.in the south-west. The rain band could produce a little bit of snow

:08:31. > :08:33.tomorrow night as it pushes northwards and hits the cold air

:08:34. > :08:37.across parts of Scotland. Bear that in mind as we head into Monday

:08:38. > :08:41.morning. Once that's out of the way, we're back to mild weather for

:08:42. > :08:42.pretty much all of us next week. It will be
