:01:18. > :01:22.The secretive Communist state claims the launch was of a satellite,
:01:23. > :01:28.but last month it said it had tested a hydrogen bomb and many countries
:01:29. > :01:31.believe it's developing a long-range nuclear missile programme.
:01:32. > :01:40.Our Asia correspondent, John Sudworth, sent this report.
:01:41. > :01:42.This morning, over the Korean peninsula, the rocket's engines
:01:43. > :01:46.could be seen running into the clear, blue sky.
:01:47. > :01:52.It is reported to have successfully placed a satellite into orbit.
:01:53. > :01:54.News met with choreographed applause in the North Korean
:01:55. > :02:01.State television is showing the country's young leader,
:02:02. > :02:08.Kim Jong Un, at mission control, vital
:02:09. > :02:10.propaganda for a man trying to cement his position
:02:11. > :02:16.In South Korea, the government held an emergency meeting
:02:17. > :02:18.with the President, leading a chorus of international concern,
:02:19. > :02:27.TRANSLATION: The launch is an attempt to increase
:02:28. > :02:29.North Korea's missile capability as a means
:02:30. > :02:35.It is a serious challenge to world peace.
:02:36. > :02:37.North Korea's previous rocket launchers have already shown
:02:38. > :02:40.that the West Coast of the United States
:02:41. > :02:50.And its nuclear tests have been growing in sophistication.
:02:51. > :02:52.Experts believe a deliverable, long-range weapon maybe
:02:53. > :03:01.The accelerated development of North Korea's nuclear
:03:02. > :03:02.and ballistic missile programme poses a serious
:03:03. > :03:08.threat to international peace and security.
:03:09. > :03:18.To the peace and security not just of neighbours but the entire world.
:03:19. > :03:25.Tonight, North Korea's only ally, China, has been celebrating its
:03:26. > :03:30.lunar New Year festival in traditional explosive style. But
:03:31. > :03:35.diplomatically, it is treading very softly indeed. The statement from
:03:36. > :03:40.the Foreign Ministry in Beijing was not one of condemnation but rather
:03:41. > :03:46.an appeal for constraint on all sides. China fears a nuclear armed
:03:47. > :03:52.North Korea as much as anyone but it is also deeply nervous that, if
:03:53. > :03:56.anything, it might push its isolated, impoverished neighbour to
:03:57. > :04:01.economic collapse. The launch today takes not career one more step

:04:08. > :04:09.Health Secretary Jeremy Hunt has accused the doctors' union,
:04:10. > :04:12.the BMA, of totally irresponsible behaviour in its handling
:04:13. > :04:14.of the dispute over a new contract for junior doctors in England.
:04:15. > :04:17.Talks over changes to weekend working have broken down
:04:18. > :04:19.and a 24-hour strike involving everything except emergency care
:04:20. > :04:29.Our political correspondent Eleanor Garnier reports.
:04:30. > :04:33.In full voice this weekend, but despite months of talks,
:04:34. > :04:37.junior doctors are still out of tune with
:04:38. > :04:41.The disputes about pay and working hours following
:04:42. > :04:45.government plans to change some NHS contracts in England.
:04:46. > :04:48.Now, the Health Secretary has accused the doctors' union,
:04:49. > :04:51.the BMA, of being iresponsible and misleading.
:04:52. > :04:55.One of the reasons for that anger, and
:04:56. > :04:58.there is anger, is because they were told by the BMA that their pay
:04:59. > :05:02.They were told that they were going to be
:05:03. > :05:05.They aren't, we are actually bringing
:05:06. > :05:10.And if you are told by your union that the Health Secretary wants
:05:11. > :05:12.to do these awful things, of course you will
:05:13. > :05:16.But junior doctors on the front line said it was nonsense
:05:17. > :05:19.to suggest their union was misinforming them.
:05:20. > :05:22.There is not a grassroots doctor in the country who believes
:05:23. > :05:27.the words the Health Secretary says any more and that is because we have
:05:28. > :05:30.heard him spin and manipulate and distort the statistics
:05:31. > :05:34.and the facts time and again for his own political agenda.
:05:35. > :05:37.Last month, doctors walked out on a 24-hour strike.
:05:38. > :05:44.Planned industrial action two weeks ago was called off
:05:45. > :05:46.as talks continued, but with no agreement,
:05:47. > :05:50.this Wednesday's strike in England is still on.
:05:51. > :05:55.It believes its plans for a seven-day
:05:56. > :05:59.week NHS are popular with the public but both sides are really digging
:06:00. > :06:10.The sticking point - do you pay doctors more for working
:06:11. > :06:13.on a Saturday, and if you do, at what point should those payments
:06:14. > :06:17.Hanging over these negotiations, the threat that the Health Secretary
:06:18. > :06:21.will push ahead and impose the new contracts.
:06:22. > :06:25.There have been some concessions made by Government in the last few
:06:26. > :06:31.But if we cannot get a negotiated solution to this new junior doctor
:06:32. > :06:35.contract, I have said that he should not impose a new contract
:06:36. > :06:42.This row has come down to a dispute over working
:06:43. > :06:44.hours, but the fear is, without agreement, there could be
:06:45. > :06:52.Dozens of local Conservative associations have accused
:06:53. > :06:57.David Cameron of a lack of respect for grassroots party members,
:06:58. > :07:02.after he told MPs to disregard their views on the EU Referendum.
:07:03. > :07:05.In a letter to the Sunday Telegraph, the leaders of more than 40
:07:06. > :07:07.Conservative associations said it was deeply regrettable
:07:08. > :07:14.that the Prime Minister had dismissed their views.
:07:15. > :07:16.A review into Scotland Yard's handling of a rape allegation
:07:17. > :07:19.against the late Lord Brittan has concluded that the police
