:00:33. > :00:35.year, was told by his doctor he needed psychiatric help

:00:36. > :00:36.for depression, two weeks before the disaster.

:01:15. > :01:17.There are reports that many people have been killed

:01:18. > :01:21.It's thought a car bomb was detonated close to a bus,

:01:22. > :01:25.near the city's main square, setting several vehicles on fire.

:01:26. > :01:29.This is the latest in a number of bomb attacks in Turkey,

:01:30. > :01:32.and follows warnings in recent days that Ankara could be targeted.

:01:33. > :01:40.Our correspondent Jonathan Blake reports.

:01:41. > :01:50.Early evening in Ankara. Panic as emergency crews respond to an

:01:51. > :01:53.explosion in the city centre. Turkey's state broadcaster reported

:01:54. > :01:59.that the car blew up near a bus stop. Vehicles burnt out, a bus

:02:00. > :02:03.destroyed. Police sealed off the scene of the blast with many already

:02:04. > :02:12.confirmed dead at the number killed is likely to rise. The explosion

:02:13. > :02:17.happened near government buildings. Just two days ago, the US Embassy in

:02:18. > :02:24.Ankara warmed of a potential terrorist attack. -- warned. Last

:02:25. > :02:27.month 29 people died in a car bombing and a Kurdish group claimed

:02:28. > :02:34.responsibility. In October, a double suicide bombing killed more than

:02:35. > :02:37.100. The authorities are investigating this latest attack. So

:02:38. > :02:42.far no group has claimed responsibility.

:02:43. > :02:45.Our correspondent, Mark Lowen, is in Istanbul.

:02:46. > :02:53.Our just how devastating this attack has been? It looks like being a very

:02:54. > :02:59.major attack. At least 27 are ported to have been killed and around 75

:03:00. > :03:03.injured. The big question is, who carried this out? Turkey is facing

:03:04. > :03:11.multiple security threats. You heard about separate attacks in Ankara.

:03:12. > :03:18.One last month killing almost 30 people was blamed by the -- on the

:03:19. > :03:24.Turkish government. The Turkish government says they are linked.

:03:25. > :03:31.Turkey is involved in the coalition against Islamic State and is

:03:32. > :03:35.fighting a new insurgency, the PKK militant group. Just remember, until

:03:36. > :03:39.recently, Turkey was seen as the stable corner of the Middle East,

:03:40. > :03:47.the crucial ally of the West in a volatile region. Today Posner to

:03:48. > :03:50.attack -- today's tack will raise serious concerns and show how

:03:51. > :03:53.dangerous a moment the country faces.

:03:54. > :03:57.At least 12 people have been killed in a gun attack on a beach resort,

:03:58. > :04:02.and saw people running from the beach, as the armed

:04:03. > :04:05.The attack took place in the southern town

:04:06. > :04:09.of Grand Bassam, around 25 miles from the capital Abidjan,

:04:10. > :04:11.and a popular destination for foreign tourists.

:04:12. > :04:15.An eyewitness trapped in a hotel room films the confusion and terror

:04:16. > :04:21.People fleeing from the beach in search of safety.

:04:22. > :04:24.The sleepy resort of Grand Bassam has never witnessed such horror

:04:25. > :04:32.One eyewitness said the gunmen were masked.

:04:33. > :04:39.They killed a child, despite him kneeling

:04:40. > :04:49.I swear I heard them shouting, Allahu Akbar.

:04:50. > :04:55.The military are coming now, as you can see.

:04:56. > :04:57.The Government appealed for calm as heavily armed soldiers took

:04:58. > :05:03.They also helped drive people away from the

:05:04. > :05:04.scene to places where they could hide.

:05:05. > :05:08.Medical staff help those injured, including some children.

:05:09. > :05:11.On the ground, evidence of the attackers.

:05:12. > :05:14.Other images which are too graphic to show are of bloodied

:05:15. > :05:18.A BBC colleague at a different coastal

:05:19. > :05:21.resort spoke to people who had been relaxing in Grand Bassam

:05:22. > :05:27.Friends who were there at different hotels have told

:05:28. > :05:32.me they heard the shooting, they heard big bang sounds.

:05:33. > :05:36.The Army came in and swooped up quite a lot of people and put them

:05:37. > :05:42.My friend would not tell me where she was because

:05:43. > :05:46.the Army said the terrorists could be listening.

:05:47. > :05:48.Although Ivory Coast has a history of political turmoil,

:05:49. > :06:04.this looks like yet another terror attack in the western region.

:06:05. > :06:14.A government minister has said six terrorists have been neutralised. In

:06:15. > :06:20.a statement, they said the attack was on three separate hotels, all in

:06:21. > :06:26.the same resort area. It is a huge worry to the whole West African

:06:27. > :06:30.region. This part of Ivory Coast was seen to be very safe. The country

:06:31. > :06:35.has had political turmoil before but nothing like this will stop this

:06:36. > :06:42.attack follows the one in Mali and Burkina Faso, killing more than 20

:06:43. > :06:46.in each. It looks like it is another either Al-Qaeda affiliated group or

:06:47. > :06:51.a copycat group. It is very difficult for the authorities to

:06:52. > :06:57.secure these countries with fast, porous borders. It does seem as

:06:58. > :07:01.though the jihadists insecurity is spreading across the region.

:07:02. > :07:03.The German pilot who deliberately crashed an airliner

:07:04. > :07:06.into the French Alps last year killing all 150 people on board,

:07:12. > :07:13.Andreas Lubitz who had a history of severe depression,

:07:14. > :07:15.never told airline bosses of his doctor's recommendation.

:07:16. > :07:17.The final report by French investigators into the tragedy,

:07:18. > :07:20.says there must be "clearer rules" on the lifting of patient

:07:21. > :07:22.confidentiality, if pilots show signs of psychological problems.

:07:23. > :07:32.Every life that ended here began with one locked door.

:07:36. > :07:43.After locking his fellow pilot out of the cockpit,

:07:44. > :07:48.Andreas Lubitz aimed the plane he was flying directly into a remote

:07:49. > :07:55.part of the French Alps, killing all 150 people on board.

:07:56. > :07:58.In the face of all that can't be changed, investigators today

:07:59. > :08:07.TRANSLATION: Our first recommendation is a balance

:08:08. > :08:12.between medical secrets, confidentiality, and public safety.

:08:13. > :08:14.We want clear rules to provide health care

:08:15. > :08:18.providers to inform the authorities when a specific patient's health

:08:19. > :08:23.is very likely to impact public safety.

:08:24. > :08:26.Andreas Lubitz had battled depression for years and had seen

:08:27. > :08:30.several psychiatric doctors in the weeks before the crash,

:08:31. > :08:34.one of whom recommended he be treated in a

:08:35. > :08:37.psychiatric hospital, information that was not passed

:08:58. > :09:00.of hijacking by passengers now proved fatal when the threat

:09:01. > :09:07.To this, investigators said there was no easy answer.

:09:08. > :09:09.Relatives of those who died have expressed their

:09:10. > :09:17.Almost everybody completely unsatisfied with the answers that

:09:18. > :09:24.Most of the people who were present didn't understand the reasons given

:09:55. > :09:57.He says the Government now needs to save the equivalent of 50p

:09:58. > :10:05.Here's our Chief Political Correspondent Vicki Young.

:10:06. > :10:08.George Osborne says he is building Britain's future but some believe

:10:09. > :10:15.The economic news has been downbeat and with a referendum

:10:16. > :10:17.on whether the UK stays in the EU just months away,

:10:18. > :10:21.the Chancellor is taking a safety first approach.

:10:22. > :10:24.The world is a more uncertain place than at any time

:10:25. > :10:27.We need to act now so we don't pay later.

:10:28. > :10:31.That is why I need to find additional savings equivalent to 50p

:10:32. > :10:34.in every ?100 the Government spends by the end of the decade

:10:35. > :10:37.because we have got to live within our means to stay secure

:10:38. > :10:41.and that is the way we make Britain fit for the future.

:10:42. > :10:43.That is not a huge amount of money, suggested the Chancellor,

:10:44. > :10:45.although the Treasury confirmed it would be

:10:46. > :10:50.Mr Osborne is likely to face protests

:10:51. > :10:54.from those already affected by cuts, including hundreds of thousands

:10:55. > :10:56.of disabled people who will see their

:11:09. > :11:10.?1.2 billion by cutting payments to disabled people.

:11:11. > :11:26.-- won't be going up as much as forecast.

:11:27. > :11:30.Controlling welfare bills is part of what you need to do

:12:07. > :12:08.This is all about investment for the long-term, investment

:12:09. > :12:09.in schools, infrastructure and new technology.

:12:10. > :12:12.We are on the same page as the wealth creators

:12:13. > :12:15.At the end of the day, when we invest

:12:16. > :12:20.and we grow our economy, that prosperity has to be shared.

:12:21. > :12:22.George Osborne's pressing concern is to keep

:12:34. > :12:35.he will want to come up with measures, including tax cuts,

:12:36. > :12:37.to give his own side something to cheer about.

:12:38. > :12:41.The very people, of course, who will one day have quite a big

:12:51. > :12:59.polls from Germany suggest the party of Angela Merkel has suffered

:13:00. > :13:02.significant losses. It is about accepting more than a million

:13:03. > :13:09.migrants in the past year. The anti all immigration alternative looks

:13:10. > :13:14.set to enter three different parliaments.

:13:15. > :13:17.Surrey Police have accepted mistakes were made, in the way they dealt

:13:18. > :13:20.with concerns raised by the mother of a 14-year-old boy,

:13:21. > :13:22.who was murdered by a man he met online.

:13:23. > :13:24.The force has now apologised unreservedly to Breck Bednar's

:13:25. > :13:26.parents and made a payment to the family, after failing

:13:27. > :13:28.to follow up warnings that the teenager was being

:13:29. > :13:31.Here's our Home Affairs Correspondent, June Kelly.

:13:32. > :13:40.Like so many teenagers, 14-year-old Brett Bednar was constantly online,

:13:41. > :13:44.talking to friends and others he had never met. It was through computer

:13:45. > :13:50.gaming that he came into contact with Lewis Danes, who was 19. He

:13:51. > :13:55.knew it Brett to his flat and stabbed him in the neck. He then

:13:56. > :14:05.made this 909 call. What has happened? My friend and I got into

:14:06. > :14:10.an altogether and and I am the only one who came out alive. Are you

:14:11. > :14:17.telling me you have killed somebody? Yes, I am. Two months before the

:14:18. > :14:22.murder, his mother contacted Surrey Police. Basic checks were not made

:14:23. > :14:28.and nothing was done. Now the force has apologised unreservedly to the

:14:29. > :14:35.family and agreed settlement. 100% I believed he would be here with us if

:14:36. > :14:40.the call handler had recognised the grooming. It's the police had

:14:41. > :14:45.checked the National computer, I 100% believed he would be here.

:14:46. > :14:49.Surrey Police said they accepted mistakes had been made and they

:14:50. > :14:52.would be working with the parents in order to enhance danger is that

:14:53. > :14:56.young people face online and ensure appropriate training is given to

:14:57. > :15:02.staff to assist in the prevention of similar crimes against children. His

:15:07. > :15:11.foundation to educate children about internet dangers.

:15:12. > :15:14.With all the sport, here's Karthi Gnanasegaram at the BBC Sport

:15:15. > :15:18.England have won rugby union's Six Nations title

:15:19. > :15:24.Scotland beat France this afternoon by 29 points to 18 which means

:15:25. > :15:30.England have an unassailable lead at the top of the table.

:15:31. > :15:33.This was Scotland's first win over France in ten years.

:15:34. > :15:41.A decade since Scotland last beat France in the Six Nations, at both

:15:42. > :15:46.Murrayfield and Twickenham they hope that record can change. If

:15:47. > :15:51.Scotland's and was to keep opponents quite early on, it lasted less than

:15:52. > :15:58.minutes. In the past, Scotland might have had no answer to this but they

:15:59. > :16:02.began to show what they could do. Five minutes from half-time, Duncan

:16:03. > :16:09.Taylor, still at school last time his team won this fixture, seized

:16:10. > :16:14.the initiative. He will score! No time yet for Vern Cotter's I to

:16:15. > :16:18.enjoy their moment. The gap was reduced to six points before the

:16:19. > :16:27.break. Scotland were not to be denied. What a finish! Born in the

:16:28. > :16:32.Netherlands, a hero for his adopted country. Celebrations inside

:16:33. > :16:33.Murrayfield but also in England. The Scotland when handing the English

:16:34. > :16:37.the Six Nations title in Edinburgh. Arsenal's attempt to win a third FA

:16:38. > :16:40.Cup trophy in a row was halted by Watford who beat them

:16:41. > :16:42.2-1 this afternoon. Watford progress to the semi-finals

:16:43. > :16:44.while the Arsenal manager, Arsene Wenger, finds himself under

:16:45. > :16:46.increasing pressure. Manchester United and West Ham

:16:47. > :16:56.will need a replay after their match Arsenal fans may feel the Premier

:16:57. > :16:59.League summit is slipping from view got up some have turned on the

:17:00. > :17:03.manager of even the carrot of another FA Cup could not win them

:17:04. > :17:09.back. History did not suggest an upset against Watford. Olivier

:17:10. > :17:13.Giroud looked to steer Arsenal onwards, almost. Watford had

:17:14. > :17:18.ambitions of their own full Sutton second half they were less shy about

:17:19. > :17:24.showing them. Arsenal will fill this ball should never have reached him.

:17:25. > :17:34.No stopping the next effort. A rocket! A screaming sucker punch.

:17:35. > :17:42.Two shots, 2-0. The response was to send on Danny Welbeck. Arsenal had

:17:43. > :17:48.not lost a game in this tournament for three years. Welbeck almost keep

:17:49. > :17:52.the run -- kept the run going. Much too late. What are heading to

:17:53. > :17:56.Wembley and Arsenal could be heading back to square one. At Old Trafford,

:17:57. > :18:01.another manager desperate to regain support. That task could soon get

:18:02. > :18:08.harder. West Ham had one of the players of the season. This is why,

:18:09. > :18:15.a stroke of perfection. With 16 minutes to save themselves, United

:18:16. > :18:21.showed urgently. The accuracy came from Martial. A season of surprises.

:18:22. > :18:24.In the Premier League second placed Tottenham are now just two points

:18:25. > :18:27.away from Leaders Leicester City after a 2-nil win over bottom

:18:28. > :18:31.Both Spurs goals were scored by Harry Kane in the space

:18:32. > :18:34.Ross County have won the Scottish League Cup

:18:35. > :18:38.Alex Schalk scored the winning goal in the 90th minute.

:18:39. > :18:43.It's the first time Ross County have won a Major trophy.

:18:44. > :18:45.And double Olympic gold medallist, Geraint Thomas, has become only

:18:46. > :18:51.the third British rider to win the Paris to Nice cycling race.

:18:52. > :18:53.We are back with the late News at Ten.
