:01:00. > :01:05.over proposals to cut some disability benefits.

:01:06. > :01:08.He described them as "indefensible" in a Budget that "benefited higher

:01:09. > :01:12.He's been replaced by Stephen Crabb, who was previously the Welsh

:01:13. > :01:17.Our Political Correspondent Vicki Young reports

:01:18. > :01:20.Cheering a wage rise for low paid workers,

:01:21. > :01:23.this was a passionate Iain Duncan Smith a year ago.

:01:24. > :01:25.A rare moment when he and the Chancellor

:01:26. > :01:31.But 12 months on, plans to cut benefits for the disabled

:01:32. > :01:39.In a letter to the Prime Minister he launched a blistering attack

:01:40. > :01:55.The Prime Minister replied that he was...

:01:56. > :02:04.The budget proposals were endorsed by the

:02:05. > :02:07.whole Cabinet on Wednesday morning before the Chancellor presented them

:02:08. > :02:10.And he was obviously part of that process.

:02:11. > :02:11.These proposals came from his department.

:02:12. > :02:13.But it's been acknowledged now they need more time,

:02:14. > :02:17.The new man in charge of welfare changes

:02:18. > :02:19.is former Welsh Secretary Stephen Crabb.

:02:20. > :02:21.Brought up on a council estate by a single mother,

:02:22. > :02:24.the government hopes Labour will find it

:02:25. > :02:27.hard to accuse this minister of not understanding what it's like to be

:02:28. > :02:38.I was very sad to see Iain resign in the circumstances

:02:39. > :02:42.there's real strong unity at the heart of this government

:02:43. > :02:44.in terms of continuing our important mission

:02:45. > :02:47.We know we've got to carry on making good decisions,

:02:48. > :02:50.strong decisions, to get this country back to a situation

:02:51. > :02:57.But Mr Osborne's decisions are coming in for increasing

:02:58. > :03:00.criticism from his own side, offering tax cuts for the better off

:03:01. > :03:02.at the same time as reducing benefits for the disabled

:03:03. > :03:13.Of course, these things weaken the government,

:03:14. > :03:15.they weaken the Treasury, they weaken the impetus

:03:16. > :03:17.towards getting the deficit into balance.

:03:18. > :03:20.It's absolutely necessary the country lives within its means.

:03:21. > :03:24.It's got to be done in a way which reflects and recognises

:03:25. > :03:27.the interest of the people who are at the bottom

:03:44. > :03:45.Minister and Chancellor, who are leading the campaign

:03:51. > :03:58.So, how damaging is this for the Government?

:03:59. > :04:03.No doubt personal animosity between George Osborne and Iain Duncan Smith

:04:04. > :04:06.has burst into the open in the most dramatic way. On one side the

:04:07. > :04:10.Chancellor sometimes suspected Mr Duncan Smith wasn't up to the job of

:04:11. > :04:13.reforming the welfare state. On the other side Duncan Smith's friends

:04:14. > :04:18.they he found the Chancellor high-handed and patronising. It's

:04:19. > :04:22.the nature of the attack. Mr Duncan Smith going for the central message

:04:23. > :04:26.of the Chancellor, accusing him of trying to balance the books, not

:04:27. > :04:30.caring about the poorest in society. Many ministers think this is all

:04:31. > :04:35.about the European Union and that Mr Duncan Smith was simply looking for

:04:36. > :04:39.an excuse to walk away. This will certainly have an impact on the

:04:40. > :04:40.unity of the Conservative Party, but also won any leadership ambitions Mr

:04:41. > :04:44.Osborne still has. Five people have been killed

:04:45. > :04:46.and more than 30 injured in a suicide bomb

:04:47. > :04:48.attack in Istanbul. It exploded in a busy

:04:49. > :04:50.shopping street and many It's the fourth suicide bombing

:04:51. > :04:57.in Turkey this year. From Istanbul, Daniel

:04:58. > :05:06.Boettcher sent this report. Saturday morning on Istanbul's most

:05:07. > :05:11.popular shopping street. Seconds after these images there is an

:05:12. > :05:16.explosion. Police swarm into the city centre. Turkey had been on high

:05:17. > :05:23.alert. There were fears this city could be a target. Today, it

:05:24. > :05:28.happened. Terrified residents running from the scene. And

:05:29. > :05:37.ambulances arriving to care for the casualties. Among those injured, at

:05:38. > :05:44.least 12 foreign nationals. TRANSLATION: This shopkeeper heard

:05:45. > :05:46.the explosion, you said he knew it was definitely a bomb.

:05:47. > :05:53.Another told me, either were expecting this, there had been

:05:54. > :05:56.rumours of an imminent attack. Police have sealed off the entire

:05:57. > :06:02.area, armed officers at every junction. These scenes are becoming

:06:03. > :06:07.all too familiar in Turkey. This attack struck at the very heart of

:06:08. > :06:11.Istanbul. Less than a week ago it was Ankara. Authorities here have

:06:12. > :06:16.been unable to put a stop to these suicide bombings and Turkey is under

:06:17. > :06:21.threat on several different fronts. Kurdish militants linked to the PKK

:06:22. > :06:25.said they carried out two car bomb attacks in Ankara in less than a

:06:26. > :06:29.month in which more than 60 people died. And so-called Islamic State

:06:30. > :06:35.were blamed for suicide bombings in the capital last October, and in

:06:36. > :06:40.Istanbul earlier this year. It isn't clear who was behind today's attack,

:06:41. > :06:44.as investigations continue, streets that would normally be bustling are

:06:45. > :06:50.almost empty. Many here are wondering where this will end.

:06:51. > :06:53.Both black box flight recorders from a passenger plane that crashed

:06:54. > :06:55.in Southern Russia this morning have been found.

:06:56. > :06:57.The Boeing 737 from Dubai circled Rostov-on-Don airport

:08:31. > :08:33.Two of the victims had to have their legs amputated.

:08:34. > :08:35.In total, 16 people were hurt, some said the ride should

:08:36. > :08:44.Alton Towers say they've carried out more than 400

:08:45. > :08:46.hours of tests and the roller-coaster has met all legal

:08:47. > :08:51.Many of those here today say they've been undeterred

:08:52. > :09:00.It was human error, so it's not the ride's

:09:01. > :09:05.I think it'll be fine now, because they will have made it a lot

:09:06. > :09:10.It was really fun, but obviously knowing what had happened put it

:09:11. > :09:12.into perspective how fast the ride does go.

:09:13. > :09:15.The company that owns Alton Towers, Merlin, are being taken to court

:09:16. > :09:17.next month by the Health and Safety Executive.

:09:18. > :09:19.And they are being prosecuted for breaching health

:09:26. > :09:28.accident and they've improved training and have made changes
