:00:19. > :00:22.President Obama has warned that the possibility

:00:23. > :00:24.of so-called Islamic State obtaining a nuclear weapon

:00:25. > :00:27.is one of the greatest threats to global security.

:00:28. > :00:30.Speaking at the end of a nuclear security summit in Washington,

:00:31. > :00:32.he insisted that concrete steps must be taken

:00:33. > :00:37.to prevent nuclear terrorism, as Sophie Long reports.

:00:38. > :00:39.Good afternoon, everybody. If we could get started...

:00:40. > :00:44.President Obama said they gathered here not just to talk but to act.

:00:45. > :00:47.More than 50 world leaders came together.

:00:48. > :00:50.They pledged to do more to stop nuclear terrorism -

:00:51. > :00:53.attacks that he said would change our world.

:00:54. > :00:57.At the forefront of his mind, the so-called Islamic State,

:00:58. > :01:01.the organisation already accused of using chemical weapons in Syria.

:01:02. > :01:08.There is no doubt that if these madmen ever

:01:09. > :01:10.got their hands on a nuclear bomb, or nuclear material,

:01:11. > :01:13.they most certainly would use it to kill as many innocent

:01:14. > :01:18.And that is why our work here remains so critical.

:01:19. > :01:21.The single most effective defence against nuclear terrorism

:01:22. > :01:24.is fully securing this material so it doesn't fall into the wrong hands

:01:25. > :01:28.The world leaders also expressed concern at the prospect

:01:29. > :01:32.of North Korea developing a workable nuclear weapon.

:01:33. > :01:35.Pyongyang test-fired a missile during the Washington summit,

:01:36. > :01:39.underlining its determination to go its own way,

:01:40. > :01:43.and blamed the US for the tensions on the Korean Peninsula.

:01:44. > :01:48.The United States is trying to turn the white into black,

:01:49. > :01:56.describing as if the counter measures taken by the government

:01:57. > :01:58.of the DPR Korea is a provocation, is a threat.

:01:59. > :02:00.They said it is a threat and a provocation,

:02:01. > :02:06.Much will depend on the attitude of China's President Xi.

:02:07. > :02:09.He was urged by Barack Obama during the summit

:02:10. > :02:11.to impose new sanctions and put pressure on Pyongyang

:02:12. > :02:14.to end their nuclear weapons programme.

:02:15. > :02:17.This is the last of these summits in their current form

:02:18. > :02:20.as President Obama prepares to leave office.

:02:21. > :02:22.He said they had made meaningful progress

:02:23. > :02:28.As the summit closed, they reaffirmed their commitment

:02:29. > :02:31.to fight nuclear proliferation, saying it still posed the greatest

:02:32. > :02:42.The UK steel industry is coming to terms with another setback,

:02:43. > :02:45.following the news that China is to impose a 46% import tariff

:02:46. > :02:46.on certain types of high-grade steel.

:02:47. > :02:50.Britain is among one of only a handful of countries

:02:51. > :02:54.which produces the steel, mainly used for electrical transformers.

:02:55. > :02:56.Let's speak to our political correspondent Carole Walker,

:02:57. > :03:11.This is terrible news. Making in Britain, but also for the

:03:12. > :03:13.Government. That is right, and a spokesman at the business department

:03:14. > :03:17.has said it is clearly unwelcome news but that exports of the

:03:18. > :03:22.particular type of steel that would be hit from South Wales are only

:03:23. > :03:28.about 1000 tonnes a year, so the impact on British industry is likely

:03:29. > :03:31.to be minimal. Nonetheless, this is embarrassing for the Government,

:03:32. > :03:34.particularly as the Chinese simply slapped on these new tariffs within

:03:35. > :03:42.hours of David Cameron raising concerns about the issue when he met

:03:43. > :03:44.President Xi at that nuclear summit in Washington. And as the Government

:03:45. > :03:47.is facing accusations that it is not taking sufficiently robust action on

:03:48. > :03:52.the steel issue because it is more concerned with wooing Chinese

:03:53. > :03:55.investment in other industries. It does, of course, underlined the

:03:56. > :03:58.speed and the scale with which other countries are acting to save their

:03:59. > :04:03.own steel businesses at a time that Britain is not only trapped in this

:04:04. > :04:07.rather slow and cumbersome EU process, but has argued against some

:04:08. > :04:11.higher tariffs because it says they would hit other parts of British

:04:12. > :04:19.industry. Certainly, there are many in the steel business here to say

:04:20. > :04:21.the Government cordoned should do more if it is to save the British

:04:22. > :04:24.steel industry and keep alive the prospects of finding a buyer for the

:04:25. > :04:29.huge steel plant at Port Talbot. Carole, thank you.

:04:30. > :04:32.The Syrian Army says it's discovered a mass grave with around 40 bodies

:04:33. > :04:34.in the city of Palmyra, according to state run media.

:04:35. > :04:36.Palmyra was recently recaptured by government forces

:04:37. > :04:37.from the so-called Islamic State jihadist group.

:04:38. > :04:39.International monitoring groups say IS was reported

:04:40. > :04:42.to have killed a number of civilians and soldiers some time ago.

:04:43. > :04:44.Three employees of an Indian construction firm

:04:45. > :04:46.are due to appear in court today, charged in connection

:04:47. > :04:49.with the collapse of a flyover in Kolkata on Thursday.

:04:50. > :04:54.as a section of the flyover fell onto the road below.

:04:55. > :05:00.Five other staff from the company are being questioned.

:05:01. > :05:03.There are concerns that neither Greece or Turkey are properly

:05:04. > :05:06.prepared to begin the return of migrants from the Greek Islands

:05:07. > :05:11.The deportations follow a EU agreement to try and stem the flow

:05:12. > :05:15.of migrants into Europe from Syria and elsewhere.

:05:16. > :05:21.Our correspondent Mark Lowen is in Dikili, northern Turkey.

:05:22. > :05:29.He joins us by webcam. Mark, how prepared is Turkey for what is a

:05:30. > :05:34.very complicated process? It is a huge task, Gavin, it does not seem

:05:35. > :05:38.that it is prepared at all. We are in Dikili, just across the Aegean

:05:39. > :05:41.Sea from Lesbos, where the first batch of 500 migrants are supposed

:05:42. > :05:44.to arrive on Monday, but we have been to the field which has been

:05:45. > :05:54.earmarked as the registration centre, and there is nothing there

:05:55. > :05:58.at all. Added to that, there is a lot of anger from locals at the idea

:05:59. > :06:01.of any camp at all, and there was a protest in the main square about an

:06:02. > :06:03.hour ago by people saying they do not want a refugee camp. Local

:06:04. > :06:06.people are saying they could stay here temporarily before being

:06:07. > :06:10.relocated to other parts of Turkey. And there are real concerns among

:06:11. > :06:13.aid agencies and EU countries that those being sent back could have

:06:14. > :06:18.their rights violated if they are sent back to their countries of

:06:19. > :06:21.origin. It is a mad panic rush to meet the Monday deadline and major

:06:22. > :06:23.concerns over whether it can work. Thank you very much.

:06:24. > :06:26.A British woman taking part in a round-the-world yacht race

:06:27. > :06:27.has died after being swept overboard.

:06:28. > :06:30.Tributes have been paid to Sarah Young, who was from London.

:06:31. > :06:32.The founder of the Clipper race said safety was the first priority.

:06:33. > :06:35.He warned other crews that she was not tethered to the boat,

:06:36. > :06:38.as the usual safety procedures require.

:06:39. > :06:41.The fact of the matter is, people have a harness

:06:42. > :06:42.and don't clip on, they are endangering themselves,

:06:43. > :06:45.and I'm afraid that's what's happened on this occasion.

:06:46. > :06:48.You can tell them to harness on, we do the whole time,

:06:49. > :06:53.but if they haven't done it, I'm afraid this is what can happen.

:06:54. > :06:56.You can see more on all of today's stories on the BBC News Channel.

:06:57. > :06:59.The next news on BBC One is at 5:50 this evening.

:07:00. > :07:23.Hello! Lovely warm Springs signs for some of us today, but for others it

:07:24. > :07:24.is rather less inspiring, particularly if you are sitting
