:00:59. > :01:06.This Tata owned plant in Newport in Wales makes the kind of specialist

:01:07. > :01:08.steel which now faces tariffs of up to 46% in China. Like the

:01:09. > :01:12.neighbouring factory in Port Talbot it's been put up for sale by its

:01:13. > :01:16.Indian owners, something which could affect the livelihoods of thousands

:01:17. > :01:21.of local workers. It's just another nail in the cough and if you ask me.

:01:22. > :01:28.How much more can we take, how much more of the workforce going to be

:01:29. > :01:32.able to take? How much more can they do? UK Steelworkers have been caught

:01:33. > :01:37.up in much wider global trade patterns. Chinese overproduction has

:01:38. > :01:41.halved the price UK producers get for steel and made them

:01:42. > :01:46.unprofitable. Now Britain could be dragged into a trade war with China.

:01:47. > :01:50.David Cameron raised the Chinese tariffs issue with President Xi

:01:51. > :01:55.Jinping on Thursday. Britain has blocked efforts at EU level to

:01:56. > :01:59.impose high emergency tariffs on Chinese steel. In its defence the

:02:00. > :02:02.government says tariffs imposed a few years ago on some types of

:02:03. > :02:08.Chinese steel have succeeded in cutting imports right up to 90%. How

:02:09. > :02:15.important is steel in Britain's trade relationship with China? But

:02:16. > :02:19.an exported ?14 billion of goods to China in 2014. Steel accounts for

:02:20. > :02:24.?71 million, just half of 1% of those exports. Britain's total

:02:25. > :02:29.exports to China have doubled since 2010 making China's Britain's sixth

:02:30. > :02:36.biggest trading partner. Overall trade is worth a huge ?57 billion

:02:37. > :02:39.each year. So is it worth risking Britain's relationship with China

:02:40. > :02:43.over steel? I don't think the British government wants to go to

:02:44. > :02:48.war with China, trade was certainly, on the issue of steel. Steel is too

:02:49. > :02:51.small for us to realistically care about, we need the Chinese

:02:52. > :02:54.investment in many areas especially the utility sector, we've seen heavy

:02:55. > :03:00.investment coming through there. In terms of steel it's a very small

:03:01. > :03:10.part of the equation for us. It's this backdrop Tata steel intends to

:03:11. > :03:11.find investors for its business. If it fails some of these furnaces

:03:12. > :03:16.If it fails some of these furnaces could go cold for ever.

:03:17. > :03:18.Our Political Correspondent Eleanor Garnier is in Westminster.

:03:19. > :03:20.The government has played down China's move, but it has other

:03:21. > :03:26.reasons for not wanting to fall out with Beijing?

:03:27. > :03:32.Yes, there are accusations the government isn't taking sufficiently

:03:33. > :03:37.robust action against the flood of cheap Chinese steel because it's

:03:38. > :03:41.more interested in wooing Chinese investment for projects like the

:03:42. > :03:45.Hinkley point nuclear power plant. Critics suggesting the government is

:03:46. > :03:48.putting its trade relationship with China ahead of the UK steel

:03:49. > :03:52.industry. Ministers have defended their handling of this crisis,

:03:53. > :03:57.saying that they opposed raising some EU tariffs because it could

:03:58. > :04:02.have damaged other British industries like car manufacturing, a

:04:03. > :04:05.big steel consumer. But this move by China is embarrassing for the

:04:06. > :04:10.government, the Chinese slapped on this new tariff just hours after

:04:11. > :04:15.David Cameron had raised his concerns over the steel crisis with

:04:16. > :04:20.the Chinese president at a summit in Washington. And at the centre of all

:04:21. > :04:21.this thousands of workers in the industry still unclear tonight,

:04:22. > :04:27.still unclear tonight, still facing an uncertain future.

:04:28. > :04:29.And the Business secretary Sajid Javid will be

:04:30. > :04:38.President Obama has warned that the possibility of self-styled

:04:39. > :04:41.Islamic State obtaining a nuclear weapon is "one of the greatest

:04:42. > :04:45.Speaking at the end of a Nuclear Security Summit

:04:46. > :04:48.in Washington, he insisted that concrete steps must be taken

:04:49. > :04:53.to prevent nuclear terrorism, as Barbara Plett-Usher reports.

:04:57. > :04:59.This was President Obama's last big push for global nuclear security.

:05:00. > :05:01.But the threat of nuclear terrorism looms

:05:02. > :05:10.The Brussels attacks focussed the minds of

:05:11. > :05:15.With growing concerns about the so-called Islamic State,

:05:16. > :05:17.it's claimed the group has already used chemical

:05:18. > :05:22.There is no doubt that if these madmen ever

:05:23. > :05:26.got their hands on a nuclear bomb or nuclear material,

:05:27. > :05:29.they most certainly would use it to kill as many innocent

:05:30. > :05:35.That's why our work here remains so critical.

:05:36. > :05:36.The single most effective defence against nuclear terrorism

:05:37. > :05:39.is fully securing this material so it doesn't fall into the wrong

:05:40. > :05:47.More conventional threats were also on

:05:48. > :05:49.the agenda, especially North Korea's continued testing of nuclear

:05:50. > :05:52.It defiantly fired a missile during the Washington

:05:53. > :05:55.summit, but blamed the United States for the tensions on the Korean

:05:56. > :06:03.United States is trying to turn white into black.

:06:04. > :06:13.Describing, as if the countermeasures taken

:06:14. > :06:20.They said it is a threat and it is a provocation.

:06:21. > :06:24.Much will depend on the attitude of China's president Xi

:06:25. > :06:28.He was urged by Barack Obama to increase the pressure on Pyongyang.

:06:29. > :06:33.The meetings wound up with announcements of new steps

:06:34. > :06:35.to secure or reduce nuclear stockpiles, but a key player,

:06:36. > :06:37.Russia's president Vladimir Putin, was missing from the family photo

:06:38. > :06:39.because of current political tensions.

:06:40. > :06:40.A stark reminder of the summit's limits.

:06:41. > :06:43.President Obama began these high-level

:06:44. > :06:46.meetings six years ago to tackle the threat of nuclear material that

:06:47. > :06:49.Much has been accomplished, but not enough.

:06:50. > :06:51.And with the rise of groups like Islamic State, the fear
