:00:35. > :00:37.in England, told the BBC it was time for a serious debate

:00:38. > :00:44.The Government says it's giving NHS England the ?10

:00:45. > :00:59.Hospitals running at full capacity, standards of care under pressure,

:01:00. > :01:04.and patients at risk. The diagnose frills the NHS providers is that the

:01:05. > :01:09.health service doesn't just need attention but life-support. On the

:01:10. > :01:13.front line the people who are responsible every day for overseeing

:01:14. > :01:17.the safe delivery of care, what they are saying clearly is they cannot

:01:18. > :01:19.provide the right quality of care and meet the performance standards

:01:20. > :01:24.on the money that's available, and something has to give. The problem,

:01:25. > :01:27.he says, is that funding hasn't kept up with the demand for National

:01:28. > :01:32.Health Services. So while three years ago 5% of acute care hospitals

:01:33. > :01:37.were running a financial deficit, now that figure is 80%. In the same

:01:38. > :01:44.time period, the percentage of hospitals missing A waiting time

:01:45. > :01:47.targets has jumped from 10% to 90%. The NHS providers say that

:01:48. > :01:53.healthcare rationing is one approach to cutting costs. The Vale of York's

:01:54. > :01:57.already proposed delaying surgery for obese patients, arguing that

:01:58. > :02:01.outcomes from less successful than for those who are not. It want to

:02:02. > :02:06.provide the same rules for smokers. Cutting staff is another option. The

:02:07. > :02:11.Department of Health says it has committed an tra ?10 billion to fund

:02:12. > :02:15.the NHS's own plan for its future it says while it recognises the

:02:16. > :02:20.pressures on the health service of an ageing population the Government

:02:21. > :02:24.expecting the NHS s ensure patients are treated quickly. I'm not sure

:02:25. > :02:27.anything has gone wrong the sail of which he is trying to put forward.

:02:28. > :02:31.But we have to engage with the leadership of the NHS. I'm proud of

:02:32. > :02:36.the NHS. They are delivering 4,000 more operation as day since 2010 and

:02:49. > :02:53.to meet existing demand, stretching the NHS still further appears

:03:45. > :03:50.Vote Leave campaign. As for what could be ruled in, we hadn't heard

:03:51. > :03:54.too much until today, when Amber Rudd said her officials are looking

:03:55. > :03:59.at a work permit system, perhaps where skills shortages are met by

:04:00. > :04:04.visas being handed out. Botham ber Rudd and her officials have made it

:04:05. > :04:09.clear this is one of many options being looked at and nothing has yet

:04:10. > :04:15.been decided. But it does give us an insight into something that might be

:04:16. > :04:17.in that final Brexit deal. Amber Rudd did say that whatever final

:04:18. > :04:21.system is put in place, it would have to be balanced off against the

:04:22. > :04:22.needs of the economy. Matt, thank you.
